Section <bold>11-58-306</bold> is enacted to read:</secline><catline lineno="31"><bold>11-58-306<parens/>. Board to publish property tax differential information.</bold></catline><subsection ssid="1-2" dnum="_-o:1-i" numlevel="1" lineno="32" slineno="1-3" ea="amend" anum="0" owner="jchristopherson" style="1" level="1" placement="noreturn"><display><amend anum="0" ea="amend" pairid="1000" style="1" owner="i" level="1" amendtag="start">(1)</amend></display><amend anum="0" ea="amend" pairid="17" groupid="13" style="1" owner="jchristopherson" level="1" amendtag="end">On or before June 30 of each year, the board shall publish on the authority's website, or <ln numlevel="1" lineno="33" slineno="1-4"/>the website the Governor's Office of Economic Opportunity determines in accordance <ln numlevel="1" lineno="34" slineno="1-5"/>with Section <xref depth="3" refnumber="63N-1a-402">63N-1a-402</xref>, the following information:</amend><subsection ssid="1-52" dnum="_-o:a-i" numlevel="1" lineno="35" slineno="1-6" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1001" style="1" owner="i" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="281" groupid="205" style="1" owner="jchristopherson" level="1" amendtag="end">for each project area from which the authority received property tax differential:</amend><subsection ssid="1-3" dnum="_-o:i-i" numlevel="1" lineno="36" slineno="1-7" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1002" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="16" groupid="12" style="1" owner="jchristopherson" level="1" amendtag="end">an assessment of the change in the project area's value, including:</amend><subsection ssid="1-4" dnum="_-o:A-i" numlevel="1" lineno="37" slineno="1-8" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1003" style="1" owner="i" level="1" amendtag="start">(A)</amend></display><amend anum="0" ea="amend" pairid="23" groupid="18" style="1" owner="jchristopherson" level="1" amendtag="end">the base taxable value;</amend></subsection><subsection ssid="1-5" dnum="_-o:B-i" numlevel="1" lineno="38" slineno="1-9" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1004" style="1" owner="i" level="1" amendtag="start">(B)</amend></display><amend anum="0" ea="amend" pairid="28" groupid="22" style="1" owner="jchristopherson" level="1" amendtag="end">the estimated current assessed value; and</amend></subsection><subsection ssid="1-6" dnum="_-o:C-i" numlevel="1" lineno="39" slineno="1-10" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1005" style="1" owner="i" level="1" amendtag="start">(C)</amend></display><amend anum="0" ea="amend" pairid="33" groupid="26" style="1" owner="jchristopherson" level="1" amendtag="end">the percentage change between the base taxable value and the estimated <ln numlevel="1" lineno="40" slineno="1-11"/>current assessed value;</amend></subsection></subsection><subsection ssid="1-8" dnum="_-o:ii-i" numlevel="1" lineno="41" slineno="1-12" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1006" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="43" groupid="34" style="1" owner="jchristopherson" level="1" amendtag="end">the amount of property tax differential the authority received for each year the <ln numlevel="1" lineno="42" slineno="1-13"/>authority received property tax differential from the project area, including:</amend><subsection ssid="1-9" dnum="_-o:A-i" numlevel="1" lineno="43" slineno="1-14" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1007" style="1" owner="i" level="1" amendtag="start">(A)</amend></display><amend anum="0" ea="amend" pairid="48" groupid="38" style="1" owner="jchristopherson" level="1" amendtag="end">a comparison of the actual property tax differential received for each year to <ln numlevel="1" lineno="44" slineno="1-15"/>the forecasted property tax differential for each year when the authority created <ln numlevel="1" lineno="45" slineno="1-16"/>the project area;</amend></subsection><subsection ssid="1-10" dnum="_-o:B-i" numlevel="1" lineno="46" slineno="1-17" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1008" style="1" owner="i" level="1" amendtag="start">(B)</amend></display><amend anum="0" ea="amend" pairid="53" groupid="42" style="1" owner="jchristopherson" level="1" amendtag="end">the authority's historical receipts and expenditures of property tax differential; <ln numlevel="1" lineno="47" slineno="1-18"/>and</amend></subsection><subsection ssid="1-13" dnum="_-o:C-i" numlevel="1" lineno="48" slineno="1-19" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1009" style="1" owner="i" level="1" amendtag="start">(C)</amend></display><amend anum="0" ea="amend" pairid="66" groupid="51" style="1" owner="jchristopherson" level="1" amendtag="end">a list of each taxing entity that imposes a tax within the project area and a <ln numlevel="1" lineno="49" slineno="1-20"/>description of the benefits that each taxing entity receives from the project area;</amend></subsection></subsection><subsection ssid="1-22" dnum="_-o:iii-i" numlevel="1" lineno="50" slineno="1-21" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1010" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="111" groupid="87" style="1" owner="jchristopherson" level="1" amendtag="end">the amount of property tax differential the taxing entities expect to pay to the <ln numlevel="1" lineno="51" slineno="1-22"/>authority for the next calendar year;</amend></subsection><subsection ssid="1-51" dnum="_-o:iv-i" numlevel="1" lineno="52" slineno="1-23" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1011" style="1" owner="i" level="1" amendtag="start">(iv)</amend></display><amend anum="0" ea="amend" pairid="276" groupid="201" style="1" owner="jchristopherson" level="1" amendtag="end">the total amount of property tax differential the authority may receive from the <ln numlevel="1" lineno="53" slineno="1-24"/>project area cumulatively and from each taxing entity;</amend></subsection><subsection ssid="1-50" dnum="_-o:v-i" numlevel="1" lineno="54" slineno="1-25" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1012" style="1" owner="i" level="1" amendtag="start">(v)</amend></display><amend anum="0" ea="amend" pairid="271" groupid="197" style="1" owner="jchristopherson" level="1" amendtag="end">the number of years remaining that the authority may collect property tax <ln numlevel="1" lineno="55" slineno="1-26"/>differential from the project area;</amend></subsection><subsection ssid="1-35" dnum="_-o:vi-i" numlevel="1" lineno="56" slineno="1-27" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1013" style="1" owner="i" level="1" amendtag="start">(vi)</amend></display><amend anum="0" ea="amend" pairid="176" groupid="139" style="1" owner="jchristopherson" level="1" amendtag="end">a map of the project area;</amend></subsection><subsection ssid="1-36" dnum="_-o:vii-i" numlevel="1" lineno="57" slineno="1-28" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1014" style="1" owner="i" level="1" amendtag="start">(vii)</amend></display><amend anum="0" ea="amend" pairid="181" groupid="143" style="1" owner="jchristopherson" level="1" amendtag="end">a description of how the receipt of property tax differential during the preceding <ln numlevel="1" lineno="58" slineno="1-29"/>year furthered the project area plan's goals, policies, and purposes; and</amend></subsection><subsection ssid="1-37" dnum="_-o:viii-i" numlevel="1" lineno="59" slineno="1-30" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1015" style="1" owner="i" level="1" amendtag="start">(viii)</amend></display><amend anum="0" ea="amend" pairid="186" groupid="147" style="1" owner="jchristopherson" level="1" amendtag="end">any other relevant information the authority elects to provide;</amend></subsection></subsection><subsection ssid="1-46" dnum="_-o:b-i" numlevel="1" lineno="60" slineno="1-31" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1016" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="225" groupid="178" style="1" owner="jchristopherson" level="1" amendtag="end">for a project area from which the authority has not yet received property tax <ln numlevel="1" lineno="61" slineno="1-32"/>differential:</amend><subsection ssid="1-48" dnum="_-o:i-i" numlevel="1" lineno="62" slineno="1-33" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1017" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="262" groupid="189" style="1" owner="jchristopherson" level="1" amendtag="end">the year in which the authority expects to receive property tax differential from the <ln numlevel="1" lineno="63" slineno="1-34"/>project area; and</amend></subsection><subsection ssid="1-49" dnum="_-o:ii-i" numlevel="1" lineno="64" slineno="1-35" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1018" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="266" groupid="193" style="1" owner="jchristopherson" level="1" amendtag="end">the total amount of property tax differential the authority may receive from the <ln numlevel="1" lineno="65" slineno="1-36"/>project area cumulatively and from each taxing entity; and</amend></subsection><subsection ssid="12-39" dnum="_-o:ii-i" numlevel="1" lineno="104" slineno="2-11" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1040" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="142" groupid="101" style="1" owner="jchristopherson" level="1" amendtag="end">all parcels for which the collection period has not expired in accordance with <ln numlevel="1" lineno="105" slineno="2-12"/>Subsection <xref depth="4" refnumber="11-59-208(2)">11-59-208(2)</xref>.</amend></subsection></subsection></subsection><subsection ssid="12-24" dnum="_-o:2-i" numlevel="1" lineno="106" slineno="2-13" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1041" style="1" owner="i" level="1" amendtag="start">(2)</amend></display><amend anum="0" ea="amend" pairid="149" groupid="105" style="1" owner="jchristopherson" level="1" amendtag="end">On or before June 30 of each year, the board shall, for the transferred parcel area, <ln numlevel="1" lineno="107" slineno="2-14"/>publish on the authority's website, or the website the Governor's Office of Economic <ln numlevel="1" lineno="108" slineno="2-15"/>Opportunity determines in accordance with Section <xref depth="3" refnumber="63N-1a-402">63N-1a-402</xref>, the following <ln numlevel="1" lineno="109" slineno="2-16"/>information:</amend><subsection ssid="12-4" dnum="_-o:a-i" numlevel="1" lineno="110" slineno="2-17" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1042" style="1" owner="i" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="16" groupid="12" style="1" owner="jchristopherson" level="1" amendtag="end">an assessment of the change in the transferred parcel area's value including:</amend><subsection ssid="12-5" dnum="_-o:i-i" numlevel="1" lineno="111" slineno="2-18" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1043" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="19" groupid="14" style="1" owner="jchristopherson" level="1" amendtag="end">the base taxable value;</amend></subsection><subsection ssid="12-6" dnum="_-o:ii-i" numlevel="1" lineno="112" slineno="2-19" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1044" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="22" groupid="16" style="1" owner="jchristopherson" level="1" amendtag="end">the estimated current assessed value; and</amend></subsection><subsection ssid="12-7" dnum="_-o:iii-i" numlevel="1" lineno="113" slineno="2-20" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1045" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="25" groupid="18" style="1" owner="jchristopherson" level="1" amendtag="end">the percentage change between the base taxable value and the estimated current <ln numlevel="1" lineno="114" slineno="2-21"/>assessed value;</amend></subsection></subsection><subsection ssid="12-9" dnum="_-o:b-i" numlevel="1" lineno="115" slineno="2-22" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1046" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="31" groupid="22" style="1" owner="jchristopherson" level="1" amendtag="end">the amount of property tax augmentation the authority received for each year the <ln numlevel="1" lineno="116" slineno="2-23"/>authority received property tax augmentation from the transferred parcel area, <ln numlevel="1" lineno="117" slineno="2-24"/>including:</amend><subsection ssid="12-11" dnum="_-o:i-i" numlevel="1" lineno="118" slineno="2-25" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1047" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="37" groupid="26" style="1" owner="jchristopherson" level="1" amendtag="end">the authority's historical receipts and expenditures of property tax augmentation; <ln numlevel="1" lineno="119" slineno="2-26"/>and</amend></subsection><subsection ssid="12-12" dnum="_-o:ii-i" numlevel="1" lineno="120" slineno="2-27" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1048" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="40" groupid="28" style="1" owner="jchristopherson" level="1" amendtag="end">a list of each taxing entity that imposes a tax within the transferred parcel area <ln numlevel="1" lineno="121" slineno="2-28"/>and a description of the benefits that each taxing entity receives from the <ln numlevel="1" lineno="122" slineno="2-29"/>transferred parcel area;</amend></subsection></subsection><subsection ssid="12-13" dnum="_-o:c-i" numlevel="1" lineno="123" slineno="2-30" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1049" style="1" owner="i" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="43" groupid="30" style="1" owner="jchristopherson" level="1" amendtag="end">the amount of property tax augmentation the taxing entities expect to pay to the <ln numlevel="1" lineno="124" slineno="2-31"/>authority for the next calendar year;</amend></subsection><subsection ssid="12-15" dnum="_-o:d-i" numlevel="1" lineno="125" slineno="2-32" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1050" style="1" owner="i" level="1" amendtag="start">(d)</amend></display><amend anum="0" ea="amend" pairid="49" groupid="34" style="1" owner="jchristopherson" level="1" amendtag="end">the number of years remaining that the authority may collect property tax <ln numlevel="1" lineno="126" slineno="2-33"/>augmentation from the transferred parcel area;</amend></subsection><subsection ssid="12-16" dnum="_-o:e-i" numlevel="1" lineno="127" slineno="2-34" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1051" style="1" owner="i" level="1" amendtag="start">(e)</amend></display><amend anum="0" ea="amend" pairid="52" groupid="36" style="1" owner="jchristopherson" level="1" amendtag="end">a map of the transferred parcel area;</amend></subsection><subsection ssid="12-17" dnum="_-o:f-i" numlevel="1" lineno="128" slineno="2-35" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1052" style="1" owner="i" level="1" amendtag="start">(f)</amend></display><amend anum="0" ea="amend" pairid="55" groupid="38" style="1" owner="jchristopherson" level="1" amendtag="end">a description of how the receipt of property tax augmentation during the preceding <ln numlevel="1" lineno="129" slineno="2-36"/>year furthered the authority's goals, policies, and purposes; Section <bold>63N-1a-402</bold> is amended to read:</secline><catline lineno="238"><bold>63N-1a-402<parens/>. Board of Economic Opportunity duties and powers.</bold></catline><subsection ssid="7-null-1" dnum="1-o" numlevel="1" lineno="239" slineno="5-3" level="1" placement="noreturn"><display>(1)</display>The GOEO board shall advise and assist the office to:<subsection ssid="7-null-2" dnum="a-o" numlevel="1" lineno="240" slineno="5-4" level="2"><display>(a)</display>promote and encourage the economic, commercial, financial, industrial, agricultural, <ln numlevel="1" lineno="241" slineno="5-5"/>and civic welfare of the state;</subsection><subsection ssid="7-null-3" dnum="b-o" numlevel="1" lineno="242" slineno="5-6" level="2"><display>(b)</display>promote and encourage the development, attraction, expansion, and retention of <ln numlevel="1" lineno="243" slineno="5-7"/>businesses, industries, and commerce in the state;</subsection><subsection ssid="7-null-4" dnum="c-o" numlevel="1" lineno="244" slineno="5-8" level="2"><display>(c)</display>support the efforts of local government and regional nonprofit economic <ln numlevel="1" lineno="245" slineno="5-9"/>development organizations to encourage expansion or retention of businesses, <ln numlevel="1" lineno="246" slineno="5-10"/>industries, and commerce in the state;</subsection><subsection ssid="7-null-5" dnum="d-o" numlevel="1" lineno="247" slineno="5-11" level="2"><display>(d)</display>act to enhance the state's economy;</subsection><subsection ssid="7-null-6" dnum="e-o" numlevel="1" lineno="248" slineno="5-12" level="2"><display>(e)</display>develop policies, priorities, and objectives regarding the assistance, retention, or <ln numlevel="1" lineno="249" slineno="5-13"/>recruitment of business, industries, and commerce in the state;</subsection><subsection ssid="7-null-7" dnum="f-o" numlevel="1" lineno="250" slineno="5-14" level="2"><display>(f)</display>administer programs for the assistance, retention, or recruitment of businesses, <ln numlevel="1" lineno="251" slineno="5-15"/>industries, and commerce in the state;</subsection><subsection ssid="7-null-8" dnum="g-o" numlevel="1" lineno="252" slineno="5-16" level="2"><display>(g)</display>ensure that economic development programs are available to all areas of the state in <ln numlevel="1" lineno="253" slineno="5-17"/>accordance with federal and state law;</subsection><subsection ssid="7-null-9" dnum="h-o" numlevel="1" lineno="254" slineno="5-18" level="2"><display>(h)</display>identify local, regional, and statewide rural economic development and planning <ln numlevel="1" lineno="255" slineno="5-19"/>priorities;</subsection><subsection ssid="7-null-10" dnum="i-o" numlevel="1" lineno="256" slineno="5-20" level="2"><display>(i)</display>understand, through study and input, issues relating to local, regional, and statewide <ln numlevel="1" lineno="257" slineno="5-21"/>rural economic development, including challenges, opportunities, best practices, <ln numlevel="1" lineno="258" slineno="5-22"/>policy, planning, and collaboration; and</subsection><subsection ssid="7-null-11" dnum="j-o" numlevel="1" lineno="259" slineno="5-23" level="2"><display>(j)</display>maintain ethical and conflict of interest standards consistent with those imposed on a <ln numlevel="1" lineno="260" slineno="5-24"/>public officer under Title 67, Chapter 16, Utah Public Officers' and Employees' <ln numlevel="1" lineno="261" slineno="5-25"/>Ethics Act.</subsection></subsection><subsection ssid="7-null-12" dnum="2-o" numlevel="1" lineno="262" slineno="5-26" level="1" space="false"><display>(2)</display><subsection ssid="7-18" dnum="_-o:a-i" ea="amend" anum="0" owner="jchristopherson" style="1" level="2" placement="sameline"><display><amend anum="0" ea="amend" pairid="1118" style="1" owner="i" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="11" groupid="9" style="1" owner="jchristopherson" level="1" amendtag="end">In addition to the duties and powers described in this section, the GOEO board <ln numlevel="1" lineno="263" slineno="5-27"/>and office may coordinate with one or more regional land use authorities regarding <ln numlevel="1" lineno="264" slineno="5-28"/>the publication of information required under:</amend><subsection ssid="7-14" dnum="_-o:i-i" numlevel="1" lineno="265" slineno="5-29" ea="amend" anum="0" owner="jchristopherson" style="1" level="3" tab="1"><display><amend anum="0" ea="amend" pairid="1119" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="19" groupid="16" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="11-58-306">11-58-306</xref>, for the Utah Inland Port Authority;</amend></subsection><subsection ssid="7-15" dnum="_-o:ii-i" numlevel="1" lineno="266" slineno="5-30" ea="amend" anum="0" owner="jchristopherson" style="1" level="3" tab="1"><display><amend anum="0" ea="amend" pairid="1120" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="18" groupid="15" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="11-59-307">11-59-307</xref>, for the Point of the Mountain State Land Authority;</amend></subsection><subsection ssid="7-16" dnum="_-o:iii-i" numlevel="1" lineno="267" slineno="5-31" ea="amend" anum="0" owner="jchristopherson" style="1" level="3" tab="1"><display><amend anum="0" ea="amend" pairid="1121" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="26" groupid="20" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="11-70-306">11-70-306</xref>, for the Utah Fairpark Area Investment and Restoration <ln numlevel="1" lineno="268" slineno="5-32"/>District; and</amend></subsection><subsection ssid="7-17" dnum="_-o:iv-i" numlevel="1" lineno="269" slineno="5-33" ea="amend" anum="0" owner="jchristopherson" style="1" level="3" tab="1"><display><amend anum="0" ea="amend" pairid="1122" style="1" owner="i" level="1" amendtag="start">(iv)</amend></display><amend anum="0" ea="amend" pairid="31" groupid="24" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="63H-1-305">63H-1-305</xref>, for the Military Installation Development Authority.</amend></subsection></subsection><subsection ssid="7-19" dnum="_-o:b-i" numlevel="1" lineno="270" slineno="5-34" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1123" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="43" groupid="33" style="1" owner="jchristopherson" level="1" amendtag="end">The GOEO board shall make a recommendation to the office regarding whether the <ln numlevel="1" lineno="271" slineno="5-35"/>public would benefit from having the information described in Subsection <xref depth="4" refnumber="63N-1a-402(2)(a)">(2)(a)</xref> and <ln numlevel="1" lineno="272" slineno="5-36"/>Section <xref depth="3" refnumber="63N-3-612">63N-3-612</xref> published on the same website.</amend></subsection></subsection><subsection ssid="7-13" dnum="_-o:3-i" numlevel="1" lineno="273" slineno="5-37" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1124" style="1" owner="i" level="1" amendtag="both">(3)</amend></display>In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the <ln numlevel="1" lineno="274" slineno="5-38"/>GOEO board may, in consultation with the executive director, make rules for the <ln numlevel="1" lineno="275" slineno="5-39"/>conduct of the GOEO board's business.</subsection></section></bsec><bsec buid="5" num="63N-3-612" type="enact" src="code" uid="C63N-3-S612_2026050620260506" sort="63N03 06120020260506" numlevel="1" lineno="276" slineno="6-1" sn="6"><section numlevel="1" lineno="277" slineno="6-2" number="63N-3-612" type="enact"><secline lineno="276">Section 6. Section <bold>63N-3-612</bold> is enacted to read:</secline><catline lineno="277"><bold>63N-3-612<parens/>. and</amend></subsection><subsection ssid="5-48" dnum="_-o:iii-i" numlevel="1" lineno="284" slineno="6-9" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1129" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="160" groupid="111" style="1" owner="jchristopherson" level="1" amendtag="end">the sales and use tax boundary of the convention center public infrastructure <ln numlevel="1" lineno="285" slineno="6-10"/>district.</amend></subsection></subsection><subsection ssid="5-56" dnum="_-o:b-i" numlevel="1" lineno="286" slineno="6-11" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1130" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="239" groupid="171" style="1" owner="jchristopherson" level="1" amendtag="end">"Convention center public infrastructure district" means a public infrastructure <ln numlevel="1" lineno="287" slineno="6-12"/>district created in accordance with Subsection <xref depth="4" refnumber="63N-3-607(8)">63N-3-607(8)</xref>.</amend></subsection><subsection ssid="5-63" dnum="_-o:c-i" numlevel="1" lineno="288" slineno="6-13" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1131" style="1" owner="i" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="243" groupid="174" style="1" owner="jchristopherson" level="1" amendtag="end">"Zone" means a convention center reinvestment zone created in accordance with this <ln numlevel="1" lineno="289" slineno="6-14"/>part.</amend></subsection></subsection><subsection ssid="5-72" dnum="_-o:2-i" numlevel="1" lineno="290" slineno="6-15" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1132" style="1" owner="i" level="1" amendtag="start">(2)</amend></display><amend anum="0" ea="amend" pairid="272" groupid="194" style="1" owner="jchristopherson" level="1" amendtag="end">On or before June 30 of each year, following the creation of a convention center <ln numlevel="1" lineno="291" slineno="6-16"/>reinvestment zone, the office shall publish on the office's website the following <ln numlevel="1" lineno="292" slineno="6-17"/>information for the collection area:</amend><subsection ssid="5-4" dnum="_-o:a-i" numlevel="1" lineno="293" slineno="6-18" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1133" style="1" owner="i" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="16" groupid="12" style="1" owner="jchristopherson" level="1" amendtag="end">an assessment of the change in the zone's value, including:</amend><subsection ssid="5-5" dnum="_-o:i-i" numlevel="1" lineno="294" slineno="6-19" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1134" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="19" groupid="14" style="1" owner="jchristopherson" level="1" amendtag="end">the base taxable value;</amend></subsection><subsection ssid="5-6" dnum="_-o:ii-i" numlevel="1" lineno="295" slineno="6-20" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1135" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="22" groupid="16" style="1" owner="jchristopherson" level="1" amendtag="end">the estimated current assessed value; and</amend></subsection><subsection ssid="5-7" dnum="_-o:iii-i" numlevel="1" lineno="296" slineno="6-21" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1136" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="25" groupid="18" style="1" owner="jchristopherson" level="1" amendtag="end">the percentage change between the base taxable value and the estimated current <ln numlevel="1" lineno="297" slineno="6-22"/>assessed value;</amend></subsection></subsection><subsection ssid="5-49" dnum="_-o:b-i" numlevel="1" lineno="298" slineno="6-23" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1137" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="165" groupid="115" style="1" owner="jchristopherson" level="1" amendtag="end">the amount of property tax increment received from the zone, including:</amend><subsection ssid="5-10" dnum="_-o:i-i" numlevel="1" lineno="299" slineno="6-24" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1138" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="34" groupid="24" style="1" owner="jchristopherson" level="1" amendtag="end">a comparison of the actual property tax increment and sales and use tax increment <ln numlevel="1" lineno="300" slineno="6-25"/>received for each year to the forecasted property tax increment and sales and use <ln numlevel="1" lineno="301" slineno="6-26"/>tax increment for each year when the zone was created, if available;</amend></subsection><subsection ssid="5-11" dnum="_-o:ii-i" numlevel="1" lineno="302" slineno="6-27" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1139" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="40" groupid="28" style="1" owner="jchristopherson" level="1" amendtag="end">historical receipts and expenditures of property tax increment and sales and use <ln numlevel="1" lineno="303" slineno="6-28"/>tax increment;</amend></subsection><subsection ssid="5-14" dnum="_-o:iii-i" numlevel="1" lineno="304" slineno="6-29" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1140" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="46" groupid="32" style="1" owner="jchristopherson" level="1" amendtag="end">a list of each taxing entity that imposes a tax within the zone and a description of <ln numlevel="1" lineno="305" slineno="6-30"/>the benefits that each taxing entity receives from the zone; and</amend></subsection><subsection ssid="5-15" dnum="_-o:iv-i" numlevel="1" lineno="306" slineno="6-31" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1141" style="1" owner="i" level="1" amendtag="start">(iv)</amend></display><amend anum="0" ea="amend" pairid="49" groupid="34" style="1" owner="jchristopherson" level="1" amendtag="end">the amount paid to other taxing entities, if applicable;</amend></subsection></subsection><subsection ssid="5-36" dnum="_-o:c-i" numlevel="1" lineno="307" slineno="6-32" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1142" style="1" owner="i" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="112" groupid="76" style="1" owner="jchristopherson" level="1" amendtag="end">the amount of property tax increment and sales and use tax increment the taxing <ln numlevel="1" lineno="308" slineno="6-33"/>entities expect to pay to the public infrastructure district for the next calendar year;</amend></subsection><subsection ssid="5-37" dnum="_-o:d-i" numlevel="1" lineno="309" slineno="6-34" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1143" style="1" owner="i" level="1" amendtag="start">(d)</amend></display><amend anum="0" ea="amend" pairid="115" groupid="78" style="1" owner="jchristopherson" level="1" amendtag="end">a map of the zone;</amend></subsection><subsection ssid="5-38" dnum="_-o:e-i" numlevel="1" lineno="310" slineno="6-35" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1144" style="1" owner="i" level="1" amendtag="start">(e)</amend></display><amend anum="0" ea="amend" pairid="118" groupid="80" style="1" owner="jchristopherson" level="1" amendtag="end">a description of how the receipt of property tax increment and sales and use tax <ln numlevel="1" lineno="311" slineno="6-36"/>increment during the preceding year furthered the zone's goals, policies, and <ln numlevel="1" lineno="312" slineno="6-37"/>purposes;
