1.    Committee Business

·         Call to order

·         Approval of the minutes of the August 21, 2019, meeting

 

2.    Early Childhood Learning

The committee will discuss the UPSTART program, the effectiveness of the program at reaching at-risk children, the impact that the program has on participating children, and the possible expansion of the UPSTART program.

3.    Utah State Board of Education Request for Legislation

The committee will receive and consider recommendations from the Utah State Board of Education regarding possible legislation needed for the 2020 General Session.  The Board is requesting two pieces of legislation regarding technical clean up issues and student access to school breakfast.  The committee may consider opening committee bill files to address the proposed statutory changes.

4.    Educator Exit Survey Results

H.B. 130, Public Education Exit Survey, 2019 General Session requires the State Board of Education to make rules that establish the minimum standards for an educator exit survey and reporting requirements for local education agencies that administer the exit survey.  The State Board of Education is required to report to the Education Interim Committee before acting on the proposed educator exit survey rules.  The committee will receive and discuss the proposed educator exit survey rules.

5.    E-cigarettes Workgroup

The committee will receive an update from the workgroup regarding the use of e-cigarettes by minors.  The committee may consider opening committee bill files to address any recommendations from the workgroup.

6.    Compulsory Education, Truancy, and Chronic Absenteeism

The committee will consider truancy and chronic absenteeism among public education students in Utah, how to improve statewide tracking, and may consider draft legislation.
