WHEREAS, advances in artificial intelligence and other emerging technologies present opportunities to enhance the efficiency, accuracy, and accessibility of legislative information;WHEREAS, legislative staff are responsible for assisting legislators with policy development and producing summaries, analyses, and other material that is critical to informed decision-making;WHEREAS, the increasing volume, complexity, and technical nature of legislation place growing demands on staff capacity and analytical resources;WHEREAS, artificial intelligence technologies may assist staff by augmenting research, drafting, summarization, analytical, and data-processing functions;WHEREAS, artificial intelligence technologies may improve the timeliness, consistency, and clarity of legislative materials; andWHEREAS, improving the understandability and accessibility of legislative information benefits the Legislature and promotes transparency and public engagement:NOW, THEREFORE, BE IT RESOLVED that the Legislature encourages legislative staff to explore, evaluate, and responsibly utilize artificial intelligence and related technologies to improve the clarity and accessibility of legislative information and analyses.BE IT FURTHER RESOLVED that the use of artificial intelligence by legislative staff is implemented in a manner that preserves human oversight, protects confidential information, maintains analytical integrity, and complies with applicable legal, ethical, and security standards.BE IT FURTHER RESOLVED that legislative staff are encouraged to pursue training, develop best practices, and adopt appropriate governance measures to ensure the effective and responsible application of these technologies.
