Section <bold>53F-5-218</bold> is amended to read:</secline><catline lineno="22"><bold>53F-5-218<parens/>. Grow Your Own Educator Pipeline Program.</bold></catline><subsection ssid="1-null-1" dnum="1-o" numlevel="1" lineno="23" slineno="1-3" level="1" placement="noreturn"><display>(1)</display>As used in this section:<subsection ssid="1-null-2" dnum="a-o" numlevel="1" lineno="24" slineno="1-4" level="2"><display>(a)</display>"Paraprofessional" means an individual who:<subsection ssid="1-null-3" dnum="i-o" numlevel="1" lineno="25" slineno="1-5" level="3"><display>(i)</display>works with students in an LEA as a paraprofessional or in a similar teaching <ln numlevel="1" lineno="26" slineno="1-6"/>assistant position; and</subsection><subsection ssid="1-null-4" dnum="ii-o" numlevel="1" lineno="27" slineno="1-7" level="3"><display>(ii)</display>is not licensed to teach.</subsection></subsection><subsection ssid="1-null-5" dnum="b-o" numlevel="1" lineno="28" slineno="1-8" level="2"><display>(b)</display>"Program" means the Grow Your Own Educator Pipeline Program <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="22" groupid="19" style="2" owner="ahaskell" level="1" deltag="both">that this section <ln numlevel="1" lineno="29" slineno="1-9"/>creates</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="21" groupid="18" style="1" owner="ahaskell" level="1" amendtag="both" space="true">created in this section</amend>.</subsection><subsection ssid="1-null-6" dnum="c-o" numlevel="1" lineno="30" slineno="1-10" level="2"><display>(c)</display>"School counselor" means an educator who is:<subsection ssid="1-null-7" dnum="i-o" numlevel="1" lineno="31" slineno="1-11" level="3"><display>(i)</display>licensed as a school counselor in accordance with state board rule; and</subsection><subsection ssid="1-null-8" dnum="ii-o" numlevel="1" lineno="32" slineno="1-12" level="3"><display>(ii)</display>assigned to provide direct and indirect services to students in accordance with a <ln numlevel="1" lineno="33" slineno="1-13"/>school counseling program model that the state board provides.</subsection></subsection><subsection ssid="1-null-9" dnum="d-o" numlevel="1" lineno="34" slineno="1-14" level="2"><display>(d)</display>"School counselor assistant" means a student who is:<subsection ssid="1-null-10" dnum="i-o" numlevel="1" lineno="35" slineno="1-15" level="3"><display>(i)</display>enrolled in an accredited bachelor's degree program in a related field; and</subsection><subsection ssid="1-null-11" dnum="ii-o" numlevel="1" lineno="36" slineno="1-16" level="3"><display>(ii)</display>completing the student's practicum experience in a school counseling department <ln numlevel="1" lineno="37" slineno="1-17"/>under the supervision of a licensed school counselor.</subsection></subsection><subsection ssid="1-null-12" dnum="e-o" numlevel="1" lineno="38" slineno="1-18" level="2"><display>(e)</display>"School counselor intern" means a student who is:<subsection ssid="1-null-13" dnum="i-o" numlevel="1" lineno="39" slineno="1-19" level="3"><display>(i)</display>enrolled in an accredited school counselor master's degree program; and</subsection><subsection ssid="1-null-14" dnum="ii-o" numlevel="1" lineno="40" slineno="1-20" level="3"><display>(ii)</display>completing the student's hours of a supervised counseling internship by applying <ln numlevel="1" lineno="41" slineno="1-21"/>appropriate school counseling techniques under the supervision of a licensed <ln numlevel="1" lineno="42" slineno="1-22"/>school counselor.</subsection></subsection><subsection ssid="1-null-15" dnum="f-o" numlevel="1" lineno="43" slineno="1-23" level="2"><display>(f)</display>"School psychologist" means an individual:<subsection ssid="1-null-16" dnum="i-o" numlevel="1" lineno="44" slineno="1-24" level="3"><display>(i)</display>whom the state board licenses to practice as a school psychologist; and</subsection><subsection ssid="1-null-17" dnum="ii-o" numlevel="1" lineno="45" slineno="1-25" level="3"><display>(ii)</display>who is assigned to provide direct and indirect services to students within the <ln numlevel="1" lineno="46" slineno="1-26"/>relevant school or LEA seeking program grant funding.</subsection></subsection><subsection ssid="1-null-18" dnum="g-o" numlevel="1" lineno="47" slineno="1-27" level="2"><display>(g)</display>"School social worker" means an individual:<subsection ssid="1-null-19" dnum="i-o" numlevel="1" lineno="48" slineno="1-28" level="3"><display>(i)</display>whom the state board licenses as a school social worker; and</subsection><subsection ssid="1-null-20" dnum="ii-o" numlevel="1" lineno="49" slineno="1-29" level="3"><display>(ii)</display>who is assigned to provide direct and indirect services to students within the <ln numlevel="1" lineno="50" slineno="1-30"/>relevant school or LEA seeking program grant funding.</subsection></subsection><subsection ssid="1-63" dnum="_-o:h-i" numlevel="1" lineno="51" slineno="1-31" ea="amend" anum="0" owner="ahaskell" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1020" style="1" owner="i" level="1" amendtag="start">(h)</amend></display><amend anum="0" ea="amend" pairid="8" groupid="7" style="1" owner="ahaskell" level="1" amendtag="end">"Special education teacher" means a teacher assigned to serve or teach a class of <ln numlevel="1" lineno="52" slineno="1-32"/>students with disabilities with a current educator license, a special education license <ln numlevel="1" lineno="53" slineno="1-33"/>area of concentration, or special education endorsement.</amend></subsection><subsection ssid="1-null-21" dnum="h-o:i-i" numlevel="1" lineno="54" slineno="1-34" level="2"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1021" style="2" owner="o" level="1" deltag="both">(h)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1022" style="1" owner="i" level="1" amendtag="both" space="true">(i)</amend></display>"Teacher" means an educator who has an assignment to teach in a classroom.</subsection></subsection><subsection ssid="1-null-22" dnum="2-o" numlevel="1" lineno="55" slineno="1-35" level="1"><display>(2)</display>The Grow Your Own Educator Pipeline Program is a competitive grant program created <ln numlevel="1" lineno="56" slineno="1-36"/>to provide funding to LEAs to award scholarships to paraprofessionals, teachers, school <ln numlevel="1" lineno="57" slineno="1-37"/>counselor assistants, and school counselor interns within the LEA for education and <ln numlevel="1" lineno="58" slineno="1-38"/>training to become licensed teachers, licensed school counselors, licensed school <ln numlevel="1" lineno="59" slineno="1-39"/>psychologists, or licensed school social workers.</subsection><subsection ssid="1-null-23" dnum="3-o" numlevel="1" lineno="60" slineno="1-40" level="1" space="false"><display>(3)</display><subsection ssid="1-null-24" dnum="a-o" level="2" placement="sameline"><display>(a)</display>The state board shall use money appropriated for the program to provide funding <ln numlevel="1" lineno="61" slineno="1-41"/>to LEAs that are awarded grants under the program to award scholarships to eligible <ln numlevel="1" lineno="62" slineno="1-42"/>candidates.</subsection><subsection ssid="1-null-25" dnum="b-o" numlevel="1" lineno="63" slineno="1-43" level="2"><display>(b)</display>The state board shall:<subsection ssid="1-null-26" dnum="i-o" numlevel="1" lineno="64" slineno="1-44" level="3"><display>(i)</display>determine the amount of an award an LEA receives under the program; and</subsection><subsection ssid="1-null-27" dnum="ii-o" numlevel="1" lineno="65" slineno="1-45" level="3"><display>(ii)</display>prioritize the amount of an award an LEA receives based upon an LEA's <ln numlevel="1" lineno="66" slineno="1-46"/>identified need.</subsection></subsection><subsection ssid="1-null-28" dnum="c-o" numlevel="1" lineno="67" slineno="1-47" level="2"><display>(c)</display>The principal within the participating LEA shall nominate a candidate for the <ln numlevel="1" lineno="68" slineno="1-48"/>scholarship awarded under this section.</subsection></subsection><subsection ssid="1-null-29" dnum="4-o" numlevel="1" lineno="69" slineno="1-49" level="1"><display>(4)</display>An LEA that participates in the program may select a candidate for a scholarship award <ln numlevel="1" lineno="70" slineno="1-50"/>if:<subsection ssid="1-null-30" dnum="a-o" numlevel="1" lineno="71" slineno="1-51" level="2"><display>(a)</display>the candidate is a resident of the state; and</subsection><subsection ssid="1-null-31" dnum="b-o" numlevel="1" lineno="72" slineno="1-52" level="2" space="false"><display>(b)</display><subsection ssid="1-null-32" dnum="i-o" level="3" placement="sameline"><display>(i)</display>for a paraprofessional:<subsection ssid="1-null-33" dnum="A-o" numlevel="1" lineno="73" slineno="1-53" level="4" tab="1"><display>(A)</display>a school district or a charter school has employed the candidate as a <ln numlevel="1" lineno="74" slineno="1-54"/>paraprofessional for at least one year before entering the program; or</subsection><subsection ssid="1-null-34" dnum="B-o" numlevel="1" lineno="75" slineno="1-55" level="4" tab="1"><display>(B)</display>subject to Subsection <xref depth="4" refnumber="53F-5-218(5)" start="0">(5)</xref>, the candidate has experience outside of the school <ln numlevel="1" lineno="76" slineno="1-56"/>district, the charter school, or the state that is equivalent to the experience <ln numlevel="1" lineno="77" slineno="1-57"/>described in Subsection <xref depth="4" refnumber="53F-5-218(4)(b)(i)(A)" start="0">(4)(b)(i)(A)</xref>;</subsection></subsection><subsection ssid="1-null-35" dnum="ii-o" numlevel="1" lineno="78" slineno="1-58" level="3"><display>(ii)</display>for a teacher, the candidate:<subsection ssid="1-null-36" dnum="A-o" numlevel="1" lineno="79" slineno="1-59" level="4"><display>(A)</display>was a paraprofessional who was awarded a scholarship;</subsection><subsection ssid="1-null-37" dnum="B-o" numlevel="1" lineno="80" slineno="1-60" level="4"><display>(B)</display>was offered employment as a teacher before the teacher completed the training <ln numlevel="1" lineno="81" slineno="1-61"/>to become a professionally licensed teacher; and</subsection><subsection ssid="1-null-38" dnum="C-o" numlevel="1" lineno="82" slineno="1-62" level="4"><display>(C)</display>is working as a teacher for the same LEA where the teacher previously <ln numlevel="1" lineno="83" slineno="1-63"/>worked as a paraprofessional and was awarded the scholarship;</subsection></subsection><subsection ssid="1-66" dnum="_-o:iii-i" numlevel="1" lineno="84" slineno="1-64" ea="amend" anum="0" owner="ahaskell" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1039" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="16" groupid="13" style="1" owner="ahaskell" level="1" amendtag="end">notwithstanding Subsection <xref depth="4" refnumber="53F-5-218(4)(b)(ii)">(4)(b)(ii)</xref>, for a teacher, the candidate is a licensed <ln numlevel="1" lineno="85" slineno="1-65"/>teacher seeking to become a special education teacher;</amend></subsection><subsection ssid="1-null-39" dnum="iii-o:iv-i" numlevel="1" lineno="86" slineno="1-66" level="3"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1040" style="2" owner="o" level="1" deltag="both">(iii)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1041" style="1" owner="i" level="1" amendtag="both" space="true">(iv)</amend></display>for a school counselor assistant, the candidate:<subsection ssid="1-null-40" dnum="A-o" numlevel="1" lineno="87" slineno="1-67" level="4"><display>(A)</display>is enrolled in a bachelor's degree program in a related field; and</subsection><subsection ssid="1-null-41" dnum="B-o" numlevel="1" lineno="88" slineno="1-68" level="4"><display>(B)</display>demonstrates a commitment to continue the school counselor assistant's <ln numlevel="1" lineno="89" slineno="1-69"/>education after graduation in school counseling;</subsection></subsection><subsection ssid="1-null-42" dnum="iv-o:v-i" numlevel="1" lineno="90" slineno="1-70" level="3"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1043" style="2" owner="o" level="1" deltag="both">(iv)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1044" style="1" owner="i" level="1" amendtag="both" space="true">(v)</amend></display>for a school counselor intern, the candidate is enrolled in a school counselor <ln numlevel="1" lineno="91" slineno="1-71"/>master's degree program accredited by:<subsection ssid="1-null-43" dnum="A-o" numlevel="1" lineno="92" slineno="1-72" level="4"><display>(A)</display>the Council for Accreditation of Counseling and Related Educational <ln numlevel="1" lineno="93" slineno="1-73"/>Programs; or</subsection><subsection ssid="1-null-44" dnum="B-o" numlevel="1" lineno="94" slineno="1-74" level="4"><display>(B)</display>another regionally recognized accrediting body that meets the state board's <ln numlevel="1" lineno="95" slineno="1-75"/>standards for school counselor education programs;</subsection></subsection><subsection ssid="1-null-45" dnum="v-o:vi-i" numlevel="1" lineno="96" slineno="1-76" level="3"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1046" style="2" owner="o" level="1" deltag="both">(v)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1047" style="1" owner="i" level="1" amendtag="both" space="true">(vi)</amend></display>for a school psychologist student, including a student, practicum student, or <ln numlevel="1" lineno="97" slineno="1-77"/>intern, the candidate is enrolled in a school psychology education specialist or <ln numlevel="1" lineno="98" slineno="1-78"/>doctorate program that the National Association of School Psychologists <ln numlevel="1" lineno="99" slineno="1-79"/>accredits; or</subsection><subsection ssid="1-null-46" dnum="vi-o:vii-i" numlevel="1" lineno="100" slineno="1-80" level="3"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1047" style="2" owner="o" level="1" deltag="both">(vi)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1048" style="1" owner="i" level="1" amendtag="both" space="true">(vii)</amend></display>for a candidate studying to become a school social worker, including a <ln numlevel="1" lineno="101" slineno="1-81"/>student or practicum intern, the candidate is enrolled in a masters level social <ln numlevel="1" lineno="102" slineno="1-82"/>work program that the Council <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="19" groupid="16" style="2" owner="ahaskell" level="1" deltag="both">of</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="18" groupid="15" style="1" owner="ahaskell" level="1" amendtag="both" space="true">on</amend> Social Work Education accredits.</subsection></subsection></subsection><subsection ssid="1-null-47" dnum="5-o" numlevel="1" lineno="103" slineno="1-83" level="1"><display>(5)</display>The percentage of an LEA's paraprofessional scholarship recipients who are eligible for <ln numlevel="1" lineno="104" slineno="1-84"/>a scholarship using equivalent experience under Subsection <xref depth="4" refnumber="53F-5-218(4)(b)(i)(B)" start="0">(4)(b)(i)(B)</xref> may not exceed <ln numlevel="1" lineno="105" slineno="1-85"/>20%.</subsection><subsection ssid="1-null-48" dnum="6-o" numlevel="1" lineno="106" slineno="1-86" level="1"><display>(6)</display>A scholarship award under the program may only be used for:<subsection ssid="1-null-49" dnum="a-o" numlevel="1" lineno="107" slineno="1-87" level="2"><display>(a)</display>tuition, books, fees, and certification tests for required coursework and licensure;</subsection><subsection ssid="1-null-50" dnum="b-o" numlevel="1" lineno="108" slineno="1-88" level="2"><display>(b)</display>stipends for mentors or school counselor assistants; and</subsection><subsection ssid="1-null-51" dnum="c-o" numlevel="1" lineno="109" slineno="1-89" level="2"><display>(c)</display>if the LEA pays 0.15 of a full-time equivalent and all employee benefits, payment of <ln numlevel="1" lineno="110" slineno="1-90"/>a 0.35 full-time equivalent for:<subsection ssid="1-null-52" dnum="i-o" numlevel="1" lineno="111" slineno="1-91" level="3"><display>(i)</display>a paraprofessional, up to one semester of student teaching; or</subsection><subsection ssid="1-null-53" dnum="ii-o" numlevel="1" lineno="112" slineno="1-92" level="3"><display>(ii)</display>a school counselor assistant or school counselor intern, up to two semesters of <ln numlevel="1" lineno="113" slineno="1-93"/>practicum or internship hours.</subsection></subsection></subsection><subsection ssid="1-null-54" dnum="7-o" numlevel="1" lineno="114" slineno="1-94" level="1"><display>(7)</display>An LEA shall ensure that a paraprofessional scholarship recipient is continuously <ln numlevel="1" lineno="115" slineno="1-95"/>employed as a paraprofessional by the paraprofessional's LEA while pursuing a degree <ln numlevel="1" lineno="116" slineno="1-96"/>using scholarship money under the program.</subsection><subsection ssid="1-null-55" dnum="8-o" numlevel="1" lineno="117" slineno="1-97" level="1"><display>(8)</display>The state board shall make rules in accordance with this section and <xref depth="1" refnumber="63G-3" start="0">Title 63G, Chapter <ln numlevel="1" lineno="118" slineno="1-98"/>3, Utah Administrative Rulemaking Act</xref>, to administer the program, including rules <ln numlevel="1" lineno="119" slineno="1-99"/>regarding:<subsection ssid="1-null-56" dnum="a-o" numlevel="1" lineno="120" slineno="1-100" level="2"><display>(a)</display>grant and scholarship application procedures;</subsection><subsection ssid="1-null-57" dnum="b-o" numlevel="1" lineno="121" slineno="1-101" level="2"><display>(b)</display>procedures for distributing scholarship money;</subsection><subsection ssid="1-null-58" dnum="c-o" numlevel="1" lineno="122" slineno="1-102" level="2"><display>(c)</display>assignment and eligibility of qualified mentors;</subsection><subsection ssid="1-null-59" dnum="d-o" numlevel="1" lineno="123" slineno="1-103" level="2"><display>(d)</display>stipends for mentors or school counselor assistants;</subsection><subsection ssid="1-null-60" dnum="e-o" numlevel="1" lineno="124" slineno="1-104" level="2"><display>(e)</display>administrative costs for regional education service agencies, as that term is defined in <ln numlevel="1" lineno="125" slineno="1-105"/>Section <xref depth="3" refnumber="53G-4-410" start="0">53G-4-410</xref>; and</subsection><subsection ssid="1-null-61" dnum="f-o" numlevel="1" lineno="126" slineno="1-106" level="2"><display>(f)</display>eligibility requirements for potential candidates for scholarships regarding the <ln numlevel="1" lineno="127" slineno="1-107"/>completion of the Free Application for Federal Student Aid and the acceptance of <ln numlevel="1" lineno="128" slineno="1-108"/>other grants, tuition or fee waivers, and scholarships offered to the candidate.</subsection></subsection></section></bsec><bsec buid="2" type="uncod" untype="effdate" src="uncod" uid="EF0000" sort="UZEFF" langlock="true" numlevel="1" lineno="129" slineno="2-1" sn="2"><section type="uncod" untype="effdate" display="false" src="uncod"><secline lineno="129">Section 2.  <bold>Effective Date.</bold></secline><sectionText lineno="130"><amend anum="0" ea="amend" pairid="1" groupid="1" style="1" owner="ahaskell" level="1" amendtag="both">This bill takes effect on <effdate uid="code" date="5/6/2026">May 6, 2026</effdate>.</amend></sectionText></section></bsec></bdy><foot><rev><tm>1-7-26 9:53 AM</tm></rev></foot></leg>
