2.    Adoption of Study Items

The committee will review proposed interim study items for the 2025 Business and Labor Interim Committee, may modify the study item list, and will adopt the study item list.

3.    Audit Findings and Response: Department of Alcoholic Beverage Services

In April 2025, the State Auditor released its final report #25-01v related to the annual audit of the Department of Alcoholic Beverage Services (DABS) required by Utah Code Ann. § 32B-2-302. The committee will receive a presentation from DABS staff detailing the background and findings of the audit and will consider the Department’s proposed changes in response to the audit findings.

4.    Sunset Review: Land Use and Eminent Domain Advisory Board

Absent further action by the Legislature, Utah Code Ann. § 13-43-202 establishing the Land Use and Eminent Domain Advisory Board, will be repealed on July 1, 2026. The committee will conduct a sunset review of the statute and determine if it should be reauthorized for up to 10 years, with or without amendments, permanently retained, or allowed to expire.

5.    Sunset Review: Behavior Analyst Licensing Act

Absent further action by the Legislature, Utah Code Ann., Title 58, Chapter 61, Part 7, Behavior Analyst Licensing Act, will be repealed on July 1, 2026. The committee will conduct a sunset review of the statute and determine if it should be reauthorized, with or without amendments, permanently retained, or allowed to expire.

6.    Sunset Review: Health Care Providers Immunity from Liability Act

Absent further action by the Legislature, Utah Code Ann., Title 58, Chapter 13, Health Care Providers Immunity from Liability Act, will be repealed on July 1, 2026. The committee will conduct a sunset review of the statute and determine if it should be reauthorized, with or without amendments, permanently retained, or allowed to expire.

7.    OPLR Annual Review: Initial Findings

The committee will receive a presentation from the Office of Professional Licensure Review detailing preliminary findings from their annual review of nursing and allied health professions.
