1.    Committee Business

2.    Draft Legislation “Records Committees”

The committee will consider draft legislation “Records Committees,” which creates the State Records Retention Committee and modifies provisions related to the State Records Committee. This bill file was opened by the committee in its June interim meeting.

3.    Total Compensation for State Employees

The committee will study the potential restructuring of state employee total compensation to increase pay and reduce benefits. This item was also discussed in the committee's August interim meeting.

4.    Quasi-Public Entities

The committee will discuss policy considerations regarding a bill file the committee opened in its July interim meeting to address how internal government service agencies provide services, and are accountable for the services they provide, to entities outside the governor's oversight.

5.    Remote Notarization

The committee will consider a conceptual proposal to allow a notary public to perform notarial acts remotely.

6.    Report from the Department of Veterans and Military Affairs

Utah Code Section 71-8-3 requires the Executive Director of the Department of Veterans and Military Affairs to report to the committee annually.

Utah Code Section 63I-4a-203 requires the Free Market Protection and Privatization Board to report to the committee annually.

8.    Report on Provisional Ballot Voter Registration

Utah Code Section 20A-2-207 requires the lieutenant governor to report to the committee on the statewide implementation of voter registration by provisional ballot, including effects on voter participation, difficulties of implementation, and suggested changes to the law.
