slineno="0-5">This resolution commemorates the 25th anniversary of the September 11, 2001, terrorist <ln numlevel="1" lineno="6" slineno="0-6"/>attacks and encourages statewide observance and education.</gd><hphead lineno="7">Highlighted Provisions:</hphead><hp numlevel="1" lineno="8" slineno="0-8">This resolution:<hl numlevel="1" lineno="9" slineno="0-9" level="1">recognizes the profound impact of the September 11 attacks on the United States and the <ln numlevel="1" lineno="10" slineno="0-10"/>world;</hl><hl numlevel="1" lineno="11" slineno="0-11" level="1">honors the victims, first responders, and all those affected; and</hl><hl numlevel="1" lineno="12" slineno="0-12" level="1">encourages local governments and schools to mark the 25th anniversary with appropriate <ln numlevel="1" lineno="13" slineno="0-13"/>remembrances and educational activities.</hl></hp><moni numlevel="1" lineno="14" slineno="0-14" display="none">Money Appropriated in this Bill:</moni><moniNone slineno="0-19">Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="20" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="admin" level="1" amendtag="both">WHEREAS, on the morning of September 11, 2001, terrorists affiliated with the extremist <ln numlevel="1" lineno="21" slineno="1-2"/>group al-Qaeda hijacked four commercial airplanes, executing a coordinated attack against the <ln numlevel="1" lineno="22" slineno="1-3"/>United States that resulted in the deaths of 2,977 innocent people and injured thousands more;<eol numlevel="1" lineno="23" slineno="1-4" display="tab"/>WHEREAS, the attackers flew two of the hijacked planes into the "Twin Towers" of the <ln numlevel="1" lineno="24" slineno="1-5"/>World Trade Center in New York City, with American Airlines Flight 11 striking the North <ln numlevel="1" lineno="25" slineno="1-6"/>tower and United Airlines Flight 175 striking the South tower, causing both towers to collapse <ln numlevel="1" lineno="26" slineno="1-7"/>within hours and devastating the surrounding area;<eol numlevel="1" lineno="27" slineno="1-8" display="tab"/>WHEREAS, in the immediate aftermath of the attacks on the World Trade Center, <ln numlevel="1" lineno="28" slineno="1-9"/>hundreds of firefighters, police officers, paramedics, and emergency personnel rushed into the <ln numlevel="1" lineno="29" slineno="1-10"/>burning towers to rescue those trapped inside, demonstrating extraordinary courage and <ln numlevel="1" lineno="30" slineno="1-11"/>selflessness;<eol numlevel="1" lineno="31" slineno="1-12" display="tab"/>WHEREAS, the New York City Fire Department suffered the single greatest loss of life in <ln numlevel="1" lineno="32" slineno="1-13"/>its history with 343 firefighters perishing in the line of duty and one New York Fire Patrol <ln numlevel="1" lineno="33" slineno="1-14"/>member, within the New York City Police Department and the Port Authority Police <ln numlevel="1" lineno="34" slineno="1-15"/>Department, 23 and 37 officers respectively gave their lives in the line of duty, and eight <ln numlevel="1" lineno="35" slineno="1-16"/>emergency medical technicians and paramedics also gave their lives responding to the crisis;<eol numlevel="1" lineno="36" slineno="1-17" display="tab"/>WHEREAS, the attackers flew the third plane, American Airlines Flight 77, into the <ln numlevel="1" lineno="37" slineno="1-18"/>Pentagon, the headquarters of the United States military in Arlington, Virginia, causing a large <ln numlevel="1" lineno="38" slineno="1-19"/>fire and a significant collapse of the Western portion of the Pentagon;<eol numlevel="1" lineno="39" slineno="1-20" display="tab"/>WHEREAS, passengers and crew on the fourth plane, United Airlines Flight 93, after <ln numlevel="1" lineno="40" slineno="1-21"/>learning of the earlier attacks, heroically attempted to retake control of the hijacked plane, <ln numlevel="1" lineno="41" slineno="1-22"/>leading to the plane crashing in a field near Shanksville, Pennsylvania, preventing the fourth <ln numlevel="1" lineno="42" slineno="1-23"/>attack from reaching a target;<eol numlevel="1" lineno="43" slineno="1-24" display="tab"/>WHEREAS, the attacks were the deadliest terrorist act in world history and the most lethal <ln numlevel="1" lineno="44" slineno="1-25"/>foreign attack on American soil since the bombing of Pearl Harbor on December 7, 1941;<eol numlevel="1" lineno="45" slineno="1-26" display="tab"/>WHEREAS, the events of September 11, 2001, led to a nationwide state of emergency, the <ln numlevel="1" lineno="46" slineno="1-27"/>grounding of all civilian aircraft for the first time in American history, and a global outpouring <ln numlevel="1" lineno="47" slineno="1-28"/>of grief and solidarity;<eol numlevel="1" lineno="48" slineno="1-29" display="tab"/>WHEREAS, in the days and weeks following the attacks, Americans demonstrated <ln numlevel="1" lineno="49" slineno="1-30"/>extraordinary unity, resilience, and compassion, with millions participating in vigils, blood <ln numlevel="1" lineno="50" slineno="1-31"/>drives, and volunteer efforts to support victims and their families;<eol numlevel="1" lineno="51" slineno="1-32" display="tab"/>WHEREAS, the attacks prompted significant changes in United States domestic and <ln numlevel="1" lineno="52" slineno="1-33"/>foreign policy, including the creation of the Department of Homeland Security, the <ln numlevel="1" lineno="53" slineno="1-34"/>implementation of the USA PATRIOT Act, and the initiation of military operations in <ln numlevel="1" lineno="54" slineno="1-35"/>Afghanistan and later Iraq;<eol numlevel="1" lineno="55" slineno="1-36" display="tab"/>WHEREAS, the long-term consequences of the attacks have shaped global <ln numlevel="1" lineno="56" slineno="1-37"/>counterterrorism strategies, intelligence sharing, and international cooperation, while also <ln numlevel="1" lineno="57" slineno="1-38"/>raising complex questions about civil liberties, national security, and global conflict;<eol numlevel="1" lineno="58" slineno="1-39" display="tab"/>WHEREAS, the legacy of September 11 continues to affect survivors, first responders, and <ln numlevel="1" lineno="59" slineno="1-40"/>military personnel, many of whom suffer from long-term physical and psychological effects, <ln numlevel="1" lineno="60" slineno="1-41"/>including fatal cancers and respiratory illnesses as well as post-traumatic stress disorder;<eol numlevel="1" lineno="61" slineno="1-42" display="tab"/>WHEREAS, memorials such as the National September 11 Memorial and Museum in New <ln numlevel="1" lineno="62" slineno="1-43"/>York City, the Pentagon Memorial in Arlington, and the Flight 93 National Memorial in <ln numlevel="1" lineno="63" slineno="1-44"/>Pennsylvania serve as enduring tributes to the lives lost and the heroism displayed;<eol numlevel="1" lineno="64" slineno="1-45" display="tab"/>WHEREAS, the courage and heroism displayed by first responders, emergency personnel, <ln numlevel="1" lineno="65" slineno="1-46"/>and ordinary citizens on that day and in the days that followed exemplify the resilience and <ln numlevel="1" lineno="66" slineno="1-47"/>unity of the American spirit;<eol numlevel="1" lineno="67" slineno="1-48" display="tab"/>WHEREAS, the 25th anniversary of the September 11 attacks in 2026 presents a solemn <ln numlevel="1" lineno="68" slineno="1-49"/>opportunity to educate younger generations, ensuring the preservation of the memory of the <ln numlevel="1" lineno="69" slineno="1-50"/>day and the resulting lessons; and<eol numlevel="1" lineno="70" slineno="1-51" display="tab"/>WHEREAS, remembering the events of September 11 is essential to honor the victims and <ln numlevel="1" lineno="71" slineno="1-52"/>heroes and also to reaffirm our collective commitment to freedom, democracy, and the values <ln numlevel="1" lineno="72" slineno="1-53"/>that unite us as a nation:<eol numlevel="1" lineno="73" slineno="1-54" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the <ln numlevel="1" lineno="74" slineno="1-55"/>Governor concurring therein, commemorates the 25th anniversary of the September 11, 2001, <ln numlevel="1" lineno="75" slineno="1-56"/>terrorist attacks and honors the memory of the victims and the bravery of those who responded.<eol numlevel="1" lineno="76" slineno="1-57" display="tab"/>BE IT FURTHER RESOLVED that the Legislature and the Governor encourage all local <ln numlevel="1" lineno="77" slineno="1-58"/>governments in Utah to observe September 11, 2026, with appropriate ceremonies, moments <ln numlevel="1" lineno="78" slineno="1-59"/>of silence, and community events that reflect on the significance of the day.<eol numlevel="1" lineno="79" slineno="1-60" display="tab"/>BE IT FURTHER RESOLVED that the Legislature and the Governor urge all public and <ln numlevel="1" lineno="80" slineno="1-61"/>private schools in Utah to mark the anniversary with age-appropriate educational activities, <ln numlevel="1" lineno="81" slineno="1-62"/>discussions, and remembrances that foster understanding, empathy, and civic awareness.<eol numlevel="1" lineno="82" slineno="1-63" display="tab"/>BE IT FURTHER RESOLVED that the Legislature and the Governor call upon all Utahns <ln numlevel="1" lineno="83" slineno="1-64"/>to take time on September 11, 2026, to reflect on the values that unite us, honor those who <ln numlevel="1" lineno="84" slineno="1-65"/>were lost, and reaffirm our commitment to a free and just
