Section 1. JR4-2-407 is enacted to read:4. Committee Notes, Fiscal Notes, and Sponsor's HandoutJR4-2-407. Sponsor's handout.(1)As used in this rule, "sponsor's handout" means a document that contains information in support of legislation.(2)For legislation or substitute legislation, the chief sponsor may provide a sponsor's handout anytime after the chief sponsor's legislation is numbered and before the Legislature adjourns sine die the legislative session during which the legislation is considered.(3)The secretary of the Senate and the chief clerk of the House shall ensure that a sponsor's handout, if provided, is publicly accessible through the legislation's webpage.(4)A chief sponsor shall ensure that a sponsor's handout:(a)does not exceed one page of paper, double sided, 8-1/2 inches long and 11 inches wide;(b)includes:(i)the chief sponsor's name; and(ii)the legislation's number and, if the handout relates to substitute legislation, the substitute number; and(c)conveys factual information in an objective manner, including:(i)the chief sponsor's policy objective;(ii)the chief sponsor's description of the legislation's anticipated impact; or(iii)any other verifiable information related to the legislation that the chief sponsor wishes to convey.(5)A sponsor's handout is not an official part of the legislation.(6)A sponsor may not modify and replace a sponsor's handout posted under this rule unless the modification is to correct a factual error.
