Abbott</otherSponsorhead></tbox><lt numlevel="1" lineno="2" slineno="0-2"><lthead lineno="3">LONG TITLE</lthead><gdhead lineno="4">General Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This resolution supports and encourages the practices of civic participation, civil discourse, <ln numlevel="1" lineno="6" slineno="0-6"/>and constructive dialogue.</gd><hphead lineno="7">Highlighted Provisions:</hphead><hp numlevel="1" lineno="8" slineno="0-8">This resolution:<hl numlevel="1" lineno="9" slineno="0-9" level="1">acknowledges the fundamental rights of free speech, peaceful assembly, and petitioning <ln numlevel="1" lineno="10" slineno="0-10"/>of government;</hl><hl numlevel="1" lineno="11" slineno="0-11" level="1">supports civil discourse and civic participation;</hl><hl numlevel="1" lineno="12" slineno="0-12" level="1">encourages community building and civil dialogue amongst Utah citizens;</hl><hl numlevel="1" lineno="13" slineno="0-13" level="1">recognizes the first Friday in September as Utah Civic Engagement and Service Day; and</hl><hl numlevel="1" lineno="14" slineno="0-14" level="1">encourages activities on Utah Civic Engagement and Service Day to promote civic <ln numlevel="1" lineno="15" slineno="0-15"/>responsibility and community service.</hl></hp><moni numlevel="1" lineno="16" slineno="0-16" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="17">None</moniNone><oc numlevel="1" lineno="18" slineno="0-18">Other Special Clauses:</oc><ocNone lineno="19">None</ocNone></lt><enacthead lineno="20"/><enact numlevel="1" lineno="21" slineno="0-21">Be it resolved by the Legislature of the state of Utah:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="22" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, the First Amendment to the Constitution of the United States, and Article 1, <ln numlevel="1" lineno="23" slineno="1-2"/>and Sections 1 and 15 of the Utah Constitution guarantee the fundamental rights of free <ln numlevel="1" lineno="24" slineno="1-3"/>speech, peaceful assembly, and petitioning the government;<eol numlevel="1" lineno="25" slineno="1-4" display="tab"/>WHEREAS, a free and self-governing society depends upon the ability of citizens to be <ln numlevel="1" lineno="26" slineno="1-5"/>able to express differing views openly, listen respectfully to one another, and engage in <ln numlevel="1" lineno="27" slineno="1-6"/>good-faith dialogue across political, cultural, and ideological differences;<eol numlevel="1" lineno="28" slineno="1-7" display="tab"/>WHEREAS, civil discourse does not require agreement, but rather a shared commitment to <ln numlevel="1" lineno="29" slineno="1-8"/>reasoned discussion, mutual respect, and the recognition of the inherent dignity of all persons;<eol numlevel="1" lineno="30" slineno="1-9" display="tab"/>WHEREAS, history demonstrates that progress in Utah, the nation, and the world has often <ln numlevel="1" lineno="31" slineno="1-10"/>arisen from principled disagreement pursued through peaceful debate, civic participation, and <ln numlevel="1" lineno="32" slineno="1-11"/>democratic processes;<eol numlevel="1" lineno="33" slineno="1-12" display="tab"/>WHEREAS, the erosion of civil discourse through intimidation, dehumanization, or the <ln numlevel="1" lineno="34" slineno="1-13"/>silencing of lawful speech undermines public trust, weakens democratic institutions, and <ln numlevel="1" lineno="35" slineno="1-14"/>discourages civic participation; and<eol numlevel="1" lineno="36" slineno="1-15" display="tab"/>WHEREAS, civic education and service provide valuable opportunities to cultivate habits <ln numlevel="1" lineno="37" slineno="1-16"/>of citizenship, such as compromise, cooperation, and respect for constitutional freedoms:<eol numlevel="1" lineno="38" slineno="1-17" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah supports <ln numlevel="1" lineno="39" slineno="1-18"/>and encourages practices to promote community building and civil dialogue amongst Utah <ln numlevel="1" lineno="40" slineno="1-19"/>citizens.<eol numlevel="1" lineno="41" slineno="1-20" display="tab"/>BE IT FURTHER RESOLVED that the Legislature of the state of Utah recognizes the first <ln numlevel="1" lineno="42" slineno="1-21"/>Friday in September as Utah Civic Engagement and Service Day, to encourage Utahns to <ln numlevel="1" lineno="43" slineno="1-22"/>reflect upon their shared civic responsibilities, participate in community service, and engage <ln numlevel="1" lineno="44" slineno="1-23"/>constructively with others.<eol numlevel="1" lineno="45" slineno="1-24" display="tab"/>BE IT FURTHER RESOLVED that the Legislature of the state of Utah encourages <ln numlevel="1" lineno="46" slineno="1-25"/>institutions, including state agencies, local government, educational institutions, and nonprofit <ln numlevel="1" lineno="47" slineno="1-26"/>organizations to organize or participate in Utah Civic Engagement and Service Day activities.<eol numlevel="1" lineno="48" slineno="1-27" display="tab"/>BE IT FURTHER RESOLVED that the Legislature of the state of Utah encourages <ln numlevel="1" lineno="49" slineno="1-28"/>activities on Utah Civic Engagement and Service Day that include:<eol numlevel="1" lineno="50" slineno="1-29" display="tab"/>(a) community service projects addressing local needs;<eol numlevel="1" lineno="51" slineno="1-30" display="tab"/>(b) forums for civil dialogue and community conversations;<eol numlevel="1" lineno="52" slineno="1-31" display="tab"/>(c) voter registration and civic education activities;<eol numlevel="1" lineno="53" slineno="1-32" display="tab"/>(d) neighborhood improvement and beautification projects;<eol numlevel="1" lineno="54" slineno="1-33" display="tab"/>(e) charitable drives and volunteer activities;<eol numlevel="1" lineno="55" slineno="1-34" display="tab"/>(f) educational programs about democratic processes and civic responsibility;<eol numlevel="1" lineno="56" slineno="1-35" display="tab"/>(g) intergenerational service projects connecting youth and seniors; and<eol numlevel="1" lineno="57" slineno="1-36" display="tab"/>(h) recognition of outstanding community volunteers and civic leaders.<eol numlevel="1" lineno="58" slineno="1-37" display="tab"/>BE IT FURTHER RESOLVED that the Legislature of the state of Utah encourages the <ln numlevel="1" lineno="59" slineno="1-38"/>State Board of Education to partner with Local Education Agencies to establish civic <ln numlevel="1" lineno="60" slineno="1-39"/>engagement activities as part of curricula on Utah Civic Engagement and Service Day.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>1-26-26 3:07 PM</tm></rev></foot></leg>
