2.    Draft Legislation: “Adoption Amendments”

The committee will consider draft legislation that amends various provisions relating to adoption, including adoption agency licensing requirements, advertising regulations, and reporting obligations. The bill also addresses adoption-related expenses and fees, counseling for birth parents, requirements for consenting to adoption, and the circumstances under which consent may be revoked.

3.    Draft Legislation: “Tribal Endorsement of Utah Driver License Amendments”

The committee will consider draft legislation that allows applicants for a driver license or ID card to request a notation on the card indicating membership of a federally recognized Indian tribe.

4.    Draft Legislation: “Amendments to Interdisciplinary Parental Representation Pilot Program”

The committee will consider draft legislation that extends the sunset date of the Interdisciplinary Parental Representation Pilot Program and prohibits a former Division of Child and Family Services employee from working for the pilot program for one year after leaving the division.

5.    Draft Legislation: “Criminal and Juvenile Justice Changes”

The committee will consider draft legislation that amends how recidivism is defined and reported. The bill also amends provisions relating to housing minors in adult correctional or secure care facilities.

6.    Draft Legislation: “Child Protection Ombudsman Amendments”

The committee will consider draft legislation that allows the child protection ombudsman to receive a complaint for a Division of Child and Family Services action with respect to a parent and requires the ombudsman to provide information about child and parent rights to be posted on its website and to report annually to the Legislature. The bill also requires that when a child is taken into protective custody, peace officers and caseworkers must inform parents about the ombudsman.

7.    Draft Legislation: “Concurrent Resolution Authorizing Adult Sentencing and Supervision Length Guidelines and Juvenile Disposition Guidelines”

The committee will consider a draft concurrent resolution authorizing the 2026 adult sentencing and supervision length guidelines and juvenile disposition guidelines.
