and</hl><hl numlevel="1" lineno="11" slineno="0-11" level="1">encourages insurers to provide appropriate coverage to address the gaps in access to <ln numlevel="1" lineno="12" slineno="0-12"/>diagnosis and treatment of POTS.</hl></hp><moni numlevel="1" lineno="13" slineno="0-13" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="14">None</moniNone><oc numlevel="1" lineno="15" slineno="0-15">Other Special Clauses:</oc><ocNone lineno="16">None</ocNone></lt><enacthead lineno="17"/><enact numlevel="1" lineno="18" slineno="0-18">Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="19" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="admin" level="1" amendtag="both">WHEREAS, postural orthostatic tachycardia syndrome (POTS) is a common autonomic <ln numlevel="1" lineno="20" slineno="1-2"/>nervous system disorder that causes an excessively fast heart rate, dizziness, lightheadedness, <ln numlevel="1" lineno="21" slineno="1-3"/>or other symptoms when someone with POTS goes from sitting or lying down to standing;<eol numlevel="1" lineno="22" slineno="1-4" display="tab"/>WHEREAS, treatment of POTS may sometimes require medication, but can usually be <ln numlevel="1" lineno="23" slineno="1-5"/>managed with lifestyle changes such as increasing sodium intake, wearing compression <ln numlevel="1" lineno="24" slineno="1-6"/>garments, and gradually increasing exercise;<eol numlevel="1" lineno="25" slineno="1-7" display="tab"/>WHEREAS, there are an estimated 3 million patients in the United States with chronic, <ln numlevel="1" lineno="26" slineno="1-8"/>complex dysautonomia conditions, which is the larger disease classification for POTS, <ln numlevel="1" lineno="27" slineno="1-9"/>presenting as orthostatic intolerance, with many remaining undiagnosed;<eol numlevel="1" lineno="28" slineno="1-10" display="tab"/>WHEREAS, over 25% of patients whose POTS is not effectively managed go on to be <ln numlevel="1" lineno="29" slineno="1-11"/>completely disabled, contributing to increased costs to social safety net programs;<eol numlevel="1" lineno="30" slineno="1-12" display="tab"/>WHEREAS, the Mayo Clinic estimates the prevalence of POTS in teenagers to be as high <ln numlevel="1" lineno="31" slineno="1-13"/>as one in 100, with onset of symptoms usually occurring in early adolescence, between the <ln numlevel="1" lineno="32" slineno="1-14"/>ages of 12 and 15;<eol numlevel="1" lineno="33" slineno="1-15" display="tab"/>WHEREAS, there is a high prevalence of POTS among those with connective tissue <ln numlevel="1" lineno="34" slineno="1-16"/>disorders with Utah showing higher rates of connective tissue disorders than the national <ln numlevel="1" lineno="35" slineno="1-17"/>average;<eol numlevel="1" lineno="36" slineno="1-18" display="tab"/>WHEREAS, the onset of symptoms for POTS commonly occurs after puberty, pregnancy, <ln numlevel="1" lineno="37" slineno="1-19"/>head trauma, or viral illness;<eol numlevel="1" lineno="38" slineno="1-20" display="tab"/>WHEREAS, approximately 77% of POTS patients are initially misdiagnosed and about <ln numlevel="1" lineno="39" slineno="1-21"/>67% of POTS patients reported that at least one provider told the patient that the provider had <ln numlevel="1" lineno="40" slineno="1-22"/>never heard of POTS;<eol numlevel="1" lineno="41" slineno="1-23" display="tab"/>WHEREAS, POTS patients face significant barriers to treatment with Utah ranking 49 out <ln numlevel="1" lineno="42" slineno="1-24"/>of 50 states for access to primary care access and providers;<eol numlevel="1" lineno="43" slineno="1-25" display="tab"/>WHEREAS, individuals with chronic complex illnesses such as POTS face systemic <ln numlevel="1" lineno="44" slineno="1-26"/>challenges in our current insurance-based healthcare system, where short, acute-care visits are <ln numlevel="1" lineno="45" slineno="1-27"/>incentivized and the ongoing health management that POTS diagnosis and treatment often <ln numlevel="1" lineno="46" slineno="1-28"/>requires is disincentivized;<eol numlevel="1" lineno="47" slineno="1-29" display="tab"/>WHEREAS, there is a significant lack of research specific to pediatric dysautonomia and <ln numlevel="1" lineno="48" slineno="1-30"/>orthostatic intolerance disorders which limits the development of effective treatments; and<eol numlevel="1" lineno="49" slineno="1-31" display="tab"/>WHEREAS, primary care providers may lack necessary knowledge and resources to <ln numlevel="1" lineno="50" slineno="1-32"/>manage patients referred to them following a diagnosis of POTS from a specialist:<eol numlevel="1" lineno="51" slineno="1-33" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the <ln numlevel="1" lineno="52" slineno="1-34"/>Governor concurring therein, encourages the medical community to increase awareness of, <ln numlevel="1" lineno="53" slineno="1-35"/>education about, and diagnosis of POTS, particularly in children and adolescents.<eol numlevel="1" lineno="54" slineno="1-36" display="tab"/>BE IT FURTHER RESOLVED that the Legislature and the Governor encourage insurers to <ln numlevel="1" lineno="55" slineno="1-37"/>provide appropriate coverage to address the gaps in access to diagnosis and treatment of POTS.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>3-5-26 9:19 AM</tm></rev></foot></leg>
