Sen. J. Stuart Adams explained the bill.
Ms. Angie Stallings, Deputy Superintendent of Policy and Communication, spoke to the bill.
Mr. Spencer Brown, student, Utah Academy of Science, spoke in opposition to the bill.
Ms. Jodi England Hansen, Utah Women Unite, spoke in favor of the bill.

MOTION: Rep. Miles moved to replace S.B. 261 with 1st Substitute S.B. 261. The motion passed with a vote of 11-0-1.
