Chair McKell called the meeting to order at 9:41 a.m.

1. S.B. 266 Division of Child and Family Services Appeals (Henderson, D.)

Sen. Deidre M. Henderson presented the bill with the assistance of Charri Brummer, Division of Child and Family Services.

Later in the meeting the committee acted on S.B. 266.

2. S.B. 225 Judgment Interest Rate Amendments (Bramble, C.)

Sen. Curtis S. Bramble presented the bill.

MOTION:     Rep. Wheatley moved to report a favorable recommendation on S.B. 266.

The motion passed with a vote of 7-0-5.

MOTION:     Rep. Pitcher moved to report a favorable recommendation on S.B. 225.

The motion passed with a vote of 8-0-4.

3. S.B. 147 Uniform Parentage Act Amendments (Hillyard, L.)

Sen. Lyle W. Hillyard presented the bill.

MOTION:     Rep. Quinn moved to report a favorable recommendation on S.B. 147.

The motion passed with a vote of 8-0-4.

4. S.B. 153 Child Support Income Calculation Amendments (Hillyard, L.)

Sen. Lyle W. Hillyard presented the bill.

Ms. Liesa Stockdale, Director, Office of Recovery Services, spoke in favor of the bill.

Mr. Stewart Ralphs, Family Law Section, Utah Bar, spoke in favor of the bill.

Mr. Dan Deuel, National Parents Organization of Utah, spoke in favor of the bill.

MOTION:     Rep. Pitcher moved to report a favorable recommendation on S.B. 153.

The motion passed with a vote of 10-0-2.

5. 1st Sub. S.B. 175 Uniform Unclaimed Property Act (Hillyard, L.)

Sen. Lyle W. Hillyard presented the bill with the assistance of David Damschen, Utah State Treasurer.

MOTION:     Rep. Snow moved to report a favorable recommendation on 1st Substitute S.B. 175.

The motion passed with a vote of 11-0-1.

6. S.B. 237 Servicemembers Custody and Visitation Amendments (Hillyard, L.)

Sen. Lyle W. Hillyard presented the bill with the assistance of Brian Garrett, Salt Lake Military Affairs Committee.

Col. Tyler Smith, Utah National Guard, spoke in favor of the bill.

MOTION:     Rep. Pulsipher moved to report a favorable recommendation on S.B. 237.

The motion passed with a vote of 11-0-1.

MOTION:     Rep. Snow moved to place S.B. 237 on the Consent Calendar.

The motion passed with a vote of 11-0-1.

7. H.B. 271 Child Protection Amendments (Weight, E.)

Rep. Elizabeth Weight presented the bill.

Vice Chair Snow assumed the chair.

Ms. Charri Brummer, Division of Child and Family Services. spoke in favor of the bill.

MOTION:     Rep. Quinn moved to replace H.B. 271 with 1st Substitute H.B. 271.

The motion passed with a vote of 10-0-2.

MOTION:     Rep. King moved to go to the next item on the agenda.

The motion passed with a vote of 11-0-1.

8. 1st Sub. S.C.R. 6 Concurrent Resolution on Guarding the Civil Liberties and Freedoms for All American People (Shiozawa, B.)
