Section <bold>15A-3-202</bold> is amended to read:</secline><catline lineno="22"><bold>15A-3-202<parens/>. Amendments to Chapters 1 through 5 of IRC.</bold></catline><subsection ssid="1-null-1" dnum="1-o" numlevel="1" lineno="23" slineno="1-3" level="1" placement="noreturn"><display>(1)</display>In IRC, Section R101.2, Exception, the words "where provided with an automatic <ln numlevel="1" lineno="24" slineno="1-4"/>sprinkler system complying with Section P2904" are deleted.</subsection><subsection ssid="1-null-2" dnum="2-o" numlevel="1" lineno="25" slineno="1-5" level="1"><display>(2)</display>In IRC, Section R101.2, Exception, the words "6. A triplex or fourplex of no more than <ln numlevel="1" lineno="26" slineno="1-6"/>two levels with 2-hour fire-resistance-rated vertical shared wall assemblies tested in <ln numlevel="1" lineno="27" slineno="1-7"/>accordance with ASTM E119 or UL263, 1-hour fire-resistance-rated horizontal floor <ln numlevel="1" lineno="28" slineno="1-8"/>assemblies tested in accordance with ASTM E119 or UL263, and independent egress for <ln numlevel="1" lineno="29" slineno="1-9"/>each unit." are added.</subsection><subsection ssid="1-null-3" dnum="3-o" numlevel="1" lineno="30" slineno="1-10" level="1"><display>(3)</display>In IRC, Section R102, a new Section R102.7.2 is added as follows: "R102.7.2 Physical <ln numlevel="1" lineno="31" slineno="1-11"/>change for bedroom window egress.  A structure whose egress window in an existing <ln numlevel="1" lineno="32" slineno="1-12"/>bedroom is smaller than required by this code, and that complied with the construction <ln numlevel="1" lineno="33" slineno="1-13"/>code in effect at the time that the bedroom was finished, is not required to undergo a <ln numlevel="1" lineno="34" slineno="1-14"/>physical change to conform to this code if the change would compromise the structural <ln numlevel="1" lineno="35" slineno="1-15"/>integrity of the structure or could not be completed in accordance with other applicable <ln numlevel="1" lineno="36" slineno="1-16"/>requirements of this code, including setback and window well requirements."</subsection><subsection ssid="1-47" dnum="_-o:4-i" numlevel="1" lineno="37" slineno="1-17" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1003" style="1" owner="i" level="1" amendtag="start">(4)</amend></display><amend anum="0" ea="amend" pairid="5" groupid="5" style="1" owner="jchristopherson" level="1" amendtag="end">In IRC, Section R102, a new Section R102.7.3 is added as follows:<eol numlevel="1" lineno="38" slineno="1-18"/><para/>"R102.7.3 Conformity of additions, alterations, or repairs. An addition, alteration, <ln numlevel="1" lineno="39" slineno="1-19"/>or repair to an existing structure is not required to conform to the requirements for a new <ln numlevel="1" lineno="40" slineno="1-20"/>structure unless the addition, alteration, or repair results in a condition that is less safe <ln numlevel="1" lineno="41" slineno="1-21"/>than the condition of the structure prior to the work."</amend></subsection><subsection ssid="1-null-4" dnum="4-o:5-i" numlevel="1" lineno="42" slineno="1-22" level="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1004" style="2" owner="o" level="1" deltag="both">(4)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1005" style="1" owner="i" level="1" amendtag="both" space="true">(5)</amend></display>In IRC Section R105.2, under Building, the following changes are made:<subsection ssid="1-null-5" dnum="a-o" numlevel="1" lineno="43" slineno="1-23" level="2"><display>(a)</display>Number 3 is deleted and replaced with the following: "3. Retaining walls retaining <ln numlevel="1" lineno="44" slineno="1-24"/>less than 4 feet (1219mm) of unbalanced fill, unless supporting a surcharge or <ln numlevel="1" lineno="45" slineno="1-25"/>requiring design per Section R404.4."</subsection><subsection ssid="1-null-6" dnum="b-o" numlevel="1" lineno="46" slineno="1-26" level="2"><display>(b)</display>Number 10 is deleted and replaced with the following: "10. Decks that are not more <ln numlevel="1" lineno="47" slineno="1-27"/>than 30 inches (762mm) above grade at any point and not requiring guardrails, that <ln numlevel="1" lineno="48" slineno="1-28"/>do not serve exit door required by Section R311.4."</subsection></subsection><subsection ssid="1-null-7" dnum="5-o:6-i" numlevel="1" lineno="49" slineno="1-29" level="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1007" style="2" owner="o" level="1" deltag="both">(5)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1008" style="1" owner="i" level="1" amendtag="both" space="true">(6)</amend></display>In IRC, Section R105.2, a new exception is added: "11. Grade level, non-connected <ln numlevel="1" lineno="50" slineno="1-30"/>conex boxes, less than 350 square feet, used for storage only."</subsection><subsection ssid="1-null-8" dnum="6-o:7-i" numlevel="1" lineno="51" slineno="1-31" level="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1008" style="2" owner="o" level="1" deltag="both">(6)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1009" style="1" owner="i" level="1" amendtag="both" space="true">(7)</amend></display>In IRC, Section R108.3, the following sentence is added at the end of the section: <ln numlevel="1" lineno="52" slineno="1-32"/>"The building official shall not request proprietary information."</subsection><subsection ssid="1-null-9" dnum="7-o:8-i" numlevel="1" lineno="53" slineno="1-33" level="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1009" style="2" owner="o" level="1" deltag="both">(7)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1010" style="1" owner="i" level="1" amendtag="both" space="true">(8)</amend></display>In IRC, Section 109.1.5, is deleted and replaced with the following: "R109.1.5 <ln numlevel="1" lineno="54" slineno="1-34"/>Other inspections. In addition to the inspections listed in R109.1.1 through R109.1.4, the <ln numlevel="1" lineno="55" slineno="1-35"/>building official shall have the authority to inspect the proper installation of insulation. <ln numlevel="1" lineno="56" slineno="1-36"/>R109.1.5.1 Weather-resistant exterior wall envelope inspections. An inspection shall be <ln numlevel="1" lineno="57" slineno="1-37"/>made of the weather-resistant exterior wall envelope as required by Section R703.1 and <ln numlevel="1" lineno="58" slineno="1-38"/>flashings as required by Section R703.4 to prevent water from entering the <ln numlevel="1" lineno="59" slineno="1-39"/>weather-resistive barrier.<amend anum="0" ea="amend" pairid="13" groupid="12" style="1" owner="jchristopherson" level="1" amendtag="both"> </amend>R109.1.5.2 Fire-resistance-rated construction inspection. <ln numlevel="1" lineno="60" slineno="1-40"/>Where fire-resistance-rated construction is required between dwelling units or due to <ln numlevel="1" lineno="61" slineno="1-41"/>location on property, the building official shall require an inspection of such <ln numlevel="1" lineno="62" slineno="1-42"/>construction after lathing or gypsum board or gypsum panel products are in place, but <ln numlevel="1" lineno="63" slineno="1-43"/>before any plaster is applied, or before board or panel joints and fasteners are taped and <ln numlevel="1" lineno="64" slineno="1-44"/>finished."</subsection><subsection ssid="1-null-10" dnum="8-o:9-i" numlevel="1" lineno="65" slineno="1-45" level="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1010" style="2" owner="o" level="1" deltag="both">(8)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1011" style="1" owner="i" level="1" amendtag="both" space="true">(9)</amend></display>In IRC, Section R202, the following definition is added: "ACCESSORY <ln numlevel="1" lineno="66" slineno="1-46"/>DWELLING UNIT: A habitable living unit created within the existing footprint of a <ln numlevel="1" lineno="67" slineno="1-47"/>primary owner-occupied single-family dwelling."</subsection><subsection ssid="1-null-11" dnum="9-o:10-i" numlevel="1" lineno="68" slineno="1-48" level="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1011" style="2" owner="o" level="1" deltag="both">(9)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1012" style="1" owner="i" level="1" amendtag="both" space="true">(10)</amend></display>In IRC, Section R202, the definition for "Approved" is modified by adding the <ln numlevel="1" lineno="69" slineno="1-49"/>words "or independent third-party licensed engineer or architect and submitted to the <ln numlevel="1" lineno="70" slineno="1-50"/>building official" after the word "official."</subsection><subsection ssid="1-null-12" dnum="10-o:11-i" numlevel="1" lineno="71" slineno="1-51" level="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1012" style="2" owner="o" level="1" deltag="both">(10)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1013" style="1" owner="i" level="1" amendtag="both" space="true">(11)</amend></display>In IRC, Section R202, the definition for "Approved Agency" is modified by <ln numlevel="1" lineno="72" slineno="1-52"/>replacing the word "and" with "or."</subsection><subsection ssid="1-null-13" dnum="11-o:12-i" numlevel="1" lineno="73" slineno="1-53" level="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1013" style="2" owner="o" level="1" deltag="both">(11)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1014" style="1" owner="i" level="1" amendtag="both" space="true">(12)</amend></display>In IRC, Section 202, the definition for "Approved Source" is modified by adding <ln numlevel="1" lineno="74" slineno="1-54"/>the words "or licensed engineer or architect" after the word "official."</subsection><subsection ssid="1-null-14" dnum="12-o:13-i" numlevel="1" lineno="75" slineno="1-55" level="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1014" style="2" owner="o" level="1" deltag="both">(12)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1015" style="1" owner="i" level="1" amendtag="both" space="true">(13)</amend></display>In IRC, Section R202, the following definition is added: "CERTIFIED <ln numlevel="1" lineno="76" slineno="1-56"/>BACKFLOW PREVENTER ASSEMBLY TESTER: A person who has shown <ln numlevel="1" lineno="77" slineno="1-57"/>competence to test Backflow prevention assemblies to the satisfaction of the authority <ln numlevel="1" lineno="78" slineno="1-58"/>having jurisdiction under Utah Code, Subsection <xref depth="4" refnumber="19-4-104(4)">19-4-104(4)</xref>."</subsection><subsection ssid="1-null-15" dnum="13-o:14-i" numlevel="1" lineno="79" slineno="1-59" level="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1015" style="2" owner="o" level="1" deltag="both">(13)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1016" style="1" owner="i" level="1" amendtag="both" space="true">(14)</amend></display>In IRC, Section R202, the definition of "Cross Connection" is deleted and <ln numlevel="1" lineno="80" slineno="1-60"/>replaced with the following: "CROSS CONNECTION. Winder treads shall <ln numlevel="1" lineno="175" slineno="1-155"/>have a minimum tread depth of 6 inches (152 mm) at any point.  Within any flight of stairs, the <ln numlevel="1" lineno="176" slineno="1-156"/>greatest winder tread depth at the 12-inch (305 mm) walk line shall not exceed the smallest by <ln numlevel="1" lineno="177" slineno="1-157"/>more than 3/8 inch (9.5 mm).<eol numlevel="1" lineno="178" slineno="1-158"/><para/>R311.7.5.3 Nosing. Beveling of <ln numlevel="1" lineno="183" slineno="1-163"/>nosing shall not exceed 1/2 inch (12.7 mm).  Risers shall be vertical or sloped from the <ln numlevel="1" lineno="184" slineno="1-164"/>underside of the leading edge of the tread above at an angle not more than 30 degrees (0.51 <ln numlevel="1" lineno="185" slineno="1-165"/>rad) from the vertical.  Open risers are permitted, provided that the opening between treads <ln numlevel="1" lineno="186" slineno="1-166"/>does not permit the passage of a 4-inch diameter (102 mm) sphere.<eol numlevel="1" lineno="187" slineno="1-167"/><para/>Exceptions.<eol numlevel="1" lineno="188" slineno="1-168"/><para/>1.
