Nancy Espinosa to replace
George Gutzmer, nominated by the Veterans Advisory Council as one of three
representatives of veterans' service organizations (Utah Code 36-28-102(2)(j))
and subject to confirmation by the commission. Jared Haines to replace Zachary
Barrus, nominated as a representative of the Utah College of Applied Technology
(UCAT) as one of up to five pro tempore members (Utah Code 36-28-102(3)) and
subject to commission recommendation.

3. Division
of Consumer Protection: Registration Requirements for Charities
Concerns have been raised
regarding persons or organizations claiming to be raising funds on behalf of
veterans or veterans-related causes. The Division of Consumer Protection will
address the requirements for a charity to register with the division and other
information about the Charitable Solicitations Act.

4. Commemorative and Recognition Initiatives
for Cold War Service
In the 2017 General
Session, Rep. Brian Greene sponsored H.B. 220, Cold War Medal for Veterans
State Symbol, which would have designated Utah’s state Cold War Medal as the
“Utah Cold War Victory Medal” and added the medal to the list of state symbols.
Instead of moving forward with the bill, Rep. Greene later sponsored H.C.R. 20,
Concurrent Resolution Recognizing Those Who Served and Sacrificed During the
Cold War, which passed. The resolution included language encouraging the
Veterans’ and Military Affairs Commission “to further explore and advance
appropriate commemorative and recognition initiatives for Cold War Service.”

5. Presentation: Impact of Military Installations
Study
In the November 2016
meeting, the commission expressed interest in receiving a presentation of a
study, soon to be completed, by the Kem C. Gardner Policy Institute regarding
the impact of military installations. Members of the study team will make the
presentation.
