Chair Millner called the meeting to order at 8:03 a.m.
MOTION: Sen. Iwamoto moved to approve the minutes of February 28, 2017. The motion passed unanimously.
1. 2nd Sub. H.B. 264 Utah Public Education Review and Strategic Planning (Christensen, L.)
Rep. LaVar Christensen explained the bill.
Dr. Sydnee Dickson, State Superintendent of Public Instruction, Utah State Board of Education spoke to the bill.
MOTION: Sen. Stephenson moved to pass 2nd Substitute H.B. 264 out favorably. The motion passed with a vote of 4-0-3.

Dr. Sara Jones, Utah Education Association spoke in opposition to the bill.
Mr. Ben Horsley, Communications Director, Granite Schools, spoke in favor of the bill.
Mr. Terry Schumaker, Executive Director of Superintendent's Association spoke in favor of the bill.
Dr. Shannon Dulaney, Superintendent, Iron County School District spoke in favor of the bill.
MOTION: Sen. Hillyard moved to pass 2nd Substitute H.B. 212 out favorably. The motion passed with a vote of 4-0-3.
