2. Boards and Commissions Internal Process

The committee will receive a presentation from staff in the Governor’s Office on processes for filling vacancies and reappointments on state boards and commissions.

3. Boards and Commissions Annual Report Review

Under Utah Code § 67 -1-2.5(6)(c), an interim committee must review an executive board that does not timely submit its required report and determine whether to recommend repeal. The committee will review the Workers’ Compensation Advisory Council (Utah Code § 34A-2-107) and Coal Miner Certification Panel (Utah Code § 40-2-204).

4. Office of AI Policy: AI Learning Laboratory Report

Utah Code § 13-72-201 requires the Office of Artificial Intelligence Policy to report annually to the committee on the AI Learning Laboratory. The committee will receive the Office’s 2026 report and an overview of emerging issues in AI governance, including the laboratory’s learning agenda, findings and outcomes, and recommendations for legislation.

5. Artificial Intelligence Policy Act

Under Utah Code § 63I-2-213(2), the Artificial Intelligence Policy Act is scheduled for repeal on July 1, 2027. The committee will conduct a review of the act and receive presentations from Department of Commerce officials, and will consider whether to extend or remove the repeal date, or allow the act to expire.

6. Healthcare Consumer Safety

SEPTEMBER 16, 2026

The committee will receive a presentation from the Office of Professional Licensure Review on licensing and consumer safety issues involving minor surgical procedures for nurse practitioners and physician assistants, medical spas, and wellness clinics, and will provide recommendations for statutory change for committee consideration.

7. Draft Legislation, “Nurse Practitioners and Physician Assistants Scope of Practice”

The committee will consider 2027 General Session draft legislation, “Nurse Practitioners and Physician Assistants Scope of Practice”, which amends health care statutory provisions related to surgical procedures, medical spas, cosmetic procedures, and ketamine administration.

8. Professional Licensing Coordination

The committee will receive a presentation from the Office of Professional Licensure Review on the relationship between state law and federal requirements, national organizations, and interstate compacts in professional licensing, including any recommendations for legislative action.

9. Employment Non-Competition Clauses

In the August meeting, the committee formally requested committee staff to prepare research and policy options regarding non-competition clauses. The committee will receive a follow-up presentation from staff on post-employment non-competition clauses, including approaches in other states, recent legislation limiting or prohibiting non-competes, other statutory protections, and will review policy options to amend existing non-compete regulations under Title 34, Chapter 51, Post-Employment Restriction Act.
