Sandall</sponsorhead><otherSponsorhead>House Sponsor: </otherSponsorhead></tbox><lt numlevel="1" lineno="2" slineno="0-2"><lthead lineno="3">LONG TITLE</lthead><gdhead lineno="4">General Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This resolution expresses support for the continued friendship between Utah and Taiwan.</gd><hphead lineno="6">Highlighted Provisions:</hphead><hp numlevel="1" lineno="7" slineno="0-7">This resolution:<hl numlevel="1" lineno="8" slineno="0-8" level="1">highlights the long-standing friendship between Utah and Taiwan;</hl><hl numlevel="1" lineno="9" slineno="0-9" level="1">supports a continuation of the Utah and Taiwan friendship;</hl><hl numlevel="1" lineno="10" slineno="0-10" level="1">supports deepening the religious, economic, educational, and cultural partnership between <ln numlevel="1" lineno="11" slineno="0-11"/>Utah and Taiwan; and</hl><hl numlevel="1" lineno="12" slineno="0-12" level="1">encourages global organizations to admit Taiwan into their membership.</hl></hp><moni numlevel="1" lineno="13" slineno="0-13" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="14">None</moniNone><oc numlevel="1" lineno="15" slineno="0-15">Other Special Clauses:</oc><ocNone lineno="16">None</ocNone></lt><enacthead lineno="17"/><enact numlevel="1" lineno="18" slineno="0-18">Be it resolved by the Legislature of the state of Utah:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="19" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, the state of Utah has developed a strong relationship with Taiwan based on <ln numlevel="1" lineno="20" slineno="1-2"/>shared values, including a commitment to religious freedom, democracy, human rights, the <ln numlevel="1" lineno="21" slineno="1-3"/>rule of law, and a free market economy;<eol numlevel="1" lineno="22" slineno="1-4" display="tab"/>WHEREAS, the relationship between Utah and Taiwan began in 1956, when the Church of <ln numlevel="1" lineno="23" slineno="1-5"/>Jesus Christ of Latter-day Saints, which is headquartered in Utah, dispatched four missionaries <ln numlevel="1" lineno="24" slineno="1-6"/>to Taiwan as a friendly exchange between the Taiwanese people and the people of Utah;<eol numlevel="1" lineno="25" slineno="1-7" display="tab"/>WHEREAS, by 2024, more than 43,000 Latter-day Saint missionaries had<marker pairid="4"/> served missions <ln numlevel="1" lineno="26" slineno="1-8"/>in Taiwan;<eol numlevel="1" lineno="27" slineno="1-9" display="tab"/>WHEREAS, in 1980, Utah and Taiwan established a formal sister-state relationship, <ln numlevel="1" lineno="28" slineno="1-10"/>deepening the cultural exchanges between Utah and Taiwan;<eol numlevel="1" lineno="29" slineno="1-11" display="tab"/>WHEREAS, today, approximately 2,400 foreign-born Taiwanese people live and work in <ln numlevel="1" lineno="30" slineno="1-12"/>Utah, lending their support to Utah communities;<eol numlevel="1" lineno="31" slineno="1-13" display="tab"/>WHEREAS, according to the Observatory of Economic Complexity, in 2025 Utah <ln numlevel="1" lineno="32" slineno="1-14"/>imported approximately $1 billion in goods from Taiwan, more than any other country;<eol numlevel="1" lineno="33" slineno="1-15" display="tab"/>WHEREAS, Taiwan is the first country to enter into the Driver License Reciprocity <ln numlevel="1" lineno="34" slineno="1-16"/>Agreement with Utah;<eol numlevel="1" lineno="35" slineno="1-17" display="tab"/>WHEREAS, because of the Driver License Reciprocity Agreement, people with a driver <ln numlevel="1" lineno="36" slineno="1-18"/>license from Utah can now drive when visiting Taiwan and people with a driver license from <ln numlevel="1" lineno="37" slineno="1-19"/>Taiwan can drive when visiting Utah;<eol numlevel="1" lineno="38" slineno="1-20" display="tab"/>WHEREAS, the Driver License Reciprocity Agreement benefits both Utah and Taiwan, <ln numlevel="1" lineno="39" slineno="1-21"/>resulting in a stronger relationship, politically and economically, while increasing the ease of <ln numlevel="1" lineno="40" slineno="1-22"/>Taiwanese foreign citizens doing business in Utah;<eol numlevel="1" lineno="41" slineno="1-23" display="tab"/>WHEREAS, during the 2020 General Session, the Legislature passed a law incentivizing <ln numlevel="1" lineno="42" slineno="1-24"/>public universities to work with industry leaders in creating multi-disciplinary programs;<eol numlevel="1" lineno="43" slineno="1-25" display="tab"/>WHEREAS, these multi-disciplinary programs prepare the workforce for scientific <ln numlevel="1" lineno="44" slineno="1-26"/>discoveries and engineering innovations;<eol numlevel="1" lineno="45" slineno="1-27" display="tab"/>WHEREAS, Taiwan's participation in these multi-disciplinary programs mutually benefits <ln numlevel="1" lineno="46" slineno="1-28"/>the people of Utah and Taiwan;<eol numlevel="1" lineno="47" slineno="1-29" display="tab"/>WHEREAS, Taiwan's participation and contributions in international organizations and <ln numlevel="1" lineno="48" slineno="1-30"/>agreements, such as the bilateral trade agreement between the United States and Taiwan, the <ln numlevel="1" lineno="49" slineno="1-31"/>Indo-Pacific Economic Framework for Prosperity, the World Health Assembly, the <ln numlevel="1" lineno="50" slineno="1-32"/>International Civil Aviation Organization, and other organizations, greatly benefit the people <ln numlevel="1" lineno="51" slineno="1-33"/>of Utah and all Americans; and<eol numlevel="1" lineno="52" slineno="1-34" display="tab"/>WHEREAS, 2026 marks the 47th anniversary of the Taiwan Relations Act, a foundation <ln numlevel="1" lineno="53" slineno="1-35"/>upon which the United States, and particularly Utah, has maintained and strengthened its <ln numlevel="1" lineno="54" slineno="1-36"/>economic and cultural ties with Taiwan:<eol numlevel="1" lineno="55" slineno="1-37" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah supports <ln numlevel="1" lineno="56" slineno="1-38"/>strengthening the existing friendship with Taiwan on religious, economic, and cultural grounds.<eol numlevel="1" lineno="57" slineno="1-39" display="tab"/>BE IT FURTHER RESOLVED that the Legislature emphasizes the importance of the <ln numlevel="1" lineno="58" slineno="1-40"/>collaborative relationship among the United States, Utah, and Taiwan in the technology sector, <ln numlevel="1" lineno="59" slineno="1-41"/>higher education, and elsewhere.<eol numlevel="1" lineno="60" slineno="1-42" display="tab"/>BE IT FURTHER RESOLVED that the Legislature encourages Utah's federal <ln numlevel="1" lineno="61" slineno="1-43"/>congressional delegation to continue strengthening the United States' and Utah's relationships <ln numlevel="1" lineno="62" slineno="1-44"/>with Taiwan, and continue supporting Taiwan's meaningful participation in international <ln numlevel="1" lineno="63" slineno="1-45"/>organizations and agreements.<eol numlevel="1" lineno="64" slineno="1-46" display="tab"/>BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah federal <ln numlevel="1" lineno="65" slineno="1-47"/>congressional delegation and the Taipei Economic Cultural Office in San Francisco.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>1-22-26 3:57 PM</tm></rev></foot></leg>
