At
the committee's May 17 meeting, the study item sponsor introduced the issue and

Draft
Legislation: “Community Reinvestment Agencies Revisions”
The
committee will consider draft legislation, “Community Reinvestment Agencies
Revisions,” which authorizes a public entity to dispose of or lease the public
entity’s property to a Community Reinvestment Agency for less than fair market
value.

5. Draft Legislation: “Local Elected Officer
Amendments”
At its June 21 meeting, the committee
voted to open a bill file to address issues related to the mental capacity of
elected officials. At this meeting, the committee will consider draft
legislation, “Local Elected Officer Amendments,” that establishes a process
that a county may adopt to remove a county elected officer from office for
mental incapacity.

6. Required Report: Statewide Crisis Line
During the 2017 General Session, the
Legislature passed S.B. 37, Statewide Crisis Line, which created the Mental
Health Crisis Line Commission and requires the commission to report to the
Political Subdivisions Interim Committee before November 30, 2017. The
committee will receive a report regarding the extent to which the commission
fulfilled its duties and recommendations for future legislation related to
integrating local mental health crisis lines or establishing a statewide mental
health crisis line.

7. Limited Purpose Entities Audit Review
At its August 23 meeting, the committee
reviewed, “A Review of Best Practices for Internal Control of Limited Purpose
Entities” and voted to open committee bill files and create a working group to
address concerns raised in the audit. At this meeting, the committee will
receive an update regarding the group’s recommendations for draft legislation
and discuss outstanding issues the group is still considering.
