Stuart Adams</sponsorhead><otherSponsorhead>House Sponsor: </otherSponsorhead></tbox><lt numlevel="1" lineno="2" slineno="0-2"><lthead lineno="3">LONG TITLE</lthead><gdhead lineno="4">General Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This resolution recognizes the Utah Land Use Task Force for contributions to land use <ln numlevel="1" lineno="6" slineno="0-6"/>policy.</gd><hphead lineno="7">Highlighted Provisions:</hphead><hp numlevel="1" lineno="8" slineno="0-8">This resolution:<hl numlevel="1" lineno="9" slineno="0-9" level="1">acknowledges that land use decisions directly affect housing affordability, economic <ln numlevel="1" lineno="10" slineno="0-10"/>opportunity, property rights, infrastructure planning, and the quality of life in <ln numlevel="1" lineno="11" slineno="0-11"/>communities throughout the state;</hl><hl numlevel="1" lineno="12" slineno="0-12" level="1">recognizes the efforts of the Utah Land Use Task Force to identify areas of consensus and <ln numlevel="1" lineno="13" slineno="0-13"/>develop land use policy solutions; and</hl><hl numlevel="1" lineno="14" slineno="0-14" level="1">recognizes the Utah Land Use Task Force's longstanding commitment to making <ln numlevel="1" lineno="15" slineno="0-15"/>contributions in land use policy at the local and state levels.</hl></hp><moni numlevel="1" lineno="16" slineno="0-16" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="17">None</moniNone><oc numlevel="1" lineno="18" slineno="0-18">Other Special Clauses:</oc><ocNone lineno="19">None</ocNone></lt><enacthead lineno="20"/><enact numlevel="1" lineno="21" slineno="0-21">Be it resolved by the Legislature of the state of Utah:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="22" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, land use decisions directly affect housing affordability, economic opportunity, <ln numlevel="1" lineno="23" slineno="1-2"/>property rights, infrastructure planning, and the quality of life in communities throughout the s<marker pairid="6"/><ln numlevel="1" lineno="24" slineno="1-3"/>tate of Utah;<eol numlevel="1" lineno="25" slineno="1-4" display="tab"/>WHEREAS, effective land use policy benefits from sustained dialogue among stakeholders <ln numlevel="1" lineno="26" slineno="1-5"/>with diverse perspectives and interests;<eol numlevel="1" lineno="27" slineno="1-6" display="tab"/>WHEREAS, for more than 20 years, the Utah Land Use Task Force has operated as a <ln numlevel="1" lineno="28" slineno="1-7"/>voluntary working group composed of stakeholders representing a broad range of viewpoints <ln numlevel="1" lineno="29" slineno="1-8"/>related to land use, development, housing, and local governance;<eol numlevel="1" lineno="30" slineno="1-9" display="tab"/>WHEREAS, participants in the Utah Land Use Task Force include representatives of the <ln numlevel="1" lineno="31" slineno="1-10"/>Utah Property Rights Coalition, the Utah Homebuilders Association, the Utah Association of <ln numlevel="1" lineno="32" slineno="1-11"/>Realtors, the Utah League of Cities and Towns, the Utah Association of Counties, Utah special <ln numlevel="1" lineno="33" slineno="1-12"/>service districts, and other interested stakeholders;<eol numlevel="1" lineno="34" slineno="1-13" display="tab"/>WHEREAS, the Utah Land Use Task Force meets on an ongoing basis in working meetings <ln numlevel="1" lineno="35" slineno="1-14"/>to discuss, negotiate, and evaluate proposed changes to land use laws, policies, and practices;<eol numlevel="1" lineno="36" slineno="1-15" display="tab"/>WHEREAS, through these collaborative efforts, the Utah Land Use Task Force has served <ln numlevel="1" lineno="37" slineno="1-16"/>as a forum for identifying areas of consensus, resolving differences, and developing practical <ln numlevel="1" lineno="38" slineno="1-17"/>policy solutions related to land use regulation;<eol numlevel="1" lineno="39" slineno="1-18" display="tab"/>WHEREAS, the work of the Utah Land Use Task Force has contributed to improvements in <ln numlevel="1" lineno="40" slineno="1-19"/>the fairness, predictability, and efficiency of local land use decision-making processes;<eol numlevel="1" lineno="41" slineno="1-20" display="tab"/>WHEREAS, participants in the Utah Land Use Task Force contribute their time and <ln numlevel="1" lineno="42" slineno="1-21"/>expertise voluntarily, motivated by a shared interest in improving the land use process for <ln numlevel="1" lineno="43" slineno="1-22"/>property owners, applicants, and communities throughout the state;<eol numlevel="1" lineno="44" slineno="1-23" display="tab"/>WHEREAS, the Utah Land Use Task Force has consistently approached its work with <ln numlevel="1" lineno="45" slineno="1-24"/>respect for the traditional role of local governments in land use planning and decision-making; <ln numlevel="1" lineno="46" slineno="1-25"/>and<eol numlevel="1" lineno="47" slineno="1-26" display="tab"/>WHEREAS, the collaborative and consensus-oriented model of the Utah Land Use Task <ln numlevel="1" lineno="48" slineno="1-27"/>Force has helped foster trust, transparency, and constructive engagement among stakeholders <ln numlevel="1" lineno="49" slineno="1-28"/>who may otherwise hold differing viewpoints:<eol numlevel="1" lineno="50" slineno="1-29" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the s<marker pairid="10"/>tate of Utah <ln numlevel="1" lineno="51" slineno="1-30"/>recognizes and commends the Utah Land Use Task Force for 20 years of voluntary, <ln numlevel="1" lineno="52" slineno="1-31"/>collaborative service in advancing land use policy.<eol numlevel="1" lineno="53" slineno="1-32" display="tab"/>BE IT FURTHER RESOLVED that the Legislature acknowledges and appreciates the <ln numlevel="1" lineno="54" slineno="1-33"/>contributions of the stakeholders who participate in the Utah Land Use Task Force, including <ln numlevel="1" lineno="55" slineno="1-34"/>representatives of property owners, the building and real estate industries, local governments, <ln numlevel="1" lineno="56" slineno="1-35"/>special service districts, and other interested parties.<eol numlevel="1" lineno="57" slineno="1-36" display="tab"/>BE IT FURTHER RESOLVED that the Legislature recognizes the Utah Land Use Task <ln numlevel="1" lineno="58" slineno="1-37"/>Force's role in promoting land use policies and practices that are more fair, predictable, and <ln numlevel="1" lineno="59" slineno="1-38"/>efficient while respecting the traditional role of local governments.<eol numlevel="1" lineno="60" slineno="1-39" display="tab"/>BE IT FURTHER RESOLVED that a copy of this resolution be presented to the Utah Land <ln numlevel="1" lineno="61" slineno="1-40"/>Use Task Force as an expression of the Legislature's recognition and appreciation.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>2-4-26 10:54 AM</tm></rev></foot></leg>
