                               Approval of the minutes of the June 6, 2016, meeting

                      

             2.    Update on Veterans Court

In 2015, a Veterans Court was established in the state’s 3rd District Court. Veterans Court provides an alternative to incarceration but requires defendants to keep court-monitored commitments to report regularly to a judge, be free of alcohol and drug use, and meet other requirements. The commission will receive an update on the court’s activities and progress in assisting veterans.

             3.    Licensure/Certification Issues Related to Military Service

Some military veterans are experiencing challenges when seeking licensure in various trades and professions. In some cases, certifications obtained while in military service are not being recognized. The commission will hear from representatives of the Department of Commerce, the Department of Health, and Peace Officer Standards and Training (POST) regarding their recognition of certifications obtained as part of military service by their agencies.

             4.    Update: Moving Utah Air National Guard to Hill Air Force Base

In the 2014 General Session, the Legislature appropriated $300,000 General Fund one-time money in H.B. 2, Item 139 for the Department of Veterans’ and Military Affairs to develop a plan to move the Utah Air National Guard to Hill Air Force Base. The appropriation was effective in fiscal year 2015. In the 2015 General Session, the Legislature made the previous year’s appropriation nonlapsing in H.B. 3, Item 133. In the 2016 General Session, the Legislature appropriated another $500,000 of General Fund one-time money to the Utah National Guard in H.B. 2, Item 137, to develop more concrete plans. The commission will receive an update on the plans.
