2.    Protecting Mass Transit Users

Several factors, including rising unemployment and safety concerns regarding COVID-19, have led to significant reductions in the number of people using public transit systems. The committee will discuss issues related to these safety concerns, steps being taken by several public transit districts to address safety issues, and what additional steps may be needed to enhance the safety of transit patrons and employees.

3.    Transition from a Driver License to a State ID Card

Responding to COVID-19 is prompting review of how the state addresses various services and processes, including accelerating some changes already contemplated. The committee will discuss the transition from a driver license to a state-issued ID card.

4.    Delays in Vehicle Registration, Driver License Renewal, and Emissions Testing

COVID-19 restrictions have prevented many citizens from meeting deadlines for vehicle emissions testing, vehicle registration, and driver license renewal; compliance is also frequently impossible because no online option is available. This has also resulted in significant revenue impacts. The committee will discuss the revenue impacts, providing extensions on deadlines, and ways to expand services available online to replace in-person services.

5.    Suspend Penalties for Emissions Testing, Registering Vehicles and Renewing Driver License

The committee will discuss providing a suspension of penalties associated with COVID-19 related delays.

6.    Recent Trends with Road Usage

COVID-19 has shifted work locations and daily routines, with an increase in telecommuting as a prominent example. The committee will discuss the impact of COVID-19 on Utah’s roads, exploring how road usage has changed in recent months.
