2.    Draft Legislation: “Utah Professional Practices Advisory Commission Sunset Extension”

Utah Code Title 53E, Chapter 6, Part 5 establishes the Utah Professional Practices Advisory Commission to assist and advise the state board in matters relating to the professional practices of educators. Without legislative action, these statutes will repeal on July 1, 2023. On June 15, 2022, the committee opened a bill file to extend this commission for five years. The committee will review the draft legislation.

3.    Draft Legislation: “Board of Education Prevention Programs Amendments”

Utah Code creates multiple student prevention and intervention efforts and requires local education agencies to implement them. On June 15, 2022, the committee opened a bill file to combine and streamline some of these prevention programs. The committee will review the draft legislation.

4.    Legislative Audit: A Performance Audit of Financial Reporting in Public Education

The committee will hear a report from Office of the Legislative Auditor General staff on audit #2022-04 A Performance Audit of Financial Reporting in Public Education. The Legislative Audit Subcommittee assigned this audit to the committee on June 14, 2022.

5.    Legislative Audit: A Performance Audit of Public Education Administrative Costs

The committee will hear a report from Office of the Legislative Auditor General staff on audit #2022-05 A Performance Audit of Public Education Administrative Costs. The Legislative Audit Subcommittee assigned this audit to the committee on June 14, 2022.

6.    Public Education: Update on Litigation Related to H.B. 11 (2022 General Session)

H.B. 11 (2022 General Session) prohibited some transgender youth from participating in female interscholastic athletic activities. The bill also established a Student Activity Eligibility Commission to oversee participation of transgender youth in interscholastic athletics activities, which would be in effect if a court ruling overturns or enjoins the prohibition. The committee will hear an update on ongoing litigation challenging the prohibition portion of H.B. 11. Representatives from Utah High School Activities Association and the Utah School Superintendents Association will share how they are complying with state law regarding transgender youth participation in female interscholastic athletic activities.

7.    Higher Education: Shared Administrative Services

Legislation enacted during the 2020 General Session merged the state’s technical college and higher education systems into the Utah System of Higher Education (USHE). USHE officials will discuss findings from a study that identified areas for shared services and redundancies following the merger.

8.    Higher Education: Institutional Program Duplication

Legislation enacted during the 2020 General Session merged the state’s technical college and higher education systems into the Utah System of Higher Education (USHE). USHE officials will review areas where there may be program duplication between technical colleges and degree-granting institutions and how those duplications can be addressed.

9.    Higher Education: Statewide Online Courses Initiative

Officials from the Utah System of Higher Education will discuss a potential statewide program that would offer online higher education courses through Utah’s institutions of higher education.
