Vice Chair Coleman called the meeting to order at 8:02 a.m.

1. H.B. 361 Block Grant Funding and Statutory Exemption Program for Public Education (Thurston, N.)

Rep. Norman K Thurston presented the bill.

MOTION:     Rep. Peterson moved to replace H.B. 361 with 1st Substitute H.B. 361.

The motion passed with a vote of 8-0-6.

MOTION:     Rep. Peterson moved to recommend that the interim committee study 1st Sub. H.B. 361.

The motion passed with a vote of 8-0-6.

2. 1st Sub. S.B. 220 Student Assessment and School Accountability Amendments (Millner, A.)

Sen. Ann Millner presented the bill with the assistance of Rich Nye, Deputy Superintendent, Utah State Board of Education and Tiffany Stanley, Policy Adviser, Utah State Board of Education.

Chair Peterson assumed the chair.

Ms. Brittney Cummins, Vice Chair, Utah State Board of Education, spoke to the bill.

Ms. LeAnn Wood, Education Commissioner, Utah Parent Teacher Association, spoke to the bill.

Vice Chair Coleman resumed the chair.

Mr. Terry Shoemaker, Executive Director, Utah School Superintendents Association spoke in favor of the bill.

Ms. Heidi Matthews, President, Utah Education Association, spoke to the bill.

Ms. Sara Jones, Utah Education Association, spoke in opposition to the bill.

Ms. Jennifer Boehme, Director, Jordan UniServ, Utah Education Association, spoke to the bill.

Mr. Carl Boyington, Executive Director, Utah Association of Secondary School Principals, spoke to the bill.

MOTION:     Rep. McCay moved to pass 1st Substitute S.B. 220 out favorably.

SUBSTITUTE MOTION:   Rep. Owens moved to amend 1st Substitute S.B. 220 with a verbal amendment.

Ms. Tiffany Stanley, Policy Adviser, Utah State Board of Education spoke to the bill.

Rep. Owens withdrew his motion to amend.

MOTION:     Rep. McCay's original motion to pass 1st Substitute S.B. 220 out favorably passed with a vote of 12-2-0.

3. 1st Sub. S.B. 117 Higher Education Performance Funding (Millner, A.)

Sen. Ann Millner presented the bill.

Dr. Dave Woolstenhulme, Commissioner of Technical Education, Utah College of Applied Technology, spoke in favor of the bill.

Dr. Dave Buhler, Commissioner, Utah System of Higher Education, spoke in favor of the bill.

Mr. Phil Dean, Governor's Office of Management and Budget, spoke to the bill.

Ms. Brittney Cummins, Vice Chair, Utah State Board of Education, spoke to the bill.

MOTION:     Rep. Cutler moved to replace 1st Substitute S.B. 117 with 2nd Substitute S.B. 117.

The motion passed with a vote of 10-0-4.

MOTION:     Rep. Cutler moved to pass 2nd Substitute S.B. 117 out favorably.

The motion passed with a vote of 10-0-4.

4. 1st Sub. S.B. 173 English Language Arts Amendments (Stephenson, H.)

Sen. Howard A. Stephenson presented the bill with the assistance of Jennifer Throndsen, Literacy Coordinator, Utah State Board of Education.

Chair Peterson assumed the chair.

Ms. Tammy Pyfer, Education Advisor, Office of the Governor, spoke in opposition to the bill.

MOTION:     Rep. Moss moved to pass 1st Substitute S.B. 173 out favorably.

The motion passed with a vote of 4-3-7.

MOTION:     Rep. Fawson moved to adjourn.

The motion passed with a vote of 7-0-7.
