Hinkins</otherSponsorhead></tbox><lt numlevel="1" lineno="2" slineno="0-2"><lthead lineno="3">LONG TITLE</lthead><gdhead lineno="4">General Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This resolution encourages the State Board of Education and local education agencies to <ln numlevel="1" lineno="6" slineno="0-6"/>create and offer instruction in courses that will prepare students for certain careers.</gd><hphead lineno="7">Highlighted Provisions:</hphead><hp numlevel="1" lineno="8" slineno="0-8">This resolution:<hl numlevel="1" lineno="9" slineno="0-9" level="1">acknowledges the importance of specialized technical skills and industry-recognized <ln numlevel="1" lineno="10" slineno="0-10"/>credentials for a skilled workforce and improved economic strength;</hl><hl numlevel="1" lineno="11" slineno="0-11" level="1">supports efforts to improve technical education; and</hl><hl numlevel="1" lineno="12" slineno="0-12" level="1">encourages the State Board of Education and local education agencies to:<hl numlevel="1" lineno="13" slineno="0-13" level="2">expand instruction related to technical education;</hl><hl numlevel="1" lineno="14" slineno="0-14" level="2">collaborate with certain partners; and</hl><hl numlevel="1" lineno="15" slineno="0-15" level="2">use certain existing programs.</hl></hl></hp><moni numlevel="1" lineno="16" slineno="0-16" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="17">None</moniNone><oc numlevel="1" lineno="18" slineno="0-18">Other Special Clauses:</oc><ocNone lineno="19">None</ocNone></lt><enacthead lineno="20"/><enact numlevel="1" lineno="21" slineno="0-21">Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="22" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, Utah's economic strength relies on a skilled workforce that meets the needs of <ln numlevel="1" lineno="23" slineno="1-2"/>emerging and foundational industries;<eol numlevel="1" lineno="24" slineno="1-3" display="tab"/>WHEREAS, the nuclear, mining, and fiber optics industries provide high-wage, <ln numlevel="1" lineno="25" slineno="1-4"/>high-demand career opportunities that support energy independence, infrastructure <ln numlevel="1" lineno="26" slineno="1-5"/>development, and technological advancement in the state;<eol numlevel="1" lineno="27" slineno="1-6" display="tab"/>WHEREAS, Utah employers in these industries report a growing need for workers with <ln numlevel="1" lineno="28" slineno="1-7"/>specialized technical skills and industry-recognized credentials;<eol numlevel="1" lineno="29" slineno="1-8" display="tab"/>WHEREAS, the Utah State Board of Education and local education agencies oversee career <ln numlevel="1" lineno="30" slineno="1-9"/>and technical education programs that connect students with workforce-ready skills;<eol numlevel="1" lineno="31" slineno="1-10" display="tab"/>WHEREAS, career and technical education programs in Utah schools already prepare <ln numlevel="1" lineno="32" slineno="1-11"/>students for employment through hands-on learning, industry partnerships, and <ln numlevel="1" lineno="33" slineno="1-12"/>credential-aligned instruction;<eol numlevel="1" lineno="34" slineno="1-13" display="tab"/>WHEREAS, targeted instruction and certification pathways in nuclear technology, mining <ln numlevel="1" lineno="35" slineno="1-14"/>operations, and fiber optic installation and maintenance can lead directly to employment, <ln numlevel="1" lineno="36" slineno="1-15"/>including partial or full industry certifications; and<eol numlevel="1" lineno="37" slineno="1-16" display="tab"/>WHEREAS, expanded access to these programs can strengthen Utah's workforce pipeline <ln numlevel="1" lineno="38" slineno="1-17"/>while providing students with clear, practical career options:<eol numlevel="1" lineno="39" slineno="1-18" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the <ln numlevel="1" lineno="40" slineno="1-19"/>Governor concurring therein, encourages the Utah State Board of Education and local <ln numlevel="1" lineno="41" slineno="1-20"/>education agencies to create, expand, and offer instruction that prepares students for careers in <ln numlevel="1" lineno="42" slineno="1-21"/>nuclear, mining, and fiber optics fields.<eol numlevel="1" lineno="43" slineno="1-22" display="tab"/>BE IT FURTHER RESOLVED that the Legislature of the state of Utah encourages the <ln numlevel="1" lineno="44" slineno="1-23"/>development of coursework and training programs that lead to partial or full industry <ln numlevel="1" lineno="45" slineno="1-24"/>certifications, including certifications for electric lineworkers and other technical occupations <ln numlevel="1" lineno="46" slineno="1-25"/>within these industries.<eol numlevel="1" lineno="47" slineno="1-26" display="tab"/>BE IT FURTHER RESOLVED that the Legislature encourages school-based career and <ln numlevel="1" lineno="48" slineno="1-27"/>technical education programs and the Catalyst Center to collaborate with industry partners to <ln numlevel="1" lineno="49" slineno="1-28"/>deliver relevant, hands-on instruction aligned with workforce demands.<eol numlevel="1" lineno="50" slineno="1-29" display="tab"/>BE IT FURTHER RESOLVED that the Legislature encourages ongoing coordination <ln numlevel="1" lineno="51" slineno="1-30"/>between education providers and employers to ensure that Utah students gain the skills, <ln numlevel="1" lineno="52" slineno="1-31"/>credentials, and experience needed to succeed in these critical career fields.<eol numlevel="1" lineno="53" slineno="1-32" display="tab"/>BE IT FURTHER RESOLVED that a copy of this resolution be prepared and submitted to <ln numlevel="1" lineno="54" slineno="1-33"/>the State Board of Education and each local education agency in the state.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>2-6-26 1:19 PM</tm></rev></foot></leg>
