Hinkins</otherSponsorhead></tbox><lt numlevel="1" lineno="2" slineno="0-2"><lthead lineno="3">LONG TITLE</lthead><gdhead lineno="4">General Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This resolution expresses support for the transfer of federal water infrastructure to the <ln numlevel="1" lineno="6" slineno="0-6"/>Grand County Water Conservancy District.</gd><hphead lineno="7">Highlighted Provisions:</hphead><hp numlevel="1" lineno="8" slineno="0-8">This resolution:<hl numlevel="1" lineno="9" slineno="0-9" level="1">urges Congress to transfer to the Grand County Water Conservancy District water <ln numlevel="1" lineno="10" slineno="0-10"/>infrastructure owned by the federal government for the conveyance of water from the <ln numlevel="1" lineno="11" slineno="0-11"/>Green River to the Moab Uranium Mill Tailings Remedial Action project site.</hl></hp><moni numlevel="1" lineno="12" slineno="0-12" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="13">None</moniNone><oc numlevel="1" lineno="14" slineno="0-14">Other Special Clauses:</oc><ocNone lineno="15">None</ocNone></lt><enacthead lineno="16"/><enact numlevel="1" lineno="17" slineno="0-17">Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:</enact><bdy><bsec buid="2" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="18" slineno="1-1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="4" style="X" owner="jrenner" level="1" amendtag="both">WHEREAS, the United States Department of Energy (DOE) controls and operates a <ln numlevel="1" lineno="19" slineno="1-2"/>pipeline, several pump stations, and a storage reservoir for the conveyance of water from the <ln numlevel="1" lineno="20" slineno="1-3"/>Green River to the Moab Uranium Mill Tailings Remedial Action (UMTRA) project site <ln numlevel="1" lineno="21" slineno="1-4"/>located near Crescent Junction, Utah;<eol numlevel="1" lineno="22" slineno="1-5" display="tab"/>WHEREAS, the DOE holds the rights of way necessary to convey the water to the Moab <ln numlevel="1" lineno="23" slineno="1-6"/>UMTRA project site using the existing water infrastructure;<eol numlevel="1" lineno="24" slineno="1-7" display="tab"/>WHEREAS, the DOE expects to complete the Moab UMTRA project in the near future and <ln numlevel="1" lineno="25" slineno="1-8"/>will no longer need the water infrastructure or related rights of way;<eol numlevel="1" lineno="26" slineno="1-9" display="tab"/>WHEREAS, the water infrastructure currently controlled and operated by the DOE, if <ln numlevel="1" lineno="27" slineno="1-10"/>transferred to the Grand County Water Conservancy District (district), could be used by the <ln numlevel="1" lineno="28" slineno="1-11"/>district to provide water security to rural residents in and around northern Grand County;<eol numlevel="1" lineno="29" slineno="1-12" display="tab"/>WHEREAS, persistent drought conditions, groundwater depletion, and privately-controlled <ln numlevel="1" lineno="30" slineno="1-13"/>water delivery systems pose a serious risk to the water security of Utahns living in northern <ln numlevel="1" lineno="31" slineno="1-14"/>Grand County, including rural towns like Thompson Springs;<eol numlevel="1" lineno="32" slineno="1-15" display="tab"/>WHEREAS, if the water infrastructure currently controlled and operated by the DOE were <ln numlevel="1" lineno="33" slineno="1-16"/>transferred to the district, the district could continue delivering water to the Moab UMTRA <ln numlevel="1" lineno="34" slineno="1-17"/>project site until the project's completion and provide water security to rural residents in <ln numlevel="1" lineno="35" slineno="1-18"/>northern Grand County;<eol numlevel="1" lineno="36" slineno="1-19" display="tab"/>WHEREAS, the district holds approximately 2,500 acre feet annually of unused water <ln numlevel="1" lineno="37" slineno="1-20"/>rights in the Green River that the district could access if the district operated the water <ln numlevel="1" lineno="38" slineno="1-21"/>infrastructure currently controlled and operated by the DOE;<eol numlevel="1" lineno="39" slineno="1-22" display="tab"/>WHEREAS, the DOE supports the transfer of the water infrastructure to the district for the <ln numlevel="1" lineno="40" slineno="1-23"/>benefit of local communities;<eol numlevel="1" lineno="41" slineno="1-24" display="tab"/>WHEREAS, the people of Utah have a long history of successful stewardship over the <ln numlevel="1" lineno="42" slineno="1-25"/>management and delivery of Utah's water supply;<eol numlevel="1" lineno="43" slineno="1-26" display="tab"/>WHEREAS, the state water policy sets forth that the state "shall pursue adequate, reliable, <ln numlevel="1" lineno="44" slineno="1-27"/>affordable, sustainable, and clean water resources," as described in Utah Code Subsection <xref depth="4" refnumber="73-1-21(a)"><ln numlevel="1" lineno="45" slineno="1-28"/>73-1-21(a)</xref>; and<eol numlevel="1" lineno="46" slineno="1-29" display="tab"/>WHEREAS, the state water policy sets forth that the state "will promote water resource <ln numlevel="1" lineno="47" slineno="1-30"/>development and the creation of new water infrastructure necessary to meet the state's growing <ln numlevel="1" lineno="48" slineno="1-31"/>demand and promote economic development," as described in Utah Code Subsection <xref depth="4" refnumber="73-1-21(b)(ii)"><ln numlevel="1" lineno="49" slineno="1-32"/>73-1-21(b)(ii)</xref>:<eol numlevel="1" lineno="50" slineno="1-33" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the <ln numlevel="1" lineno="51" slineno="1-34"/>Governor concurring therein, supports the transfer of federal water infrastructure described in <ln numlevel="1" lineno="52" slineno="1-35"/>this resolution to the Grand County Water Conservancy District.<eol numlevel="1" lineno="53" slineno="1-36" display="tab"/>BE IT FURTHER RESOLVED that the Legislature of the state of Utah, the Governor <ln numlevel="1" lineno="54" slineno="1-37"/>concurring therein, urges Congress to transfer the water infrastructure described in this <ln numlevel="1" lineno="55" slineno="1-38"/>resolution to the Grand County Water Conservancy District.<eol numlevel="1" lineno="56" slineno="1-39" display="tab"/>BE IT FURTHER RESOLVED that a copy of this resolution shall be transmitted to the <ln numlevel="1" lineno="57" slineno="1-40"/>members of Utah's congressional delegation.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>2-6-25 12:28
