2.    Boating safety

The committee will discuss ways to increase boater safety education to reduce boating fatalities and other incidents on state waters.

3.    Sales tax exemption for transit purchases

The Utah Transit Authority (UTA) is exempt from sales tax for construction materials under 59-12-104, while state agencies are not exempt under this section. As the Utah Department of Transportation (UDOT) is responsible for UTA’s capital development projects, the committee will discuss if UTA’s sales tax exemption should be extended to UDOT in these circumstances.

4.    UDOT internal audit report: traffic signal warrant criteria

UDOT will report on the findings of its internal audit related traffic signal warrant criteria. This audit was in response to a Transportation Interim Committee request during the 2024 interim.

5.    Transportation Commission overview

The committee will hear a presentation on the history, duties, and geographic composition of the Transportation Commission and its role in prioritizing transportation projects.

6.    UDOT proposed administrative rule change

As required under Utah Code 72-1-304(6), the Transportation Commission is submitting proposed changes to Rule R940-6 to the committee for review. These changes relate to the prioritization process for active transportation projects.

7.    Transportation planning overview

The committee will hear presentations overviewing the transportation planning process, including the role of Metropolitan Planning Organizations (MPOs), transit planning, and Utah’s Unified Transportation Plan.
