Section 1. Rules reauthorization.All rules of Utah state agencies are reauthorized except for the following:(1)R156-28-302b(1)(b) and (c);(2)R156-55d-302c(5);(3)R156-55e-302a(1)(b);(4)R156-61-302b(1)(b) and (c); and(5)R156-61-302d.

Section 2. Effective Date.This bill takes effect:(1)except as provided in Subsection (2), May 6, 2026; or(2)if approved by two-thirds of all members elected to each house, the later of:(a)May 1, 2026; or(b)(i)upon approval by the governor;(ii)without the governor's approval, the day following the constitutional time limit of Utah Constitution, Article VII, Section 8; or(iii)with the governor's veto and a vote of the Legislature to override the veto, the date of veto override.
