Requests for legislation -- Timing.</bold></catline><subsection ssid="1-null-1" dnum="1-o" numlevel="1" lineno="23" slineno="1-3" level="1" placement="noreturn"><display>(1)</display>As used in this rule, "appointed legislator" means:<subsection ssid="1-null-2" dnum="a-o" numlevel="1" lineno="24" slineno="1-4" level="2"><display>(a)</display>an incumbent legislator appointed to replace another legislator who resigns or is <ln numlevel="1" lineno="25" slineno="1-5"/>unable to serve; or</subsection><subsection ssid="1-null-3" dnum="b-o" numlevel="1" lineno="26" slineno="1-6" level="2"><display>(b)</display>an individual appointed to replace a legislator who resigns or is unable to serve.</subsection></subsection><subsection ssid="1-null-4" dnum="2-o" numlevel="1" lineno="27" slineno="1-7" level="1" space="false"><display>(2)</display><subsection ssid="1-null-5" dnum="a-o" level="2" placement="sameline"><display>(a)</display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="6" groupid="5" style="2" owner="jchristopherson" level="1" deltag="both">A</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="5" groupid="4" style="1" owner="jchristopherson" level="1" amendtag="both" space="true">Subject to the limits described in Subsection <xref refnumber="1-null-6">(2)(b)</xref>, a</amend> legislator wishing to <ln numlevel="1" lineno="28" slineno="1-8"/>introduce a bill or resolution shall file a request for legislation with the Office of <ln numlevel="1" lineno="29" slineno="1-9"/>Legislative Research and General Counsel within the time limits established by this <ln numlevel="1" lineno="30" slineno="1-10"/>rule.</subsection><subsection ssid="1-null-6" dnum="b-o" numlevel="1" lineno="31" slineno="1-11" level="2" space="false"><display>(b)</display><subsection ssid="1-60" dnum="_-o:i-i" ea="amend" anum="0" owner="jchristopherson" style="1" level="3" placement="sameline"><display><amend anum="0" ea="amend" pairid="1006" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="13" groupid="11" style="1" owner="jchristopherson" level="1" amendtag="end">Except as provided in Subsection <xref tempid="607">(2)(b)(ii)</xref>:</amend><subsection ssid="1-61" dnum="_-o:A-i" numlevel="1" lineno="32" slineno="1-12" ea="amend" anum="0" owner="jchristopherson" style="1" level="4" tab="1"><display><amend anum="0" ea="amend" pairid="1007" style="1" owner="i" level="1" amendtag="start">(A)</amend></display><amend anum="0" ea="amend" pairid="18" groupid="15" style="1" owner="jchristopherson" level="1" amendtag="end">a senator may file no more than 10 requests for legislation; and</amend></subsection><subsection ssid="1-62" dnum="_-o:B-i" numlevel="1" lineno="33" slineno="1-13" ea="amend" anum="0" owner="jchristopherson" style="1" level="4" tab="1"><display><amend anum="0" ea="amend" pairid="1008" style="1" owner="i" level="1" amendtag="start">(B)</amend></display><amend anum="0" ea="amend" pairid="23" groupid="19" style="1" owner="jchristopherson" level="1" amendtag="end">a representative may file no more than six requests for legislation.</amend></subsection></subsection><subsection ssid="1-63" dnum="_-o:ii-i" numlevel="1" lineno="34" slineno="1-14" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1009" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="28" groupid="23" style="1" owner="jchristopherson" level="1" amendtag="end">The following do not count towards a legislator's limit described in Subsection <xref tempid="670"><ln numlevel="1" lineno="35" slineno="1-15"/>(2)(b)(i)</xref>:</amend><subsection ssid="1-64" dnum="_-o:A-i" numlevel="1" lineno="36" slineno="1-16" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1010" style="1" owner="i" level="1" amendtag="start">(A)</amend></display><amend anum="0" ea="amend" pairid="33" groupid="27" style="1" owner="jchristopherson" level="1" amendtag="end">a request for legislation from the chairs of an authorized legislative committee <ln numlevel="1" lineno="37" slineno="1-17"/>under <xref depth="3" refnumber="JR7-1-602">JR7-1-602</xref>;</amend></subsection><subsection ssid="1-65" dnum="_-o:B-i" numlevel="1" lineno="38" slineno="1-18" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1011" style="1" owner="i" level="1" amendtag="start">(B)</amend></display><amend anum="0" ea="amend" pairid="38" groupid="31" style="1" owner="jchristopherson" level="1" amendtag="end">a request for legislation that exclusively appropriates money;</amend></subsection><subsection ssid="1-68" dnum="_-o:C-i" numlevel="1" lineno="39" slineno="1-19" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1012" style="1" owner="i" level="1" amendtag="start">(C)</amend></display><amend anum="0" ea="amend" pairid="58" groupid="45" style="1" owner="jchristopherson" level="1" amendtag="end">a request for legislation that exclusively repeals existing statute; or</amend></subsection><subsection ssid="1-66" dnum="_-o:D-i" numlevel="1" lineno="40" slineno="1-20" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1013" style="1" owner="i" level="1" amendtag="start">(D)</amend></display><amend anum="0" ea="amend" pairid="50" groupid="41" style="1" owner="jchristopherson" level="1" amendtag="end">the revisor's statute.</amend></subsection></subsection><subsection ssid="1-69" dnum="_-o:iii-i" numlevel="1" lineno="41" slineno="1-21" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1014" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="62" groupid="48" style="1" owner="jchristopherson" level="1" amendtag="end">A request for legislation counts toward the limit under this Subsection <xref refnumber="1-null-6">(2)(b)</xref> <ln numlevel="1" lineno="42" slineno="1-22"/>regardless of whether a legislator abandons the request.</amend></subsection></subsection><subsection ssid="1-58" dnum="_-o:c-i" numlevel="1" lineno="43" slineno="1-23" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1015" style="1" owner="i" level="1" amendtag="both">(c)</amend></display>The request for legislation shall:<subsection ssid="1-null-7" dnum="i-o" numlevel="1" lineno="44" slineno="1-24" level="3"><display>(i)</display>designate the chief sponsor, who is knowledgeable about and responsible for <ln numlevel="1" lineno="45" slineno="1-25"/>providing pertinent information as the legislation is drafted; and</subsection><subsection ssid="1-null-8" dnum="ii-o" numlevel="1" lineno="46" slineno="1-26" level="3"><display>(ii)</display>include drafting instructions for the legislation.</subsection></subsection><subsection ssid="1-null-9" dnum="c-o:d-i" numlevel="1" lineno="47" slineno="1-27" level="2" space="false"><display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="1018" style="2" owner="o" level="1" deltag="both">(c)</amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="1019" style="1" owner="i" level="1" amendtag="both" space="true">(d)</amend></display><subsection ssid="1-null-10" dnum="i-o" level="3" placement="sameline" space="false"><display>(i)</display><subsection ssid="1-null-11" dnum="A-o" level="4" tab="1" placement="sameline"><display>(A)</display>The chief sponsor may modify the drafting instructions provided in <ln numlevel="1" lineno="48" slineno="1-28"/>accordance with Subsection <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="69" groupid="55" style="2" owner="jchristopherson" level="1" deltag="both"><xref depth="4" refnumber="JR4-2-101(3)(b)(ii)">(2)(b)(ii)</xref></amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="66" groupid="52" style="1" owner="jchristopherson" level="1" amendtag="both" space="true">(2)(c)(ii)</amend> only if the modified drafting <ln numlevel="1" lineno="49" slineno="1-29"/>instructions do not deviate from the core subject matter of the original drafting <ln numlevel="1" lineno="50" slineno="1-30"/>instructions.</subsection><subsection ssid="1-null-12" dnum="B-o" numlevel="1" lineno="51" slineno="1-31" level="4" tab="1"><display>(B)</display>The Office of Legislative Research and General Counsel shall apply the <ln numlevel="1" lineno="52" slineno="1-32"/>standard described in Subsection <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="70" groupid="56" style="2" owner="jchristopherson" level="1" deltag="both"><xref depth="4" refnumber="JR4-2-101(2)(d)(i)(a)">(2)(c)(i)(A)</xref></amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="67" groupid="53" style="1" owner="jchristopherson" level="1" amendtag="both" space="true">(2)(d)(i)(A)</amend> in a manner that <ln numlevel="1" lineno="53" slineno="1-33"/>favors the chief sponsor.</subsection></subsection><subsection ssid="1-null-13" dnum="ii-o" numlevel="1" lineno="54" slineno="1-34" level="3"><display>(ii)</display>If the chief sponsor wishes to modify the drafting instructions in a manner <ln numlevel="1" lineno="55" slineno="1-35"/>prohibited under Subsection <amendoutstart style="2"/><amend anum="0" ea="erase" pairid="71" groupid="57" style="2" owner="jchristopherson" level="1" deltag="both"><xref depth="4" refnumber="JR4-2-101(2)(d)(i)">(2)(c)(i)</xref></amend><amendoutend style="2"/><amend anum="0" ea="amend" pairid="68" groupid="54" style="1" owner="jchristopherson" level="1" amendtag="both" space="true">(2)(d)(i)</amend>, the chief sponsor shall file a new, <ln numlevel="1" lineno="56" slineno="1-36"/>separate request for legislation in accordance with this rule.</subsection></subsection></subsection><subsection ssid="1-null-14" dnum="3-o" numlevel="1" lineno="57" slineno="1-37" level="1" space="false"><display>(3)</display><subsection ssid="1-null-15" dnum="a-o" level="2" placement="sameline"><display>(a)</display>Any legislator may file a request for legislation beginning 60 days after the <ln numlevel="1" lineno="58" slineno="1-38"/>Legislature adjourns its annual general session sine die.</subsection><subsection ssid="1-null-16" dnum="b-o" numlevel="1" lineno="59" slineno="1-39" level="2"><display>(b)</display>A legislator-elect may file a request for legislation beginning on:<subsection ssid="1-null-17" dnum="i-o" numlevel="1" lineno="60" slineno="1-40" level="3"><display>(i)</display>the day after:<subsection ssid="1-null-18" dnum="A-o" numlevel="1" lineno="61" slineno="1-41" level="4"><display>(A)</display>for a single county race, the date on which the county election canvass is <ln numlevel="1" lineno="62" slineno="1-42"/>completed; or</subsection><subsection ssid="1-null-19" dnum="B-o" numlevel="1" lineno="63" slineno="1-43" level="4"><display>(B)</display>for a multi-county race, the date on which the statewide election canvass is <ln numlevel="1" lineno="64" slineno="1-44"/>completed; or</subsection></subsection><subsection ssid="1-null-20" dnum="ii-o" numlevel="1" lineno="65" slineno="1-45" level="3"><display>(ii)</display>if the legislator-elect's election results have not been finalized as of the canvass <ln numlevel="1" lineno="66" slineno="1-46"/>date, the day after the date the election results for the legislator-elect's race are <ln numlevel="1" lineno="67" slineno="1-47"/>finalized.</subsection></subsection><subsection ssid="1-null-21" dnum="c-o" numlevel="1" lineno="68" slineno="1-48" level="2" space="false"><display>(c)</display><subsection ssid="1-null-22" dnum="i-o" level="3" placement="sameline"><display>(i)</display>An incumbent legislator may not file any requests for legislation as of the date <ln numlevel="1" lineno="69" slineno="1-49"/>that the legislator:<subsection ssid="1-null-23" dnum="A-o" numlevel="1" lineno="70" slineno="1-50" level="4" tab="1"><display>(A)</display>fails to file to run for election to a seat in the Legislature;</subsection><subsection ssid="1-null-24" dnum="B-o" numlevel="1" lineno="71" slineno="1-51" level="4" tab="1"><display>(B)</display>is ineligible to be included on the ballot for the election in which the legislator <ln numlevel="1" lineno="72" slineno="1-52"/>would have sought an additional term; or</subsection><subsection ssid="1-null-25" dnum="C-o" numlevel="1" lineno="73" slineno="1-53" level="4" tab="1"><display>(C)</display>fails to win reelection and the legislator's opponent is eligible to file a request <ln numlevel="1" lineno="74" slineno="1-54"/>for legislation under Subsection <xref depth="4" refnumber="JR4-2-101(3)(b)">(3)(b)</xref>.</subsection></subsection><subsection ssid="1-null-26" dnum="ii-o" numlevel="1" lineno="75" slineno="1-55" level="3"><display>(ii)</display>Subsection <xref depth="4" refnumber="JR4-2-101(3)(c)(i)">(3)(c)(i)</xref> does not apply to a request for legislation for:<subsection ssid="1-null-27" dnum="A-o" numlevel="1" lineno="76" slineno="1-56" level="4"><display>(A)</display>a general session that occurs while the legislator is in office; or</subsection><subsection ssid="1-null-28" dnum="B-o" numlevel="1" lineno="77" slineno="1-57" level="4"><display>(B)</display>a special session that occurs while the legislator is in office.</subsection></subsection></subsection><subsection ssid="1-null-29" dnum="d-o" numlevel="1" lineno="78" slineno="1-58" level="2" space="false"><display>(d)</display><subsection ssid="1-null-30" dnum="i-o" level="3" placement="sameline"><display>(i)</display>Except as provided in Subsection <xref refnumber="JR4-2-101(3)(e)" depth="4">(3)(e)</xref>, if a legislator who filed a request for <ln numlevel="1" lineno="79" slineno="1-59"/>legislation is unable to serve in the next annual general session for any reason, the <ln numlevel="1" lineno="80" slineno="1-60"/>former legislator may seek another legislator to assume sponsorship of the former <ln numlevel="1" lineno="81" slineno="1-61"/>legislator's legislation.</subsection><subsection ssid="1-null-31" dnum="ii-o" numlevel="1" lineno="82" slineno="1-62" level="3"><display>(ii)</display>If a former legislator is unable to find another legislator to assume sponsorship <ln numlevel="1" lineno="83" slineno="1-63"/>under Subsection <xref tempid="318" depth="4" refnumber="JR4-2-101(3)(d)(i)">(3)(d)(i)</xref>, the Office of Legislative Research and General <ln numlevel="1" lineno="84" slineno="1-64"/>Counsel shall abandon each request the earlier of:<subsection ssid="1-null-32" dnum="A-o" numlevel="1" lineno="85" slineno="1-65" level="4"><display>(A)</display>30 days after the day on which the former legislator is unable to serve; or</subsection><subsection ssid="1-null-33" dnum="B-o" numlevel="1" lineno="86" slineno="1-66" level="4"><display>(B)</display>noon on the 11th day of the annual general session.</subsection></subsection><subsection ssid="1-null-34" dnum="iii-o" numlevel="1" lineno="87" slineno="1-67" level="3"><display>(iii)</display>The 30-day time period described in Subsection <xref depth="4" refnumber="JR4-2-101(3)(d)(ii)(a)">(3)(d)(ii)(A)</xref> begins the day on <ln numlevel="1" lineno="88" slineno="1-68"/>which a former legislator no longer holds the former legislator's seat.</subsection></subsection><subsection ssid="1-null-35" dnum="e-o" numlevel="1" lineno="89" slineno="1-69" level="2" space="false"><display>(e)</display><subsection ssid="1-null-36" dnum="i-o" level="3" placement="sameline"><display>(i)</display>If a legislator dies while in office and is the chief sponsor of one or more <ln numlevel="1" lineno="90" slineno="1-70"/>requests for legislation or pieces of legislation, the individual appointed to the <ln numlevel="1" lineno="91" slineno="1-71"/>legislator's seat may assume sponsorship of each request for legislation or piece of <ln numlevel="1" lineno="92" slineno="1-72"/>legislation.</subsection><subsection ssid="1-null-37" dnum="ii-o" numlevel="1" lineno="93" slineno="1-73" level="3"><display>(ii)</display>If the individual appointed to the legislator's seat chooses not to assume <ln numlevel="1" lineno="94" slineno="1-74"/>sponsorship of one or more of the legislator's requests for legislation or pieces of <ln numlevel="1" lineno="95" slineno="1-75"/>legislation, the following individual shall seek another legislator to assume <ln numlevel="1" lineno="96" slineno="1-76"/>sponsorship of each request for legislation or piece of legislation:<subsection ssid="1-null-38" dnum="A-o" numlevel="1" lineno="97" slineno="1-77" level="4"><display>(A)</display>if the legislator was a member of the House majority caucus, the House <ln numlevel="1" lineno="98" slineno="1-78"/>majority leader;</subsection><subsection ssid="1-null-39" dnum="B-o" numlevel="1" lineno="99" slineno="1-79" level="4"><display>(B)</display>if the legislator was a member of the House minority caucus, the House <ln numlevel="1" lineno="100" slineno="1-80"/>minority leader;</subsection><subsection ssid="1-null-40" dnum="C-o" numlevel="1" lineno="101" slineno="1-81" level="4"><display>(C)</display>if the legislator was a member of the Senate majority caucus, the Senate <ln numlevel="1" lineno="102" slineno="1-82"/>majority leader; or</subsection><subsection ssid="1-null-41" dnum="D-o" numlevel="1" lineno="103" slineno="1-83" level="4"><display>(D)</display>if the legislator was a member of the Senate minority caucus, the Senate <ln numlevel="1" lineno="104" slineno="1-84"/>minority leader.</subsection></subsection><subsection ssid="1-null-42" dnum="iii-o" numlevel="1" lineno="105" slineno="1-85" level="3"><display>(iii)</display>If the individual described in Subsection <xref depth="4" refnumber="JR4-2-101(3)(e)(ii)">(3)(e)(ii)</xref> does not find a new sponsor:<subsection ssid="1-null-43" dnum="A-o" numlevel="1" lineno="106" slineno="1-86" level="4"><display>(A)</display>for a request for legislation, the Office of Legislative Research and General <ln numlevel="1" lineno="107" slineno="1-87"/>Counsel shall abandon the request for legislation; and</subsection><subsection ssid="1-null-44" dnum="B-o" numlevel="1" lineno="108" slineno="1-88" level="4"><display>(B)</display>for legislation, the legislation shall be returned to the originating chamber and <ln numlevel="1" lineno="109" slineno="1-89"/>filed.</subsection></subsection></subsection><subsection ssid="1-null-45" dnum="f-o" numlevel="1" lineno="110" slineno="1-90" level="2" space="false"><display>(f)</display><subsection ssid="1-null-46" dnum="i-o" level="3" placement="sameline"><display>(i)</display>A legislator-elect who is an incumbent legislator may retain any requests for <ln numlevel="1" lineno="111" slineno="1-91"/>legislation the legislator-elect filed before the date described in Subsection <xref refnumber="JR4-2-101(3)(b)" depth="4">(3)(b)</xref>.</subsection><subsection ssid="1-null-47" dnum="ii-o" numlevel="1" lineno="112" slineno="1-92" level="3"><display>(ii)</display>An appointed legislator who is an incumbent legislator may retain any requests <ln numlevel="1" lineno="113" slineno="1-93"/>for legislation the appointed legislator filed before assuming the seat to which the <ln numlevel="1" lineno="114" slineno="1-94"/>legislator is appointed.</subsection></subsection></subsection><subsection ssid="1-null-48" dnum="4-o" numlevel="1" lineno="115" slineno="1-95" level="1" space="false"><display>(4)</display><subsection ssid="1-null-49" dnum="a-o" level="2" placement="sameline"><display>(a)</display>Except as provided in Subsection <xref depth="4" refnumber="JR4-2-101(4)(c)">(4)(c)</xref>, a legislator may not file a request for <ln numlevel="1" lineno="116" slineno="1-96"/>legislation with the Office of Legislative Research and General Counsel after noon <ln numlevel="1" lineno="117" slineno="1-97"/>on the 11th day of the annual general session.</subsection><subsection ssid="1-null-50" dnum="b-o" numlevel="1" lineno="118" slineno="1-98" level="2"><display>(b)</display>On the 11th day of the annual general session, the Office of Legislative Research and <ln numlevel="1" lineno="119" slineno="1-99"/>General Counsel shall make public on the Legislature's website the short title and <ln numlevel="1" lineno="120" slineno="1-100"/>sponsor of each request for legislation, unless the sponsor abandons the request for <ln numlevel="1" lineno="121" slineno="1-101"/>legislation before noon on the 11th day of the annual general session.</subsection><subsection ssid="1-null-51" dnum="c-o" numlevel="1" lineno="122" slineno="1-102" level="2" space="false"><display>(c)</display><subsection ssid="1-null-52" dnum="i-o" level="3" placement="sameline"><display>(i)</display>After the 11th day of the annual general session, a legislator may file a request <ln numlevel="1" lineno="123" slineno="1-103"/>for legislation only if:<subsection ssid="1-null-53" dnum="A-o" numlevel="1" lineno="124" slineno="1-104" level="4" tab="1"><display>(A)</display>for House legislation, the representative makes a motion to request legislation <ln numlevel="1" lineno="125" slineno="1-105"/>for drafting and introduction and that motion is approved by a constitutional <ln numlevel="1" lineno="126" slineno="1-106"/>majority of the House; or</subsection><subsection ssid="1-null-54" dnum="B-o" numlevel="1" lineno="127" slineno="1-107" level="4" tab="1"><display>(B)</display>for Senate legislation, the senator makes a motion to request legislation for <ln numlevel="1" lineno="128" slineno="1-108"/>drafting and introduction and that motion is approved by a constitutional <ln numlevel="1" lineno="129" slineno="1-109"/>majority vote of the Senate.</subsection></subsection><subsection ssid="1-null-55" dnum="ii-o" numlevel="1" lineno="130" slineno="1-110" level="3"><display>(ii)</display>The Office of Legislative Research and General Counsel shall make public on the <ln numlevel="1" lineno="131" slineno="1-111"/>Legislature's website the short title and sponsor of each request for legislation <ln numlevel="1" lineno="132" slineno="1-112"/>described in this Subsection <xref depth="4" refnumber="JR4-2-101(4)(c)">(4)(c)</xref>.</subsection></subsection></subsection><subsection ssid="1-null-56" dnum="5-o" numlevel="1" lineno="133" slineno="1-113" level="1"><display>(5)</display>After a request for legislation is abandoned, a legislator may not revive the request for <ln numlevel="1" lineno="134" slineno="1-114"/>legislation.</subsection><subsection ssid="1-null-57" dnum="6-o" numlevel="1" lineno="135" slineno="1-115" level="1"><display>(6)</display>A legislator wishing to obtain funding for a project, program, or entity, when that <ln numlevel="1" lineno="136" slineno="1-116"/>funding request does not require that a statute be enacted, repealed, or amended, may not <ln numlevel="1" lineno="137" slineno="1-117"/>file a request for legislation but instead shall file a request for appropriation by following <ln numlevel="1" lineno="138" slineno="1-118"/>the procedures and requirements of <xref depth="3" refnumber="JR3-2-701">JR3-2-701</xref>.</subsection></section></bsec><bsec buid="2" type="uncod" untype="effdate" src="uncod" uid="EF0000" sort="UZEFF" langlock="false" numlevel="1" lineno="139" slineno="2-1" sn="2"><section type="uncod" untype="effdate" display="false" src="uncod"><secline lineno="139">Section 2.  <bold>Effective Date.</bold></secline><sectionText lineno="140"><amend anum="0" ea="amend" pairid="1" groupid="1" style="1" owner="jchristopherson" level="1" amendtag="both">This resolution takes effect May 6, 2026.</amend></sectionText></section></bsec></bdy><foot><rev><tm>1-30-26 8:44 AM</tm></rev></foot></leg>
