2.    Constitutional Sovereignty and Title IX Regulations

The committee will consider legislation for the 2024 Third Special Session taking action under Utah Code Title 63G, Chapter 16, Part 2, Utah Constitutional Sovereignty Act with respect to the United States Department of Education’s Title IX regulations scheduled to take effect on August 1, 2024.

3.    Kratom Consumer Protections

The committee will study issues surrounding the production and distribution of kratom and discuss the need for consumer protection regulations in this market.

4.    OPLR Annual Review: Initial Findings

The committee will receive an initial report from the Office of Professional Licensure Review on the review of cosmetology, massage therapy, and building inspector occupations.

5.    Homeowners’ Insurance Market Update

The committee will hear comments from the Insurance Department on rate increases within the state and future trends in Utah’s insurance market.

6.    Solar Panel Disclosures

The committee will study consumer protections related to solar panel sales and installation under Title 13, Chapter 52: Residential Solar Energy Disclosures Act, and discuss protections available for work performed by unlicensed contractors.
