and</hl><hl numlevel="1" lineno="10" slineno="0-10" level="1">calls on the federal government to allow traditional financial institutions to provide <ln numlevel="1" lineno="11" slineno="0-11"/>custody services for digital assets and partner with regulated cryptocurrency firms.</hl></hp><moni numlevel="1" lineno="12" slineno="0-12" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="13">None</moniNone><oc numlevel="1" lineno="14" slineno="0-14">Other Special Clauses:</oc><ocNone lineno="15">None</ocNone></lt><enacthead lineno="16"/><enact numlevel="1" lineno="17" slineno="0-17">Be it resolved by the Legislature of the state of Utah:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="18" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, millions of Americans own digital assets, including cryptocurrencies such as <ln numlevel="1" lineno="19" slineno="1-2"/>Bitcoin and Ethereum, as well as other blockchain-based digital tokens;<eol numlevel="1" lineno="20" slineno="1-3" display="tab"/>WHEREAS, there is no uniform federal regulatory framework that allows financial <ln numlevel="1" lineno="21" slineno="1-4"/>institutions to provide custody services for digital assets;<eol numlevel="1" lineno="22" slineno="1-5" display="tab"/>WHEREAS, this lack of a uniform federal regulatory framework has created uncertainty <ln numlevel="1" lineno="23" slineno="1-6"/>and prevented many traditional financial institutions, including banks and credit unions, from <ln numlevel="1" lineno="24" slineno="1-7"/>offering safe, regulated custody services for digital assets;<eol numlevel="1" lineno="25" slineno="1-8" display="tab"/>WHEREAS, without the involvement of trusted traditional financial institutions, customers <ln numlevel="1" lineno="26" slineno="1-9"/>face higher risks of fraud, hacking, and mismanagement of digital assets;<eol numlevel="1" lineno="27" slineno="1-10" display="tab"/>WHEREAS, traditional financial institutions already provide custody services for other <ln numlevel="1" lineno="28" slineno="1-11"/>sensitive financial instruments, including stocks, bonds, and other securities;<eol numlevel="1" lineno="29" slineno="1-12" display="tab"/>WHEREAS, digital assets should be treated no different from other sensitive financial <ln numlevel="1" lineno="30" slineno="1-13"/>instruments with respect to custody services;<eol numlevel="1" lineno="31" slineno="1-14" display="tab"/>WHEREAS, allowing traditional financial institutions to custody digital assets would <ln numlevel="1" lineno="32" slineno="1-15"/>encourage responsible adoption of blockchain technology under United States financial <ln numlevel="1" lineno="33" slineno="1-16"/>oversight;<eol numlevel="1" lineno="34" slineno="1-17" display="tab"/>WHEREAS, Utah credit unions and banks are leaders in innovation and trusted community <ln numlevel="1" lineno="35" slineno="1-18"/>partners; and<eol numlevel="1" lineno="36" slineno="1-19" display="tab"/>WHEREAS, allowing custody of digital assets locally would keep assets in Utah-based <ln numlevel="1" lineno="37" slineno="1-20"/>institutions rather than offshore exchanges, provide customers with safe custody options <ln numlevel="1" lineno="38" slineno="1-21"/>supervised by federal regulators, create new revenue streams for Utah's financial institutions, <ln numlevel="1" lineno="39" slineno="1-22"/>enhance Utah's reputation as a fintech and blockchain leader, and mitigate risks of fraud and <ln numlevel="1" lineno="40" slineno="1-23"/>collapse from unregulated offshore exchanges:<eol numlevel="1" lineno="41" slineno="1-24" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah <ln numlevel="1" lineno="42" slineno="1-25"/>encourages the federal government to adopt a uniform national framework that allows <ln numlevel="1" lineno="43" slineno="1-26"/>traditional financial institutions to provide custody services for digital assets, partner with <ln numlevel="1" lineno="44" slineno="1-27"/>regulated cryptocurrency firms, and offer secure methods for customers to access digital assets.<eol numlevel="1" lineno="45" slineno="1-28" display="tab"/>BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Majority Leader <ln numlevel="1" lineno="46" slineno="1-29"/>of the United States Senate, the Speaker of the United States House of Representatives, and to <ln numlevel="1" lineno="47" slineno="1-30"/>the members of Utah's congressional delegation.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>2-16-26 12:28 PM</tm></rev></foot></leg>
