Section <bold>19-5-108.5</bold> is amended to read:</secline><catline lineno="22"><bold>19-5-108.5<parens/>. Storm water permits.</bold></catline><subsection ssid="13-null-1" dnum="1-o" numlevel="1" lineno="23" slineno="1-3" level="1" placement="noreturn"><display>(1)</display>As used in this section:<subsection ssid="13-null-2" dnum="a-o" numlevel="1" lineno="24" slineno="1-4" level="2"><display>(a)</display>"Applicant" means a person who<amendoutstart style="2"/><amend anum="0" ea="erase" pairid="101" groupid="81" style="2" owner="jchristopherson" level="1" deltag="both"> is conducting or proposing </amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="99" groupid="79" style="1" owner="jchristopherson" level="1" amendtag="both" space="true">:</amend><subsection ssid="13-47" dnum="_-o:i-i" numlevel="1" lineno="25" slineno="1-5" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1002" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="98" groupid="78" style="1" owner="jchristopherson" level="1" amendtag="end">conducts or proposes </amend>to conduct a use of land<amend anum="0" ea="amend" pairid="107" groupid="86" style="1" owner="jchristopherson" level="1" amendtag="both">;</amend> and<amendoutstart style="2"/><amend anum="0" ea="erase" pairid="132" groupid="111" style="2" owner="jchristopherson" level="1" deltag="both"> who</amend><amendoutend style="2"/> </subsection><subsection ssid="13-48" dnum="_-o:ii-i" numlevel="1" lineno="26" slineno="1-6" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1003" style="1" owner="i" level="1" amendtag="both">(ii)</amend></display>a permittee requires or allows to use low impact development.</subsection></subsection><subsection ssid="13-28" dnum="_-o:b-i" numlevel="1" lineno="27" slineno="1-7" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1004" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="4" groupid="3" style="1" owner="jchristopherson" level="1" amendtag="end">"Detention basin" means a best management practice designed to temporarily capture <ln numlevel="1" lineno="28" slineno="1-8"/>and store storm water runoff, releasing the storm water runoff slowly over time to:</amend><subsection ssid="13-29" dnum="_-o:i-i" numlevel="1" lineno="29" slineno="1-9" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1005" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="9" groupid="7" style="1" owner="jchristopherson" level="1" amendtag="end">prevent downstream flooding;</amend></subsection><subsection ssid="13-30" dnum="_-o:ii-i" numlevel="1" lineno="30" slineno="1-10" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1006" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="14" groupid="11" style="1" owner="jchristopherson" level="1" amendtag="end">reduce erosion; and</amend></subsection><subsection ssid="13-31" dnum="_-o:iii-i" numlevel="1" lineno="31" slineno="1-11" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1007" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="19" groupid="15" style="1" owner="jchristopherson" level="1" amendtag="end">improve water quality by allowing sediment to settle out.</amend></subsection></subsection><subsection ssid="13-32" dnum="_-o:c-i" numlevel="1" lineno="32" slineno="1-12" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1008" style="1" owner="i" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="25" groupid="20" style="1" owner="jchristopherson" level="1" amendtag="end">"Great Salt Lake basin" means the area within:</amend><subsection ssid="13-33" dnum="_-o:i-i" numlevel="1" lineno="33" slineno="1-13" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1009" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="30" groupid="24" style="1" owner="jchristopherson" level="1" amendtag="end">the surveyed meander line of the Great Salt Lake;</amend></subsection><subsection ssid="13-34" dnum="_-o:ii-i" numlevel="1" lineno="34" slineno="1-14" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1010" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="35" groupid="28" style="1" owner="jchristopherson" level="1" amendtag="end">the drainage areas of the Bear River or the Bear River's tributaries;</amend></subsection><subsection ssid="13-35" dnum="_-o:iii-i" numlevel="1" lineno="35" slineno="1-15" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1011" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="40" groupid="32" style="1" owner="jchristopherson" level="1" amendtag="end">the drainage areas of Bear Lake or Bear Lake's tributaries;</amend></subsection><subsection ssid="13-36" dnum="_-o:iv-i" numlevel="1" lineno="36" slineno="1-16" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1012" style="1" owner="i" level="1" amendtag="start">(iv)</amend></display><amend anum="0" ea="amend" pairid="45" groupid="36" style="1" owner="jchristopherson" level="1" amendtag="end">the drainage areas of the Weber River or the Weber River's tributaries;</amend></subsection><subsection ssid="13-37" dnum="_-o:v-i" numlevel="1" lineno="37" slineno="1-17" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1013" style="1" owner="i" level="1" amendtag="start">(v)</amend></display><amend anum="0" ea="amend" pairid="50" groupid="40" style="1" owner="jchristopherson" level="1" amendtag="end">the drainage areas of the Jordan River or the Jordan River's tributaries;</amend></subsection><subsection ssid="13-38" dnum="_-o:vi-i" numlevel="1" lineno="38" slineno="1-18" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1014" style="1" owner="i" level="1" amendtag="start">(vi)</amend></display><amend anum="0" ea="amend" pairid="55" groupid="44" style="1" owner="jchristopherson" level="1" amendtag="end">the drainage areas of Utah Lake or Utah Lake's tributaries;</amend></subsection><subsection ssid="13-39" dnum="_-o:vii-i" numlevel="1" lineno="39" slineno="1-19" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1015" style="1" owner="i" level="1" amendtag="start">(vii)</amend></display><amend anum="0" ea="amend" pairid="60" groupid="48" style="1" owner="jchristopherson" level="1" amendtag="end">other water drainages lying between the Bear River and the Jordan River that are <ln numlevel="1" lineno="40" slineno="1-20"/>tributary to the Great Salt Lake and not included in the drainage areas described in <ln numlevel="1" lineno="41" slineno="1-21"/>Subsections <xref depth="4" refnumber="19-5-108.5(1)(c)(ii)">(1)(c)(ii)</xref> through <xref depth="4" refnumber="19-5-108.5(vi)">(vi)</xref>; and</amend></subsection><subsection ssid="13-40" dnum="_-o:viii-i" numlevel="1" lineno="42" slineno="1-22" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1016" style="1" owner="i" level="1" amendtag="start">(viii)</amend></display><amend anum="0" ea="amend" pairid="65" groupid="52" style="1" owner="jchristopherson" level="1" amendtag="end">the drainage area of Tooele Valley.</amend></subsection></subsection><subsection ssid="13-null-3" dnum="b-o:d-i" numlevel="1" lineno="43" slineno="1-23" level="2"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1017" style="2" owner="o" level="1" deltag="both">(b)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1018" style="1" owner="i" level="1" amendtag="both" space="true">(d)</amend></display>"Independent review" is a review conducted:<subsection ssid="13-null-4" dnum="i-o" numlevel="1" lineno="44" slineno="1-24" level="3"><display>(i)</display>in accordance with this section; and</subsection><subsection ssid="13-null-5" dnum="ii-o" numlevel="1" lineno="45" slineno="1-25" level="3"><display>(ii)</display>by an engineer<amendoutstart style="2"/><amend anum="0" ea="erase" pairid="120" groupid="99" style="2" owner="jchristopherson" level="1" deltag="both">,</amend><amendoutend style="2"/> or engineering firm, designated by the division as having <ln numlevel="1" lineno="46" slineno="1-26"/>technical expertise in the area of storm water calculations.</subsection></subsection><subsection ssid="13-null-6" dnum="c-o:e-i" numlevel="1" lineno="47" slineno="1-27" level="2"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1020" style="2" owner="o" level="1" deltag="both">(c)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1021" style="1" owner="i" level="1" amendtag="both" space="true">(e)</amend></display>"Low impact development" means <amend anum="0" ea="amend" pairid="115" groupid="94" style="1" owner="jchristopherson" level="1" amendtag="both">a </amend>structural or natural engineered <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="121" groupid="100" style="2" owner="jchristopherson" level="1" deltag="both">systems</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="116" groupid="95" style="1" owner="jchristopherson" level="1" amendtag="both" space="true"><ln numlevel="1" lineno="48" slineno="1-28"/>system</amend> located close to the source of storm water that <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="124" groupid="103" style="2" owner="jchristopherson" level="1" deltag="both">use or mimic</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="117" groupid="96" style="1" owner="jchristopherson" level="1" amendtag="both" space="true">uses or mimics</amend> <ln numlevel="1" lineno="49" slineno="1-29"/>natural processes to encourage infiltration, evapotranspiration, or reuse of the storm <ln numlevel="1" lineno="50" slineno="1-30"/>water.</subsection><subsection ssid="13-null-7" dnum="d-o:f-i" numlevel="1" lineno="51" slineno="1-31" level="2"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1021" style="2" owner="o" level="1" deltag="both">(d)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1022" style="1" owner="i" level="1" amendtag="both" space="true">(f)</amend></display>"Permittee" means a municipality or county with a storm water permit under the <ln numlevel="1" lineno="52" slineno="1-32"/>Utah Pollutant Discharge Elimination System.</subsection><subsection ssid="13-41" dnum="_-o:g-i" numlevel="1" lineno="53" slineno="1-33" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1022" style="1" owner="i" level="1" amendtag="start">(g)</amend></display><amend anum="0" ea="amend" pairid="69" groupid="55" style="1" owner="jchristopherson" level="1" amendtag="end">"Retention basin" means a best management practice designed to hold water to <ln numlevel="1" lineno="54" slineno="1-34"/>manage storm water runoff by capturing the storm water runoff to:</amend><subsection ssid="13-42" dnum="_-o:i-i" numlevel="1" lineno="55" slineno="1-35" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1023" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="74" groupid="59" style="1" owner="jchristopherson" level="1" amendtag="end">reduce peak flow rates to prevent flooding; and</amend></subsection><subsection ssid="13-43" dnum="_-o:ii-i" numlevel="1" lineno="56" slineno="1-36" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1024" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="79" groupid="63" style="1" owner="jchristopherson" level="1" amendtag="end">improve water quality through sedimentation.</amend></subsection></subsection><subsection ssid="13-null-8" dnum="e-o:h-i" numlevel="1" lineno="57" slineno="1-37" level="2"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1025" style="2" owner="o" level="1" deltag="both">(e)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1026" style="1" owner="i" level="1" amendtag="both" space="true">(h)</amend></display>"Storm water" means storm water runoff, snow melt runoff, and surface runoff <ln numlevel="1" lineno="58" slineno="1-38"/>and drainage.</subsection><subsection ssid="13-null-9" dnum="f-o:i-i" numlevel="1" lineno="59" slineno="1-39" level="2"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1026" style="2" owner="o" level="1" deltag="both">(f)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1027" style="1" owner="i" level="1" amendtag="both" space="true">(i)</amend></display>"Storm water permit" means a permit issued to a permittee by the division for the <ln numlevel="1" lineno="60" slineno="1-40"/>permittee's municipal separate storm sewer system.</subsection><subsection ssid="13-null-10" dnum="g-o:j-i" numlevel="1" lineno="61" slineno="1-41" level="2"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1027" style="2" owner="o" level="1" deltag="both">(g)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1028" style="1" owner="i" level="1" amendtag="both" space="true">(j)</amend></display>"Utah Pollutant Discharge Elimination System" means the state-wide program <ln numlevel="1" lineno="62" slineno="1-42"/>for issuing, modifying, revoking and reissuing, terminating, monitoring and enforcing <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="125" groupid="104" style="2" owner="jchristopherson" level="1" deltag="both"><ln numlevel="1" lineno="63" slineno="1-43"/>permits</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="118" groupid="97" style="1" owner="jchristopherson" level="1" amendtag="both" space="true">a permit</amend> under this chapter.</subsection></subsection><subsection ssid="13-null-11" dnum="2-o" numlevel="1" lineno="64" slineno="1-44" level="1"><display>(2)</display>A permittee shall reduce any requirement for an applicant to manage or control storm <ln numlevel="1" lineno="65" slineno="1-45"/>water runoff rates or storm water runoff volumes for flood control purposes to account <ln numlevel="1" lineno="66" slineno="1-46"/>for the reduction in storm water associated with approved low impact development <ln numlevel="1" lineno="67" slineno="1-47"/>practices.</subsection><subsection ssid="13-null-12" dnum="3-o" numlevel="1" lineno="68" slineno="1-48" level="1"><display>(3)</display>The director shall create and maintain a list of engineers, including engineering firms, <ln numlevel="1" lineno="69" slineno="1-49"/>capable of providing independent review of low impact development designs and storm <ln numlevel="1" lineno="70" slineno="1-50"/>water calculations for use by an applicant and a permittee pursuant to an appeal <ln numlevel="1" lineno="71" slineno="1-51"/>described in Subsection <xref depth="4" refnumber="19-5-108.5(4)">(4)</xref>.</subsection><subsection ssid="13-null-13" dnum="4-o" numlevel="1" lineno="72" slineno="1-52" level="1" space="false"><display>(4)</display><subsection ssid="13-null-14" dnum="a-o" level="2" placement="sameline"><display>(a)</display>An applicant who appeals a permittee's determination regarding post-construction <ln numlevel="1" lineno="73" slineno="1-53"/>retention requirements under the permittee's storm water permit may request the <ln numlevel="1" lineno="74" slineno="1-54"/>permittee to refer the appeal to independent review for purposes of determining the <ln numlevel="1" lineno="75" slineno="1-55"/>technical aspects of the appeal, including:<subsection ssid="13-null-15" dnum="i-o" numlevel="1" lineno="76" slineno="1-56" level="3" tab="1"><display>(i)</display>the required size of any low impact development system;</subsection><subsection ssid="13-null-16" dnum="ii-o" numlevel="1" lineno="77" slineno="1-57" level="3" tab="1"><display>(ii)</display>the calculations of reductions in storm water runoff rates or storm water runoff <ln numlevel="1" lineno="78" slineno="1-58"/>volumes for flood control due to the use of low impact development; and</subsection><subsection ssid="13-null-17" dnum="iii-o" numlevel="1" lineno="79" slineno="1-59" level="3" tab="1"><display>(iii)</display>the feasibility of constructing low impact development practices required by the <ln numlevel="1" lineno="80" slineno="1-60"/>permittee.</subsection></subsection><subsection ssid="13-null-18" dnum="b-o" numlevel="1" lineno="81" slineno="1-61" level="2" space="false"><display>(b)</display><subsection ssid="13-49" dnum="_-o:i-i" ea="amend" anum="0" owner="jchristopherson" style="1" level="3" placement="sameline"><display><amend anum="0" ea="amend" pairid="1036" style="1" owner="i" level="1" amendtag="both">(i)</amend></display>If an applicant makes a request under Subsection <xref depth="4" refnumber="19-5-108.5(4)(a)">(4)(a)</xref><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="134" groupid="113" style="2" owner="jchristopherson" level="1" deltag="both">:</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="138" groupid="116" style="1" owner="jchristopherson" level="1" amendtag="both" space="true">,</amend><subsection ssid="13-null-19" dnum="i-o:_-i" numlevel="1" lineno="82" slineno="1-62" ea="erase" anum="0" owner="jchristopherson" style="2" level="3" tab="1"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1037" style="2" owner="o" level="1" deltag="both">(i)</amend><amendoutend style="2"/></display>the permittee shall:<subsection ssid="13-null-20" dnum="A-o" numlevel="1" lineno="83" slineno="1-63" level="4"><display>(A)</display>select an engineer or engineering firm from the list described in Subsection <xref depth="4" refnumber="19-5-108.5(3)">(3)</xref>; <ln numlevel="1" lineno="84" slineno="1-64"/>and</subsection><subsection ssid="13-null-21" dnum="B-o" numlevel="1" lineno="85" slineno="1-65" level="4"><display>(B)</display>pay one-half of the cost of the independent review.</subsection></subsection></subsection><subsection ssid="13-null-22" dnum="ii-o" numlevel="1" lineno="86" slineno="1-66" level="3"><display>(ii)</display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="129" groupid="108" style="2" owner="jchristopherson" level="1" deltag="both">An </amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="119" groupid="98" style="1" owner="jchristopherson" level="1" amendtag="both" space="true">A permittee may not select an </amend>engineer or engineering firm<amendoutstart style="2"/><amend anum="0" ea="erase" pairid="146" groupid="123" style="2" owner="jchristopherson" level="1" deltag="both"> selected by the <ln numlevel="1" lineno="87" slineno="1-67"/>permittee</amend><amendoutend style="2"/> under Subsection <xref depth="4" refnumber="19-5-108.5(4)(b)(i)">(4)(b)(i)</xref><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="131" groupid="110" style="2" owner="jchristopherson" level="1" deltag="both"> may not be</amend><amendoutend style="2"/>:<subsection ssid="13-null-23" dnum="A-o" numlevel="1" lineno="88" slineno="1-68" level="4"><display>(A)</display>associated with the application that is the subject of the appeal; or</subsection><subsection ssid="13-null-24" dnum="B-o" numlevel="1" lineno="89" slineno="1-69" level="4"><display>(B)</display>employed by the permittee.</subsection></subsection><subsection ssid="13-null-25" dnum="iii-o" numlevel="1" lineno="90" slineno="1-70" level="3"><display>(iii)</display>The applicant shall pay:<subsection ssid="13-null-26" dnum="A-o" numlevel="1" lineno="91" slineno="1-71" level="4"><display>(A)</display>one-half of the cost of the independent review; and</subsection><subsection ssid="13-null-27" dnum="B-o" numlevel="1" lineno="92" slineno="1-72" level="4"><display>(B)</display>the municipality's published appeal fee.</subsection></subsection></subsection></subsection><subsection ssid="13-44" dnum="_-o:5-i" numlevel="1" lineno="93" slineno="1-73" ea="amend" anum="0" owner="jchristopherson" style="1" level="1" space="false"><display><amend anum="0" ea="amend" pairid="1046" style="1" owner="i" level="1" amendtag="start">(5)</amend></display><subsection ssid="13-45" dnum="_-o:a-i" ea="amend" anum="0" owner="jchristopherson" style="1" level="2" placement="sameline"><display><amend anum="0" ea="amend" pairid="1047" style="1" owner="i" level="1">(a)</amend></display><amend anum="0" ea="amend" pairid="88" groupid="70" style="1" owner="jchristopherson" level="1" amendtag="end">For long-term storm water management control, a permittee in the Great Salt Lake <ln numlevel="1" lineno="94" slineno="1-74"/>basin shall prioritize a low impact development practice other than use of a retention <ln numlevel="1" lineno="95" slineno="1-75"/>basin, unless the applicant establishes to the satisfaction of the permittee that no <ln numlevel="1" lineno="96" slineno="1-76"/>feasible alternative to use of a retention basin is available.</amend></subsection><subsection ssid="13-46" dnum="_-o:b-i" numlevel="1" lineno="97" slineno="1-77" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1048" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="93" groupid="74" style="1" owner="jchristopherson" level="1" amendtag="end">If a detention basin is required for post-construction retention requirements in the <ln numlevel="1" lineno="98" slineno="1-78"/>Great Salt Lake basin, the applicant shall design the detention basin to release all <ln numlevel="1" lineno="99" slineno="1-79"/>water as soon as possible, except that the design of the detention basin may not <ln numlevel="1" lineno="100" slineno="1-80"/>interfere with flood control management or drainage system capacity.</amend></subsection></subsection></section></bsec><bsec buid="16" type="uncod" untype="effdate" src="uncod" uid="EF0000" sort="UZEFF" langlock="true" numlevel="1" lineno="101" slineno="2-1" sn="2"><section type="uncod" untype="effdate" display="false" src="uncod"><secline lineno="101">Section 2.  <bold>Effective Date.</bold></secline><sectionText lineno="102"><amend anum="0" ea="amend" pairid="1" groupid="1" style="1" owner="jchristopherson" level="1" amendtag="both">This bill takes effect on <effdate uid="code" date="5/6/2026">May 6, 2026</effdate>.</amend></sectionText></section></bsec></bdy><foot><rev><tm>2-4-26 10:43 AM</tm></rev></foot></leg>
