2.    Draft Legislation: Massage Therapy Amendments

The committee will consider draft legislation, “Massage Therapy Amendments,” which modifies licensing requirements for practicing massage therapy, including creating a registration requirement for massage therapy establishments.

3.    OPLR Prioritization of Licensing Reviews

Utah Code Section 13-1b-303 requires the Office of Professional Licensure Review to submit a list of each periodic review that the office proposes to conduct during the 2025 calendar year, as required by Utah Code Section 13-1b-203(2). The committee will receive a presentation from the office outlining the scope of the proposed reviews and may approve the list, with or without modification.

4.    Draft Legislation: Certified Public Accountant Amendments

The committee will consider draft legislation, “Certified Public Accountant Amendments,” which amends provisions relating to certified public accountants, including removing the hours requirement for a certified public accountant (CPA) to become licensed and amends provisions related to educational requirements and license portability for individuals licensed outside of Utah.

5.    Draft Legislation: Solar Panel Disclosure Amendments

The committee will consider draft legislation, “Residential Solar Panel Consumer Protection Amendments,” which establishes additional protections for customers in the residential solar panel market.

6.    Draft Legislation: Consumer Protection Amendments

The committee will consider draft legislation, “Consumer Protection Amendments,” which amends provisions relating to consumer protection, including clarifying what constitutes a deceptive and unconscionable sales practice, allowing the division to request that a court order request disgorgement, and clarifying that a government agency may bring an enforcement action for defective construction.

7.    Draft Legislation: Insurance Modifications

The committee will consider draft legislation, “Insurance Modifications,” which amends provisions relating to insurance.

8.    Draft Legislation: Insurance Investment Amendments

The committee will consider draft legislation, “Insurance Investment Amendments,” which repeals and reenacts provisions relating to insurance investments.

9.    Draft Legislation: Child Labor Amendments

The committee will consider draft legislation, “Child Labor Amendments,” which amends provisions relating to child labor, including classifying child labor-related acts as different crimes and allowing the Labor Commission to request that law enforcement investigate a person under certain circumstances.

10.  Child Influencer Protections

The committee will receive presentations from legislators and stakeholders on the issue of minors on social media. The committee will discuss any recommendations for statutory change, including the creation of financial protections for minors that receive compensation in exchange for use of their likeness.

11.  Professional Licensure Background Checks

The committee will receive a presentation from the Division of Professional Licensing on current requirements related to background checks for licensing applicants and licensees. The committee will consider recommendations for statutory change from the division.

12.  Office of Artificial Intelligence Policy Research Report

Utah Code Section 13-72-201 requires the Office of Artificial Intelligence Policy to report the Business and Labor Interim Committee on the findings, participation, and outcomes of the learning laboratory. The committee will receive a presentation from the office and consider any recommended legislation.
