1.    Committee Business

2.    Adoption of Study Items

The committee will review the proposed interim study item list for the 2026 Transportation Interim Committee, may modify the study item list, and will adopt the study item list (JR7-1-401). The committee may authorize the committee chairs to independently open one or more committee bill files throughout the interim period on topics related to the adopted study item list (JR7-1-602).

3.    Sunset Reviews

The committee will receive a brief overview of the legislative sunset process and the sunset reviews assigned to the Transportation Interim Committee by the Legislative Management Committee for 2026.

4.    Motorcycle Safety

The committee will hear a presentation on recent trends in motorcycle safety, including an increased number of motorcycle crashes and fatalities. The committee will consider existing motorcycle safety courses and driver license endorsements.

5.    Sunset Review: Lane Filtering

Absent further action by the Legislature, Utah Code 41-6a-102(34), Utah Code 41-6a-704(6), and Utah Code 41-6a-710(1)(c), regarding lane filtering, will be repealed July 1, 2027. The committee will conduct a sunset review of the statutes and determine if lane filtering should be reauthorized for up to 10 years, with or without modifications, made permanent, or allowed to expire.

6.    Distracted Driving

The committee will hear a presentation on Utah’s distracted driving laws, headlight brightness, and enforcement.

7.    Sunset Review: Off-Highway Vehicle (OHV) Advisory Council

Absent further action by the Legislature, Utah Code 41-22-2(1) and Utah Code 41-22-10(1), which create an advisory council addressing off-highway vehicle issues, will be repealed July 1, 2027. The committee will conduct a sunset review of the statutes and determine if the council should be reauthorized for up to 10 years, with or without modifications, made permanent, or allowed to expire.

8.    Non-domiciled Commercial Driver License (CDL) Program

The committee will hear an overview of Utah’s non-domiciled CDL program, recent updates to federal rule, and risks and benefits of the program.
