lineno="4">General Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This resolution directs Utah Valley University to conduct a feasibility study for establishing <ln numlevel="1" lineno="6" slineno="0-6"/>a law school.</gd><hphead lineno="7">Highlighted Provisions:</hphead><hp numlevel="1" lineno="8" slineno="0-8">This resolution:<hl numlevel="1" lineno="9" slineno="0-9" level="1">recognizes the need for increased access to legal education in the state;</hl><hl numlevel="1" lineno="10" slineno="0-10" level="1">acknowledges Utah Valley University's mission to serve working professionals;</hl><hl numlevel="1" lineno="11" slineno="0-11" level="1">directs Utah Valley University to study the feasibility of establishing a law school at the <ln numlevel="1" lineno="12" slineno="0-12"/>Thanksgiving Point campus;</hl><hl numlevel="1" lineno="13" slineno="0-13" level="1">requires evaluation of facility needs, faculty requirements, accreditation pathways, and <ln numlevel="1" lineno="14" slineno="0-14"/>market viability;</hl><hl numlevel="1" lineno="15" slineno="0-15" level="1">directs Utah Valley University to design programming focused on evening and the state of Utah:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="24" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="start">WHEREAS, access to legal education is essential for developing a robust legal profession <ln numlevel="1" lineno="25" slineno="1-2"/>to serve Utah's growing population;<eol numlevel="1" lineno="26" slineno="1-3" display="tab"/>WHEREAS, Utah's population is projected to reach 4.2 million by 2030, increasing demand <ln numlevel="1" lineno="27" slineno="1-4"/>for legal services across the state;<eol numlevel="1" lineno="28" slineno="1-5" display="tab"/>WHEREAS, Utah currently has two law schools, both located in the northern Wasatch <ln numlevel="1" lineno="29" slineno="1-6"/>Front, limiting geographic and programmatic diversity;<eol numlevel="1" lineno="30" slineno="1-7" display="tab"/>WHEREAS, Utah Valley University serves as the state's largest public university and <ln numlevel="1" lineno="31" slineno="1-8"/>maintains a mission of providing accessible, career-focused education;<eol numlevel="1" lineno="32" slineno="1-9" display="tab"/>WHEREAS, Utah Valley University operates facilities at Thanksgiving Point in Lehi, <ln numlevel="1" lineno="33" slineno="1-10"/>providing modern educational space in a central location along the Wasatch Front;<eol numlevel="1" lineno="34" slineno="1-11" display="tab"/>WHEREAS, many working professionals seek legal education but cannot accommodate <ln numlevel="1" lineno="35" slineno="1-12"/>traditional daytime law school schedules;<eol numlevel="1" lineno="36" slineno="1-13" display="tab"/>WHEREAS, part-time, evening, and weekend law programs successfully serve working <ln numlevel="1" lineno="37" slineno="1-14"/>professionals at accredited institutions nationwide;<eol numlevel="1" lineno="38" slineno="1-15" display="tab"/>WHEREAS, the American Bar Association accredits law schools that meet rigorous <ln numlevel="1" lineno="39" slineno="1-16"/>standards for faculty, curriculum, facilities, and student services;<eol numlevel="1" lineno="40" slineno="1-17" display="tab"/>WHEREAS, establishing a law school requires careful evaluation of accreditation <ln numlevel="1" lineno="41" slineno="1-18"/>requirements, faculty recruitment, facility adequacy, and financial sustainability;<eol numlevel="1" lineno="42" slineno="1-19" display="tab"/>WHEREAS, a law school at Utah Valley University could expand access to legal education <ln numlevel="1" lineno="43" slineno="1-20"/>for non-traditional students, working professionals, and underserved communities;<eol numlevel="1" lineno="44" slineno="1-21" display="tab"/>WHEREAS, Utah's technology sector, growing business community, and expanding state <ln numlevel="1" lineno="45" slineno="1-22"/>and local government operations create sustained demand for legal professionals;<eol numlevel="1" lineno="46" slineno="1-23" display="tab"/>WHEREAS, a feasibility study should examine initial enrollment projections, tuition <ln numlevel="1" lineno="47" slineno="1-24"/>models, faculty hiring needs, library and technology requirements, and pathways to American <ln numlevel="1" lineno="48" slineno="1-25"/>Bar Association accreditation;<eol numlevel="1" lineno="49" slineno="1-26" display="tab"/>WHEREAS, collaboration with the <marker pairid="136">Utah </marker><marker pairid="137"/><marker pairid="138"/><marker pairid="139"/><marker pairid="140"/><marker pairid="141"/><marker pairid="142"/><marker pairid="143">Board of Higher Education</marker> and the Utah System <ln numlevel="1" lineno="50" slineno="1-27"/>of Higher Education would ensure alignment with statewide higher education priorities; and<eol numlevel="1" lineno="51" slineno="1-28" display="tab"/>WHEREAS, a comprehensive feasibility study would provide the Legislature with <ln numlevel="1" lineno="52" slineno="1-29"/>information necessary to evaluate this proposal:<eol numlevel="1" lineno="53" slineno="1-30" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah directs <ln numlevel="1" lineno="54" slineno="1-31"/>Utah Valley University, in consultation with the <marker pairid="144">Utah Board of Higher Education</marker>, to conduct a <ln numlevel="1" lineno="55" slineno="1-32"/>comprehensive feasibility study for establishing a law school.<eol numlevel="1" lineno="56" slineno="1-33" display="tab"/>BE IT FURTHER RESOLVED that the feasibility study shall address:</amend><subsection ssid="1-20" dnum="_-o:1-i" numlevel="1" lineno="57" slineno="1-34" ea="amend" anum="0" owner="jchristopherson" style="1" level="1" placement="noreturn"><display><amend anum="0" ea="amend" pairid="1000" style="X" owner="i" level="1">(1)</amend></display><amend anum="0" ea="amend" pairid="72" groupid="2" style="X" owner="jchristopherson" level="1" amendtag="end">facility requirements, including adequacy of existing Thanksgiving Point campus <ln numlevel="1" lineno="58" slineno="1-35"/>facilities, library resources, classroom technology, and necessary modifications or <ln numlevel="1" lineno="59" slineno="1-36"/>expansions;</amend></subsection><subsection ssid="1-22" dnum="_-o:2-i" numlevel="1" lineno="60" slineno="1-37" ea="amend" anum="0" owner="jchristopherson" style="1" level="1"><display><amend anum="0" ea="amend" pairid="1001" style="X" owner="i" level="1" amendtag="start">(2)</amend></display><amend anum="0" ea="amend" pairid="85" groupid="11" style="X" owner="jchristopherson" level="1" amendtag="end">faculty requirements, including the number of full-time and adjunct faculty needed for <ln numlevel="1" lineno="61" slineno="1-38"/>American Bar Association accreditation, anticipated faculty salaries, and faculty <ln numlevel="1" lineno="62" slineno="1-39"/>recruitment strategies;</amend></subsection><subsection ssid="1-21" dnum="_-o:3-i" ea="amend" pairid="125" groupid="43" style="X" owner="jchristopherson" level="1" amendtag="end">any other considerations necessary for legislative evaluation of this proposal.<eol numlevel="1" lineno="84" slineno="1-61" display="tab"/>BE IT FURTHER RESOLVED that Utah Valley University shall submit a written <ln numlevel="1" lineno="85" slineno="1-62"/>report of findings and recommendations to the Education Interim Committee and the <ln numlevel="1" lineno="86" slineno="1-63"/>Higher Education Appropriations Subcommittee no later than November 30, 2026.<eol numlevel="1" lineno="87" slineno="1-64" display="tab"/>BE IT FURTHER RESOLVED that the feasibility study shall consider how a law <ln numlevel="1" lineno="88" slineno="1-65"/>school at Utah Valley University would complement existing legal education in Utah <ln numlevel="1" lineno="89" slineno="1-66"/>and serve populations not currently reached by traditional law school
