Cullimore</otherSponsorhead></tbox><lt numlevel="1" lineno="2" slineno="0-2"><lthead lineno="3">LONG TITLE</lthead><gdhead lineno="4">General Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This concurrent resolution encourages the establishment of an interstate compact for <ln numlevel="1" lineno="6" slineno="0-6"/>regional energy collaboration between Utah, Wyoming, and Idaho.</gd><hphead lineno="7">Highlighted Provisions:</hphead><hp numlevel="1" lineno="8" slineno="0-8">This resolution:<hl numlevel="1" lineno="9" slineno="0-9" level="1">recognizes the shared energy resources and challenges of Utah, Wyoming, and Idaho;</hl><hl numlevel="1" lineno="10" slineno="0-10" level="1">calls for the establishment of an interstate compact focused on regional energy <ln numlevel="1" lineno="11" slineno="0-11"/>collaboration;</hl><hl numlevel="1" lineno="12" slineno="0-12" level="1">directs the Governor's Office of Energy Development to initiate discussions and develop a <ln numlevel="1" lineno="13" slineno="0-13"/>framework for an interstate compact; and</hl><hl numlevel="1" lineno="14" slineno="0-14" level="1">expresses commitment to fostering regional cooperation on energy matters.</hl></hp><moni numlevel="1" lineno="15" slineno="0-15" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="16">None</moniNone><oc numlevel="1" lineno="17" slineno="0-17">Other Special Clauses:</oc><ocNone lineno="18">None</ocNone></lt><enacthead lineno="19"/><enact numlevel="1" lineno="20" slineno="0-20">Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="21" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, Utah, Wyoming, and Idaho share a unique geographic and economic <ln numlevel="1" lineno="22" slineno="1-2"/>landscape rich in energy resources, including fossil fuels, renewable energy potential, and <ln numlevel="1" lineno="23" slineno="1-3"/>critical minerals essential for modern energy systems;<eol numlevel="1" lineno="24" slineno="1-4" display="tab"/>WHEREAS, these states face similar challenges related to energy production, transmission, <ln numlevel="1" lineno="25" slineno="1-5"/>and distribution, including grid reliability, increasing energy demand, economic impacts of <ln numlevel="1" lineno="26" slineno="1-6"/>transitioning energy systems, environmental concerns, and federal regulatory burdens;<eol numlevel="1" lineno="27" slineno="1-7" display="tab"/>WHEREAS, a regional approach to energy policy and development can leverage the <ln numlevel="1" lineno="28" slineno="1-8"/>strengths and resources of each state to benefit the region as a whole;<eol numlevel="1" lineno="29" slineno="1-9" display="tab"/>WHEREAS, interstate compacts are a proven mechanism for addressing cross-border issues <ln numlevel="1" lineno="30" slineno="1-10"/>and fostering collaboration between states;<eol numlevel="1" lineno="31" slineno="1-11" display="tab"/>WHEREAS, an interstate compact between Utah, Wyoming, and Idaho would:<eol numlevel="1" lineno="32" slineno="1-12" display="tab"/><para/>(1) align energy policies to foster innovation and investment;<eol numlevel="1" lineno="33" slineno="1-13" display="tab"/><para/>(2) enable collaboration on critical infrastructure projects, such as transmission lines and <ln numlevel="1" lineno="34" slineno="1-14"/>carbon capture systems; and<eol numlevel="1" lineno="35" slineno="1-15" display="tab"/><para/>(3) facilitate coordinated strategies to address environmental and regulatory challenges; <ln numlevel="1" lineno="36" slineno="1-16"/>and<eol numlevel="1" lineno="37" slineno="1-17" display="tab"/>WHEREAS, this regional collaboration would strengthen the states' collective ability to:<eol numlevel="1" lineno="38" slineno="1-18" display="tab"/><para/>(1) advocate for federal policies and funding that support regional energy priorities; and<eol numlevel="1" lineno="39" slineno="1-19" display="tab"/><para/>(2) enhance energy resilience and reliability for the citizens of the region:<eol numlevel="1" lineno="40" slineno="1-20" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the <ln numlevel="1" lineno="41" slineno="1-21"/>Governor concurring therein, calls upon the states of Wyoming and Idaho to join Utah in <ln numlevel="1" lineno="42" slineno="1-22"/>establishing an interstate compact focused on regional energy collaboration.<eol numlevel="1" lineno="43" slineno="1-23" display="tab"/>BE IT FURTHER RESOLVED that the Utah Governor's Office of Energy Development, in <ln numlevel="1" lineno="44" slineno="1-24"/>coordination with other relevant agencies and stakeholders, shall:<eol numlevel="1" lineno="45" slineno="1-25" display="tab"/><para/>(1) initiate discussions with Wyoming and Idaho to identify shared priorities and goals; <ln numlevel="1" lineno="46" slineno="1-26"/>and<eol numlevel="1" lineno="47" slineno="1-27" display="tab"/><para/>(2) develop a framework for the proposed interstate compact.<eol numlevel="1" lineno="48" slineno="1-28" display="tab"/>BE IT FURTHER RESOLVED that a copy of this resolution be sent to:<eol numlevel="1" lineno="49" slineno="1-29" display="tab"/><para/>(1) the Governor of Wyoming;<eol numlevel="1" lineno="50" slineno="1-30" display="tab"/><para/>(2) the Governor of Idaho;<eol numlevel="1" lineno="51" slineno="1-31" display="tab"/><para/>(3) the Utah Governor's Office of Energy Development; and<eol numlevel="1" lineno="52" slineno="1-32" display="tab"/><para/>(4) the energy regulatory and policy bodies of Wyoming and Idaho.<eol numlevel="1" lineno="53" slineno="1-33" display="tab"/>BE IT FURTHER RESOLVED that the Legislature, the Governor concurring therein, <ln numlevel="1" lineno="54" slineno="1-34"/>expresses its commitment to fostering regional cooperation on energy and recognizes the <ln numlevel="1" lineno="55" slineno="1-35"/>mutual benefits of this partnership for the states involved and their residents.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>2-17-25 10:22 AM</tm></rev></foot></leg>
