and</hl><hl numlevel="1" lineno="15" slineno="0-15" level="1">expresses Utah's support for the advancement of new innovations and technology to <ln numlevel="1" lineno="16" slineno="0-16"/>combat human trafficking and domestic violence.</hl></hp><moni numlevel="1" lineno="17" slineno="0-17" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="18">None</moniNone><oc numlevel="1" lineno="19" slineno="0-19">Other Special Clauses:</oc><ocNone lineno="20">None</ocNone></lt><enacthead lineno="21"/><enact numlevel="1" lineno="22" slineno="0-22">Be it resolved by the Legislature of the state of Utah:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="23" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, human trafficking and domestic violence are increasingly serious problems <ln numlevel="1" lineno="24" slineno="1-2"/>affecting numerous adults and children in the nation and in Utah;<eol numlevel="1" lineno="25" slineno="1-3" display="tab"/>WHEREAS, in 2024, the National Human Trafficking Hotline received more than 8,000 <ln numlevel="1" lineno="26" slineno="1-4"/>contacts from trafficking victims, and the National Center for Missing and Exploited Children <ln numlevel="1" lineno="27" slineno="1-5"/>received over 26,000 reports of child sex trafficking;<eol numlevel="1" lineno="28" slineno="1-6" display="tab"/>WHEREAS, between 2020 and 2024, Utah agencies reported and prosecuted hundreds of <ln numlevel="1" lineno="29" slineno="1-7"/>human trafficking cases, identifying 91 child sex trafficking victims;<eol numlevel="1" lineno="30" slineno="1-8" display="tab"/>WHEREAS, multiple sources have found that traffickers often target individuals at <ln numlevel="1" lineno="31" slineno="1-9"/>transportation hubs such as bus and train stations, or pass through these hubs when <ln numlevel="1" lineno="32" slineno="1-10"/>transporting victims;<eol numlevel="1" lineno="33" slineno="1-11" display="tab"/>WHEREAS, the National Network to End Domestic Violence found that 59 million women <ln numlevel="1" lineno="34" slineno="1-12"/>nationwide and over 30% of women in Utah have experienced<marker pairid="3"/> sexual violence, physical <ln numlevel="1" lineno="35" slineno="1-13"/>violence, or stalking in their lifetime;<eol numlevel="1" lineno="36" slineno="1-14" display="tab"/>WHEREAS, domestic violence can be lethal, as the Statewide Information and Analysis <ln numlevel="1" lineno="37" slineno="1-15"/>Center recorded 52 domestic violence homicides between July 2023 and January 2025 in Utah;<eol numlevel="1" lineno="38" slineno="1-16" display="tab"/>WHEREAS, domestic violence abusers may limit their victims' access to methods of <ln numlevel="1" lineno="39" slineno="1-17"/>communication and personal vehicles;<eol numlevel="1" lineno="40" slineno="1-18" display="tab"/>WHEREAS, isolation and fear can prevent a victim of human trafficking or domestic <ln numlevel="1" lineno="41" slineno="1-19"/>violence from asking for help or notifying law enforcement;<eol numlevel="1" lineno="42" slineno="1-20" display="tab"/>WHEREAS, new innovations and technology, such as the use of rescue tracking equipment <ln numlevel="1" lineno="43" slineno="1-21"/>placed in public restrooms at transportation hubs, can help human trafficking and domestic <ln numlevel="1" lineno="44" slineno="1-22"/>violence victims discreetly request assistance and allow law enforcement to locate them; and<eol numlevel="1" lineno="45" slineno="1-23" display="tab"/>WHEREAS, Utah seeks to foster the development and use of new technology to help <ln numlevel="1" lineno="46" slineno="1-24"/>mitigate harm from human trafficking and domestic violence in our state:<eol numlevel="1" lineno="47" slineno="1-25" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah declares <ln numlevel="1" lineno="48" slineno="1-26"/>state support for the advancement of new innovations and technology to combat human <ln numlevel="1" lineno="49" slineno="1-27"/>trafficking and domestic violence.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>1-23-26 9:45 AM</tm></rev></foot></leg>
