1.  Committee Business

·         Call to order – Rep. Mike McKell, House Chair

·         Approval of the minutes of the May 17, 2017, meeting

 

2.   JRI, Department of Corrections, and Drug Courts

 

A.   Justice Reinvestment Initiative

The committee will receive an update on the implementation of 2015 General Session H.B. 348, Criminal Justice Programs and Amendments.

 

o   Doreen Weyland, Utah Commission on Criminal and Juvenile Justice

 

      B. Department of Corrections’ Performance Goals and Outcome Measurements

Utah Code Section 64-13-25 requires the Department of Corrections to establish performance goals and outcome measurements, collect data to analyze and evaluate whether the goals and measurements are attained, and provide the data collected to the Utah Commission on Criminal and Juvenile Justice (CCJJ). CCJJ compiles a written report of the findings based on the data.  The committee will receive CCJJ’s report.

      C.  Drug Courts

A drug court is an alternative to certain defendants to participate in a drug treatment program rather than be incarcerated. The committee will receive an explanation of drug courts and how drug courts are impacted by the justice reinvestment initiative.

3.   Restricting Contact to Protect the Personal Safety of an Individual

The committee will receive information regarding the various types of protective orders and other methods of placing restrictions on an individual to protect the personal safety of another individual. The committee will examine any confusing overlaps, conflicts that affect court processes, and victim safety and defendant rights.
