Section <bold>15A-5-202</bold> is amended to read:</secline><catline lineno="44"><bold>15A-5-202<parens/>. Amendments and additions to IFC related to administration, <ln numlevel="1" lineno="45" slineno="2-3"/>permits, definitions, and general and emergency planning.</bold></catline><subsection ssid="3-null-33" dnum="1-o" numlevel="1" lineno="46" slineno="2-4" level="1" placement="noreturn"><display>(1)</display>For IFC, Chapter 1, Scope and Administration:<subsection ssid="3-null-34" dnum="a-o" numlevel="1" lineno="47" slineno="2-5" level="2" format="full"><display>(a)</display>IFC, Chapter 1, Section 102.5, is deleted and rewritten as follows:<eol numlevel="1" lineno="48" slineno="2-6"/><para/>"102.5 Application of residential code.<eol numlevel="1" lineno="49" slineno="2-7"/><para/>If a structure is designed and constructed in accordance with the International <ln numlevel="1" lineno="50" slineno="2-8"/>Residential Code, the provisions of this code apply only as follows:<eol numlevel="1" lineno="51" slineno="2-9"/><para/>1.  The construction and design provisions of this code apply only to premises <ln numlevel="1" lineno="52" slineno="2-10"/>identification, fire apparatus access, fire hydrants and water supplies, and construction permits <ln numlevel="1" lineno="53" slineno="2-11"/>required by Section 105.7.<eol numlevel="1" lineno="54" slineno="2-12"/><para/>2.  This code does not supersede the land use, subdivision, or development standards <ln numlevel="1" lineno="55" slineno="2-13"/>established by a local jurisdiction.<eol numlevel="1" lineno="56" slineno="2-14"/><para/>3.  The administrative, operational, and maintenance provisions of this code apply."</subsection><subsection ssid="3-null-35" dnum="b-o" numlevel="1" lineno="57" slineno="2-15" level="2" format="full"><display>(b)</display>IFC, Chapter 1, Section 102.9, is deleted and rewritten as follows:<eol numlevel="1" lineno="58" slineno="2-16"/><para/>"102.9  Matters not provided for.<eol numlevel="1" lineno="59" slineno="2-17"/><para/>Requirements that are essential for the public safety of an existing or proposed activity, <ln numlevel="1" lineno="60" slineno="2-18"/>building or structure, or for the safety of the occupants thereof, which are not specifically <ln numlevel="1" lineno="61" slineno="2-19"/>provided for by this code, shall be determined by the fire code official on an emergency basis <ln numlevel="1" lineno="62" slineno="2-20"/>if:<eol numlevel="1" lineno="63" slineno="2-21"/>(a) the facts known to the fire code official show that an immediate and significant danger <ln numlevel="1" lineno="64" slineno="2-22"/>to the public health, safety, or welfare exists; and<eol numlevel="1" lineno="65" slineno="2-23"/>(b) the threat requires immediate action by the fire code official.<eol numlevel="1" lineno="66" slineno="2-24"/><para/>102.9.1 Limitation of emergency order.<eol numlevel="1" lineno="67" slineno="2-25"/><para/>In issuing its emergency order, the fire code official shall:<eol numlevel="1" lineno="68" slineno="2-26"/>(a) limit the order to require only the action necessary to prevent or avoid the danger to the <ln numlevel="1" lineno="69" slineno="2-27"/>public health, safety, or welfare; and<eol numlevel="1" lineno="70" slineno="2-28"/>(b) give immediate notice to the persons who are required to comply with the order, that <ln numlevel="1" lineno="71" slineno="2-29"/>includes a brief statement of the reasons for the fire code official's order.<eol numlevel="1" lineno="72" slineno="2-30"/><para/>101.9.2 Right to appeal emergency order.<eol numlevel="1" lineno="73" slineno="2-31"/><para/>If the emergency order issued under this section will result in the continued infringement <ln numlevel="1" lineno="74" slineno="2-32"/>or impairment of any legal right or interest of any party, the party shall have a right to appeal <ln numlevel="1" lineno="75" slineno="2-33"/>the fire code official's order in accordance with IFC, Chapter 1, Section 109."</subsection><subsection ssid="3-null-36" dnum="c-o" numlevel="1" lineno="76" slineno="2-34" level="2" format="full"><display>(c)</display>IFC, Chapter 1, Section 106.1, Submittals, is amended to add the following after the last <ln numlevel="1" lineno="77" slineno="2-35"/>sentence:<eol numlevel="1" lineno="78" slineno="2-36"/><para/>"Fire sprinkler system layout shall be prepared and submitted by a person certified by <ln numlevel="1" lineno="79" slineno="2-37"/>the National Institute for Certification in Engineering Technologies at level III or IV in <ln numlevel="1" lineno="80" slineno="2-38"/>Water-Based System Layout. Fire alarm system layout shall be prepared and submitted by a <ln numlevel="1" lineno="81" slineno="2-39"/>person certified by the National Institute for Certification in Engineering Technologies at level <ln numlevel="1" lineno="82" slineno="2-40"/>III or IV in Fire Alarm Systems."</subsection><subsection ssid="3-null-37" dnum="d-o" numlevel="1" lineno="83" slineno="2-41" level="2"><display>(d)</display>IFC, Chapter 1, Section 105.5.18, Flammable and combustible liquids, is amended to <ln numlevel="1" lineno="84" slineno="2-42"/>add the following section: <amend anum="0" ea="amend" pairid="125" groupid="117" style="1" owner="admin" level="1" amendtag="both"> <eol numlevel="1" lineno="85" slineno="2-43"/><para/></amend>"12. The owner of an underground tank that is out of service for longer than <ln numlevel="1" lineno="86" slineno="2-44"/>one year shall receive a Temporary Closure Notice from the Department of <ln numlevel="1" lineno="87" slineno="2-45"/>Environmental Quality and a copy shall be given to the AHJ."</subsection><subsection ssid="3-null-38" dnum="e-o" numlevel="1" lineno="88" slineno="2-46" level="2" format="full"><display>(e)</display>In IFC, Chapter 1, Section 102.5, a new subsection 3<amendoutstart style="2"/><amend anum="0" ea="erase" pairid="176" groupid="167" style="2" owner="admin" level="1" deltag="both">.</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="174" groupid="165" style="1" owner="admin" level="1" amendtag="both" space="true">,</amend> is added as follows:<eol numlevel="1" lineno="89" slineno="2-47"/><para/>"3.  For development regulated by a local jurisdiction's land use authority, the fire code <ln numlevel="1" lineno="90" slineno="2-48"/>official's interpretation of this code is subject to the advisory opinion process described in Utah <ln numlevel="1" lineno="91" slineno="2-49"/>Code, Section <xref depth="3" refnumber="13-43-205">13-43-205</xref>, and to a land use appeal authority appointed under Utah Code, <ln numlevel="1" lineno="92" slineno="2-50"/>Section <xref depth="3" refnumber="10-20-1101">10-20-1101</xref> or <xref depth="3" refnumber="17-79-1001">17-79-1001</xref>."</subsection><subsection ssid="3-null-39" dnum="f-o" numlevel="1" lineno="93" slineno="2-51" level="2"><display>(f)</display>In IFC, Chapter 1, Section <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="10" groupid="10" style="2" owner="admin" level="1" deltag="both">111</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="6" groupid="6" style="1" owner="admin" level="1" amendtag="both" space="true">113</amend>, a new Section <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="11" groupid="11" style="2" owner="admin" level="1" deltag="both">111.5</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="7" groupid="7" style="1" owner="admin" level="1" amendtag="both" space="true">112.5</amend>, Notice of right to <ln numlevel="1" lineno="94" slineno="2-52"/>appeal, is added as follows: <amend anum="0" ea="amend" pairid="127" groupid="119" style="1" owner="admin" level="1" amendtag="both"><eol numlevel="1" lineno="95" slineno="2-53"/><para/></amend>"At the time a fire code official makes an order, decision, or determination that <ln numlevel="1" lineno="96" slineno="2-54"/>relates to the application or interpretation of this chapter, the fire code official shall <ln numlevel="1" lineno="97" slineno="2-55"/>inform the person affected by the order, decision, or determination of the person's <ln numlevel="1" lineno="98" slineno="2-56"/>right to appeal under this section. Upon request, the fire code official shall provide a <ln numlevel="1" lineno="99" slineno="2-57"/>person affected by an order, decision, or determination that relates to the application <ln numlevel="1" lineno="100" slineno="2-58"/>or interpretation of this chapter a written notice that describes the person's right to <ln numlevel="1" lineno="101" slineno="2-59"/>appeal under this section."</subsection></subsection><subsection ssid="3-null-41" dnum="2-o" numlevel="1" lineno="102" slineno="2-60" level="1"><display>(2)</display>For IFC, Chapter 2, Definitions:<subsection ssid="3-null-42" dnum="a-o" numlevel="1" lineno="103" slineno="2-61" level="2"><display>(a)</display>In IFC, Chapter 2, Section 202, General Definitions, the following definition is <ln numlevel="1" lineno="104" slineno="2-62"/>added for <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="132" groupid="124" style="2" owner="admin" level="1" deltag="both">Ambulatory Surgical Center</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="130" groupid="122" style="1" owner="admin" level="1" amendtag="both" space="true">ambulatory surgical center</amend>: <amend anum="0" ea="amend" pairid="131" groupid="123" style="1" owner="admin" level="1" amendtag="both"><eol numlevel="1" lineno="105" slineno="2-63"/><para/></amend>"AMBULATORY SURGICAL CENTER. See Utah Administrative Code, R432-13, Freestanding Ambulatory <ln numlevel="1" lineno="109" slineno="2-67"/>Surgical Center Construction Rule."</subsection><subsection ssid="3-null-43" dnum="b-o" numlevel="1" lineno="110" slineno="2-68" level="2"><display>(b)</display>In IFC, Chapter 2, Section 202, General Definitions, <amend anum="0" ea="amend" pairid="135" groupid="127" style="1" owner="admin" level="1" amendtag="both">"</amend>APPROVED<amend anum="0" ea="amend" pairid="136" groupid="128" style="1" owner="admin" level="1" amendtag="both">"</amend> is modified by <ln numlevel="1" lineno="111" slineno="2-69"/>adding the words "or independent third-party licensed engineer or licensed architect <ln numlevel="1" lineno="112" slineno="2-70"/>and submitted to the fire code official" after the word "official."</subsection><subsection ssid="3-null-44" dnum="c-o" numlevel="1" lineno="113" slineno="2-71" level="2" format="full"><display>(c)</display>In IFC, Chapter 2, Section 202, General Definitions, the following definition is added for <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="141" groupid="133" style="2" owner="admin" level="1" deltag="both"><ln numlevel="1" lineno="114" slineno="2-72"/>Assisted Living Facility, Residential Treatment and Support</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="139" groupid="131" style="1" owner="admin" level="1" amendtag="both" space="true">assisted living facility, residential <ln numlevel="1" lineno="115" slineno="2-73"/>treatment and support</amend>: <amend anum="0" ea="amend" pairid="140" groupid="132" style="1" owner="admin" level="1" amendtag="both"><eol numlevel="1" lineno="116" slineno="2-74"/><para/></amend>"ASSISTED LIVING FACILITY, RESIDENTIAL TREATMENT AND SUPPORT. A <ln numlevel="1" lineno="117" slineno="2-75"/>residential facility that provides a group living environment for four or more residents licensed <ln numlevel="1" lineno="118" slineno="2-76"/>by the Department of Health and Human Services and provides a protected living arrangement <ln numlevel="1" lineno="119" slineno="2-77"/>for ambulatory, non-restrained persons who are capable of achieving mobility sufficient to exit <ln numlevel="1" lineno="120" slineno="2-78"/>the facility without the physical assistance of another person.<eol numlevel="1" lineno="121" slineno="2-79"/><para/>ASSISTED LIVING FACILITY, TYPE I. A residential facility licensed by the <ln numlevel="1" lineno="122" slineno="2-80"/>Department of Health and Human Services that provides a protected living arrangement, <ln numlevel="1" lineno="123" slineno="2-81"/>assistance with activities of daily living and social care to two or more ambulatory, <ln numlevel="1" lineno="124" slineno="2-82"/>non-restrained persons who are capable of mobility sufficient to exit the facility without the <ln numlevel="1" lineno="125" slineno="2-83"/>assistance of another person.<eol numlevel="1" lineno="126" slineno="2-84"/><para/>ASSISTED LIVING FACILITY, TYPE II. A residential facility licensed by the <ln numlevel="1" lineno="127" slineno="2-85"/>Department of Health and Human Services that provides an array of coordinated supportive <ln numlevel="1" lineno="128" slineno="2-86"/>personal and health care services to two or more residents who are:<eol numlevel="1" lineno="129" slineno="2-87"/><para/>A. Physically disabled but able to direct his or her own care; or<eol numlevel="1" lineno="130" slineno="2-88"/><para/>B. If the existing or historical hazardous environmental conditions exist in a <ln numlevel="1" lineno="303" slineno="3-14"/>municipality, the legislative body of the municipality may prohibit the ignition or use of an <ln numlevel="1" lineno="304" slineno="3-15"/>ignition source in:<eol numlevel="1" lineno="305" slineno="3-16"/><para/>1.1.1.  mountainous, brush-covered, forest-covered, or dry grass-covered areas;<eol numlevel="1" lineno="306" slineno="3-17"/><para/>1.1.2.  within 200 feet of waterways, trails, canyons, washes, ravines, or similar areas;<eol numlevel="1" lineno="307" slineno="3-18"/><para/>1.1.3.  the wildland urban interface area, which means the line, area, or zone where <ln numlevel="1" lineno="308" slineno="3-19"/>structures or other human development meet or intermingle with undeveloped wildland or land <ln numlevel="1" lineno="309" slineno="3-20"/>being used for an agricultural purpose; or<eol numlevel="1" lineno="310" slineno="3-21"/><para/>1.1.4.  a limited area outside the hazardous areas described in this paragraph 1.1 to <ln numlevel="1" lineno="311" slineno="3-22"/>facilitate a readily identifiable closed area, in accordance with paragraph 2.<eol numlevel="1" lineno="312" slineno="3-23"/><para/>1.2.  If the existing or historical hazardous environmental conditions exist in an <ln numlevel="1" lineno="313" slineno="3-24"/>unincorporated area, the state forester may prohibit the ignition or use of an ignition source in <ln numlevel="1" lineno="314" slineno="3-25"/>all or part of the areas described in paragraph 1.1 that are within the unincorporated area, after <ln numlevel="1" lineno="315" slineno="3-26"/>consulting with the county fire code official who has jurisdiction over that area.<eol numlevel="1" lineno="316" slineno="3-27"/><para/>2.  If a municipal legislative body or the state forester closes an area to the discharge of <ln numlevel="1" lineno="317" slineno="3-28"/>fireworks under paragraph 1, the legislative body or state forester shall:<eol numlevel="1" lineno="318" slineno="3-29"/><para/>2.1.  designate the closed area along readily identifiable features like major roadways, <ln numlevel="1" lineno="319" slineno="3-30"/>waterways, or geographic features;<eol numlevel="1" lineno="320" slineno="3-31"/><para/>2.2.  ensure that the boundary of the designated closed area is as close as is practical to <ln numlevel="1" lineno="321" slineno="3-32"/>the defined hazardous area, provided that the closed area may include areas outside of the <ln numlevel="1" lineno="322" slineno="3-33"/>hazardous area to facilitate a readily identifiable line; and<eol numlevel="1" lineno="323" slineno="3-34"/><para/>2.3.  identify the closed area through a written description or map that is readily <ln numlevel="1" lineno="324" slineno="3-35"/>available to the public.<eol numlevel="1" lineno="325" slineno="3-36"/><para/>3.  A municipal legislative body or the state forester may close a defined area to the <ln numlevel="1" lineno="326" slineno="3-37"/>discharge of fireworks due to a historical hazardous environmental condition under paragraph <ln numlevel="1" lineno="327" slineno="3-38"/>1 if the legislative body or state forester:<eol numlevel="1" lineno="328" slineno="3-39"/><para/>3.1.  makes a finding that the historical hazardous environmental condition has existed <ln numlevel="1" lineno="329" slineno="3-40"/>in the defined area before July 1 of at least two of the preceding five years;<eol numlevel="1" lineno="330" slineno="3-41"/><para/>3.2.  produces a map indicating the boundaries, in accordance with paragraph 2, of the <ln numlevel="1" lineno="331" slineno="3-42"/>defined area described; and<eol numlevel="1" lineno="332" slineno="3-43"/><para/>3.3.  before May 1 of each year the defined area is closed, provides the map described in <ln numlevel="1" lineno="333" slineno="3-44"/>paragraph 3.2 to the county in which the defined area is located.<eol numlevel="1" lineno="334" slineno="3-45"/><para/>4. Students are in the safe zone of the room lined up and prepared for immediate <ln numlevel="1" lineno="360" slineno="3-71"/>evacuation."</subsection><subsection ssid="2-null-27" dnum="c-o:b-e" numlevel="1" lineno="361" slineno="3-72" level="2" format="full"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1039" style="2" owner="o" level="1" deltag="both">(c)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1040" style="1" owner="e" level="1" amendtag="both" space="true">(b)</amend></display>IFC, Chapter 4, Section 403.9.2.1, College and university buildings, is deleted and <ln numlevel="1" lineno="362" slineno="3-73"/>replaced with the following:<eol numlevel="1" lineno="363" slineno="3-74"/><para/>"403.9.2.1 College and university buildings and fraternity and sorority houses.<subsection ssid="2-null-28" dnum="i-o" numlevel="1" lineno="364" slineno="3-75" level="3"><display>(i)</display>College and university buildings, including fraternity and sorority houses, shall <ln numlevel="1" lineno="365" slineno="3-76"/>prepare an approved fire safety and evacuation plan, in accordance with Section <ln numlevel="1" lineno="366" slineno="3-77"/>404.</subsection><subsection ssid="2-null-29" dnum="ii-o" numlevel="1" lineno="367" slineno="3-78" level="3"><display>(ii)</display>Group R-2 college and university buildings, including fraternity and sorority <ln numlevel="1" lineno="368" slineno="3-79"/>houses, shall comply with Sections 403.9.2.1.1 and 403.9.2.1.2."</subsection></subsection><subsection ssid="2-null-30" dnum="_-o:c-e" numlevel="1" lineno="369" slineno="3-80" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1042" style="1" owner="e" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="16" groupid="14" style="1" owner="admin" level="1" amendtag="end">In IFC, Chapter 4, the following new sections are added:<eol numlevel="1" lineno="370" slineno="3-81"/><para/>"403.4.4 Special Education Classrooms. Special education classrooms may <ln numlevel="1" lineno="371" slineno="3-82"/>shelter in place, or delay evacuation when all of the following conditions are met:<eol numlevel="1" lineno="372" slineno="3-83"/>403.4.4.1  There is no visible flame or evidence of products of combustion <ln numlevel="1" lineno="373" slineno="3-84"/>(smoke).<eol numlevel="1" lineno="374" slineno="3-85"/>403.4.4.2  The building is completely protected by an approved fire sprinkler <ln numlevel="1" lineno="375" slineno="3-86"/>system.<eol numlevel="1" lineno="376" slineno="3-87"/>403.4.4.3 The building is completely protected by an approved fire alarm system.<eol numlevel="1" lineno="377" slineno="3-88"/>403.4.4.4  The classroom has a minimum of one approved exit that discharges <ln numlevel="1" lineno="378" slineno="3-89"/>directly to the exterior.<eol numlevel="1" lineno="379" slineno="3-90"/>403.4.4.5  The classroom has been approved to shelter in place by the fire code <ln numlevel="1" lineno="380" slineno="3-91"/>official."</amend></subsection><subsection ssid="2-null-31" dnum="d-o" numlevel="1" lineno="381" slineno="3-92" level="2"><display>(d)</display>IFC, Chapter 4, Section 405.3, Table 405.3, is amended to add the following <ln numlevel="1" lineno="382" slineno="3-93"/>footnotes:<subsection ssid="2-null-32" dnum="i-o:_-e" numlevel="1" lineno="383" slineno="3-94" ea="erase" anum="0" owner="admin" style="2" level="3"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1044" style="2" owner="o" level="1" deltag="both">(i)</amend><amendoutend style="2"/></display>"<amendoutstart style="2"/><amend anum="0" ea="erase" pairid="64" groupid="57" style="2" owner="admin" level="1" deltag="both">c</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="20" groupid="18" style="1" owner="admin" level="1" amendtag="both" space="true">d</amend>.  Secondary schools in Group E occupancies shall have an emergency <ln numlevel="1" lineno="384" slineno="3-95"/>evacuation drill conducted at least every two months, to a total of four emergency <ln numlevel="1" lineno="385" slineno="3-96"/>evacuation drills during the nine-month school year. The first emergency <ln numlevel="1" lineno="386" slineno="3-97"/>evacuation drill shall be conducted within 10 school days after the beginning of <ln numlevel="1" lineno="387" slineno="3-98"/>classes. The third emergency evacuation drill, weather permitting, shall be <ln numlevel="1" lineno="388" slineno="3-99"/>conducted 10 school days after the beginning of the next calendar year. The <ln numlevel="1" lineno="389" slineno="3-100"/>second and fourth emergency evacuation drills may be substituted by a security or <ln numlevel="1" lineno="390" slineno="3-101"/>safety drill to include shelter in place, earthquake drill, or lock down for violence. <ln numlevel="1" lineno="391" slineno="3-102"/>If inclement weather causes a secondary school to miss the 10-day deadline for <ln numlevel="1" lineno="392" slineno="3-103"/>the third emergency evacuation drill, the secondary school shall perform the third <ln numlevel="1" lineno="393" slineno="3-104"/>emergency evacuation drill as soon as practicable after the missed deadline."</subsection><subsection ssid="2-null-33" dnum="ii-o:_-e" numlevel="1" lineno="394" slineno="3-105" ea="erase" anum="0" owner="admin" style="2" level="3"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1045" style="2" owner="o" level="1" deltag="both">(ii)</amend><amendoutend style="2"/></display>"<amendoutstart style="2"/><amend anum="0" ea="erase" pairid="24" groupid="22" style="2" owner="admin" level="1" deltag="both">d</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="21" groupid="19" style="1" owner="admin" level="1" amendtag="both" space="true">e</amend>.  In Group E occupancies, excluding secondary schools, if the AHJ <ln numlevel="1" lineno="395" slineno="3-106"/>approves, the monthly required emergency evacuation drill can be substituted by a <ln numlevel="1" lineno="396" slineno="3-107"/>security or safety drill to include shelter in place, earthquake drill, or lock down <ln numlevel="1" lineno="397" slineno="3-108"/>for violence. The routine emergency evacuation drill must be conducted at least <ln numlevel="1" lineno="398" slineno="3-109"/>every other drill."</subsection><subsection ssid="2-null-34" dnum="iii-o:_-e" numlevel="1" lineno="399" slineno="3-110" ea="erase" anum="0" owner="admin" style="2" level="3"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1046" style="2" owner="o" level="1" deltag="both">(iii)</amend><amendoutend style="2"/></display>"<amendoutstart style="2"/><amend anum="0" ea="erase" pairid="25" groupid="23" style="2" owner="admin" level="1" deltag="both">e</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="22" groupid="20" style="1" owner="admin" level="1" amendtag="both" space="true">f</amend>. and</subsection><subsection ssid="4-null-30" dnum="B-o" numlevel="1" lineno="422" slineno="4-15" level="4"><display>(B)</display>does not meet the requirements described in Utah Code, Subsection <xref depth="3" refnumber="65A-8-203">65A-8-203</xref><ln numlevel="1" lineno="423" slineno="4-16"/>(4)(f) and Utah Administrative Code, R652-122-1300, Minimum Standards for <ln numlevel="1" lineno="424" slineno="4-17"/>County Wildland Fire Ordinance;</subsection></subsection><subsection ssid="4-null-31" dnum="ii-o" numlevel="1" lineno="425" slineno="4-18" level="3"><display>(ii)</display>the structure is in an area where a public water distribution system with fire <ln numlevel="1" lineno="426" slineno="4-19"/>hydrants does not exist as required in Utah Administrative Code, R309-550-5, <ln numlevel="1" lineno="427" slineno="4-20"/>Water Main Design;</subsection><subsection ssid="4-null-32" dnum="iii-o" numlevel="1" lineno="428" slineno="4-21" level="3"><display>(iii)</display>the only fire apparatus access road has a grade greater than 10% for more than <ln numlevel="1" lineno="429" slineno="4-22"/>500 continual feet;</subsection><subsection ssid="4-null-33" dnum="iv-o" numlevel="1" lineno="430" slineno="4-23" level="3"><display>(iv)</display>the total floor area of all floor levels within the exterior walls of the dwelling unit <ln numlevel="1" lineno="431" slineno="4-24"/>exceeds 10,000 square feet; or</subsection><subsection ssid="4-null-34" dnum="v-o" numlevel="1" lineno="432" slineno="4-25" level="3"><display>(v)</display>the total floor area of all floor levels within the exterior walls of the dwelling unit <ln numlevel="1" lineno="433" slineno="4-26"/>is double the average of the total floor area of all floor levels of <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="5" groupid="4" style="2" owner="admin" level="1" deltag="both">unsprinkled</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="4" groupid="3" style="1" owner="admin" level="1" amendtag="both" space="true"><ln numlevel="1" lineno="434" slineno="4-27"/>unsprinklered</amend> homes in the subdivision that are no larger than 10,000 square feet.</subsection><subsection ssid="4-null-35" dnum="vi-o" numlevel="1" lineno="435" slineno="4-28" level="3"><display>(vi)</display>Exception: A single family dwelling does not require a fire sprinkler system if <ln numlevel="1" lineno="436" slineno="4-29"/>the dwelling:<subsection ssid="4-null-36" dnum="A-o" numlevel="1" lineno="437" slineno="4-30" level="4"><display>(A)</display>is located outside the wildland urban interface;</subsection><subsection ssid="4-null-37" dnum="B-o" numlevel="1" lineno="438" slineno="4-31" level="4"><display>(B)</display>is built in a one-lot subdivision; Subsequent routine testing may <ln numlevel="1" lineno="477" slineno="4-70"/>be conducted by the fire code official using basic equipment. Clearances around equipment to <ln numlevel="1" lineno="506" slineno="5-11"/>elements of permanent construction, including other installed equipment and appliances, shall <ln numlevel="1" lineno="507" slineno="5-12"/>be sufficient to allow inspection, service, repair or replacement without removing such <ln numlevel="1" lineno="508" slineno="5-13"/>elements of permanent construction or disabling the function of a required fire-resistance-rated <ln numlevel="1" lineno="509" slineno="5-14"/>assembly and not less than the following minimum elements:<eol numlevel="1" lineno="510" slineno="5-15"/><para/>901.4.7.1.1 A minimum clear and unobstructed distance of 12 inches shall be provided <ln numlevel="1" lineno="511" slineno="5-16"/>from the installed equipment to the elements of permanent construction.<eol numlevel="1" lineno="512" slineno="5-17"/><para/>901.4.7.1.2 A minimum clear and unobstructed distance of 12 inches shall be provided <ln numlevel="1" lineno="513" slineno="5-18"/>between all other installed equipment and appliances.<eol numlevel="1" lineno="514" slineno="5-19"/><para/>901.4.7.1.3 A clear and unobstructed width of 36 inches shall be provided in front of all <ln numlevel="1" lineno="515" slineno="5-20"/>installed equipment and appliances, to allow for inspection, service, repair or replacement <ln numlevel="1" lineno="516" slineno="5-21"/>without removing such elements of permanent construction or disabling the function of a <ln numlevel="1" lineno="517" slineno="5-22"/>required fire resistance-rated assembly.<eol numlevel="1" lineno="518" slineno="5-23"/><para/>901.4.7.2 Fire Pump Room. Fire pumps and controllers shall be provided with ready <ln numlevel="1" lineno="519" slineno="5-24"/>access. Fire pump rooms shall be provided with doors and an unobstructed passageway large <ln numlevel="1" lineno="520" slineno="5-25"/>enough to allow for the removal of the largest piece of equipment. The passageway shall have <ln numlevel="1" lineno="521" slineno="5-26"/>a clear width not less than 72 inches. Openings into the room shall be clear and unobstructed, <ln numlevel="1" lineno="522" slineno="5-27"/>with doors swinging in the outward direction from the fire pump room and the opening <ln numlevel="1" lineno="523" slineno="5-28"/>providing a clear width of not less than 68 inches and a clear height of the door opening shall <ln numlevel="1" lineno="524" slineno="5-29"/>not be less than 80 inches. The door shall be permitted to be locked provided that the key is <ln numlevel="1" lineno="525" slineno="5-30"/>available at all times and located in a Key Box in accordance with IFC, Section 506.<eol numlevel="1" lineno="526" slineno="5-31"/><para/>901.4.7.3 Automatic Sprinkler Riser Room. Automatic sprinkler system risers shall be <ln numlevel="1" lineno="527" slineno="5-32"/>provided with ready access. Automatic sprinkler system riser rooms shall be provided with <ln numlevel="1" lineno="528" slineno="5-33"/>doors and an unobstructed passageway large enough to allow for the removal of the largest <ln numlevel="1" lineno="529" slineno="5-34"/>piece of equipment. The passageway shall have a clear width not less than 36 inches. Openings <ln numlevel="1" lineno="530" slineno="5-35"/>into the room shall be clear and unobstructed, with doors swinging in the outward direction <ln numlevel="1" lineno="531" slineno="5-36"/>from the riser room and the opening providing a clear width of not less than 32 inches and a <ln numlevel="1" lineno="532" slineno="5-37"/>clear height of the door opening shall not be less than 80 inches. The door shall be permitted to <ln numlevel="1" lineno="533" slineno="5-38"/>be locked provided that the key is available at all times and located in a Key Box in <ln numlevel="1" lineno="534" slineno="5-39"/>accordance with IFC, Section 506.<eol numlevel="1" lineno="535" slineno="5-40"/><para/>901.4.7.4 Marking on Access Doors. Access doors for automatic sprinkler system riser <ln numlevel="1" lineno="536" slineno="5-41"/>rooms and fire pump rooms shall be labeled with an approved sign. The lettering shall be in <ln numlevel="1" lineno="537" slineno="5-42"/>contrasting color to the background. Letters shall have a minimum height of 2 inches (51 mm) <ln numlevel="1" lineno="538" slineno="5-43"/>with a minimum stroke of 3/8 inch (10 mm).<eol numlevel="1" lineno="539" slineno="5-44"/><para/>901.4.7.5 Environment. Automatic sprinkler system riser rooms and fire pump rooms <ln numlevel="1" lineno="540" slineno="5-45"/>shall be maintained at a temperature of not less than 40 degrees F (4 degrees C). Heating units <ln numlevel="1" lineno="541" slineno="5-46"/>shall be permanently installed.<eol numlevel="1" lineno="542" slineno="5-47"/><para/>902.6 Lighting. Permanently installed artificial illumination shall be provided in the <ln numlevel="1" lineno="543" slineno="5-48"/>automatic sprinkler system riser rooms and fire pump rooms."</subsection><subsection ssid="5-null-26" dnum="2-o" numlevel="1" lineno="544" slineno="5-49" level="1"><display>(2)</display>IFC, <ext_ref depth="1" refnumber="15A-9" start="1" type="International Fire Code">Chapter 9</ext_ref>, Section 903.2.1.2, Group A-2, is amended to add the following <ln numlevel="1" lineno="545" slineno="5-50"/>subsection: <amend anum="0" ea="amend" pairid="7" groupid="7" style="1" owner="admin" level="1" amendtag="both"> <eol numlevel="1" lineno="546" slineno="5-51"/><para/></amend>"4. Location of the Main Panel other than as stated above, shall require the review <ln numlevel="1" lineno="644" slineno="5-149"/>and authorization of the State Fire Marshal Division. Where location as required above is not <ln numlevel="1" lineno="645" slineno="5-150"/>possible, an electronically supervised remote annunciator from the main panel shall be located <ln numlevel="1" lineno="646" slineno="5-151"/>in a supervised area of the building. The remote annunciator shall visually indicate system <ln numlevel="1" lineno="647" slineno="5-152"/>power status, alarms for each zone, and give both visual and audible indication of trouble <ln numlevel="1" lineno="648" slineno="5-153"/>conditions in the system. Locating these detectors in adjacent <ln numlevel="1" lineno="678" slineno="5-183"/>spaces where the carbon monoxide is likely to spread may be a better option.)<eol numlevel="1" lineno="679" slineno="5-184"/>(2) Home economics rooms with gas appliances.<eol numlevel="1" lineno="680" slineno="5-185"/>(3) School kitchens with gas appliances. (Commercial kitchens).<eol numlevel="1" lineno="681" slineno="5-186"/>(4) Arts rooms and other areas with a gas kiln or open flame.<eol numlevel="1" lineno="682" slineno="5-187"/>(5) Gas roof top units, and other carbon monoxide producing HVAC units, one per zone. <ln numlevel="1" lineno="683" slineno="5-188"/>(The zone shall be the area covered by the HVAC unit.)<eol numlevel="1" lineno="684" slineno="5-189"/>(6) In areas with gas wall units.<eol numlevel="1" lineno="685" slineno="5-190"/>(7) In areas with a gas water heater or boiler.<eol numlevel="1" lineno="686" slineno="5-191"/>(8) Areas with a forge or foundry.<eol numlevel="1" lineno="687" slineno="5-192"/>(9) Metal shop or auto shop areas or in adjacent areas where carbon monoxide is likely to <ln numlevel="1" lineno="688" slineno="5-193"/>spread. (The installation of carbon monoxide detectors in metal shop or auto shop areas may <ln numlevel="1" lineno="689" slineno="5-194"/>cause a false alarm problem. Locating these detectors in adjacent spaces, i.e. class rooms or <ln numlevel="1" lineno="690" slineno="5-195"/>corridors, where the carbon monoxide is likely to spread from these spaces may be a better <ln numlevel="1" lineno="691" slineno="5-196"/>option.)<eol numlevel="1" lineno="692" slineno="5-197"/>(10) Labs with open flame.<eol numlevel="1" lineno="693" slineno="5-198"/>(11) HVAC units drawing outside air that could be contaminated with carbon monoxide.<eol numlevel="1" lineno="694" slineno="5-199"/>(12) Other areas with an open flame or fuel fired appliance.<eol numlevel="1" lineno="695" slineno="5-200"/>(F) 915.2.3.1 Carbon monoxide alarm signals shall be automatically transmitted to an onsite <ln numlevel="1" lineno="696" slineno="5-201"/>location that is staffed by school personnel.<eol numlevel="1" lineno="697" slineno="5-202"/><para/>Exception: Carbon monoxide alarm signals shall not be required to be automatically <ln numlevel="1" lineno="698" slineno="5-203"/>transmitted to an onsite location that is staffed by school personnel in Group E occupancies <ln numlevel="1" lineno="699" slineno="5-204"/>with an occupant load of 30 or less."</subsection><subsection ssid="5-null-48" dnum="20-o" numlevel="1" lineno="700" slineno="5-205" level="1" format="full"><display>(20)</display>In IFC, <ext_ref depth="1" refnumber="15A-9" start="1" type="International Fire Code">Chapter 9</ext_ref>, a new Section 915.7<amend anum="0" ea="amend" pairid="63" groupid="61" style="1" owner="admin" level="1" amendtag="both">,</amend> is added as follows:<eol numlevel="1" lineno="701" slineno="5-206"/><para/>"915.7 Carbon Monoxide Systems in Group E Occupancies. Carbon monoxide detection systems shall require a primary and <ln numlevel="1" lineno="705" slineno="5-210"/>secondary power source.<eol numlevel="1" lineno="706" slineno="5-211"/><para/>915.7.1.2 Wiring. Class "A" wiring is required when the carbon monoxide system is part <ln numlevel="1" lineno="707" slineno="5-212"/>of, or connected to, a fire alarm system. Standalone carbon monoxide detection systems may <ln numlevel="1" lineno="708" slineno="5-213"/>use Class "B" wiring. All wiring shall be Class "A" or "B<amendoutstart style="2"/><amend anum="0" ea="erase" pairid="69" groupid="67" style="2" owner="admin" level="1" deltag="both">".</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="64" groupid="62" style="1" owner="admin" level="1" amendtag="both" space="true">."</amend><eol numlevel="1" lineno="709" slineno="5-214"/><para/>915.7.2 Equipment Shut Down. Equipment and appliances that are producing carbon <ln numlevel="1" lineno="710" slineno="5-215"/>monoxide shall shut down automatically in the zone involved upon carbon monoxide system <ln numlevel="1" lineno="711" slineno="5-216"/>activation.<eol numlevel="1" lineno="712" slineno="5-217"/><para/>915.7.3 Notification.<eol numlevel="1" lineno="713" slineno="5-218"/><para/>915.7.3.1 Local Alarm. Each occupied space shall sound an audible alarm when <ln numlevel="1" lineno="714" slineno="5-219"/>detecting carbon monoxide at a level in excess of 70 ppm for one hour.<eol numlevel="1" lineno="715" slineno="5-220"/><para/>915.7.3.2 General Alarm. A blue strobe, visual alarm, is required in a normally occupied <ln numlevel="1" lineno="716" slineno="5-221"/>location, similar to the administrative offices, when carbon monoxide is detected in the facility <ln numlevel="1" lineno="717" slineno="5-222"/>in excess of 70 ppm for one hour.<eol numlevel="1" lineno="718" slineno="5-223"/><para/>915.7.3.2.1 The general alarm shall require a manual reset following an alarm activation.<eol numlevel="1" lineno="719" slineno="5-224"/><para/>915.7.3.3 Digital Notification. Portable carbon monoxide detectors, with digital read out <ln numlevel="1" lineno="720" slineno="5-225"/>indicating parts per million of carbon monoxide, in a space to determine the level of hazard in <ln numlevel="1" lineno="721" slineno="5-226"/>a given space.<eol numlevel="1" lineno="722" slineno="5-227"/><para/>915.7.4 Monitoring. System monitoring is not required. If the system is monitored, the <ln numlevel="1" lineno="723" slineno="5-228"/>signal should be a supervisory signal indicating carbon monoxide.<eol numlevel="1" lineno="724" slineno="5-229"/><para/>915.7.5 Inspection.<eol numlevel="1" lineno="725" slineno="5-230"/><para/>915.7.5.1 The carbon monoxide detection system shall be tested in the presence of a <ln numlevel="1" lineno="726" slineno="5-231"/>Deputy or Special Deputy of the State Fire Marshal Division. The Deputy shall require "spot <ln numlevel="1" lineno="727" slineno="5-232"/>testing" of the system and its components.<eol numlevel="1" lineno="728" slineno="5-233"/><para/>915.7.5.2 Before requesting final inspection and approval, the installing contractor shall <ln numlevel="1" lineno="729" slineno="5-234"/>test each component of the system and issue a statement of compliance, in writing, to the State <ln numlevel="1" lineno="730" slineno="5-235"/>Fire Marshal Division that the carbon monoxide detection system has been installed in <ln numlevel="1" lineno="731" slineno="5-236"/>accordance with approved plans and has been tested in accordance with the manufacturer's <ln numlevel="1" lineno="732" slineno="5-237"/>specifications, and the appropriate installation standard.<eol numlevel="1" lineno="733" slineno="5-238"/><para/>915.7.5.3 Systems shall be tagged with the State approved tag for fire alarm systems, <ln numlevel="1" lineno="734" slineno="5-239"/>upon final approval and shall be inspected and tagged annually by an individual certified as a <ln numlevel="1" lineno="735" slineno="5-240"/>Master Fire Alarm Technician, by the State Fire Marshal Division.<eol numlevel="1" lineno="736" slineno="5-241"/><para/>915.7.6 Evacuation. The affected area within Group E Occupancies shall be evacuated <ln numlevel="1" lineno="737" slineno="5-242"/>when carbon monoxide is detected at a level in excess of 70 ppm for one hour in that area."</subsection></section></bsec><bsec buid="8" num="15A-5-205" type="amend" src="code" uid="C15A-5-S205_2026070120260701" sort="15A05 02050020260701" numlevel="1" lineno="738" slineno="6-1" sn="6"><section number="15A-5-205" numlevel="1" lineno="739" slineno="6-2" type="amend"><secline lineno="738">Section 6. The centerline axis pathways shall be provided in both axes of the roof. Centerline <ln numlevel="1" lineno="827" slineno="7-56"/>axis pathways shall run where the roof structure is capable of supporting the live load of fire <ln numlevel="1" lineno="828" slineno="7-57"/>fighters accessing the roof.<eol numlevel="1" lineno="829" slineno="7-58"/><para/>3.  Smoke and heat vents required by Section 910.2.1 or 910.2.2 shall be provided with a <ln numlevel="1" lineno="830" slineno="7-59"/>clear pathway width of not less than three feet (914 mm) to the vents.<eol numlevel="1" lineno="831" slineno="7-60"/><para/>4.  Access to roof area required by Section 504.3 or 1011.12 shall be provided with a <ln numlevel="1" lineno="832" slineno="7-61"/>clear pathway width of not less than three feet (914 mm) around access opening and at least <ln numlevel="1" lineno="833" slineno="7-62"/>three feet (914 mm) clear pathway to parapet or roof edge."</subsection><subsection ssid="6-null-26" dnum="d-o" numlevel="1" lineno="834" slineno="7-63" level="2" format="full"><display>(d)</display>Section 1205.3.3, Smoke ventilation, is deleted and rewritten as follows: <amend anum="0" ea="amend" pairid="24" groupid="20" style="1" owner="admin" level="1" amendtag="both"><eol numlevel="1" lineno="835" slineno="7-64"/><para/></amend>"1205.3.2, Smoke ventilation. The solar installation shall be designed to meet the <ln numlevel="1" lineno="836" slineno="7-65"/>following requirements:<eol numlevel="1" lineno="837" slineno="7-66"/><para/>1.  Arrays shall be no greater than 150 feet (45720 mm) by 150 feet (45720 mm) in <ln numlevel="1" lineno="838" slineno="7-67"/>distance in either axis in order to create opportunities for fire department smoke ventilation <ln numlevel="1" lineno="839" slineno="7-68"/>operations.<eol numlevel="1" lineno="840" slineno="7-69"/><para/>2.  Smoke ventilation options between array sections shall be one of the following:<eol numlevel="1" lineno="841" slineno="7-70"/><para/>2.1  A pathway six feet (1829 mm) or greater in width.<eol numlevel="1" lineno="842" slineno="7-71"/><para/>2.2  A pathway three feet (914 mm) or greater in width and bordering roof skylights or <ln numlevel="1" lineno="843" slineno="7-72"/>smoke and heat vents when required by Section 910.2.1 or Section 910.2.2.<eol numlevel="1" lineno="844" slineno="7-73"/><para/>2.3  Smoke and heat vents designed for remote operation using devices that can be <ln numlevel="1" lineno="845" slineno="7-74"/>connected to the vent by mechanical, electrical, or any other suitable means, protected as <ln numlevel="1" lineno="846" slineno="7-75"/>necessary to remain operable for the design period. Vehicle access shall be provided to within 100 <ln numlevel="1" lineno="857" slineno="8-8"/>feet of temporary or permanent fire department connections.</amend><eol numlevel="1" lineno="858" slineno="8-9"/><para/><amend anum="0" ea="erase" pairid="20" groupid="14" style="2" owner="admin" level="1">3311.1.3 Type of access. Vehicle access shall be provided by either temporary or <ln numlevel="1" lineno="859" slineno="8-10"/>permanent roads.</amend><eol numlevel="1" lineno="860" slineno="8-11"/><para/><amend anum="0" ea="erase" pairid="21" groupid="15" style="2" owner="admin" level="1">3311.3.1 Temporary road requirements. Temporary roads shall be constructed with a <ln numlevel="1" lineno="861" slineno="8-12"/>minimum of site specific required structural fill for permanent roads and road base, or other <ln numlevel="1" lineno="862" slineno="8-13"/>approved material complying with local standards.</amend><eol numlevel="1" lineno="863" slineno="8-14"/><para/><amend anum="0" ea="erase" pairid="22" groupid="16" style="2" owner="admin" level="1">3311.3.2 Reports. Compaction reports may be required. An engineer's review and <ln numlevel="1" lineno="864" slineno="8-15"/>certification of a temporary fire department access road is not required.</amend><eol numlevel="1" lineno="865" slineno="8-16"/><para/><amend anum="0" ea="erase" pairid="23" groupid="17" style="2" owner="admin" level="1" deltag="end">3311.3.3 Local jurisdictions. Vehicle access shall be provided by either <ln numlevel="1" lineno="881" slineno="8-32"/>temporary or permanent roads, capable of supporting vehicle loading under all weather <ln numlevel="1" lineno="882" slineno="8-33"/>conditions."</amend></subsection><subsection ssid="7-null-13" dnum="_-o:2-e" numlevel="1" lineno="883" slineno="8-34" ea="amend" anum="0" owner="admin" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1123" style="1" owner="e" level="1" amendtag="start">(2)</amend></display><amend anum="0" ea="amend" pairid="33" groupid="26" style="1" owner="admin" level="1" amendtag="end">IFC, Chapter 33, Section 3301.1.1, is rewritten as follows:<eol numlevel="1" lineno="884" slineno="8-35"/><para/>"3307.1.1.1 Temporary road requirements. Temporary roads shall be constructed <ln numlevel="1" lineno="885" slineno="8-36"/>with a minimum of site specific required structural fill for permanent roads and road <ln numlevel="1" lineno="886" slineno="8-37"/>base, or other approved material complying with local standards.<eol numlevel="1" lineno="887" slineno="8-38"/><para/>3307.1.1.2 Reports. Compaction reports may be required. An engineer's review <ln numlevel="1" lineno="888" slineno="8-39"/>and certification of a temporary fire department access road is not required.<eol numlevel="1" lineno="889" slineno="8-40"/><para/>3307.1.1.3 Local jurisdictions. If an improvement completion assurance has been <ln numlevel="1" lineno="890" slineno="8-41"/>posted in accordance with Section <xref depth="3" refnumber="10-9a-604.5">10-9a-604.5</xref>, a local jurisdiction may not require <ln numlevel="1" lineno="891" slineno="8-42"/>permanent roads, or asphalt or concrete on temporary roads, before final approval of the <ln numlevel="1" lineno="892" slineno="8-43"/>structure served by the road.<eol numlevel="1" lineno="893" slineno="8-44"/><para/>3307.1.1.4 Maintenance. Temporary roads shall be maintained until permanent <ln numlevel="1" lineno="894" slineno="8-45"/>fire apparatus access roads are available.<eol numlevel="1" lineno="895" slineno="8-46"/><para/>3307.1.1.5 Time line.
