Wilson</sponsorhead><otherSponsorhead>House Sponsor: Tyler Clancy</otherSponsorhead></tbox><lt numlevel="1" lineno="2" slineno="0-2"><lthead lineno="3">LONG TITLE</lthead><gdhead lineno="4">General Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This resolution urges the federal government to give more flexibility and autonomy to <ln numlevel="1" lineno="6" slineno="0-6"/>states to allow for greater innovation and experimentation to help families who receive <ln numlevel="1" lineno="7" slineno="0-7"/>government benefits more successfully transition off of welfare programs and into work-based <ln numlevel="1" lineno="8" slineno="0-8"/>self-reliance. </gd><hphead lineno="9">Highlighted Provisions:</hphead><hp numlevel="1" lineno="10" slineno="0-10">This resolution:<hl numlevel="1" lineno="11" slineno="0-11" level="1">articulates the strength of Utah's economy and nation-leading upward mobility;</hl><hl numlevel="1" lineno="12" slineno="0-12" level="1">establishes Utah's track record as an innovative leader already showcasing the successes <ln numlevel="1" lineno="13" slineno="0-13"/>and advantages of state-driven approaches to work and welfare;</hl><hl numlevel="1" lineno="14" slineno="0-14" level="1">identifies evidence of families in Utah who still struggle to fully realize the American <ln numlevel="1" lineno="15" slineno="0-15"/>Dream due to perceived or actual disincentives in the social safety net in the form of the <ln numlevel="1" lineno="16" slineno="0-16"/>"benefits cliff" and "benefits plateau"; and</hl><hl numlevel="1" lineno="17" slineno="0-17" level="1">urges the federal government to increase flexibility and autonomy to allow states the <ln numlevel="1" lineno="18" slineno="0-18"/>ability to innovate through experiments and pilots to better transition families off of <ln numlevel="1" lineno="19" slineno="0-19"/>federally funded safety net programs and into work-based self-reliance.</hl></hp><moni numlevel="1" lineno="20" lineno="23">None</ocNone></lt><enacthead lineno="24"/><enact numlevel="1" lineno="25" slineno="0-25">Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="26" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, according to the Archbridge Institute, Utah ranks first among all states as <ln numlevel="1" lineno="27" slineno="1-2"/>having the best upward social mobility in the nation;<eol numlevel="1" lineno="28" slineno="1-3" display="tab"/>WHEREAS, WalletHub consistently ranks Utah's economy as among the best in the nation;<eol numlevel="1" lineno="29" slineno="1-4" display="tab"/>WHEREAS, Utah's economic strength and social capital foster an environment of <ln numlevel="1" lineno="30" slineno="1-5"/>opportunity that benefits families striving to escape poverty;<eol numlevel="1" lineno="31" slineno="1-6" display="tab"/>WHEREAS, Utah's uniquely successful approach of integrated workforce and welfare <ln numlevel="1" lineno="32" slineno="1-7"/>programs has proven effective and prompted other states to petition Congress for the flexibility <ln numlevel="1" lineno="33" slineno="1-8"/>to replicate Utah's model;<eol numlevel="1" lineno="34" slineno="1-9" display="tab"/>WHEREAS, the state of Utah has made concerted and significant efforts to identify and <ln numlevel="1" lineno="35" slineno="1-10"/>address instances of chronic or intergenerational poverty that still occur among Utah's citizens;<eol numlevel="1" lineno="36" slineno="1-11" display="tab"/>WHEREAS, Utah's culture of continuous improvement has positioned Utah as a national <ln numlevel="1" lineno="37" slineno="1-12"/>leader in workforce and welfare policies that strengthen upward mobility for impoverished <ln numlevel="1" lineno="38" slineno="1-13"/>families;<eol numlevel="1" lineno="39" slineno="1-14" display="tab"/>WHEREAS, independent research from Sutherland Institute identifies evidence of families <ln numlevel="1" lineno="40" slineno="1-15"/>receiving public assistance feeling disincentivized from pursuing or accepting opportunities to <ln numlevel="1" lineno="41" slineno="1-16"/>increase their earned income and improve their financial situation;<eol numlevel="1" lineno="42" slineno="1-17" display="tab"/>WHEREAS, this research finds that 77% of respondents to a statewide survey of public <ln numlevel="1" lineno="43" slineno="1-18"/>assistance recipients report concern that earning additional income would result in a loss of <ln numlevel="1" lineno="44" slineno="1-19"/>benefits that would worsen their family's financial situation;<eol numlevel="1" lineno="45" slineno="1-20" display="tab"/>WHEREAS, this research further finds that 62% of respondents report feeling stuck in a <ln numlevel="1" lineno="46" slineno="1-21"/>low-income job due to the belief that increased income would cause loss of benefits that would <ln numlevel="1" lineno="47" slineno="1-22"/>not be worth the additional income;<eol numlevel="1" lineno="48" slineno="1-23" display="tab"/>WHEREAS, this research further finds that 43% of respondents report having intentionally <ln numlevel="1" lineno="49" slineno="1-24"/>limited their earned income due to fear of triggering a "benefits cliff" or "benefits plateau";<eol numlevel="1" lineno="50" slineno="1-25" display="tab"/>WHEREAS, the Federal Reserve Bank of Atlanta defines this phenomenon as a wage <ln numlevel="1" lineno="51" slineno="1-26"/>increase that "may result in a family being financially worse off (a benefits cliff) or no better <ln numlevel="1" lineno="52" slineno="1-27"/>off (a benefits plateau) than before the wage increase";<eol numlevel="1" lineno="53" slineno="1-28" display="tab"/>WHEREAS, for families who strive to improve their economic conditions, benefits cliffs, <ln numlevel="1" lineno="54" slineno="1-29"/>benefits plateaus, and other disincentive effects have the potential to trap families in poverty <ln numlevel="1" lineno="55" slineno="1-30"/>by hindering workforce participation and disincentivizing financial stability;<eol numlevel="1" lineno="56" slineno="1-31" display="tab"/>WHEREAS, some families participating in multiple social safety net programs may face <ln numlevel="1" lineno="57" slineno="1-32"/>confusion about differing eligibility rules and phaseouts, making financial planning more <ln numlevel="1" lineno="58" slineno="1-33"/>challenging;<eol numlevel="1" lineno="59" slineno="1-34" display="tab"/>WHEREAS, the state of Utah is committed to finding innovative solutions to any <ln numlevel="1" lineno="60" slineno="1-35"/>disincentive effects to work, family formation, economic independence, or other opportunities <ln numlevel="1" lineno="61" slineno="1-36"/>that may be present in the social safety net; and<eol numlevel="1" lineno="62" slineno="1-37" display="tab"/>WHEREAS, due to federal restrictions, states have limited authority to experiment with <ln numlevel="1" lineno="63" slineno="1-38"/>federally funded social safety net programs for the purpose of finding innovative reforms that <ln numlevel="1" lineno="64" slineno="1-39"/>can address benefits cliffs, benefits plateaus, perception gaps, or other obstacles to upward <ln numlevel="1" lineno="65" slineno="1-40"/>mobility experienced by families receiving public assistance:<eol numlevel="1" lineno="66" slineno="1-41" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the <ln numlevel="1" lineno="67" slineno="1-42"/>Governor concurring therein, urges the President of the United States and Congress to grant <ln numlevel="1" lineno="68" slineno="1-43"/>additional flexibility and autonomy to states to experiment with innovative pilot programs and <ln numlevel="1" lineno="69" slineno="1-44"/>other reforms to improve social safety net programs by addressing any existing work <ln numlevel="1" lineno="70" slineno="1-45"/>disincentives in a way that protects budget neutrality, ensures fiscal responsibility, and seeks <ln numlevel="1" lineno="71" slineno="1-46"/>better outcomes.<eol numlevel="1" lineno="72" slineno="1-47" display="tab"/>BE IT FURTHER RESOLVED that the Legislature and the Governor urge the President <ln numlevel="1" lineno="73" slineno="1-48"/>and Congress to expedite waiver approvals for states pursuing innovative pilot programs or <ln numlevel="1" lineno="74" slineno="1-49"/>other reforms to the social safety net.<eol numlevel="1" lineno="75" slineno="1-50" display="tab"/>BE IT FURTHER RESOLVED that the Legislature and the Governor urge the President <ln numlevel="1" lineno="76" slineno="1-51"/>and Congress to pursue additional flexibility to the states in the form of block grants for a <ln numlevel="1" lineno="77" slineno="1-52"/>wider array of existing social safety net programs.<eol numlevel="1" lineno="78" slineno="1-53" display="tab"/>BE IT FURTHER RESOLVED that the Legislature and the Governor urge the President <ln numlevel="1" lineno="79" slineno="1-54"/>and Congress to streamline and consolidate reporting requirements from the states to the <ln numlevel="1" lineno="80" slineno="1-55"/>federal government to save taxpayer dollars and yield efficiencies.<eol numlevel="1" lineno="81" slineno="1-56" display="tab"/>BE IT FURTHER RESOLVED that the Legislature and the Governor call upon the <ln numlevel="1" lineno="82" slineno="1-57"/>President and Congress to embrace the principles of federalism to further empower states to be <ln numlevel="1" lineno="83" slineno="1-58"/>the laboratories of democracy and drive innovative reforms and improvements to our nation's <ln numlevel="1" lineno="84" slineno="1-59"/>social safety net.<eol numlevel="1" lineno="85" slineno="1-60" display="tab"/>BE IT FURTHER RESOLVED that the clerk of the Utah House of Representatives shall <ln numlevel="1" lineno="86" slineno="1-61"/>distribute copies of this resolution to Utah's congressional delegation.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>1-20-26 2:37 PM</tm></rev></foot></leg>
