Acting Chair Hillyard called the meeting to order at 2:14 p.m.

Sen. Hillyard assumed the chair.

Chair Hillyard announced that the committee would saunter for 10 minutes while waiting for the bill presenters.

Acting Chair Hillyard called the meeting back to order at 2:23 p.m.

1. H.B. 409 Charter School Funding Amendments (Last, B.)

Rep. Bradley G. Last explained the bill.

Mr. Royce Van Tassell, Executive Director, Utah Association of Public Charter Schools spoke in favor of the bill.

MOTION:     Sen. Henderson moved to pass H.B. 409 out favorably. The motion passed with a vote of 4-0-3.

2. H.B. 291 School and Institutional Trust Lands Amendments (Noel, M.)

Rep. Michael E. Noel explained the bill.

MOTION:     Sen. Henderson moved to replace H.B. 291 with 1st Substitute H.B. 291. The motion passed with a vote of 4-0-3.

Mr. Mark Huntsman, Chair, Utah State Board of Education spoke to the bill.

Mr. Terry Schumaker, Executive Director of Superintendent's Association spoke in favor of the bill.

MOTION:     Sen. Millner moved to pass 1st Substitute H.B. 291 out favorably. The motion passed unanimously.

3. 1st Sub. H.B. 404 Early Warning Pilot Program (Peterson, V.)

Rep. Val L. Peterson explained the bill.

MOTION:     Sen. Henderson moved to pass 1st Substitute H.B. 404 out favorably. The motion passed with a vote of 5-0-2.

MOTION:     Sen. Millner moved to adjourn. The motion passed unanimously.

Acting Chair Hillyard adjourned the meeting at 2:57 p.m.
