Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This resolution recognizes the Utah Property Rights Coalition for contributions to land use <ln numlevel="1" lineno="6" slineno="0-6"/>policy.</gd><hphead lineno="7">Highlighted Provisions:</hphead><hp numlevel="1" lineno="8" slineno="0-8">This resolution:<hl numlevel="1" lineno="9" slineno="0-9" level="1">acknowledges private property rights as a foundational principle of Utah's constitutional, <ln numlevel="1" lineno="10" slineno="0-10"/>legal, and economic framework;</hl><hl numlevel="1" lineno="11" slineno="0-11" level="1">recognizes the contributions of the Utah Property Rights Coalition in advocacy, <ln numlevel="1" lineno="12" slineno="0-12"/>education, and stakeholder engagement; and</hl><hl numlevel="1" lineno="13" slineno="0-13" level="1">recognizes the Utah Property Rights Coalition's longstanding commitment to and <ln numlevel="1" lineno="14" slineno="0-14"/>contributions in land use the state of Utah:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="21" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, private property rights are a foundational principle of Utah's constitutional, <ln numlevel="1" lineno="22" slineno="1-2"/>legal, and economic framework;<eol numlevel="1" lineno="23" slineno="1-3" display="tab"/>WHEREAS, private property rights are essential to addressing housing affordability, <ln numlevel="1" lineno="24" slineno="1-4"/>economic growth, and responsible land stewardship;<eol numlevel="1" lineno="25" slineno="1-5" display="tab"/>WHEREAS, for more than 20 years, the Utah Property Rights Coalition (Coalition) has <ln numlevel="1" lineno="26" slineno="1-6"/>played a sustained and influential role in Utah's land use policy discussions through legislative <ln numlevel="1" lineno="27" slineno="1-7"/>advocacy, education, and stakeholder engagement;<eol numlevel="1" lineno="28" slineno="1-8" display="tab"/>WHEREAS, over the course of two decades, the Coalition has worked consistently to <ln numlevel="1" lineno="29" slineno="1-9"/>improve land use laws and administrative practices to ensure that property owners receive fair <ln numlevel="1" lineno="30" slineno="1-10"/>treatment and timely decisions under statutes and local ordinances;<eol numlevel="1" lineno="31" slineno="1-11" display="tab"/>WHEREAS, sound land use policy depends on timely, predictable, and transparent <ln numlevel="1" lineno="32" slineno="1-12"/>regulatory processes that respect lawful property use while enabling communities to plan for <ln numlevel="1" lineno="33" slineno="1-13"/>growth and infrastructure needs;<eol numlevel="1" lineno="34" slineno="1-14" display="tab"/>WHEREAS, the Coalition has played a meaningful role in advancing legislative and policy <ln numlevel="1" lineno="35" slineno="1-15"/>reforms to improve the efficiency and accountability of land use application processing <ln numlevel="1" lineno="36" slineno="1-16"/>throughout the state;<eol numlevel="1" lineno="37" slineno="1-17" display="tab"/>WHEREAS, the Coalition has supported statutory changes and administrative practices that <ln numlevel="1" lineno="38" slineno="1-18"/>promote timely review of land use and building applications, reduce unnecessary delays, and <ln numlevel="1" lineno="39" slineno="1-19"/>encourage prompt and consistent decision-making by local governments;<eol numlevel="1" lineno="40" slineno="1-20" display="tab"/>WHEREAS, these efforts have contributed to greater predictability, fairness, and <ln numlevel="1" lineno="41" slineno="1-21"/>consistency in land use approvals, providing property owners, homebuilders, and local <ln numlevel="1" lineno="42" slineno="1-22"/>governments with clearer expectations and more reliable development time lines;<eol numlevel="1" lineno="43" slineno="1-23" display="tab"/>WHEREAS, the Coalition has emphasized the direct relationship between efficient land use <ln numlevel="1" lineno="44" slineno="1-24"/>regulation and housing affordability, recognizing that prolonged, uncertain, or inconsistent <ln numlevel="1" lineno="45" slineno="1-25"/>approval processes increase development costs and constrain housing supply;<eol numlevel="1" lineno="46" slineno="1-26" display="tab"/>WHEREAS, through a collaborative and consensus-driven approach, the Coalition has <ln numlevel="1" lineno="47" slineno="1-27"/>worked with legislators, local governments, planners, housing advocates, industry <ln numlevel="1" lineno="48" slineno="1-28"/>representatives, and property owners to enact more than 70 consensus-based legislative <ln numlevel="1" lineno="49" slineno="1-29"/>measures addressing land use and development policy;<eol numlevel="1" lineno="50" slineno="1-30" display="tab"/>WHEREAS, the Coalition has been a leading voice encouraging cities and counties to <ln numlevel="1" lineno="51" slineno="1-31"/>improve long-range and general planning efforts, including clearer land use designations, <ln numlevel="1" lineno="52" slineno="1-32"/>realistic infrastructure planning, and stronger alignment between adopted plans, zoning <ln numlevel="1" lineno="53" slineno="1-33"/>ordinances, and development decisions;<eol numlevel="1" lineno="54" slineno="1-34" display="tab"/>WHEREAS, these planning-focused efforts have helped reduce conflict, improve public <ln numlevel="1" lineno="55" slineno="1-35"/>trust, and promote orderly growth by reinforcing consistency between long-range plans and <ln numlevel="1" lineno="56" slineno="1-36"/>day-to-day land use decisions; and<eol numlevel="1" lineno="57" slineno="1-37" display="tab"/>WHEREAS, throughout the Coalition's history, the organization has demonstrated a <ln numlevel="1" lineno="58" slineno="1-38"/>sustained commitment to civil discourse, collaboration, and data-driven policy development:<eol numlevel="1" lineno="59" slineno="1-39" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Legislature of the State of Utah <ln numlevel="1" lineno="60" slineno="1-40"/>recognizes and commends the Utah Property Rights Coalition for more than two decades of <ln numlevel="1" lineno="61" slineno="1-41"/>service and leadership in shaping land use policy in Utah.<eol numlevel="1" lineno="62" slineno="1-42" display="tab"/>BE IT FURTHER RESOLVED that the Legislature acknowledges the Utah Property Rights <ln numlevel="1" lineno="63" slineno="1-43"/>Coalition's contributions to improving the efficiency of land use application processing, <ln numlevel="1" lineno="64" slineno="1-44"/>advancing housing affordability, and promoting predictability, fairness, and consistency in <ln numlevel="1" lineno="65" slineno="1-45"/>land use regulation.<eol numlevel="1" lineno="66" slineno="1-46" display="tab"/>BE IT FURTHER RESOLVED that the Legislature expresses appreciation for the Utah <ln numlevel="1" lineno="67" slineno="1-47"/>Property Rights Coalition's collaborative leadership in advancing consensus-based reforms that <ln numlevel="1" lineno="68" slineno="1-48"/>improve land use outcomes while respecting the traditional role of local governments.<eol numlevel="1" lineno="69" slineno="1-49" display="tab"/>BE IT FURTHER RESOLVED that a copy of this resolution be presented to the Utah <ln numlevel="1"
