Patient
Product Information Inserts
H.B. 203 (2025) created a
process for the development and distribution of a “patient product information
insert.” The Department of Health and Human Services, in consultation with the
Center for Medical Cannabis Research and the cannabis processing facility that
created the product, is instructed to develop patient product information
inserts for medical cannabis products. Medical cannabis pharmacies are then
instructed to share the patient product information insert, when available,
with patients. The Working Group will hear from agency and industry leaders to
better understand the different components of the patient product information
insert creation and distribution process.

UDAF Rulemaking Processes
UCA
Title 63G, Chapter 3, Utah Administrative Rulemaking Act, contains
the processes for administrative rulemaking. The Utah Department of Agriculture
and Food (UDAF) has authority to make rules related to their administrative
duties to implement various aspects of Utah’s medical cannabis program, and has
carried out this duty on a wide variety of topics ranging from medical
cannabis quality assurance, medical
cannabis facility licensing, and medical
cannabis processing to name a few. Additionally, the Medical
Cannabis Policy Advisory Board, in accordance with UCA
26B-1-435(9)(a), is instructed to review certain draft rules from
UDAF. The Working Group will hear from agency leaders regarding the rulemaking
process and consider whether improvements could be made.

Medical
Cannabis Use by Participants in Problem Solving Courts
At its December 17, 2024, meeting the Medical Cannabis Policy Advisory Board considered, and
made a recommendation on, a proposal from the Utah
Judicial Council, Administrative Office of the Courts, related to medical
cannabis patient participation in Problem Solving Courts. The Working Group
will hear from a representative of the courts on this issue.

Upcoming Considerations and
Priorities
The Working Group will request input
from administrative agencies, industry stakeholders, interest groups, and other
individuals who would like to comment on strategies to improve Utah’s medical
