Section <bold>53E-4-204</bold> is amended to read:</secline><catline lineno="33"><bold>53E-4-204<parens/>. Standards and graduation requirements.</bold></catline><subsection ssid="1-null-1" dnum="1-o" numlevel="1" lineno="34" slineno="1-3" level="1" placement="noreturn"><display>(1)</display>The state board shall establish rigorous core standards <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="24" groupid="20" style="2" owner="jchristopherson" level="1" deltag="start">for </amend><amend anum="0" ea="erase" pairid="25" groupid="21" style="2" owner="jchristopherson" level="1">Utah</amend><amend anum="0" ea="erase" pairid="26" groupid="22" style="2" owner="jchristopherson" level="1" deltag="end"> public schools </amend><amendoutend style="2"/>and <ln numlevel="1" lineno="35" slineno="1-4"/>graduation requirements under Section <xref depth="3" refnumber="53E-3-501" start="0">53E-3-501</xref> for grades 9 through 12 that:<subsection ssid="1-null-2" dnum="a-o" numlevel="1" lineno="36" slineno="1-5" level="2"><display>(a)</display>are consistent with state law and federal regulations;</subsection><subsection ssid="1-null-3" dnum="b-o" numlevel="1" lineno="37" slineno="1-6" level="2"><display>(b)</display>use competency-based standards and assessments;</subsection><subsection ssid="1-null-4" dnum="c-o" numlevel="1" lineno="38" slineno="1-7" level="2"><display>(c)</display><amend anum="0" ea="amend" pairid="2" groupid="2" style="1" owner="jchristopherson" level="1" amendtag="both">in accordance with Section <xref depth="3" refnumber="53E-3-505">53E-3-505</xref>, </amend>include instruction that stresses general <ln numlevel="1" lineno="39" slineno="1-8"/>financial literacy from basic budgeting to financial investments, including bankruptcy <ln numlevel="1" lineno="40" slineno="1-9"/>education and a general financial literacy test-out option;</subsection><subsection ssid="1-null-5" dnum="d-o" numlevel="1" lineno="41" slineno="1-10" level="2"><display>(d)</display>include graduation requirements in language arts, mathematics, and science that <ln numlevel="1" lineno="42" slineno="1-11"/>exceed:<subsection ssid="1-null-6" dnum="i-o" numlevel="1" lineno="43" slineno="1-12" level="3"><display>(i)</display>3.0 units in language arts including up to 0.5 units emphasizing verbal <ln numlevel="1" lineno="44" slineno="1-13"/>communication completed in a course or a school sponsored activity;</subsection><subsection ssid="1-null-7" dnum="ii-o" numlevel="1" lineno="45" slineno="1-14" level="3"><display>(ii)</display>2.0 units in mathematics; and</subsection><subsection ssid="1-null-8" dnum="iii-o" numlevel="1" lineno="46" slineno="1-15" level="3"><display>(iii)</display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="22" groupid="18" style="2" owner="jchristopherson" level="1" deltag="both">and </amend><amendoutend style="2"/>2.0 units in science; <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="23" groupid="19" style="2" owner="jchristopherson" level="1" deltag="both">and</amend><amendoutend style="2"/></subsection></subsection><subsection ssid="1-null-9" dnum="e-o" numlevel="1" lineno="47" slineno="1-16" level="2"><display>(e)</display>include a graduation requirement in social studies that is equal to or exceeds 3.5 <ln numlevel="1" lineno="48" slineno="1-17"/>units, including at least 1.0 unit in American constitutional government and <ln numlevel="1" lineno="49" slineno="1-18"/>citizenship as described in Section <xref depth="3" refnumber="53E-4-205.2">53E-4-205.2</xref>;</subsection><subsection ssid="1-null-10" dnum="f-o" numlevel="1" lineno="50" slineno="1-19" level="2"><display>(f)</display>ensure up to 0.5 units described in Subsection <xref depth="4" refnumber="53E-4-204(1)(e)">(1)(e)</xref> may be earned by:<subsection ssid="1-null-11" dnum="i-o" numlevel="1" lineno="51" slineno="1-20" level="3"><display>(i)</display>completing a course or a school sponsored activity emphasizing verbal <ln numlevel="1" lineno="52" slineno="1-21"/>communication provided that a significant portion of the course or activity is <ln numlevel="1" lineno="53" slineno="1-22"/>dedicated to civic education, including:<subsection ssid="1-null-12" dnum="A-o" numlevel="1" lineno="54" slineno="1-23" level="4"><display>(A)</display>policy analysis;</subsection><subsection ssid="1-null-13" dnum="B-o" numlevel="1" lineno="55" slineno="1-24" level="4"><display>(B)</display>governmental systems; and</subsection><subsection ssid="1-null-14" dnum="C-o" numlevel="1" lineno="56" slineno="1-25" level="4"><display>(C)</display>civic engagement; or</subsection></subsection><subsection ssid="1-null-15" dnum="ii-o" numlevel="1" lineno="57" slineno="1-26" level="3"><display>(ii)</display>participation in the Junior Reserve Officers' Training Corps described in 10 U.S.C<amend anum="0" ea="amend" pairid="21" groupid="17" style="1" owner="jchristopherson" level="1" amendtag="both">.</amend> <ln numlevel="1" lineno="58" slineno="1-27"/>Sec. 2031<amendoutstart style="2"/><amend anum="0" ea="erase" pairid="11" groupid="10" style="2" owner="jchristopherson" level="1" deltag="both">.</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="9" groupid="8" style="1" owner="jchristopherson" level="1" amendtag="both" space="true">; and</amend></subsection></subsection><subsection ssid="1-20" dnum="_-o:g-i" numlevel="1" lineno="59" slineno="1-28" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1015" style="1" owner="i" level="1" amendtag="start">(g)</amend></display><amend anum="0" ea="amend" pairid="12" groupid="11" style="1" owner="jchristopherson" level="1" amendtag="end">include a graduation requirement of 0.5 units in digital literacy, administered through <ln numlevel="1" lineno="60" slineno="1-29"/>the general digital literacy course established in Section <xref depth="3" refnumber="53E-4-208">53E-4-208</xref> that stresses <ln numlevel="1" lineno="61" slineno="1-30"/>general digital literacy from basic digital citizenship to artificial intelligence <ln numlevel="1" lineno="62" slineno="1-31"/>awareness, including digital wellness education and a general digital literacy test-out <ln numlevel="1" lineno="63" slineno="1-32"/>option.</amend></subsection></subsection><subsection ssid="1-null-16" dnum="2-o" numlevel="1" lineno="64" slineno="1-33" level="1"><display>(2)</display>The state board shall establish competency-based standards and assessments for elective <ln numlevel="1" lineno="65" slineno="1-34"/>courses.</subsection><subsection ssid="1-null-17" dnum="3-o" numlevel="1" lineno="66" slineno="1-35" level="1"><display>(3)</display>The state board shall study requiring all LEAs to issue a high school diploma to students <ln numlevel="1" lineno="67" slineno="1-36"/>who receive:<subsection ssid="1-null-18" dnum="a-o" numlevel="1" lineno="68" slineno="1-37" level="2"><display>(a)</display>an associate's degree with at least 60 credit hours from an accredited post-secondary <ln numlevel="1" lineno="69" slineno="1-38"/>institution; or</subsection><subsection ssid="1-null-19" dnum="b-o" numlevel="1" lineno="70" slineno="1-39" level="2"><display>(b)</display>an industry certification with at least 500 hours of instruction from a business, trade <ln numlevel="1" lineno="71" slineno="1-40"/>association, or other industry group in accordance with Section <xref depth="3" refnumber="53E-3-501" start="0">53E-3-501</xref>.</subsection></subsection><subsection ssid="1-21" dnum="_-o:4-i" numlevel="1" lineno="72" slineno="1-41" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1020" style="1" owner="i" level="1" amendtag="start">(4)</amend></display><amend anum="0" ea="amend" pairid="19" groupid="15" style="1" owner="jchristopherson" level="1" amendtag="end">New graduation requirements the Legislature adds to this section shall be implemented <ln numlevel="1" lineno="73" slineno="1-42"/>for the incoming freshman class one school year after the next full school year following <ln numlevel="1" lineno="74" slineno="1-43"/>passage of the legislation creating the new graduation requirement unless otherwise <ln numlevel="1" lineno="75" slineno="1-44"/>specified in the legislation.</amend></subsection></section></bsec><bsec buid="3" num="53E-4-208" type="enact" src="code" uid="C53E-4-S208_2026050620260506" sort="53E04 02080020260506" numlevel="1" lineno="76" slineno="2-1" sn="2"><section numlevel="1" lineno="77" slineno="2-2" number="53E-4-208" type="enact"><secline lineno="76">Section 2. Section <bold>53E-4-208</bold> is enacted to read:</secline><catline lineno="77"><bold>53E-4-208<parens/>. Digital literacy education and course standards.</bold></catline><subsection ssid="3-1" dnum="_-o:1-i" numlevel="1" lineno="78" slineno="2-3" ea="amend" anum="0" owner="jchristopherson" style="1" level="1" placement="noreturn"><display><amend anum="0" ea="amend" pairid="1021" style="1" owner="i" level="1" amendtag="start">(1)</amend></display><amend anum="0" ea="amend" pairid="7" groupid="5" style="1" owner="jchristopherson" level="1" amendtag="end">As used in this section:</amend><subsection ssid="3-2" dnum="_-o:a-i" numlevel="1" lineno="79" slineno="2-4" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1022" style="1" owner="i" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="12" groupid="9" style="1" owner="jchristopherson" level="1" amendtag="end">"Digital literacy activities" include activities related to the topics listed in Subsection <xref depth="4" refnumber="53E-4-208(1)(b)"><ln numlevel="1" lineno="80" slineno="2-5"/>(1)(b)</xref>.</amend></subsection><subsection ssid="3-3" dnum="_-o:b-i" numlevel="1" lineno="81" slineno="2-6" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1023" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="17" groupid="13" style="1" owner="jchristopherson" level="1" amendtag="end">"Digital literacy concepts" include concepts related to the following topics:</amend><subsection ssid="3-4" dnum="_-o:i-i" numlevel="1" lineno="82" slineno="2-7" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1024" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="22" groupid="17" style="1" owner="jchristopherson" level="1" amendtag="end">digital citizenship and online ethics as foundational principles for participation in <ln numlevel="1" lineno="83" slineno="2-8"/>digital society;</amend></subsection><subsection ssid="3-5" dnum="_-o:ii-i" numlevel="1" lineno="84" slineno="2-9" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1025" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="27" groupid="21" style="1" owner="jchristopherson" level="1" amendtag="end">social media awareness and healthy usage patterns, including short-form video <ln numlevel="1" lineno="85" slineno="2-10"/>platforms and understanding the impact of social media on mental health, <ln numlevel="1" lineno="86" slineno="2-11"/>relationships, and civic discourse;</amend></subsection><subsection ssid="3-6" dnum="_-o:iii-i" numlevel="1" lineno="87" slineno="2-12" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1026" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="32" groupid="25" style="1" owner="jchristopherson" level="1" amendtag="end">artificial intelligence literacy, including understanding artificial intelligence <ln numlevel="1" lineno="88" slineno="2-13"/>capabilities, limitations, ethical considerations, and societal implications;</amend></subsection><subsection ssid="3-7" dnum="_-o:iv-i" numlevel="1" lineno="89" slineno="2-14" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1027" style="1" owner="i" level="1" amendtag="start">(iv)</amend></display><amend anum="0" ea="amend" implications of digital literacy in a technology-driven <ln numlevel="1" lineno="112" slineno="2-37"/>society.</amend></subsection></subsection><subsection ssid="3-22" dnum="_-o:c-i" numlevel="1" lineno="113" slineno="2-38" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1042" style="1" owner="i" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="112" groupid="89" style="1" owner="jchristopherson" level="1" amendtag="end">"General digital literacy course" means the course of instruction administered by the <ln numlevel="1" lineno="114" slineno="2-39"/>state board under Subsection <xref depth="4" refnumber="53E-4-208(3)">(3)</xref> to fulfill the graduation requirement established in <ln numlevel="1" lineno="115" slineno="2-40"/>Section <xref depth="3" refnumber="53E-4-204">53E-4-204</xref>.</amend></subsection></subsection><subsection ssid="3-23" dnum="_-o:2-i" numlevel="1" lineno="116" slineno="2-41" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1043" style="1" owner="i" level="1" amendtag="start">(2)</amend></display><amend anum="0" ea="amend" pairid="116" groupid="92" style="1" owner="jchristopherson" level="1" amendtag="end">Beginning with the 2027-2028 school year, the state board shall:</amend><subsection ssid="3-24" dnum="_-o:a-i" numlevel="1" lineno="117" slineno="2-42" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1045" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="131" groupid="104" style="1" owner="jchristopherson" level="1" amendtag="end">coordinating digital literacy instruction with existing instruction in other areas of <ln numlevel="1" lineno="120" slineno="2-45"/>the core standards, such as language arts, social studies, and career and technical <ln numlevel="1" lineno="121" slineno="2-46"/>education;</amend></subsection><subsection ssid="3-27" dnum="_-o:ii-i" numlevel="1" lineno="122" slineno="2-47" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1046" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="136" groupid="108" style="1" owner="jchristopherson" level="1" amendtag="end">using curriculum mapping;</amend></subsection><subsection ssid="3-28" dnum="_-o:iii-i" numlevel="1" lineno="123" slineno="2-48" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1047" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="141" groupid="112" style="1" owner="jchristopherson" level="1" amendtag="end">creating training materials and staff development programs that:</amend><subsection ssid="3-29" dnum="_-o:A-i" numlevel="1" lineno="124" slineno="2-49" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend amendtag="end">demonstrate specific examples of digital literacy concepts as a way of <ln numlevel="1" lineno="127" slineno="2-52"/>teaching other core standards<marker pairid="362"/>; and</amend></subsection></subsection><subsection ssid="3-31" dnum="_-o:iv-i" numlevel="1" lineno="128" slineno="2-53" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1050" style="1" owner="i" level="1" amendtag="start">(iv)</amend></display><amend anum="0" ea="amend" pairid="156" groupid="124" style="1" owner="jchristopherson" level="1" amendtag="end">using appropriate digital literacy assessments to improve digital literacy <ln numlevel="1" lineno="129" slineno="2-54"/>education and, if necessary, developing assessments;</amend></subsection></subsection><subsection ssid="3-32" dnum="_-o:b-i" numlevel="1" lineno="130" slineno="2-55" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1051" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="161" groupid="128" style="1" owner="jchristopherson" level="1" amendtag="end">work with interested public, private, and nonprofit entities to:</amend><subsection ssid="3-33" dnum="_-o:i-i" numlevel="1" lineno="131" slineno="2-56" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1052" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ssid="3-34" dnum="_-o:ii-i" numlevel="1" lineno="134" slineno="2-59" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1053" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="171" groupid="136" style="1" owner="jchristopherson" level="1" amendtag="end">coordinate school use of existing digital literacy education resources;</amend></subsection><subsection ssid="3-35" dnum="_-o:iii-i" numlevel="1" lineno="135" slineno="2-60" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1054" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="176" groupid="140" style="1" owner="jchristopherson" level="1" amendtag="end">develop simple, clear, and consistent messaging to reinforce and link existing <ln numlevel="1" lineno="136" slineno="2-61"/>digital literacy resources;</amend></subsection><subsection ssid="3-36" dnum="_-o:iv-i" numlevel="1" lineno="137" slineno="2-62" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1055" style="1" owner="i" level="1" amendtag="start">(iv)</amend></display><amend anum="0" ea="amend" pairid="181" groupid="144" style="1" owner="jchristopherson" level="1" amendtag="end">coordinate the efforts of school, work, private, nonprofit, and other digital <ln numlevel="1" lineno="138" slineno="2-63"/>education providers in implementing methods of appropriately communicating to <ln numlevel="1" lineno="139" slineno="2-64"/>teachers, students, and parents key digital literacy messages; and</amend></subsection><subsection ssid="3-37" dnum="_-o:v-i" numlevel="1" lineno="140" slineno="2-65" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1056" style="1" owner="i" level="1" amendtag="start">(v)</amend></display><amend anum="0" ea="amend" pairid="186" groupid="148" style="1" owner="jchristopherson" level="1" amendtag="end">encourage parents and students to engage in ongoing digital wellness practices <ln numlevel="1" lineno="141" slineno="2-66"/>and family digital citizenship;</amend></subsection></subsection><subsection ssid="3-38" dnum="_-o:c-i" numlevel="1" lineno="142" slineno="2-67" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1057" style="1" owner="i" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="191" groupid="152" style="1" owner="jchristopherson" level="1" amendtag="end">in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, <ln numlevel="1" lineno="143" slineno="2-68"/>make rules to develop guidelines and methods for an LEA to more fully integrate <ln numlevel="1" lineno="144" slineno="2-69"/>digital literacy education into other core standards<marker pairid="363"/>; and</amend></subsection><subsection ssid="3-39" dnum="_-o:d-i" numlevel="1" lineno="145" slineno="2-70" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1058" style="1" owner="i" level="1" amendtag="start">(d)</amend></display><amend anum="0" ea="amend" pairid="196" groupid="156" style="1" owner="jchristopherson" level="1" amendtag="end">in cooperation with LEAs and interested private and nonprofit entities, provide <ln numlevel="1" lineno="146" slineno="2-71"/>opportunities for professional development in digital literacy concepts to teachers, <ln numlevel="1" lineno="147" slineno="2-72"/>including:</amend><subsection ssid="3-40" dnum="_-o:i-i" numlevel="1" lineno="148" slineno="2-73" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1059" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="201" groupid="160" style="1" owner="jchristopherson" level="1" amendtag="end">a statewide learning community for digital literacy;</amend></subsection><subsection ssid="3-41" dnum="_-o:ii-i" numlevel="1" lineno="149" slineno="2-74" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1060" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="206" groupid="164" style="1" owner="jchristopherson" level="1" amendtag="end">summer workshops; and</amend></subsection><subsection ssid="3-42" dnum="_-o:iii-i" numlevel="1" lineno="150" slineno="2-75" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1061" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="211" groupid="168" style="1" owner="jchristopherson" level="1" amendtag="end">online videos of experts in the field of digital literacy education.</amend></subsection></subsection></subsection><subsection ssid="3-43" dnum="_-o:3-i" numlevel="1" lineno="151" slineno="2-76" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1062" style="1" owner="i" level="1" amendtag="start">(3)</amend></display><amend anum="0" ea="amend" pairid="216" groupid="172" style="1" owner="jchristopherson" level="1" amendtag="end">Beginning with the 2027-2028 school year, the state board shall:</amend><subsection ssid="3-44" dnum="_-o:a-i" numlevel="1" lineno="152" slineno="2-77" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1063" style="1" owner="i" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="221" groupid="176" style="1" owner="jchristopherson" level="1" amendtag="end">administer a general digital literacy course in the same manner that the state board <ln numlevel="1" lineno="153" slineno="2-78"/>administers other core standards for courses in grades 9 through 12 to fulfill the <ln numlevel="1" lineno="154" slineno="2-79"/>graduation requirement established in Section <xref depth="3" refnumber="53E-4-204">53E-4-204</xref>;</amend></subsection><subsection ssid="3-45" dnum="_-o:b-i" numlevel="1" lineno="155" slineno="2-80" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1064" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="226" groupid="180" style="1" owner="jchristopherson" level="1" amendtag="end">adopt standards and objectives for the general digital literacy course that address:</amend><subsection ssid="3-46" dnum="_-o:i-i" numlevel="1" lineno="156" slineno="2-81" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1065" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="231" groupid="184" style="1" owner="jchristopherson" level="1" amendtag="end">digital literacy concepts as defined in Subsection <xref depth="4" refnumber="53E-4-208(1)(b)">(1)(b)</xref>;</amend></subsection><subsection ssid="3-47" dnum="_-o:ii-i" numlevel="1" lineno="157" slineno="2-82" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1066" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="236" groupid="188" style="1" owner="jchristopherson" level="1" amendtag="end">age-appropriate social media literacy and healthy usage strategies, including <ln numlevel="1" lineno="158" slineno="2-83"/>recognition of social media's impact on mental health and civic discourse;</amend></subsection><subsection ssid="3-48" dnum="_-o:iii-i" numlevel="1" lineno="159" slineno="2-84" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1067" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="241" groupid="192" style="1" owner="jchristopherson" level="1" amendtag="end">artificial intelligence awareness and ethical interaction, including understanding <ln numlevel="1" lineno="160" slineno="2-85"/>artificial intelligence's role in information filtering and decision-making;</amend></subsection><subsection ssid="3-49" dnum="_-o:iv-i" numlevel="1" lineno="161" slineno="2-86" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1068" style="1" owner="i" level="1" amendtag="start">(iv)</amend></display><amend anum="0" ea="amend" pairid="246" groupid="196" style="1" owner="jchristopherson" level="1" amendtag="end">digital wellness and mental health considerations in digital environments;</amend></subsection><subsection ssid="3-50" dnum="_-o:v-i" numlevel="1" lineno="162" slineno="2-87" ea="amend" anum="0" owner="jchristopherson" style="1" amendtag="start">(vi)</amend></display><amend anum="0" ea="amend" pairid="261" groupid="208" style="1" owner="jchristopherson" level="1" amendtag="end">critical evaluation of digital information sources and media literacy skills <ln numlevel="1" lineno="164" slineno="2-89"/>necessary for informed digital citizenship; and</amend></subsection><subsection ssid="3-54" dnum="_-o:vii-i" numlevel="1" lineno="165" slineno="2-90" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1071" style="1" owner="i" level="1" amendtag="start">(vii)</amend></display><amend anum="0" ea="amend" pairid="271" groupid="216" style="1" owner="jchristopherson" level="1" amendtag="end">practical application of digital literacy skills required for responsible <ln numlevel="1" lineno="166" slineno="2-91"/>participation in digital society and fulfillment of the graduation requirement under <ln numlevel="1" lineno="167" slineno="2-92"/>Section <xref depth="3" refnumber="53E-4-204">53E-4-204</xref>; and</amend></subsection></subsection><subsection ssid="3-55" dnum="_-o:c-i" numlevel="1" lineno="168" slineno="2-93" ea="amend" anum="0" owner="jchristopherson" style="1" level="2" space="false"><display><amend anum="0" ea="amend" pairid="1072" style="1" owner="i" level="1" amendtag="start">(c)</amend></display><subsection ssid="3-56" dnum="_-o:i-i" ea="amend" anum="0" owner="jchristopherson" style="1" level="3" placement="sameline"><display><amend anum="0" ea="amend" pairid="1073" style="1" owner="i" level="1">(i)</amend></display><amend anum="0" ea="amend" pairid="276" groupid="220" style="1" owner="jchristopherson" level="1" amendtag="end">develop an online, end-of-course assessment for the general digital literacy <ln numlevel="1" lineno="169" slineno="2-94"/>course required for graduation under Section <xref depth="3" refnumber="53E-4-204">53E-4-204</xref>;</amend></subsection><subsection ssid="3-57" dnum="_-o:ii-i" numlevel="1" lineno="170" slineno="2-95" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1074" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="284" groupid="225" style="1" owner="jchristopherson" level="1" amendtag="end">require an LEA to administer an online, end-of-course assessment to a student <ln numlevel="1" lineno="171" slineno="2-96"/>who takes the general digital literacy course to fulfill the graduation requirement; <ln numlevel="1" lineno="172" slineno="2-97"/>and</amend></subsection><subsection ssid="3-58" dnum="_-o:iii-i" numlevel="1" lineno="173" slineno="2-98" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1075" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="289" groupid="229" style="1" owner="jchristopherson" level="1" amendtag="end">develop a plan, through the state superintendent, to analyze the results of an <ln numlevel="1" lineno="174" slineno="2-99"/>online, end-of-course assessment in general digital literacy that includes:</amend><subsection ssid="3-59" dnum="_-o:A-i" numlevel="1" lineno="175" slineno="2-100" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1076" style="1" owner="i" level="1" amendtag="start">(A)</amend></display><amend anum="0" ea="amend" pairid="294" groupid="233" style="1" owner="jchristopherson" level="1" amendtag="end">an analysis of assessment results by standard; and</amend></subsection><subsection ssid="3-60" dnum="_-o:B-i" numlevel="1" lineno="176" slineno="2-101" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1077" style="1" owner="i" level="1" amendtag="start">(B)</amend></display><amend anum="0" ea="amend" pairid="299" groupid="237" style="1" owner="jchristopherson" level="1" amendtag="end">average scores statewide and by school district and school.</amend></subsection></subsection></subsection></subsection><subsection ssid="3-61" dnum="_-o:4-i" numlevel="1" lineno="177" slineno="2-102" ea="amend" anum="0" owner="jchristopherson" style="1" level="1" space="false"><display><amend anum="0" ea="amend" pairid="1078" style="1" owner="i" level="1" amendtag="start">(4)</amend></display><subsection ssid="3-62" dnum="_-o:a-i" ea="amend" anum="0" owner="jchristopherson" style="1" level="2" placement="sameline"><display><amend anum="0" ea="amend" pairid="1079" style="1" owner="i" level="1">(a)</amend></display><amend anum="0" ea="amend" pairid="310" groupid="243" style="1" owner="jchristopherson" level="1" amendtag="end">The state board shall establish a task force to study and make recommendations to <ln numlevel="1" lineno="178" slineno="2-103"/>the state board on how to improve digital literacy education in the public school <ln numlevel="1" lineno="179" slineno="2-104"/>system, including both the general integration of digital literacy concepts throughout <ln numlevel="1" lineno="180" slineno="2-105"/>K-12 education and the specific graduation requirement course.</amend></subsection><subsection ssid="3-63" dnum="_-o:b-i" numlevel="1" lineno="181" slineno="2-106" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1080" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="315" groupid="247" style="1" owner="jchristopherson" level="1" amendtag="end">The chair of the state board shall select the task force membership, which shall <ln numlevel="1" lineno="182" slineno="2-107"/>include representatives of:</amend><subsection ssid="3-65" dnum="_-o:i-i" numlevel="1" lineno="183" slineno="2-108" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1081" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="325" groupid="255" style="1" owner="jchristopherson" level="1" amendtag="end">the state board;</amend></subsection><subsection ssid="3-66" dnum="_-o:ii-i" numlevel="1" lineno="184" slineno="2-109" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1088" style="1" owner="i" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="320" groupid="251" style="1" owner="jchristopherson" level="1" amendtag="end">The state board shall convene the task force at least once every three years to review <ln numlevel="1" lineno="193" slineno="2-118"/>and recommend adjustments to the standards and objectives of the general digital <ln numlevel="1" lineno="194" slineno="2-119"/>literacy course and the integration of digital literacy concepts throughout K-12 <ln numlevel="1" lineno="195" Definitions.</bold></catline><sectionText lineno="198"><tab/>As used in this part:</sectionText><subsection ssid="5-null-1" dnum="1-o" numlevel="1" lineno="199" slineno="3-4" level="1" space="false"><display>(1)</display><subsection ssid="5-null-2" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"Common education expense" means an expense an LEA incurs that is related to <ln numlevel="1" lineno="200" slineno="3-5"/>the delivery of instruction for all courses, unrelated to a specific course, program, or <ln numlevel="1" lineno="201" slineno="3-6"/>activity.</subsection><subsection ssid="5-null-3" dnum="b-o" numlevel="1" lineno="202" slineno="3-7" level="2"><display>(b)</display>"Common education expense" includes the employment of educators and staff, the <ln numlevel="1" lineno="203" slineno="3-8"/>provision of capital facilities, and operation and maintenance costs.</subsection></subsection><subsection ssid="5-null-4" dnum="2-o" numlevel="1" lineno="204" slineno="3-9" level="1" space="false"><display>(2)</display><subsection ssid="5-null-5" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"Course" means an activity, a course, or a program that an LEA:<subsection ssid="5-null-6" dnum="i-o" numlevel="1" lineno="205" slineno="3-10" level="3" tab="1"><display>(i)</display>intends to deliver instruction;</subsection><subsection ssid="5-null-7" dnum="ii-o" numlevel="1" lineno="206" slineno="3-11" level="3" tab="1"><display>(ii)</display>provides, sponsors, or supports; and</subsection><subsection ssid="5-null-8" dnum="iii-o" numlevel="1" lineno="207" slineno="3-12" level="3" tab="1"><display>(iii)</display>conducts primarily during school hours.</subsection></subsection><subsection ssid="5-null-9" dnum="b-o" numlevel="1" lineno="208" slineno="3-13" level="2"><display>(b)</display>"Course" includes a course in which a student is required to enroll as a condition of <ln numlevel="1" lineno="209" slineno="3-14"/>participation in a separate extracurricular activity.</subsection></subsection><subsection ssid="5-null-10" dnum="3-o" numlevel="1" lineno="210" slineno="3-15" level="1"><display>(3)</display>"Discretionary project" means a project that a student completes in lieu of or in addition <ln numlevel="1" lineno="211" slineno="3-16"/>to a required classroom project in accordance with Section <xref depth="3" refnumber="53G-7-503">53G-7-503</xref>.</subsection><subsection ssid="5-null-11" dnum="4-o" numlevel="1" lineno="212" slineno="3-17" level="1"><display>(4)</display>"Elementary school" means a school that provides instruction to students in grades <ln numlevel="1" lineno="213" slineno="3-18"/>kindergarten, 1, 2, 3, 4, 5, or 6.</subsection><subsection ssid="5-null-12" dnum="5-o" numlevel="1" lineno="214" slineno="3-19" level="1" space="false"><display>(5)</display><subsection ssid="5-null-13" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"Elementary school student" means a student enrolled in an elementary school.</subsection><subsection ssid="5-null-14" dnum="b-o" numlevel="1" lineno="215" slineno="3-20" level="2"><display>(b)</display>"Elementary school student" does not include a secondary school student.</subsection></subsection><subsection ssid="5-null-15" dnum="6-o" numlevel="1" lineno="216" slineno="3-21" level="1" space="false"><display>(6)</display><subsection ssid="5-null-16" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"Extracurricular activity" means an activity or a program that:<subsection ssid="5-null-17" dnum="i-o" numlevel="1" lineno="217" slineno="3-22" level="3" tab="1"><display>(i)</display>is not a course; and</subsection><subsection ssid="5-null-18" dnum="ii-o" numlevel="1" lineno="218" slineno="3-23" level="3" tab="1"><display>(ii)</display>an LEA provides, sponsors, or supports.</subsection></subsection><subsection ssid="5-null-19" dnum="b-o" numlevel="1" lineno="219" slineno="3-24" level="2"><display>(b)</display>"Extracurricular activity" does not include a noncurricular club as defined in Section <xref depth="3" refnumber="53G-7-701"><ln numlevel="1" lineno="220" slineno="3-25"/>53G-7-701</xref>.</subsection></subsection><subsection ssid="5-null-20" dnum="7-o" numlevel="1" lineno="221" slineno="3-26" level="1" space="false"><display>(7)</display><subsection ssid="5-null-21" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"Fee" means a charge, expense, deposit, rental, or payment:<subsection ssid="5-null-22" dnum="i-o" numlevel="1" lineno="222" slineno="3-27" level="3" tab="1"><display>(i)</display>regardless of how an LEA terms, describes, requests, or requires the charge, <ln numlevel="1" lineno="223" slineno="3-28"/>expense, deposit, rental, or payment, directly or indirectly;</subsection><subsection ssid="5-null-23" dnum="ii-o" numlevel="1" lineno="224" slineno="3-29" level="3" tab="1"><display>(ii)</display>in the form of money, goods, or services; and</subsection><subsection ssid="5-null-24" dnum="iii-o" numlevel="1" lineno="225" slineno="3-30" level="3" tab="1"><display>(iii)</display>that is a condition to a student's full participation in or admission to an activity, <ln numlevel="1" lineno="226" slineno="3-31"/>course, or program that an LEA provides, sponsors, or supports.</subsection></subsection><subsection ssid="5-null-25" dnum="b-o" numlevel="1" lineno="227" slineno="3-32" level="2"><display>(b)</display>"Fee" includes:<subsection ssid="5-null-26" dnum="i-o" numlevel="1" lineno="228" slineno="3-33" level="3"><display>(i)</display>payments to a third party that provides a part of a school activity, class, or <ln numlevel="1" lineno="229" slineno="3-34"/>program; and</subsection><subsection ssid="5-null-27" dnum="ii-o" numlevel="1" lineno="230" slineno="3-35" level="3"><display>(ii)</display>a fine other than a fine described in Subsection <xref depth="4" refnumber="53G-7-501(7)(c)(i)">(7)(c)(i)</xref>.</subsection></subsection><subsection ssid="5-null-28" dnum="c-o" numlevel="1" lineno="231" slineno="3-36" level="2"><display>(c)</display>"Fee" does not include:<subsection ssid="5-null-29" dnum="i-o" numlevel="1" lineno="232" slineno="3-37" level="3"><display>(i)</display>a student fine that an LEA approves for:<subsection ssid="5-null-30" dnum="A-o" numlevel="1" lineno="233" slineno="3-38" level="4"><display>(A)</display>failing to return school property;</subsection><subsection ssid="5-null-31" dnum="B-o" numlevel="1" lineno="234" slineno="3-39" level="4"><display>(B)</display>losing, wasting, or damaging private or school property through intentional, <ln numlevel="1" lineno="235" slineno="3-40"/>careless, or irresponsible behavior, including defacing or damaging school <ln numlevel="1" lineno="236" slineno="3-41"/>property as described in Section <xref depth="3" refnumber="53G-8-212">53G-8-212</xref>; or</subsection><subsection ssid="5-null-32" dnum="C-o" numlevel="1" lineno="237" slineno="3-42" level="4"><display>(C)</display>improper use of school property, including a parking violation;</subsection></subsection><subsection ssid="5-null-33" dnum="ii-o" numlevel="1" lineno="238" slineno="3-43" level="3"><display>(ii)</display>a payment for school breakfast or lunch;</subsection><subsection ssid="5-null-34" dnum="iii-o" numlevel="1" lineno="239" slineno="3-44" level="3"><display>(iii)</display>a deposit that:<subsection ssid="5-null-35" dnum="A-o" numlevel="1" lineno="240" slineno="3-45" level="4"><display>(A)</display>is a pledge securing the return of school property; and</subsection><subsection ssid="5-null-36" dnum="B-o" numlevel="1" lineno="241" slineno="3-46" level="4"><display>(B)</display>the LEA or school refunds upon the return of the school property;</subsection></subsection><subsection ssid="5-null-37" dnum="iv-o" numlevel="1" lineno="242" slineno="3-47" level="3"><display>(iv)</display>a charge for insurance, unless the insurance is required for a student to participate <ln numlevel="1" lineno="243" slineno="3-48"/>in an activity, course, or program; or</subsection><subsection ssid="5-null-38" dnum="v-o" numlevel="1" lineno="244" slineno="3-49" level="3"><display>(v)</display>money or another item of monetary value that a student or the student's family <ln numlevel="1" lineno="245" slineno="3-50"/>raises through fundraising.</subsection></subsection></subsection><subsection ssid="5-null-39" dnum="8-o" numlevel="1" lineno="246" slineno="3-51" level="1"><display>(8)</display>"Fee course" means a course that is not a non-fee course.</subsection><subsection ssid="5-null-40" dnum="9-o" numlevel="1" lineno="247" slineno="3-52" level="1" space="false"><display>(9)</display><subsection ssid="5-null-41" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"Fundraising" means an activity or event that:<subsection ssid="5-null-42" dnum="i-o" numlevel="1" lineno="248" slineno="3-53" level="3" tab="1"><display>(i)</display>an LEA provides, sponsors, or supports; and</subsection><subsection ssid="5-null-43" dnum="ii-o" numlevel="1" lineno="249" slineno="3-54" level="3" tab="1"><display>(ii)</display>uses students to generate funds or raise money to:<subsection ssid="5-null-44" dnum="A-o" numlevel="1" lineno="250" slineno="3-55" level="4"><display>(A)</display>provide financial support to a school or a school's class, group, team, or <ln numlevel="1" lineno="251" slineno="3-56"/>program; or</subsection><subsection ssid="5-null-45" dnum="B-o" numlevel="1" lineno="252" slineno="3-57" level="4"><display>(B)</display>benefit a particular charity or for other charitable purposes.</subsection></subsection></subsection><subsection ssid="5-null-46" dnum="b-o" numlevel="1" lineno="253" slineno="3-58" level="2"><display>(b)</display>"Fundraising" does not include an alternative method of raising revenue without <ln numlevel="1" lineno="254" slineno="3-59"/>students.</subsection></subsection><subsection ssid="5-null-47" dnum="10-o" numlevel="1" lineno="255" slineno="3-60" level="1" space="false"><display>(10)</display><subsection ssid="5-null-48" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"Instructional equipment" means an activity-, course-, or program-related tool <ln numlevel="1" lineno="256" slineno="3-61"/>that:<subsection ssid="5-null-49" dnum="i-o" numlevel="1" lineno="257" slineno="3-62" level="3" tab="1"><display>(i)</display>a student is required to use as part of an activity, course, or program in a <ln numlevel="1" lineno="258" slineno="3-63"/>secondary school; and</subsection><subsection ssid="5-null-50" dnum="ii-o" numlevel="1" lineno="259" slineno="3-64" level="3" tab="1"><display>(ii)</display>becomes the property of the student upon exiting the activity, course, or program.</subsection></subsection><subsection ssid="5-null-51" dnum="b-o" numlevel="1" lineno="260" slineno="3-65" level="2"><display>(b)</display>"Instructional equipment" does not include: <subsection ssid="5-null-52" dnum="i-o" numlevel="1" lineno="261" slineno="3-66" level="3"><display>(i)</display>school equipment;</subsection><subsection ssid="5-null-53" dnum="ii-o" numlevel="1" lineno="262" slineno="3-67" level="3"><display>(ii)</display>an instructional supply; or</subsection><subsection ssid="5-null-54" dnum="iii-o" numlevel="1" lineno="263" slineno="3-68" level="3"><display>(iii)</display>a personal student supply for a secondary student.</subsection></subsection></subsection><subsection ssid="5-null-55" dnum="11-o" numlevel="1" lineno="264" slineno="3-69" level="1" space="false"><display>(11)</display><subsection ssid="5-null-56" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"Instructional supply" means a non-reusable or a consumable material or supply <ln numlevel="1" lineno="265" slineno="3-70"/>that is necessary to use, expend, or deplete as a component or element of an activity, <ln numlevel="1" lineno="266" slineno="3-71"/>course, or program in a secondary school.</subsection><subsection ssid="5-null-57" dnum="b-o" numlevel="1" lineno="267" slineno="3-72" level="2"><display>(b)</display>"Instructional supply" does not include a personal student supply for a secondary <ln numlevel="1" lineno="268" slineno="3-73"/>student.</subsection></subsection><subsection ssid="5-null-58" dnum="12-o" numlevel="1" lineno="269" slineno="3-74" level="1"><display>(12)</display>"Non-fee course" means a course that results in course credit or a course grade within <ln numlevel="1" lineno="270" slineno="3-75"/>the core standards the state board establishes under Section <xref depth="3" refnumber="53E-4-202">53E-4-202</xref> and other <ln numlevel="1" lineno="271" slineno="3-76"/>statutory requirements for:<subsection ssid="5-null-59" dnum="a-o" numlevel="1" lineno="272" slineno="3-77" level="2"><display>(a)</display>English language arts;</subsection><subsection ssid="5-null-60" dnum="b-o" numlevel="1" lineno="273" slineno="3-78" level="2"><display>(b)</display>health education;</subsection><subsection ssid="5-null-61" dnum="c-o" numlevel="1" lineno="274" slineno="3-79" level="2"><display>(c)</display>mathematics;</subsection><subsection ssid="5-null-62" dnum="d-o" numlevel="1" lineno="275" slineno="3-80" level="2"><display>(d)</display>science; </subsection><subsection ssid="5-105" dnum="_-o:e-i" numlevel="1" lineno="276" slineno="3-81" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1151" style="1" owner="i" level="1" amendtag="start">(e)</amend></display><amend anum="0" ea="amend" pairid="3" groupid="2" style="1" owner="jchristopherson" level="1" amendtag="end">digital literacy as described in Section <xref depth="3" refnumber="53E-4-208">53E-4-208</xref>;</amend></subsection><subsection ssid="5-106" dnum="_-o:f-i" numlevel="1" lineno="277" slineno="3-82" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1152" style="1" owner="i" level="1" amendtag="start">(f)</amend></display><amend anum="0" ea="amend" pairid="8" groupid="6" style="1" owner="jchristopherson" level="1" m-anum="0" m-ea="amend" m-pairid="5" m-groupid="4" m-style="1" m-owner="jchristopherson" m-level="1" amendtag="end">financial literacy as described in Section <xref depth="3" refnumber="53E-3-505">53E-3-505</xref>; </amend>and</subsection><subsection ssid="5-null-63" dnum="e-o:g-i" numlevel="1" lineno="278" slineno="3-83" level="2"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1153" style="2" owner="o" level="1" deltag="both">(e)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1154" style="1" owner="i" level="1" amendtag="both" space="true">(g)</amend></display>social studies.</subsection></subsection><subsection ssid="5-null-64" dnum="13-o" numlevel="1" lineno="279" slineno="3-84" level="1" space="false"><display>(13)</display><subsection ssid="5-null-65" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"Personal student supply" means, for a secondary student, an object, tool, <ln numlevel="1" lineno="280" slineno="3-85"/>material, or supply that:<subsection ssid="5-null-66" dnum="i-o" numlevel="1" lineno="281" slineno="3-86" level="3" tab="1"><display>(i)</display>is the personal property of the student;</subsection><subsection ssid="5-null-67" dnum="ii-o" numlevel="1" lineno="282" slineno="3-87" level="3" tab="1"><display>(ii)</display>regardless of the use of the supply in the instructional process, individuals not <ln numlevel="1" lineno="283" slineno="3-88"/>enrolled in the course or activity also commonly purchase and use; and</subsection><subsection ssid="5-null-68" dnum="iii-o" numlevel="1" lineno="284" slineno="3-89" level="3" tab="1"><display>(iii)</display>has a high probability of regular use in activities other than school-sponsored <ln numlevel="1" lineno="285" slineno="3-90"/>activities.</subsection></subsection><subsection ssid="5-null-69" dnum="b-o" numlevel="1" lineno="286" slineno="3-91" level="2"><display>(b)</display>"Personal student supply" includes pencils, papers, notebooks, crayons, scissors, and <ln numlevel="1" lineno="287" slineno="3-92"/>basic clothing.</subsection></subsection><subsection ssid="5-null-70" dnum="14-o" numlevel="1" lineno="288" slineno="3-93" level="1" space="false"><display>(14)</display><subsection ssid="5-null-71" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"School activity clothing" means special shoes or items of clothing that:<subsection ssid="5-null-72" dnum="i-o" numlevel="1" lineno="289" slineno="3-94" level="3" tab="1"><display>(i)</display>meet specific requirements, including requesting a specific brand, fabric, or <ln numlevel="1" lineno="290" slineno="3-95"/>imprint;</subsection><subsection ssid="5-null-73" dnum="ii-o" numlevel="1" lineno="291" slineno="3-96" level="3" tab="1"><display>(ii)</display>a school requires a student to provide and to wear for an activity-, course-, or <ln numlevel="1" lineno="292" slineno="3-97"/>program-related activity; and</subsection><subsection ssid="5-null-74" dnum="iii-o" numlevel="1" lineno="293" slineno="3-98" level="3" tab="1" space="false"><display>(iii)</display><subsection ssid="5-null-75" dnum="A-o" level="4" placement="sameline"><display>(A)</display>the student rents while participating in the activity; or</subsection><subsection ssid="5-null-76" dnum="B-o" numlevel="1" lineno="294" slineno="3-99" level="4"><display>(B)</display>become the property of the student upon exiting the activity, course, or <ln numlevel="1" lineno="295" slineno="3-100"/>program.</subsection></subsection></subsection><subsection ssid="5-null-77" dnum="b-o" numlevel="1" lineno="296" slineno="3-101" level="2"><display>(b)</display>"School activity clothing" does not include:<subsection ssid="5-null-78" dnum="i-o" numlevel="1" lineno="297" slineno="3-102" level="3"><display>(i)</display>a school uniform; or</subsection><subsection ssid="5-null-79" dnum="ii-o" numlevel="1" lineno="298" slineno="3-103" level="3"><display>(ii)</display>clothing that is commonly found in students' homes.</subsection></subsection></subsection><subsection ssid="5-null-80" dnum="15-o" numlevel="1" lineno="299" slineno="3-104" level="1"><display>(15)</display>"School equipment" means a machine, equipment, facility, or tool that:<subsection ssid="5-null-81" dnum="a-o" numlevel="1" lineno="300" slineno="3-105" level="2"><display>(a)</display>is durable;</subsection><subsection ssid="5-null-82" dnum="b-o" numlevel="1" lineno="301" slineno="3-106" level="2"><display>(b)</display>is reusable;</subsection><subsection ssid="5-null-83" dnum="c-o" numlevel="1" lineno="302" slineno="3-107" level="2"><display>(c)</display>a secondary school owns; and</subsection><subsection ssid="5-null-84" dnum="d-o" numlevel="1" lineno="303" slineno="3-108" level="2"><display>(d)</display>a student uses as part of an activity, course, or program in a secondary school.</subsection></subsection><subsection ssid="5-null-85" dnum="16-o" numlevel="1" lineno="304" slineno="3-109" level="1" space="false"><display>(16)</display><subsection ssid="5-null-86" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"School uniform" means special shoes or an item of clothing that:<subsection ssid="5-null-87" dnum="i-o" numlevel="1" lineno="305" slineno="3-110" level="3" tab="1" space="false"><display>(i)</display><subsection ssid="5-null-88" dnum="A-o" level="4" placement="sameline"><display>(A)</display>meets specific requirements, including a requested specific color, style, <ln numlevel="1" lineno="306" slineno="3-111"/>fabric, or imprint; and</subsection><subsection ssid="5-null-89" dnum="B-o" numlevel="1" lineno="307" slineno="3-112" level="4"><display>(B)</display>a school requires a student to provide and wear during school attendance; and</subsection></subsection><subsection ssid="5-null-90" dnum="ii-o" numlevel="1" lineno="308" slineno="3-113" level="3" tab="1"><display>(ii)</display>is the property of the student.</subsection></subsection><subsection ssid="5-null-91" dnum="b-o" numlevel="1" lineno="309" slineno="3-114" level="2"><display>(b)</display>"School uniform" does not include school activity clothing.</subsection></subsection><subsection ssid="5-null-92" dnum="17-o" numlevel="1" lineno="310" slineno="3-115" level="1"><display>(17)</display>"Secondary school" means a school that provides instruction to students in grades 7, 8, <ln numlevel="1" lineno="311" slineno="3-116"/>9, 10, 11, or 12.</subsection><subsection ssid="5-null-93" dnum="18-o" numlevel="1" lineno="312" slineno="3-117" level="1"><display>(18)</display>"Secondary school student":<subsection ssid="5-null-94" dnum="a-o" numlevel="1" lineno="313" slineno="3-118" level="2"><display>(a)</display>means a student enrolled in a secondary school; and</subsection><subsection ssid="5-null-95" dnum="b-o" numlevel="1" lineno="314" slineno="3-119" level="2"><display>(b)</display>includes a student in grade 6 if the student attends a secondary school.</subsection></subsection><subsection ssid="5-null-96" dnum="19-o" numlevel="1" lineno="315" slineno="3-120" level="1" space="false"><display>(19)</display><subsection ssid="5-null-97" dnum="a-o" level="2" placement="sameline"><display>(a)</display>"Textbook" means instructional material necessary for participation in an <ln numlevel="1" lineno="316" slineno="3-121"/>activity, course, or program, regardless of the format of the material.</subsection><subsection ssid="5-null-98" dnum="b-o" numlevel="1" lineno="317" slineno="3-122" level="2"><display>(b)</display>"Textbook" includes:<subsection ssid="5-null-99" dnum="i-o" numlevel="1" lineno="318" slineno="3-123" level="3"><display>(i)</display>a hardcopy book or printed pages of instructional material, including a <ln numlevel="1" lineno="319" slineno="3-124"/>consumable workbook; or</subsection><subsection ssid="5-null-100" dnum="ii-o" numlevel="1" lineno="320" slineno="3-125" level="3"><display>(ii)</display>computer hardware, software, or digital content.</subsection></subsection><subsection ssid="5-null-101" dnum="c-o" numlevel="1" lineno="321" slineno="3-126" level="2"><display>(c)</display>"Textbook" does not include school equipment, instructional equipment, or <ln numlevel="1" lineno="322" slineno="3-127"/>instructional supplies.</subsection></subsection><subsection ssid="5-null-102" dnum="20-o" numlevel="1" lineno="323" slineno="3-128" level="1"><display>(20)</display>"Waiver" means a full release from: <subsection ssid="5-null-103" dnum="a-o" numlevel="1" lineno="324" slineno="3-129" level="2"><display>(a)</display>a requirement to pay a fee;
