ADMINISTRATIVE RULES REVIEW AND GENERAL OVERSIGHT COMMITTEE

1.    Committee Business

·         Call to order

·         Approval of the minutes of the June 12, 2023, meeting

 

2.    Board of Pardons and Parole Warrant Requirements

The committee will receive presentations from committee staff and agency representatives on probable cause requirements for issuing warrants at the Board of Pardons and Parole in an effort to oversee the provisions created in Utah Code Section 77-27-11 and identified in legislative audit #2022-14, "A Performance Audit of the Board of Pardons and Parole."

 

3.    Ogden City Police Department Ticketing Practices

The committee will receive presentations from committee staff and Ogden City Police Department representatives about the department’s use of weekly citation metrics in its annual officer evaluations. The committee will use this information to ensure that department policies comply with legislative intent in Utah Code Section 77-7-27 prohibiting the use of law enforcement quotas.

 

4.    Charter School Authorization Requirements

The committee will receive presentations from committee staff and multiple stakeholders related to the required application process for new charter school authorizers set by the State Board of Education. The committee will examine agency rules in conjunction with current statutes regarding agency responsibilities and eligibility for authorizers.

 

5.    State Charter School Board Oversight Process

The committee will receive complaints from charter school representatives related to the oversight of charter schools by the Utah State Charter School Board. The committee will discuss, with input from stakeholders and the board, any necessary changes to existing oversight processes to ensure compliance with legislative intent.

 

6.    Charter School Autonomy and Oversight

The committee will receive a presentation from charter school representatives on existing statutory issues and conflicts impeding charter school autonomy. The committee will also discuss current reporting requirements for charter schools and discuss ongoing work to consolidate and relieve burdens on local schools.
