and</hl><hl numlevel="1" lineno="11" slineno="0-11" level="2">create a dyslexia screener at the University of Utah College of Education and the <ln numlevel="1" lineno="12" slineno="0-12"/>University of Utah Education Policy Center;</hl></hl><hl numlevel="1" lineno="13" slineno="0-13" level="1">creates reporting requirements to the Education Interim Committee;</hl><hl numlevel="1" lineno="14" slineno="0-14" level="1">requires the University of Utah Education Policy Center to:<hl numlevel="1" lineno="15" slineno="0-15" level="2">develop a statewide dyslexia intervention plan; and</hl><hl numlevel="1" lineno="16" slineno="0-16" level="2">report to the State Board of Education (state board);</hl></hl><hl numlevel="1" lineno="17" slineno="0-17" level="1">requires the state board to:<hl numlevel="1" lineno="18" slineno="0-18" level="2">administer and oversee the pilot program;</hl><hl numlevel="1" lineno="19" slineno="0-19" level="2">choose two schools participating in the program to receive dyslexia intervention;</hl><hl numlevel="1" lineno="20" slineno="0-20" level="2">procure an intervention provider; and</hl><hl numlevel="1" lineno="21" slineno="0-21" level="2">make certain rules related to the pilot program;</hl></hl><hl numlevel="1" lineno="22" slineno="0-22" level="1">provides a repeal date for the pilot program; level="1"><display>(3)</display>In accordance with applicable provisions and Section <xref depth="3" refnumber="68-3-14">68-3-14</xref>, every five years the <ln numlevel="1" lineno="119" slineno="1-81"/>Education Interim Committee shall review the programs described in the following <ln numlevel="1" lineno="120" slineno="1-82"/>sections of code:<subsection ssid="8-null-34" dnum="a-o" numlevel="1" lineno="121" slineno="1-83" level="2"><display>(a)</display>beginning July 1, 2027, <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="9" groupid="6" style="2" owner="admin" level="1" deltag="both">Title 53E, Chapter 10, Part 3</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="8" groupid="5" style="1" owner="admin" level="1" amendtag="both" space="true">Chapter 10, Part 3</amend>, Concurrent <ln numlevel="1" lineno="122" slineno="1-84"/>Enrollment;</subsection><subsection ssid="8-null-35" dnum="b-o" numlevel="1" lineno="123" slineno="1-85" level="2"><display>(b)</display>beginning July 1, 2027, Section <xref depth="3" refnumber="53F-2-408">53F-2-408</xref>, Enhancement for Accelerated Students <ln numlevel="1" lineno="124" slineno="1-86"/>Program;</subsection><subsection ssid="8-null-36" dnum="c-o" numlevel="1" lineno="125" slineno="1-87" level="2"><display>(c)</display>beginning July 1, 2027, Section <xref and</amend></subsection><subsection ssid="5-88" dnum="_-o:ii-e" numlevel="1" lineno="146" slineno="2-11" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1049" style="1" owner="e" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="457" groupid="353" style="1" owner="admin" level="1" amendtag="end">need additional assessment, progress monitoring, and intervention related to <ln numlevel="1" lineno="147" slineno="2-12"/>dyslexia.</amend></subsection></subsection><subsection ssid="5-90" dnum="_-o:e-e" numlevel="1" lineno="148" slineno="2-13" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1050" style="1" owner="e" level="1" amendtag="start">(e)</amend></display><amend anum="0" ea="amend" pairid="463" groupid="358" style="1" owner="admin" level="1" amendtag="end">"Urban elementary school" means a public elementary school located in a county of <ln numlevel="1" lineno="149" slineno="2-14"/>the first, second, or third class as described in Section <xref depth="3" refnumber="17-60-104">17-60-104</xref>.</amend></subsection></subsection><subsection ssid="5-9" dnum="_-o:2-e" numlevel="1" lineno="150" slineno="2-15" ea="amend" anum="0" owner="admin" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1051" style="1" owner="e" level="1" amendtag="start">(2)</amend></display><amend anum="0" ea="amend" pairid="50" groupid="39" style="1" owner="admin" level="1" amendtag="end">There is created a four-year pilot program known as the Dyslexia Screening Pilot <ln numlevel="1" lineno="151" slineno="2-16"/>Program to:</amend><subsection ssid="5-18" dnum="_-o:a-e" numlevel="1" lineno="152" slineno="2-17" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1052" style="1" owner="e" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="92" groupid="70" style="1" owner="admin" level="1" amendtag="end">provide dyslexia resources to a district and charter school;</amend></subsection><subsection ssid="5-89" dnum="_-o:b-e" numlevel="1" lineno="153" slineno="2-18" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1053" style="1" owner="e" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="462" groupid="357" style="1" owner="admin" level="1" amendtag="end">provide dyslexia intervention to one rural elementary school and one urban <ln numlevel="1" lineno="154" slineno="2-19"/>elementary school;</amend></subsection><subsection ssid="5-117" dnum="_-o:c-e" numlevel="1" lineno="155" slineno="2-20" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1054" style="1" owner="e" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="613" groupid="462" style="1" owner="admin" level="1" amendtag="end">create a statewide dyslexia intervention plan; and</amend></subsection><subsection ssid="5-19" dnum="_-o:d-e" numlevel="1" lineno="156" slineno="2-21" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1055" style="1" owner="e" level="1" amendtag="start">(d)</amend></display><amend anum="0" ea="amend" pairid="97" groupid="74" style="1" owner="admin" level="1" amendtag="end">create a dyslexia screener at the University of Utah Education Policy Center and the <ln numlevel="1" lineno="157" slineno="2-22"/>University of Utah College of Education.</amend></subsection></subsection><subsection ssid="5-10" dnum="_-o:3-e" numlevel="1" lineno="158" slineno="2-23" ea="amend" anum="0" owner="admin" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1056" style="1" owner="e" level="1" amendtag="start">(3)</amend></display><amend anum="0" ea="amend" pairid="54" groupid="42" style="1" owner="admin" level="1" amendtag="end">The state board shall:</amend><subsection ssid="5-16" dnum="_-o:a-e" numlevel="1" lineno="159" slineno="2-24" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1057" style="1" owner="e" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="87" groupid="66" style="1" owner="admin" level="1" amendtag="end">administer and oversee the program in coordination with the University of Utah <ln numlevel="1" lineno="160" slineno="2-25"/>Education Policy Center and the University of Utah College of Education;</amend></subsection><subsection ssid="5-20" dnum="_-o:b-e" numlevel="1" lineno="161" slineno="2-26" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1058" style="1" owner="e" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="101" groupid="77" style="1" owner="admin" level="1" amendtag="end">solicit proposals from and select district and charter schools to participate in the <ln numlevel="1" lineno="162" slineno="2-27"/>program;</amend></subsection><subsection ssid="5-98" dnum="_-o:c-e" numlevel="1" lineno="163" slineno="2-28" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1059" style="1" owner="e" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="510" groupid="389" style="1" owner="admin" level="1" amendtag="end">select one rural elementary school and one urban elementary school participating in <ln numlevel="1" lineno="164" slineno="2-29"/>the program to receive dyslexia intervention;</amend></subsection><subsection ssid="5-99" dnum="_-o:d-e" numlevel="1" lineno="165" slineno="2-30" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1060" style="1" owner="e" level="1" amendtag="start">(d)</amend></display><amend anum="0" ea="amend" pairid="516" groupid="394" style="1" owner="admin" level="1" amendtag="end">in accordance with Title 63G, Chapter 6a, Utah Procurement Code, procure a vendor <ln numlevel="1" lineno="166" slineno="2-31"/>to provide the dyslexia intervention described in Subsection <xref depth="4" refnumber="53F-5-224(3)(c)">(3)(c)</xref>;</amend></subsection><subsection ssid="5-76" dnum="_-o:e-e" numlevel="1" lineno="167" slineno="2-32" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1061" style="1" owner="e" level="1" amendtag="start">(e)</amend></display><amend anum="0" ea="amend" pairid="398" groupid="308" style="1" owner="admin" level="1" amendtag="end">identify and maintain an approved list of dyslexia screeners, including the screener <ln numlevel="1" lineno="168" slineno="2-33"/>developed under Subsection <xref depth="4" refnumber="53F-5-224(5)">(5)</xref>, that, in identifying risks for dyslexia and informing <ln numlevel="1" lineno="169" slineno="2-34"/>instructional decision-making, demonstrate evidence of validity and reliability;</amend></subsection><subsection ssid="5-104" dnum="_-o:f-e" numlevel="1" lineno="170" slineno="2-35" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1062" style="1" owner="e" level="1" amendtag="start">(f)</amend></display><amend anum="0" ea="amend" pairid="552" groupid="415" style="1" owner="admin" level="1" amendtag="end">report annually to the Education Interim Committee detailing:</amend><subsection ssid="5-105" dnum="_-o:i-e" numlevel="1" lineno="171" slineno="2-36" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1063" style="1" owner="e" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="559" groupid="420" style="1" owner="admin" level="1" amendtag="end">the reports described in Subsections <xref depth="4" refnumber="53F-5-224(5)(f)">(5)(f)</xref> and <xref depth="4" refnumber="53F-5-224(g)">(g)</xref>; and</amend></subsection><subsection ssid="5-106" dnum="_-o:ii-e" numlevel="1" lineno="172" slineno="2-37" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1064" style="1" owner="e" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="564" groupid="424" style="1" owner="admin" level="1" amendtag="end">the outcomes and effectiveness of the screener and dyslexia intervention; and</amend></subsection></subsection><subsection ssid="5-21" dnum="_-o:g-e" numlevel="1" lineno="173" slineno="2-38" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1065" style="1" owner="e" level="1" amendtag="start">(g)</amend></display><amend anum="0" ea="amend" pairid="106" groupid="81" style="1" owner="admin" level="1" amendtag="end">publish on the state board's website a webpage that:</amend><subsection ssid="5-33" dnum="_-o:i-e" numlevel="1" lineno="174" slineno="2-39" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1066" style="1" owner="e" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="164" groupid="126" style="1" owner="admin" level="1" amendtag="end">provides a list of dyslexia screeners the state board approves district and charter <ln numlevel="1" lineno="175" slineno="2-40"/>schools to use for the program;</amend></subsection><subsection ssid="5-22" dnum="_-o:ii-e" numlevel="1" lineno="176" slineno="2-41" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1067" style="1" owner="e" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="111" groupid="85" style="1" owner="admin" level="1" amendtag="end">provides additional dyslexia resources for parents, teachers, and students, <ln numlevel="1" lineno="177" slineno="2-42"/>including:</amend><subsection ssid="5-48" dnum="_-o:A-e" numlevel="1" lineno="178" slineno="2-43" ea="amend" anum="0" owner="admin" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1068" style="1" owner="e" level="1" amendtag="start">(A)</amend></display><amend anum="0" ea="amend" pairid="250" groupid="193" style="1" owner="admin" level="1" amendtag="end">information on early indicators and reported risk factors;</amend></subsection><subsection ssid="5-49" dnum="_-o:B-e" numlevel="1" lineno="179" slineno="2-44" ea="amend" anum="0" owner="admin" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1069" style="1" owner="e" level="1" amendtag="start">(B)</amend></display><amend anum="0" ea="amend" pairid="255" groupid="197" style="1" owner="admin" level="1" amendtag="end">characteristics of dyslexia and related literacy difficulties;</amend></subsection><subsection ssid="5-50" dnum="_-o:C-e" numlevel="1" lineno="180" slineno="2-45" ea="amend" anum="0" owner="admin" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1070" style="1" owner="e" level="1" amendtag="start">(C)</amend></display><amend anum="0" ea="amend" pairid="260" groupid="201" style="1" owner="admin" level="1" amendtag="end">information on evidence-based instruction and intervention practices;</amend></subsection><subsection ssid="5-51" dnum="_-o:D-e" numlevel="1" lineno="181" slineno="2-46" ea="amend" anum="0" owner="admin" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1071" style="1" owner="e" level="1" amendtag="start">(D)</amend></display><amend anum="0" ea="amend" pairid="265" groupid="205" style="1" owner="admin" level="1" amendtag="end">expectations for progress monitoring and communication; and</amend></subsection><subsection ssid="5-52" dnum="_-o:E-e" numlevel="1" lineno="182" slineno="2-47" ea="amend" anum="0" owner="admin" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1072" style="1" owner="e" level="1" amendtag="start">(E)</amend></display><amend anum="0" ea="amend" pairid="270" groupid="209" style="1" owner="admin" level="1" amendtag="end">guidance on a referral process for diagnosis; and</amend></subsection></subsection><subsection ssid="5-23" dnum="_-o:iii-e" numlevel="1" lineno="183" slineno="2-48" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1073" style="1" owner="e" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="116" groupid="89" style="1" owner="admin" level="1" amendtag="end">links to all other dyslexia resources the state board creates or approves.</amend></subsection></subsection></subsection><subsection ssid="5-119" dnum="_-o:4-e" numlevel="1" lineno="184" slineno="2-49" ea="amend" anum="0" owner="admin" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1074" style="1" owner="e" level="1" amendtag="start">(4)</amend></display><amend anum="0" ea="amend" pairid="617" groupid="465" style="1" owner="admin" level="1" amendtag="end">To participate in the program, a district or charter school shall:</amend><subsection ssid="5-127" dnum="_-o:a-e" numlevel="1" lineno="185" slineno="2-50" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1075" style="1" owner="e" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="654" groupid="493" style="1" owner="admin" level="1" amendtag="end">submit an application to the state board;</amend></subsection><subsection ssid="5-128" dnum="_-o:b-e" numlevel="1" lineno="186" slineno="2-51" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1076" style="1" owner="e" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="659" groupid="497" style="1" owner="admin" level="1" amendtag="end">use the free dyslexia screener the University of Utah Education Policy Center and <ln numlevel="1" lineno="187" slineno="2-52"/>University of Utah College of Education develops in accordance with Subsection <ln numlevel="1" lineno="188" slineno="2-53"/>(5)(a); and</amend></subsection><subsection ssid="5-129" dnum="_-o:c-e" numlevel="1" lineno="189" slineno="2-54" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1077" style="1" owner="e" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="668" groupid="505" style="1" owner="admin" level="1" amendtag="end">allocate funds from the district or charter school's budget to pay other costs incurred <ln numlevel="1" lineno="190" slineno="2-55"/>under the program.</amend></subsection></subsection><subsection ssid="5-12" dnum="_-o:5-e" numlevel="1" lineno="191" slineno="2-56" ea="amend" anum="0" owner="admin" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1078" style="1" owner="e" level="1" amendtag="start">(5)</amend></display><amend anum="0" ea="amend" pairid="64" groupid="50" style="1" owner="admin" level="1" amendtag="end">The University of Utah Education Policy Center and the University of Utah College of <ln numlevel="1" lineno="192" slineno="2-57"/>Education shall:</amend><subsection ssid="5-26" dnum="_-o:a-e" numlevel="1" lineno="193" slineno="2-58" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1079" style="1" owner="e" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="128" groupid="97" style="1" owner="admin" level="1" amendtag="end">work with the state board and stakeholders to develop and maintain a dyslexia <ln numlevel="1" lineno="194" slineno="2-59"/>screening process a district or charter school may use in accordance with the <ln numlevel="1" lineno="195" slineno="2-60"/>requirements of this section;</amend></subsection><subsection ssid="5-27" dnum="_-o:b-e" numlevel="1" lineno="196" slineno="2-61" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1080" style="1" owner="e" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="133" groupid="101" style="1" owner="admin" level="1" amendtag="end">ensure that the screening process described in Subsection <xref depth="4" refnumber="53F-5-224(5)(a)">(5)(a)</xref>:</amend><subsection ssid="5-44" dnum="_-o:i-e" numlevel="1" lineno="197" slineno="2-62" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1081" style="1" owner="e" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="228" groupid="177" style="1" owner="admin" level="1" amendtag="end">is free to use for district and charter schools participating in the program;</amend></subsection><subsection ssid="5-28" dnum="_-o:ii-e" numlevel="1" lineno="198" slineno="2-63" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1082" style="1" owner="e" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="138" groupid="105" style="1" owner="admin" level="1" amendtag="end">uses scientifically sound, evidence-based measures;</amend></subsection><subsection ssid="5-29" dnum="_-o:iii-e" numlevel="1" lineno="199" slineno="2-64" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1083" style="1" owner="e" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="143" groupid="109" style="1" owner="admin" level="1" amendtag="end">aligns with nationally recognized best practices for dyslexia screening; and</amend></subsection><subsection ssid="5-62" dnum="_-o:ii-e" numlevel="1" lineno="210" slineno="2-75" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1093" style="1" owner="e" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="323" groupid="250" style="1" owner="admin" level="1" amendtag="end">informing instruction and interventions;</amend></subsection></subsection><subsection ssid="5-93" dnum="_-o:e-e" numlevel="1" lineno="211" slineno="2-76" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1094" style="1" owner="e" level="1" amendtag="start">(e)</amend></display><amend anum="0" ea="amend" pairid="480" groupid="368" style="1" owner="admin" level="1" amendtag="end">in consultation with the state board, develop and maintain a comprehensive statewide <ln numlevel="1" lineno="212" slineno="2-77"/>dyslexia intervention plan, that:</amend><subsection ssid="5-114" dnum="_-o:i-e" numlevel="1" lineno="213" slineno="2-78" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1095" style="1" owner="e" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="595" groupid="448" style="1" owner="admin" level="1" amendtag="end">establishes evidence-based standards for early identification and intervention for a <ln numlevel="1" lineno="214" slineno="2-79"/>student with dyslexia;</amend></subsection><subsection ssid="5-115" dnum="_-o:ii-e" numlevel="1" lineno="215" slineno="2-80" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1096" style="1" owner="e" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="602" groupid="453" style="1" owner="admin" level="1" amendtag="end">provides guidance, resources, and best practices to district and charter schools; <ln numlevel="1" lineno="216" slineno="2-81"/>and</amend></subsection><subsection ssid="5-116" dnum="_-o:iii-e" numlevel="1" lineno="217" slineno="2-82" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1097" style="1" owner="e" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="607" groupid="457" style="1" owner="admin" level="1" amendtag="end">promotes statewide coordination, training, and implementation of best practices <ln numlevel="1" lineno="218" slineno="2-83"/>for dyslexia intervention;</amend></subsection></subsection><subsection ssid="5-97" dnum="_-o:f-e" numlevel="1" lineno="219" slineno="2-84" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1098" style="1" owner="e" level="1" amendtag="start">(f)</amend></display><amend anum="0" ea="amend" pairid="503" groupid="385" style="1" owner="admin" level="1" amendtag="end">regarding the schools described in Subsection <xref depth="4" refnumber="53F-5-224(3)(c)">(3)(c)</xref> that the state board selects for <ln numlevel="1" lineno="220" slineno="2-85"/>dyslexia intervention, collaborate with the state board to:</amend><subsection ssid="5-108" dnum="_-o:i-e" numlevel="1" lineno="221" slineno="2-86" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1099" style="1" owner="e" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="571" groupid="429" style="1" owner="admin" level="1" amendtag="end">evaluate the implementation and effectiveness of evidence-based interventions <ln numlevel="1" lineno="222" slineno="2-87"/>provided under the program, including:</amend><subsection ssid="5-109" dnum="_-o:A-e" numlevel="1" lineno="223" slineno="2-88" ea="amend" anum="0" owner="admin" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1100" style="1" owner="e" level="1" amendtag="start">(A)</amend></display><amend anum="0" ea="amend" pairid="577" groupid="434" style="1" owner="admin" level="1" amendtag="end">analyses of student progress-monitoring data;</amend></subsection><subsection ssid="5-126" dnum="_-o:B-e" numlevel="1" lineno="224" slineno="2-89" ea="amend" anum="0" owner="admin" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1101" style="1" owner="e" level="1" amendtag="start">(B)</amend></display><amend anum="0" ea="amend" pairid="649" groupid="489" style="1" owner="admin" level="1" amendtag="end">updates on a student's IEP or 504 Accommodation Plan;</amend></subsection><subsection ssid="5-111" dnum="_-o:C-e" numlevel="1" lineno="225" slineno="2-90" ea="amend" anum="0" owner="admin" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1102" style="1" owner="e" level="1" amendtag="start">(C)</amend></display><amend anum="0" ea="amend" pairid="586" groupid="441" style="1" owner="admin" level="1" amendtag="end">intervention fidelity; and</amend></subsection><subsection ssid="5-112" dnum="_-o:D-e" numlevel="1" lineno="226" slineno="2-91" ea="amend" anum="0" owner="admin" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1103" style="1" owner="e" level="1" amendtag="start">(D)</amend></display><amend anum="0" ea="amend" pairid="591" groupid="445" style="1" owner="admin" level="1" amendtag="end">student literacy outcomes; and</amend></subsection></subsection><subsection ssid="5-102" dnum="_-o:ii-e" numlevel="1" lineno="227" slineno="2-92" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1104" style="1" owner="e" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="538" groupid="407" style="1" owner="admin" level="1" amendtag="end">report annually to the state board on the intervention outcomes described in this <ln numlevel="1" lineno="228" slineno="2-93"/>Subsection <xref depth="4" refnumber="53F-5-224(5)(f)">(5)(f)</xref>;</amend></subsection></subsection><subsection ssid="5-103" dnum="_-o:g-e" numlevel="1" lineno="229" slineno="2-94" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1105" style="1" owner="e" level="1" amendtag="start">(g)</amend></display><amend anum="0" ea="amend" pairid="544" groupid="413" style="1" owner="admin" level="1" amendtag="end">report annually to the state board regarding the creation and outcomes of the screener <ln numlevel="1" lineno="230" slineno="2-95"/>developed under Subsection <xref depth="4" refnumber="53F-5-224(5)(a)">(5)(a)</xref>;</amend></subsection><subsection ssid="5-68" dnum="_-o:h-e" numlevel="1" lineno="231" slineno="2-96" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1106" style="1" owner="e" level="1" amendtag="start">(h)</amend></display><amend anum="0" ea="amend" pairid="365" groupid="282" style="1" owner="admin" level="1" amendtag="end">use the reports the state board requires under Subsection <xref depth="4" refnumber="53F-5-224(9)(b)">(9)(b)</xref> to annually evaluate <ln numlevel="1" lineno="232" slineno="2-97"/>the program; and</amend></subsection><subsection ssid="5-79" dnum="_-o:i-e" numlevel="1" lineno="233" slineno="2-98" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1107" style="1" owner="e" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="418" groupid="322" style="1" owner="admin" level="1" amendtag="end">provide professional learning for educators on:</amend><subsection ssid="5-80" dnum="_-o:i-e" numlevel="1" lineno="234" slineno="2-99" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1108" style="1" owner="e" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="423" groupid="326" style="1" owner="admin" level="1" amendtag="end">recognizing early indicators and characteristics of dyslexia;</amend></subsection><subsection ssid="5-81" dnum="_-o:ii-e" numlevel="1" lineno="235" slineno="2-100" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1109" style="1" owner="e" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="428" groupid="330" style="1" owner="admin" level="1" amendtag="end">using screeners and progress monitoring tools;</amend></subsection><subsection ssid="5-82" dnum="_-o:iii-e" numlevel="1" lineno="236" slineno="2-101" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1110" style="1" owner="e" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="433" groupid="334" style="1" owner="admin" level="1" amendtag="end">implementing evidence-based instruction and intervention practices; and</amend></subsection><subsection ssid="5-83" dnum="_-o:iv-e" numlevel="1" lineno="237" slineno="2-102" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1111" style="1" owner="e" level="1" amendtag="start">(iv)</amend></display><amend anum="0" ea="amend" pairid="438" groupid="338" style="1" owner="admin" level="1" amendtag="end">communicating with families.</amend></subsection></subsection></subsection><subsection ssid="5-96" dnum="_-o:6-e" numlevel="1" lineno="238" slineno="2-103" ea="amend" anum="0" owner="admin" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1112" style="1" owner="e" level="1" amendtag="start">(6)</amend></display><amend anum="0" ea="amend" pairid="501" groupid="383" style="1" owner="admin" level="1" amendtag="end">The University of Utah Education Policy Center and the University of Utah College of <ln numlevel="1" lineno="239" slineno="2-104"/>Education may work in collaboration with the reading clinic at the University of Utah <ln numlevel="1" lineno="240" slineno="2-105"/>established in Section <xref depth="3" refnumber="53H-4-209">53H-4-209</xref> to implement the requirements of Subsection <xref depth="4" refnumber="53F-5-224(5)">(5)</xref>.</amend></subsection><subsection ssid="5-25" dnum="_-o:7-e" numlevel="1" lineno="241" slineno="2-106" ea="amend" anum="0" owner="admin" style="1" level="1" space="false"><display><amend anum="0" ea="amend" pairid="1113" style="1" owner="e" level="1" amendtag="start">(7)</amend></display><subsection ssid="5-34" dnum="_-o:a-e" ea="amend" anum="0" owner="admin" style="1" level="2" placement="sameline"><display><amend anum="0" ea="amend" pairid="1114" style="1" owner="e" level="1">(a)</amend></display><amend anum="0" ea="amend" pairid="178" groupid="136" style="1" owner="admin" level="1" amendtag="end">A district or charter school shall use the state board approved list described in <ln numlevel="1" lineno="242" slineno="2-107"/>Subsection <xref depth="4" refnumber="53F-5-224(3)(e)">(3)(e)</xref> when screening a student for dyslexia.</amend></subsection><subsection ssid="5-35" dnum="_-o:b-e" numlevel="1" lineno="243" slineno="2-108" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1115" style="1" owner="e" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="172" groupid="131" style="1" owner="admin" level="1" amendtag="end">A school district or charter school may use the dyslexia screening process the <ln numlevel="1" lineno="244" slineno="2-109"/>University of Utah Education Policy Center and the University of Utah College of <ln numlevel="1" lineno="245" slineno="2-110"/>Education develops under Subsection <xref depth="4" refnumber="53F-5-224(5)(a)">(5)(a)</xref>, at no cost, to satisfy the requirements of <ln numlevel="1" lineno="246" slineno="2-111"/>this section.</amend></subsection></subsection><subsection ssid="5-4" dnum="_-o:8-e" numlevel="1" lineno="247" slineno="2-112" ea="amend" anum="0" owner="admin" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1116" style="1" owner="e" level="1" amendtag="start">(8)</amend></display><amend anum="0" ea="amend" pairid="27" groupid="21" style="1" owner="admin" level="1" amendtag="end">Beginning July 1, 2027, a school district or charter school participating in the program:</amend><subsection ssid="5-5" dnum="_-o:a-e" numlevel="1" lineno="248" slineno="2-113" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1117" style="1" owner="e" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="26" groupid="20" style="1" owner="admin" level="1" amendtag="end">shall use the state board approved screener to screen a student for dyslexia one time <ln numlevel="1" lineno="249" slineno="2-114"/>who:</amend><subsection ssid="5-84" dnum="_-o:i-e" numlevel="1" lineno="250" slineno="2-115" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1118" style="1" owner="e" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="444" groupid="343" style="1" owner="admin" level="1" amendtag="end">scores below or well below average on the benchmark assessments described in <ln numlevel="1" lineno="251" slineno="2-116"/>Section <xref depth="3" refnumber="53E-4-307">53E-4-307</xref>; and</amend></subsection><subsection ssid="5-6" dnum="_-o:ii-e" numlevel="1" lineno="252" slineno="2-117" ea="amend" anum="0" owner="admin" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1119" style="1" owner="e" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="33" groupid="26" style="1" owner="admin" level="1" amendtag="end">is in kindergarten, first grade, or was not tested in kindergarten or first grade and <ln numlevel="1" lineno="253" slineno="2-118"/>is demonstrating characteristics of dyslexia in second or third grade; and</amend></subsection></subsection><subsection ssid="5-64" dnum="_-o:b-e" numlevel="1" lineno="254" slineno="2-119" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1120" style="1" owner="e" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="342" groupid="265" style="1" owner="admin" level="1" amendtag="end">shall provide additional screening to a student in kindergarten or first grade when <ln numlevel="1" lineno="255" slineno="2-120"/>teacher observation or parent concern indicates characteristics of dyslexia.</amend></subsection></subsection><subsection ssid="5-13" dnum="_-o:9-e" numlevel="1" lineno="256" slineno="2-121" ea="amend" anum="0" owner="admin" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1121" style="1" owner="e" level="1" amendtag="start">(9)</amend></display><amend anum="0" ea="amend" pairid="68" groupid="53" style="1" owner="admin" level="1" amendtag="end">In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the <ln numlevel="1" lineno="257" slineno="2-122"/>state board shall make rules to:</amend><subsection ssid="5-36" dnum="_-o:a-e" numlevel="1" lineno="258" slineno="2-123" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1122" style="1" owner="e" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="212" groupid="165" style="1" owner="admin" level="1" amendtag="end">create an application process for a district or charter school to participate in the <ln numlevel="1" lineno="259" slineno="2-124"/>program;</amend></subsection><subsection ssid="5-41" dnum="_-o:b-e" numlevel="1" lineno="260" slineno="2-125" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1123" style="1" owner="e" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="220" groupid="171" style="1" owner="admin" level="1" amendtag="end">create reporting requirements for a district or charter school participating in the <ln numlevel="1" lineno="261" slineno="2-126"/>program;</amend></subsection><subsection ssid="5-107" dnum="_-o:c-e" numlevel="1" lineno="262" slineno="2-127" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1124" style="1" owner="e" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="565" groupid="425" style="1" owner="admin" level="1" amendtag="end">establish reporting requirements related to intervention delivery, including <ln numlevel="1" lineno="263" slineno="2-128"/>documentation of intervention, dosage, duration, and student response;</amend></subsection><subsection ssid="5-43" dnum="_-o:d-e" numlevel="1" lineno="264" slineno="2-129" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1125" style="1" owner="e" level="1" amendtag="start">(d)</amend></display><amend anum="0" ea="amend" pairid="226" groupid="175" style="1" owner="admin" level="1" amendtag="end">in accordance with Subsection <xref depth="4" refnumber="53F-5-224(7)(a)">(7)(a)</xref>, enforce required dyslexia screening under the <ln numlevel="1" lineno="265" slineno="2-130"/>program;</amend></subsection><subsection ssid="5-42" dnum="_-o:e-e" numlevel="1" lineno="266" slineno="2-131" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1126" style="1" owner="e" level="1" amendtag="start">(e)</amend></display><amend anum="0" ea="amend" pairid="227" groupid="176" style="1" owner="admin" level="1" amendtag="end">create a process for reviewing and criteria for approving dyslexia screeners;</amend></subsection><subsection ssid="5-70" dnum="_-o:f-e" numlevel="1" lineno="267" slineno="2-132" ea="amend" anum="0" owner="admin" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1127" style="1" owner="e" level="1" amendtag="start">(f)</amend></display><amend anum="0" ea="amend" pairid="369" groupid="285" style="1" owner="admin" level="1" amendtag="end">identify the intervals for administering the dyslexia screener;
