1.  Committee Business

·         Approval of the minutes of the November 16, 2016, and December 19, 2016, meetings

·         2017 interim study items, draft schedule, and required agency reports

2.  Recodification of Public Education Code

In the October 19, 2016, meeting, the committee discussed a possible approach to recodifying the public education code. The committee chairs and legislative staff will provide further detail about this possible approach and seek committee input.

3.  Review of 2017 General Session Legislation Related to Education, Including

2017 H.B. 239, "Juvenile Justice Amendments"

The committee received a summary of education bills and resolutions passed during the 2017 Legislative General Session. Representatives from public education, higher education, and the Utah System of Technical Colleges (formerly the Utah College of Applied Technology) will be available to answer questions about specific bills. In addition, the committee will discuss the effects of 2017 H.B. 239, "Juvenile Justice Amendments," on public education.

4.  Statewide Goals and Outcome Metrics for Education, Preschool through Advanced Degrees and Careers (P-20) (Long-Term Planning)

The committee will hear about efforts underway to create goals and outcome metrics for education for preschool through advanced degrees and careers (referred to as P-20) and will discuss the possibility of consolidating these efforts to create a statewide dashboard. The committee will also review examples of outcomes and metrics put in place by other states and dashboards used by other states to communicate education performance information.

5.  Legislative Audit: A Survey of P-Card Controls in Higher Education (#ILR 2017-B)

In accordance with Utah Code Section 36-12-8, the Legislative Audit Subcommittee passed a motion referring this audit of purchase card controls in higher education to the Education Interim Committee. The committee will hear a briefing on this audit and agency responses. The committee has been asked by the Legislative Audit Subcommittee to determine, based on this information, whether appropriate action is being taken to address the audit findings.

6.  Legislative Audit: A Survey of Allegations Involving Utah State University's Anthropology Program (#ILR 2016-G)

In accordance with Utah Code Section 36-12-8, the Legislative Audit Subcommittee passed a motion referring this audit of allegations involving Utah State University's Anthropology Program to the Education Interim Committee. The committee will hear a briefing on this audit and agency responses. The committee has been asked by the Legislative Audit Subcommittee to determine, based on this information, whether appropriate action is being taken to address the audit findings.
