Section <bold>58-28-602</bold> is amended to read:</secline><catline lineno="32"><bold>58-28-602<parens/>. Cruelty to animals -- Immunity for reporting.</bold></catline><subsection ssid="7-1" dnum="_-o:1-i" numlevel="1" lineno="33" slineno="1-3" ea="amend" anum="0" owner="jchristopherson" style="1" level="1" placement="noreturn"><display><amend anum="0" ea="amend" pairid="1000" style="1" owner="i" level="1" amendtag="both">(1)</amend></display>A licensed veterinarian who in good faith and in the normal course of business, <ln numlevel="1" lineno="34" slineno="1-4"/>reports a suspected case of animal cruelty to law enforcement or the proper authorities is <ln numlevel="1" lineno="35" slineno="1-5"/>immune from liability in any civil or criminal action brought against the veterinarian for <ln numlevel="1" lineno="36" slineno="1-6"/>reporting the suspected cruelty.</subsection><subsection ssid="7-2" dnum="_-o:2-i" numlevel="1" lineno="37" slineno="1-7" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1001" style="1" owner="i" level="1" amendtag="start">(2)</amend></display><amend anum="0" ea="amend" pairid="8" groupid="7" style="1" owner="jchristopherson" level="1" amendtag="end">A licensed veterinarian's employer may not:</amend><subsection ssid="7-3" dnum="_-o:a-i" numlevel="1" lineno="38" slineno="1-8" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1002" style="1" owner="i" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="14" groupid="12" style="1" owner="jchristopherson" level="1" amendtag="end">prohibit a licensed veterinarian from reporting suspected animal cruelty; or</amend></subsection><subsection ssid="7-4" dnum="_-o:b-i" numlevel="1" lineno="39" slineno="1-9" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1003" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="20" groupid="17" style="1" owner="jchristopherson" level="1" amendtag="end">penalize a licensed veterinarian that reports suspected animal cruelty.</amend></subsection></subsection></section></bsec><bsec buid="1" num="76-13-105" type="enact" src="code" uid="C76-13-S105_2026050620260506" sort="76 13 01050020260506" numlevel="1" lineno="40" slineno="2-1" sn="2"><section numlevel="1" lineno="41" slineno="2-2" number="76-13-105" type="enact"><secline lineno="40">Section 2. Section <bold>76-13-105</bold> is enacted to read:</secline><catline lineno="41"><bold>76-13-105<parens/>. Cruelty to animals -- Reporting requirements.</bold></catline><subsection ssid="1-1" dnum="_-o:1-i" numlevel="1" lineno="42" slineno="2-3" ea="amend" anum="0" owner="jchristopherson" style="1" level="1" placement="noreturn"><display><amend anum="0" ea="amend" pairid="1004" style="1" owner="i" level="1" amendtag="start">(1)</amend></display><amend anum="0" ea="amend" pairid="3" groupid="3" style="1" owner="jchristopherson" level="1" amendtag="end">At least once in each quarter of the year, the Administrative Office of the Courts shall <ln numlevel="1" lineno="43" slineno="2-4"/>report all convictions of the animal cruelty offenses described in Subsection <xref depth="4" refnumber="76-13-105(2)">(2)</xref> to the <ln numlevel="1" lineno="44" slineno="2-5"/>Division of Child and Family Services in the previous quarter.</amend></subsection><subsection ssid="1-9" dnum="_-o:2-i" numlevel="1" lineno="45" slineno="2-6" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1005" style="1" owner="i" level="1" amendtag="start">(2)</amend></display><amend anum="0" ea="amend" pairid="45" groupid="35" style="1" owner="jchristopherson" level="1" amendtag="end">The report described in Subsection <xref depth="4" refnumber="76-13-105(1)">(1)</xref> shall include the name and the offense of each <ln numlevel="1" lineno="46" slineno="2-7"/>individual convicted of a violation of:</amend><subsection ssid="1-2" dnum="_-o:a-i" numlevel="1" lineno="47" slineno="2-8" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1006" style="1" owner="i" level="1" amendtag="start">(a)</amend></display><amend anum="0" ea="amend" pairid="11" groupid="8" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="76-13-202">76-13-202</xref>, cruelty to an animal;</amend></subsection><subsection ssid="1-3" dnum="_-o:b-i" numlevel="1" lineno="48" slineno="2-9" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1007" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="15" groupid="11" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="76-13-203">76-13-203</xref>, aggravated cruelty to an animal;</amend></subsection><subsection ssid="1-4" dnum="_-o:c-i" numlevel="1" lineno="49" slineno="2-10" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1008" style="1" owner="i" level="1" amendtag="start">(c)</amend></display><amend anum="0" ea="amend" pairid="20" groupid="15" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="76-13-204">76-13-204</xref>, torturing a companion animal;</amend></subsection><subsection ssid="1-5" dnum="_-o:d-i" numlevel="1" lineno="50" slineno="2-11" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1009" style="1" owner="i" level="1" amendtag="start">(d)</amend></display><amend anum="0" ea="amend" pairid="25" groupid="19" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="76-13-205">76-13-205</xref>, dog fighting;</amend></subsection><subsection ssid="1-6" dnum="_-o:e-i" numlevel="1" lineno="51" slineno="2-12" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1010" style="1" owner="i" level="1" amendtag="start">(e)</amend></display><amend anum="0" ea="amend" pairid="30" groupid="23" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="76-13-206">76-13-206</xref>, attending a dog fight or related activity;</amend></subsection><subsection ssid="1-7" dnum="_-o:f-i" numlevel="1" lineno="52" slineno="2-13" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1011" style="1" owner="i" level="1" amendtag="start">(f)</amend></display><amend anum="0" ea="amend" pairid="35" groupid="27" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="76-13-211">76-13-211</xref>, injuring, harassing, or endangering a service animal; or</amend></subsection><subsection ssid="1-8" dnum="_-o:g-i" numlevel="1" lineno="53" slineno="2-14" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1012" style="1" owner="i" level="1" amendtag="start">(g)</amend></display><amend anum="0" ea="amend" pairid="40" groupid="31" style="1" owner="jchristopherson" level="1" amendtag="end">Section <xref depth="3" refnumber="76-13-215">76-13-215</xref>, failure of an animal care facility to maintain required standards.</amend></subsection></subsection></section></bsec><bsec buid="5" num="80-2-301" type="amend" src="code" uid="C80-2-S301_2026050620260506" sort="80 02 03010020260506" numlevel="1" lineno="54" slineno="3-1" sn="3"><section number="80-2-301" numlevel="1" lineno="55" slineno="3-2" type="amend"><secline lineno="54">Section 3. Section <bold>80-2-301</bold> is amended to read:</secline><catline lineno="55"><bold>80-2-301<parens/>. Division responsibilities.</bold></catline><subsection ssid="5-null-1" dnum="1-o" numlevel="1" lineno="56" slineno="3-3" level="1" placement="noreturn"><display>(1)</display>The division is the child, youth, and family services authority of the state.</subsection><subsection ssid="5-null-2" dnum="2-o" numlevel="1" lineno="57" slineno="3-4" level="1"><display>(2)</display>The division shall:<subsection ssid="5-null-3" dnum="a-o" numlevel="1" lineno="58" slineno="3-5" level="2"><display>(a)</display>administer services to minors and families, including:<subsection ssid="5-null-4" dnum="i-o" numlevel="1" lineno="59" slineno="3-6" level="3"><display>(i)</display>child welfare services;</subsection><subsection ssid="5-null-5" dnum="ii-o" numlevel="1" lineno="60" slineno="3-7" level="3"><display>(ii)</display>domestic violence services; and</subsection><subsection ssid="5-null-6" dnum="iii-o" numlevel="1" lineno="61" slineno="3-8" level="3"><display>(iii)</display>all other responsibilities that the Legislature or the executive director of the <ln numlevel="1" lineno="62" slineno="3-9"/>department may assign to the division;</subsection></subsection><subsection ssid="5-null-7" dnum="b-o" numlevel="1" lineno="63" slineno="3-10" level="2"><display>(b)</display>provide the following services:<subsection ssid="5-null-8" dnum="i-o" numlevel="1" lineno="64" slineno="3-11" level="3"><display>(i)</display>financial and other assistance to an individual adopting a child with special needs <ln numlevel="1" lineno="65" slineno="3-12"/>under Sections <xref depth="3" refnumber="80-2-806">80-2-806</xref> through <xref depth="3" refnumber="80-2-809">80-2-809</xref>, not to exceed the amount the division <ln numlevel="1" lineno="66" slineno="3-13"/>would provide for the child as a legal ward of the state;</subsection><subsection ssid="5-null-9" dnum="ii-o" numlevel="1" lineno="67" slineno="3-14" level="3"><display>(ii)</display>non-custodial and in-home services in accordance with Section <xref depth="3" refnumber="80-2-306">80-2-306</xref>, <ln numlevel="1" lineno="68" slineno="3-15"/>including:<subsection ssid="5-null-10" dnum="A-o" numlevel="1" lineno="69" slineno="3-16" level="4"><display>(A)</display>services designed to prevent family break-up; and</subsection><subsection ssid="5-null-11" dnum="B-o" numlevel="1" lineno="70" slineno="3-17" level="4"><display>(B)</display>family preservation services;</subsection></subsection><subsection ssid="5-null-12" dnum="iii-o" numlevel="1" lineno="71" slineno="3-18" level="3"><display>(iii)</display>reunification services to families whose children are in substitute care in <ln numlevel="1" lineno="72" slineno="3-19"/>accordance with this chapter, Chapter 2a, Removal and Protective Custody of a <ln numlevel="1" lineno="73" slineno="3-20"/>Child, and Chapter 3, Abuse, Neglect, and Dependency Proceedings;</subsection><subsection ssid="5-null-13" dnum="iv-o" numlevel="1" lineno="74" slineno="3-21" level="3"><display>(iv)</display>protective supervision of a family, upon court order, in an effort to eliminate <ln numlevel="1" lineno="75" slineno="3-22"/>abuse or neglect of a child in that family;</subsection><subsection ssid="5-null-14" dnum="v-o" numlevel="1" lineno="76" slineno="3-23" level="3"><display>(v)</display>shelter care in accordance with this chapter, Chapter 2a, Removal and Protective <ln numlevel="1" lineno="77" slineno="3-24"/>Custody of a Child, and Chapter 3, Abuse, Neglect, and Dependency Proceedings;</subsection><subsection ssid="5-null-15" dnum="vi-o" numlevel="1" lineno="78" slineno="3-25" level="3"><display>(vi)</display>domestic violence services, in accordance with the requirements of federal law;</subsection><subsection ssid="5-null-16" dnum="vii-o" numlevel="1" lineno="79" slineno="3-26" level="3"><display>(vii)</display>protective services to victims of domestic violence and the victims' children, in <ln numlevel="1" lineno="80" slineno="3-27"/>accordance with this chapter, Chapter 2a, Removal and Protective Custody of a <ln numlevel="1" lineno="81" slineno="3-28"/>Child, and Chapter 3, Abuse, Neglect, and Dependency Proceedings;</subsection><subsection ssid="5-null-17" dnum="viii-o" numlevel="1" lineno="82" slineno="3-29" level="3"><display>(viii)</display>substitute care for dependent, abused, and neglected children;</subsection><subsection ssid="5-null-18" dnum="ix-o" numlevel="1" lineno="83" slineno="3-30" level="3"><display>(ix)</display>services for minors who are victims of human trafficking or human smuggling, <ln numlevel="1" lineno="84" slineno="3-31"/>as described in Sections <xref depth="3" refnumber="76-5-308">76-5-308</xref> through <xref depth="3" refnumber="76-5-310.1">76-5-310.1</xref>, or who have engaged in <ln numlevel="1" lineno="85" slineno="3-32"/>prostitution or sexual solicitation, as defined in Sections <xref depth="3" refnumber="76-5d-202">76-5d-202</xref> and <xref depth="3" refnumber="76-5d-209">76-5d-209</xref>; <ln numlevel="1" lineno="86" slineno="3-33"/>and</subsection><subsection ssid="5-null-19" dnum="x-o" numlevel="1" lineno="87" slineno="3-34" level="3"><display>(x)</display>training for staff and providers involved in the administration and delivery of <ln numlevel="1" lineno="88" slineno="3-35"/>services offered by the division in accordance with this chapter and Chapter 2a, <ln numlevel="1" lineno="89" slineno="3-36"/>Removal and Protective Custody of a Child;</subsection></subsection><subsection ssid="5-null-20" dnum="c-o" numlevel="1" lineno="90" slineno="3-37" level="2"><display>(c)</display>establish standards for all:<subsection ssid="5-null-21" dnum="i-o" numlevel="1" lineno="91" slineno="3-38" level="3"><display>(i)</display>contract providers of out-of-home care for minors and families;</subsection><subsection ssid="5-null-22" dnum="ii-o" numlevel="1" lineno="92" slineno="3-39" level="3"><display>(ii)</display>facilities that provide substitute care for dependent, abused, or neglected children <ln numlevel="1" lineno="93" slineno="3-40"/>placed in the custody of the division; and</subsection><subsection ssid="5-null-23" dnum="iii-o" numlevel="1" lineno="94" slineno="3-41" level="3"><display>(iii)</display>direct or contract providers of domestic violence services described in <ln numlevel="1" lineno="95" slineno="3-42"/>Subsection <xref depth="4" refnumber="80-2-301(2)(b)(vi)">(2)(b)(vi)</xref>;</subsection></subsection><subsection ssid="5-null-24" dnum="d-o" numlevel="1" lineno="96" slineno="3-43" level="2"><display>(d)</display>have authority to:<subsection ssid="5-null-25" dnum="i-o" numlevel="1" lineno="97" slineno="3-44" level="3"><display>(i)</display>contract with a private, nonprofit organization to recruit and train foster care <ln numlevel="1" lineno="98" slineno="3-45"/>families and child welfare volunteers in accordance with Section <xref depth="3" refnumber="80-2-405">80-2-405</xref>; </subsection><subsection ssid="5-null-26" dnum="ii-o" numlevel="1" lineno="99" slineno="3-46" level="3"><display>(ii)</display>approve facilities that meet the standards established under Subsection <xref depth="4" refnumber="80-2-301(2)(c)">(2)(c)</xref> to <ln numlevel="1" lineno="100" slineno="3-47"/>provide substitute care for dependent, abused, or neglected children placed in the <ln numlevel="1" lineno="101" slineno="3-48"/>custody of the division; and</subsection><subsection ssid="5-null-27" dnum="iii-o" numlevel="1" lineno="102" slineno="3-49" level="3"><display>(iii)</display>approve an individual to provide short-term relief care to a foster parent if the <ln numlevel="1" lineno="103" slineno="3-50"/>individual:<subsection ssid="5-null-28" dnum="A-o" numlevel="1" lineno="104" slineno="3-51" level="4"><display>(A)</display>provides the relief care for less than six consecutive nights;</subsection><subsection ssid="5-null-29" dnum="B-o" numlevel="1" lineno="105" slineno="3-52" level="4"><display>(B)</display>provides the relief care in the short-term relief care provider's home;</subsection><subsection ssid="5-null-30" dnum="C-o" numlevel="1" lineno="106" slineno="3-53" level="4"><display>(C)</display>is direct access qualified, as that term is defined in Section <xref depth="3" refnumber="26B-2-120">26B-2-120</xref>; and</subsection><subsection ssid="5-null-31" dnum="D-o" numlevel="1" lineno="107" slineno="3-54" level="4"><display>(D)</display>is an immediate family member or relative, as those terms are defined in <ln numlevel="1" lineno="108" slineno="3-55"/>Section <xref depth="3" refnumber="80-3-102">80-3-102</xref>, of the foster parent;</subsection></subsection></subsection><subsection ssid="5-null-32" dnum="e-o" numlevel="1" lineno="109" slineno="3-56" level="2"><display>(e)</display>cooperate with the federal government in the administration of child welfare and <ln numlevel="1" lineno="110" slineno="3-57"/>domestic violence programs and other human service activities assigned by the <ln numlevel="1" lineno="111" slineno="3-58"/>department;</subsection><subsection ssid="5-null-33" dnum="f-o" numlevel="1" lineno="112" slineno="3-59" level="2"><display>(f)</display>in accordance with Subsection <xref depth="4" refnumber="80-2-301(5)(a)">(5)(a)</xref>, promote and enforce state and federal laws <ln numlevel="1" lineno="113" slineno="3-60"/>enacted for the protection of abused, neglected, or dependent children, in accordance <ln numlevel="1" lineno="114" slineno="3-61"/>with this chapter and Chapter 2a, Removal and Protective Custody of a Child, unless <ln numlevel="1" lineno="115" slineno="3-62"/>administration is expressly vested in another division or department of the state;</subsection><subsection ssid="5-null-34" dnum="g-o" numlevel="1" lineno="116" slineno="3-63" level="2"><display>(g)</display>cooperate with the Workforce Development Division within the Department of <ln numlevel="1" lineno="117" slineno="3-64"/>Workforce Services in meeting the social and economic needs of an individual who is <ln numlevel="1" lineno="118" slineno="3-65"/>eligible for public assistance;</subsection><subsection ssid="5-null-35" dnum="h-o" numlevel="1" lineno="119" slineno="3-66" level="2"><display>(h)</display>compile relevant information, statistics, and reports on child and family service <ln numlevel="1" lineno="120" slineno="3-67"/>matters in the state;</subsection><subsection ssid="5-null-36" dnum="i-o" numlevel="1" lineno="121" slineno="3-68" level="2"><display>(i)</display>prepare and submit to the department, the governor, and the Legislature reports of the <ln numlevel="1" lineno="122" slineno="3-69"/>operation and administration of the division in accordance with the requirements of <ln numlevel="1" lineno="123" slineno="3-70"/>Sections <xref depth="3" refnumber="80-2-1102">80-2-1102</xref> and <xref depth="3" refnumber="80-2-1103">80-2-1103</xref>;</subsection><subsection ssid="5-null-37" dnum="j-o" numlevel="1" lineno="124" slineno="3-71" level="2"><display>(j)</display>within appropriations from the Legislature, provide or contract for a variety of <ln numlevel="1" lineno="125" slineno="3-72"/>domestic violence services and treatment methods;</subsection><subsection ssid="5-null-38" dnum="k-o" numlevel="1" lineno="126" slineno="3-73" level="2"><display>(k)</display>enter into contracts for programs designed to reduce the occurrence or recurrence of <ln numlevel="1" lineno="127" slineno="3-74"/>abuse and neglect in accordance with Section <xref depth="3" refnumber="80-2-503">80-2-503</xref>;</subsection><subsection ssid="5-null-39" dnum="l-o" numlevel="1" lineno="128" slineno="3-75" level="2"><display>(l)</display>seek reimbursement of funds the division expends on behalf of a child in the <ln numlevel="1" lineno="129" slineno="3-76"/>protective custody, temporary custody, or custody of the division, from the child's <ln numlevel="1" lineno="130" slineno="3-77"/>parent or guardian in accordance with an order for child support under Section <xref depth="3" refnumber="78A-6-356"><ln numlevel="1" lineno="131" slineno="3-78"/>78A-6-356</xref>;</subsection><subsection ssid="5-null-40" dnum="m-o" numlevel="1" lineno="132" slineno="3-79" level="2"><display>(m)</display>ensure regular, periodic publication, including electronic publication, regarding the <ln numlevel="1" lineno="133" slineno="3-80"/>number of children in the custody of the division who:<subsection ssid="5-null-41" dnum="i-o" numlevel="1" lineno="134" slineno="3-81" level="3"><display>(i)</display>have a permanency goal of adoption; or</subsection><subsection ssid="5-null-42" dnum="ii-o" numlevel="1" lineno="135" slineno="3-82" level="3"><display>(ii)</display>have a final plan of termination of parental rights, under Section <xref depth="3" refnumber="80-3-409">80-3-409</xref>, and <ln numlevel="1" lineno="136" slineno="3-83"/>promote adoption of the children;</subsection></subsection><subsection ssid="5-null-43" dnum="n-o" numlevel="1" lineno="137" slineno="3-84" level="2"><display>(n)</display>subject to Subsections <xref depth="4" refnumber="80-2-301(5)">(5)</xref> and <xref depth="4" refnumber="80-2-301(7)">(7)</xref>, refer an individual receiving services from the <ln numlevel="1" lineno="138" slineno="3-85"/>division to the local substance abuse authority or other private or public resource for <ln numlevel="1" lineno="139" slineno="3-86"/>a court-ordered drug screening test;</subsection><subsection ssid="5-null-44" dnum="o-o" numlevel="1" lineno="140" slineno="3-87" level="2"><display>(o)</display>report before November 30, 2020, and every third year thereafter, to the Social <ln numlevel="1" lineno="141" slineno="3-88"/>Services Appropriations Subcommittee regarding:<subsection ssid="5-null-45" dnum="i-o" numlevel="1" lineno="142" slineno="3-89" level="3"><display>(i)</display>the daily reimbursement rate that is provided to licensed foster parents based on <ln numlevel="1" lineno="143" slineno="3-90"/>level of care;</subsection><subsection ssid="5-null-46" dnum="ii-o" numlevel="1" lineno="144" slineno="3-91" level="3"><display>(ii)</display>the amount of money spent on daily reimbursements for licensed foster parents <ln numlevel="1" lineno="145" slineno="3-92"/>during the previous fiscal year; and</subsection><subsection ssid="5-null-47" dnum="iii-o" numlevel="1" lineno="146" slineno="3-93" level="3"><display>(iii)</display>any recommended changes to the division's budget to support the daily <ln numlevel="1" lineno="147" slineno="3-94"/>reimbursement rates described in Subsection <xref depth="4" refnumber="80-2-301(2)(o)(i)">(2)(o)(i)</xref>; </subsection></subsection><subsection ssid="5-null-48" dnum="p-o" numlevel="1" lineno="148" slineno="3-95" level="2"><display>(p)</display>when a division child welfare caseworker identifies a safety concern with the foster <ln numlevel="1" lineno="149" slineno="3-96"/>home, cooperate with the Office of Licensing and make a recommendation to the <ln numlevel="1" lineno="150" slineno="3-97"/>Office of Licensing concerning whether the foster home's license should be placed on <ln numlevel="1" lineno="151" slineno="3-98"/>conditions, suspended, or revoked; and</subsection><subsection ssid="5-null-49" dnum="q-o" numlevel="1" lineno="152" slineno="3-99" level="2"><display>(q)</display>perform other duties and functions required by law.</subsection></subsection><subsection ssid="5-null-50" dnum="3-o" numlevel="1" lineno="153" slineno="3-100" level="1" space="false"><display>(3)</display><subsection ssid="5-null-51" dnum="a-o" level="2" placement="sameline"><display>(a)</display>The division may provide, directly or through contract, services that include the <ln numlevel="1" lineno="154" slineno="3-101"/>following:<subsection ssid="5-null-52" dnum="i-o" numlevel="1" lineno="155" slineno="3-102" level="3" tab="1"><display>(i)</display>adoptions;</subsection><subsection ssid="5-null-53" dnum="ii-o" numlevel="1" lineno="156" slineno="3-103" level="3" tab="1"><display>(ii)</display>day-care services;</subsection><subsection ssid="5-null-54" dnum="iii-o" numlevel="1" lineno="157" slineno="3-104" level="3" tab="1"><display>(iii)</display>out-of-home placements for minors;</subsection><subsection ssid="5-null-55" dnum="iv-o" numlevel="1" lineno="158" slineno="3-105" level="3" tab="1"><display>(iv)</display>health-related services;</subsection><subsection ssid="5-null-56" dnum="v-o" numlevel="1" lineno="159" slineno="3-106" level="3" tab="1"><display>(v)</display>homemaking services;</subsection><subsection ssid="5-null-57" dnum="vi-o" numlevel="1" lineno="160" slineno="3-107" level="3" tab="1"><display>(vi)</display>home management services;</subsection><subsection ssid="5-null-58" dnum="vii-o" numlevel="1" lineno="161" slineno="3-108" level="3" tab="1"><display>(vii)</display>protective services for minors;</subsection><subsection ssid="5-null-59" dnum="viii-o" numlevel="1" lineno="162" slineno="3-109" level="3" tab="1"><display>(viii)</display>transportation services; or</subsection><subsection ssid="5-null-60" dnum="ix-o" numlevel="1" lineno="163" slineno="3-110" level="3" tab="1"><display>(ix)</display>domestic violence services.</subsection></subsection><subsection ssid="5-null-61" dnum="b-o" numlevel="1" lineno="164" slineno="3-111" level="2"><display>(b)</display>The division shall monitor services provided directly by the division or through <ln numlevel="1" lineno="165" slineno="3-112"/>contract to ensure compliance with applicable law and rules made in accordance with <ln numlevel="1" lineno="166" slineno="3-113"/>Title 63G, Chapter 3, Utah Administrative Rulemaking Act.</subsection><subsection ssid="5-null-62" dnum="c-o" numlevel="1" lineno="167" slineno="3-114" level="2" space="false"><display>(c)</display><subsection ssid="5-null-63" dnum="i-o" level="3" placement="sameline"><display>(i)</display>Except as provided in Subsection <xref depth="4" refnumber="80-2-301(3)(c)(ii)">(3)(c)(ii)</xref>, if the division provides a service <ln numlevel="1" lineno="168" slineno="3-115"/>through a private contract, the division shall post the name of the service provider <ln numlevel="1" lineno="169" slineno="3-116"/>on the division's website.</subsection><subsection ssid="5-null-64" dnum="ii-o" numlevel="1" lineno="170" slineno="3-117" level="3"><display>(ii)</display>Subsection <xref depth="4" refnumber="80-2-301(3)(c)(i)">(3)(c)(i)</xref> does not apply to a foster parent placement.</subsection></subsection></subsection><subsection ssid="5-null-65" dnum="4-o" numlevel="1" lineno="171" slineno="3-118" level="1" space="false"><display>(4)</display><subsection ssid="5-null-66" dnum="a-o" level="2" placement="sameline"><display>(a)</display>The division may:<subsection ssid="5-null-67" dnum="i-o" numlevel="1" lineno="172" slineno="3-119" level="3" tab="1"><display>(i)</display>receive gifts, grants, devises, and donations;</subsection><subsection ssid="5-null-68" dnum="ii-o" numlevel="1" lineno="173" slineno="3-120" level="3" tab="1"><display>(ii)</display>encourage merchants and service providers to:<subsection ssid="5-null-69" dnum="A-o" numlevel="1" lineno="174" slineno="3-121" level="4"><display>(A)</display>donate goods or services; or</subsection><subsection ssid="5-null-70" dnum="B-o" numlevel="1" lineno="175" slineno="3-122" level="4"><display>(B)</display>provide goods or services at a nominal price or below cost;</subsection></subsection><subsection ssid="5-null-71" dnum="iii-o" numlevel="1" lineno="176" slineno="3-123" level="3" tab="1"><display>(iii)</display>distribute goods to applicants or consumers of division services free or for a <ln numlevel="1" lineno="177" slineno="3-124"/>nominal charge and tax free; and</subsection><subsection ssid="5-null-72" dnum="iv-o" numlevel="1" lineno="178" slineno="3-125" level="3" tab="1"><display>(iv)</display>appeal to the public for funds to meet needs of applicants or consumers of <ln numlevel="1" lineno="179" slineno="3-126"/>division services that are not otherwise provided by law, including Sub-for-Santa <ln numlevel="1" lineno="180" slineno="3-127"/>programs, recreational programs for minors, and requests for household <ln numlevel="1" lineno="181" slineno="3-128"/>appliances and home repairs.</subsection></subsection><subsection ssid="5-null-73" dnum="b-o" numlevel="1" lineno="182" slineno="3-129" level="2"><display>(b)</display>If requested by the donor and subject to state and federal law, the division shall use a <ln numlevel="1" lineno="183" slineno="3-130"/>gift, grant, devise, donation, or proceeds from the gift, grant, devise, or donation for <ln numlevel="1" lineno="184" slineno="3-131"/>the purpose requested by the donor.</subsection></subsection><subsection ssid="5-null-74" dnum="5-o" numlevel="1" lineno="185" slineno="3-132" level="1" space="false"><display>(5)</display><subsection ssid="5-null-75" dnum="a-o" level="2" placement="sameline"><display>(a)</display>In carrying out the requirements of Subsection <xref depth="4" refnumber="80-2-301(2)(f)">(2)(f)</xref>, the division shall:<subsection ssid="5-null-76" dnum="i-o" numlevel="1" lineno="186" slineno="3-133" level="3" tab="1"><display>(i)</display>cooperate with the juvenile courts, the Division of Juvenile Justice and Youth <ln numlevel="1" lineno="187" slineno="3-134"/>Services, and with all public and private licensed child welfare agencies and <ln numlevel="1" lineno="188" slineno="3-135"/>institutions to develop and administer a broad range of services and support;</subsection><subsection ssid="5-null-77" dnum="ii-o" numlevel="1" lineno="189" slineno="3-136" level="3" tab="1"><display>(ii)</display>take the initiative in all matters involving the protection of abused or neglected <ln numlevel="1" lineno="190" slineno="3-137"/>children, if adequate provisions have not been made or are not likely to be made; <ln numlevel="1" lineno="191" slineno="3-138"/>and</subsection><subsection ssid="5-null-78" dnum="iii-o" numlevel="1" lineno="192" slineno="3-139" level="3" tab="1"><display>(iii)</display>make expenditures necessary for the care and protection of the children described <ln numlevel="1" lineno="193" slineno="3-140"/>in Subsection <xref depth="4" refnumber="80-2-301(5)(a)(ii)">(5)(a)(ii)</xref>, within the division's budget.</subsection></subsection><subsection ssid="5-null-79" dnum="b-o" numlevel="1" lineno="194" slineno="3-141" level="2"><display>(b)</display>If an individual is referred to a local substance abuse authority or other private or <ln numlevel="1" lineno="195" slineno="3-142"/>public resource for court-ordered drug screening under Subsection <xref depth="4" refnumber="80-2-301(2)(n)">(2)(n)</xref>, the court <ln numlevel="1" lineno="196" slineno="3-143"/>shall order the individual to pay all costs of the tests unless:<subsection ssid="5-null-80" dnum="i-o" numlevel="1" lineno="197" slineno="3-144" level="3"><display>(i)</display>the cost of the drug screening is specifically funded or provided for by other <ln numlevel="1" lineno="198" slineno="3-145"/>federal or state programs;</subsection><subsection ssid="5-null-81" dnum="ii-o" numlevel="1" lineno="199" slineno="3-146" level="3"><display>(ii)</display>the individual is a participant in a drug court; or</subsection><subsection ssid="5-null-82" dnum="iii-o" numlevel="1" lineno="200" slineno="3-147" level="3"><display>(iii)</display>the court finds that the individual is an indigent individual.</subsection></subsection></subsection><subsection ssid="5-null-83" dnum="6-o" numlevel="1" lineno="201" slineno="3-148" level="1"><display>(6)</display>Except to the extent provided by rules made in accordance with Title 63G, Chapter 3, <ln numlevel="1" lineno="202" slineno="3-149"/>Utah Administrative Rulemaking Act, the division is not required to investigate <ln numlevel="1" lineno="203" slineno="3-150"/>domestic violence in the presence of a child, as described in Section <xref depth="3" refnumber="76-5-114">76-5-114</xref>.</subsection><subsection ssid="5-null-84" dnum="7-o" numlevel="1" lineno="204" slineno="3-151" level="1" space="false"><display>(7)</display><subsection ssid="5-null-85" dnum="a-o" level="2" placement="sameline"><display>(a)</display>Except as provided in Subsection <xref depth="4" refnumber="80-2-301(7)(b)">(7)(b)</xref>, the division may not:<subsection ssid="5-null-86" dnum="i-o" numlevel="1" lineno="205" slineno="3-152" level="3" tab="1"><display>(i)</display>require a parent who has a child in the custody of the division to pay for some or <ln numlevel="1" lineno="206" slineno="3-153"/>all of the cost of any drug testing the parent is required to undergo; or</subsection><subsection ssid="5-null-87" dnum="ii-o" numlevel="1" lineno="207" slineno="3-154" level="3" tab="1"><display>(ii)</display>refer an individual who is receiving services from the division for drug testing by <ln numlevel="1" lineno="208" slineno="3-155"/>means of a hair, fingernail, or saliva test that is administered to detect the presence <ln numlevel="1" lineno="209" slineno="3-156"/>of drugs.</subsection></subsection><subsection ssid="5-null-88" dnum="b-o" numlevel="1" lineno="210" slineno="3-157" level="2"><display>(b)</display>Notwithstanding Subsection <xref depth="4" refnumber="80-2-301(7)(a)(ii)">(7)(a)(ii)</xref>, the division may refer an individual who is <ln numlevel="1" lineno="211" slineno="3-158"/>receiving services from the division for drug testing by means of a saliva test if:<subsection ssid="5-null-89" dnum="i-o" numlevel="1" lineno="212" slineno="3-159" level="3"><display>(i)</display>the individual consents to drug testing by means of a saliva test; or</subsection><subsection ssid="5-null-90" dnum="ii-o" numlevel="1" lineno="213" slineno="3-160" level="3"><display>(ii)</display>the court, based on a finding that a saliva test is necessary in the circumstances, <ln numlevel="1" lineno="214" slineno="3-161"/>orders the individual to complete drug testing by means of a saliva test.</subsection></subsection></subsection><subsection ssid="5-92" dnum="_-o:8-i" numlevel="1" lineno="215" slineno="3-162" ea="amend" anum="0" owner="jchristopherson" style="1" level="1" space="false"><display><amend anum="0" ea="amend" pairid="1103" style="1" owner="i" level="1" amendtag="start">(8)</amend></display><subsection ssid="5-94" dnum="_-o:a-i" ea="amend" anum="0" owner="jchristopherson" style="1" level="2" placement="sameline"><display><amend anum="0" ea="amend" pairid="1104" style="1" owner="i" level="1">(a)</amend></display><amend anum="0" ea="amend" pairid="3" groupid="3" style="1" owner="jchristopherson" level="1" amendtag="end">The division may establish a collaboration agreement between the division's local <ln numlevel="1" lineno="216" slineno="3-163"/>office and a local county or municipal animal control authority.</amend></subsection><subsection ssid="5-95" dnum="_-o:b-i" numlevel="1" lineno="217" slineno="3-164" ea="amend" anum="0" owner="jchristopherson" style="1" level="2"><display><amend anum="0" ea="amend" pairid="1105" style="1" owner="i" level="1" amendtag="start">(b)</amend></display><amend anum="0" ea="amend" pairid="19" groupid="14" style="1" owner="jchristopherson" level="1" amendtag="end">A collaboration agreement described in Subsection <xref depth="4" refnumber="80-2-301(8)(a)">(8)(a)</xref> shall:</amend><subsection ssid="5-98" dnum="_-o:i-i" numlevel="1" lineno="218" slineno="3-165" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1106" style="1" owner="i" level="1" amendtag="start">(i)</amend></display><amend anum="0" ea="amend" pairid="34" groupid="26" style="1" owner="jchristopherson" level="1" amendtag="end">allow the division to notify the local animal control authority if the division:</amend><subsection ssid="5-103" dnum="_-o:A-i" numlevel="1" lineno="219" slineno="3-166" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1107" style="1" owner="i" level="1" amendtag="start">(A)</amend></display><amend anum="0" ea="amend" pairid="65" groupid="50" style="1" owner="jchristopherson" level="1" amendtag="end">supports a finding of child abuse or neglect; and</amend></subsection><subsection ssid="5-104" dnum="_-o:B-i" numlevel="1" lineno="220" slineno="3-167" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1108" style="1" owner="i" level="1" amendtag="start">(B)</amend></display><amend anum="0" ea="amend" pairid="70" groupid="54" style="1" owner="jchristopherson" level="1" amendtag="end">is aware of an animal in the home;</amend></subsection></subsection><subsection ssid="5-99" dnum="_-o:ii-i" numlevel="1" lineno="221" slineno="3-168" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1109" style="1" owner="i" level="1" amendtag="start">(ii)</amend></display><amend anum="0" ea="amend" pairid="39" groupid="30" style="1" owner="jchristopherson" level="1" amendtag="end">allow a local animal control authority to notify the division's local office if the <ln numlevel="1" lineno="222" slineno="3-169"/>local animal control authority:</amend><subsection ssid="5-100" dnum="_-o:A-i" numlevel="1" lineno="223" slineno="3-170" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1110" style="1" owner="i" level="1" amendtag="start">(A)</amend></display><amend anum="0" ea="amend" pairid="59" groupid="46" style="1" owner="jchristopherson" level="1" amendtag="end">receives a report of animal abuse or neglect that includes child safety concerns;</amend></subsection><subsection ssid="5-102" dnum="_-o:B-i" numlevel="1" lineno="224" slineno="3-171" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1111" style="1" owner="i" level="1" amendtag="start">(B)</amend></display><amend anum="0" ea="amend" pairid="58" groupid="45" style="1" owner="jchristopherson" level="1" amendtag="end">observes child safety concerns while investigating animal abuse or neglect; or</amend></subsection><subsection ssid="5-101" dnum="_-o:C-i" numlevel="1" lineno="225" slineno="3-172" ea="amend" anum="0" owner="jchristopherson" style="1" level="4"><display><amend anum="0" ea="amend" pairid="1112" style="1" owner="i" level="1" amendtag="start">(C)</amend></display><amend anum="0" ea="amend" pairid="51" groupid="40" style="1" owner="jchristopherson" level="1" amendtag="end">takes serious enforcement action in a home with children; and</amend></subsection></subsection><subsection ssid="5-105" dnum="_-o:iii-i" numlevel="1" lineno="226" slineno="3-173" ea="amend" anum="0" owner="jchristopherson" style="1" level="3"><display><amend anum="0" ea="amend" pairid="1113" style="1" owner="i" level="1" amendtag="start">(iii)</amend></display><amend anum="0" ea="amend" pairid="75" groupid="58" style="1" owner="jchristopherson" level="1" amendtag="end">limit the exchange of personal or confidential information to that which is <ln numlevel="1" lineno="227" slineno="3-174"/>necessary for the partner agency to investigate.</amend></subsection></subsection></subsection></section></bsec><bsec buid="3" num="80-2-701" type="amend" src="code" uid="C80-2-S701_2026050620260506" sort="80 02 07010020260506" numlevel="1" lineno="228" slineno="4-1" sn="4"><section number="80-2-701" numlevel="1" lineno="229" slineno="4-2" type="amend"><secline lineno="228">Section 4. Section <bold>80-2-701</bold> is amended to read:</secline><catline lineno="229"><bold>80-2-701<parens/>. Division preremoval investigation -- Supported or unsupported <ln numlevel="1" lineno="230" slineno="4-3"/>reports -- Convening of child protection team -- Coordination with law enforcement -- <ln numlevel="1" lineno="231" slineno="4-4"/>Consultation with child protection team before close of investigation.</bold></catline><subsection ssid="3-null-1" dnum="1-o" numlevel="1" lineno="232" slineno="4-5" level="1" placement="noreturn" space="false"><display>(1)</display><subsection ssid="3-null-2" dnum="a-o" level="2" placement="sameline"><display>(a)</display>The division shall conduct a thorough preremoval investigation upon receiving a <ln numlevel="1" lineno="233" slineno="4-6"/>report under Section <xref depth="3" refnumber="80-2-602" start="0">80-2-602</xref> or <xref depth="3" refnumber="80-2-603" start="0">80-2-603</xref> if there is reasonable cause to suspect that <ln numlevel="1" lineno="234" slineno="4-7"/>a situation of abuse, neglect, or the circumstances described in Subsection <xref depth="4" refnumber="80-2-603(2)" start="0"><ln numlevel="1" lineno="235" slineno="4-8"/>80-2-603(2)</xref> exist.</subsection><subsection ssid="3-null-3" dnum="b-o" numlevel="1" lineno="236" slineno="4-9" level="2"><display>(b)</display>The primary purpose of the preremoval investigation described in Subsection <xref depth="4" refnumber="80-2-701(1)(a)" start="0">(1)(a)</xref> <ln numlevel="1" lineno="237" slineno="4-10"/>shall be protection of the child.</subsection></subsection><subsection ssid="3-null-4" dnum="2-o" numlevel="1" lineno="238" slineno="4-11" level="1"><display>(2)</display>The preremoval investigation described in Subsection <xref depth="4" refnumber="80-2-701(1)(a)" start="0">(1)(a)</xref> shall meet the reasonable <ln numlevel="1" lineno="239" slineno="4-12"/>professional standards described in Section <xref depth="3" refnumber="80-2-702" start="0">80-2-702</xref>.</subsection><subsection ssid="3-null-5" dnum="3-o" numlevel="1" lineno="240" slineno="4-13" level="1"><display>(3)</display>The division shall make a written report of the division's preremoval investigation under <ln numlevel="1" lineno="241" slineno="4-14"/>Subsection <xref depth="4" refnumber="80-2-701(1)(a)" start="0">(1)(a)</xref> that includes a determination regarding whether the alleged abuse or <ln numlevel="1" lineno="242" slineno="4-15"/>neglect in the report described in Subsection <xref depth="4" refnumber="80-2-701(1)(a)" start="0">(1)(a)</xref> is supported, unsupported, or without <ln numlevel="1" lineno="243" slineno="4-16"/>merit.</subsection><subsection ssid="3-null-6" dnum="4-o" numlevel="1" lineno="244" slineno="4-17" level="1"><display>(4)</display>The division:<subsection ssid="3-null-7" dnum="a-o" numlevel="1" lineno="245" slineno="4-18" level="2"><display>(a)</display>shall use an interdisciplinary approach if appropriate in dealing with a report made <ln numlevel="1" lineno="246" slineno="4-19"/>under Section <xref depth="3" refnumber="80-2-602" start="0">80-2-602</xref>, <xref depth="3" refnumber="80-2-603" start="0">80-2-603</xref>, or <xref depth="3" refnumber="80-2-604" start="0">80-2-604</xref>;</subsection><subsection ssid="3-null-8" dnum="b-o" numlevel="1" lineno="247" slineno="4-20" level="2"><display>(b)</display>in accordance with Section <xref depth="3" refnumber="80-2-706" start="0">80-2-706</xref>, shall convene a child protection team to assist <ln numlevel="1" lineno="248" slineno="4-21"/>the division in the division's protective, diagnostic, assessment, treatment, and <ln numlevel="1" lineno="249" slineno="4-22"/>coordination services; and</subsection><subsection ssid="3-null-9" dnum="c-o" numlevel="1" lineno="250" slineno="4-23" level="2"><display>(c)</display>may include a member of the child protection team in the division's protective, <ln numlevel="1" lineno="251" slineno="4-24"/>diagnostic, assessment, treatment, or coordination services.</subsection></subsection><subsection ssid="3-null-10" dnum="5-o" numlevel="1" lineno="252" slineno="4-25" level="1"><display>(5)</display>If a report of neglect is based on or includes an allegation of educational neglect, the <ln numlevel="1" lineno="253" slineno="4-26"/>division shall immediately consult with school authorities to verify the child's status in <ln numlevel="1" lineno="254" slineno="4-27"/>accordance with Sections <xref depth="3" refnumber="53G-6-201" start="0">53G-6-201</xref> through <xref depth="3" refnumber="53G-6-206" start="0">53G-6-206</xref>.</subsection><subsection ssid="3-null-11" dnum="6-o" numlevel="1" lineno="255" slineno="4-28" level="1"><display>(6)</display>Upon completion of the initial preremoval investigation under this section, the division <ln numlevel="1" lineno="256" slineno="4-29"/>shall give notice of the completion to the person who made the initial report described in <ln numlevel="1" lineno="257" slineno="4-30"/>Subsection <xref depth="4" refnumber="80-2-701(1)(a)" start="0">(1)(a)</xref>.</subsection><subsection ssid="3-null-12" dnum="7-o" numlevel="1" lineno="258" slineno="4-31" level="1"><display>(7)</display>A division child welfare caseworker:<subsection ssid="3-null-13" dnum="a-o" numlevel="1" lineno="259" slineno="4-32" level="2"><display>(a)</display>has authority to:<subsection ssid="3-null-14" dnum="i-o" numlevel="1" lineno="260" slineno="4-33" level="3"><display>(i)</display>enter upon public or private premises, using appropriate legal processes; and</subsection><subsection ssid="3-null-15" dnum="ii-o" numlevel="1" lineno="261" slineno="4-34" level="3"><display>(ii)</display><amendoutstart style="2"/><amend anum="0" ea="erase" pairid="7" groupid="6" style="2" owner="jchristopherson" level="1" deltag="both">to </amend><amendoutend style="2"/>investigate a report of alleged child abuse or neglect, upon notice to a parent <ln numlevel="1" lineno="262" slineno="4-35"/>of the parent's rights under the Child Abuse Prevention and Treatment Act, 42 <ln numlevel="1" lineno="263" slineno="4-36"/>U.S.C. Sec. 5106, or any successor thereof; and</subsection></subsection><subsection ssid="3-null-16" dnum="b-o" numlevel="1" lineno="264" slineno="4-37" level="2"><display>(b)</display>may take a child into protective custody in accordance with <xref depth="1" refnumber="80-2a" start="1">Chapter 2a, Removal <ln numlevel="1" lineno="265" slineno="4-38"/>and Protective Custody of a Child</xref>.</subsection></subsection><subsection ssid="3-null-17" dnum="8-o" numlevel="1" lineno="266" slineno="4-39" level="1"><display>(8)</display>In a case, if law enforcement has investigated or is conducting an investigation of <ln numlevel="1" lineno="267" slineno="4-40"/>alleged abuse or neglect of a child, the division:<subsection ssid="3-null-18" dnum="a-o" numlevel="1" lineno="268" slineno="4-41" level="2"><display>(a)</display>shall coordinate with law enforcement to ensure that there is an adequate safety plan <ln numlevel="1" lineno="269" slineno="4-42"/>to protect the child from further abuse or neglect; and</subsection><subsection ssid="3-null-19" dnum="b-o" numlevel="1" lineno="270" slineno="4-43" level="2"><display>(b)</display>is not required to duplicate an aspect of the investigation that, in the division's <ln numlevel="1" lineno="271" slineno="4-44"/>determination, has been satisfactorily completed by law enforcement.</subsection></subsection><subsection ssid="3-null-20" dnum="9-o" numlevel="1" lineno="272" slineno="4-45" level="1"><display>(9)</display>In a mutual case in which a child protection team is involved in the investigation of <ln numlevel="1" lineno="273" slineno="4-46"/>alleged abuse or neglect of a child, the division shall consult with the child protection <ln numlevel="1" lineno="274" slineno="4-47"/>team before closing the case.</subsection><subsection ssid="3-21" dnum="_-o:10-i" numlevel="1" lineno="275" slineno="4-48" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1134" style="1" owner="i" level="1" amendtag="start">(10)</amend></display><amend anum="0" ea="amend" pairid="6" groupid="5" style="1" owner="jchristopherson" level="1" amendtag="end">A division child welfare caseworker that is investigating alleged abuse or neglect of a <ln numlevel="1" lineno="276" slineno="4-49"/>child may report a concern of animal abuse or neglect to a local animal control authority <ln numlevel="1" lineno="277" slineno="4-50"/>or law enforcement agency.</amend></subsection></section></bsec><bsec buid="8" type="uncod" untype="effdate" src="uncod" uid="EF0000" sort="UZEFF" langlock="true" numlevel="1" lineno="278" slineno="5-1" sn="5"><section type="uncod" untype="effdate" display="false" src="uncod"><secline lineno="278">Section 5.  <bold>Effective Date.</bold></secline><sectionText lineno="279"><amend anum="0" ea="amend" pairid="1" groupid="1" style="1" owner="jchristopherson" level="1" amendtag="both">This bill takes effect on <effdate uid="code" date="5/6/2026">May 6, 2026</effdate>.</amend></sectionText></section></bsec></bdy><foot><rev><tm>1-9-26 1:53 PM</tm></rev></foot></leg>
