numlevel="1" lineno="2" slineno="0-2"><lthead lineno="3">LONG TITLE</lthead><gdhead lineno="4">General Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This resolution encourages local governments to update disaster emergency plans to <ln numlevel="1" lineno="6" slineno="0-6"/>address the needs of individuals who may need to evacuate during a disaster with household <ln numlevel="1" lineno="7" slineno="0-7"/>pets.</gd><hphead lineno="8">Highlighted Provisions:</hphead><hp numlevel="1" lineno="9" slineno="0-9">This resolution:<hl numlevel="1" lineno="10" slineno="0-10" level="1">encourages local governments within the state to incorporate into emergency management <ln numlevel="1" lineno="11" slineno="0-11"/>and disaster planning the needs of individuals with household pets, consistent with <ln numlevel="1" lineno="12" slineno="0-12"/>federal guidance and the demonstrated frequency and impact of federally declared <ln numlevel="1" lineno="13" slineno="0-13"/>disasters in Utah.</hl></hp><moni numlevel="1" lineno="14" slineno="0-14" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="15">None</moniNone><oc numlevel="1" lineno="16" slineno="0-16">Other Special Clauses:</oc><ocNone lineno="17">None</ocNone></lt><enacthead lineno="18"/><enact numlevel="1" lineno="19" slineno="0-19">Be it resolved by the Senate of the state of Utah:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="20" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, from 2020-2024 Utah experienced 12 Federal Emergency Management <ln numlevel="1" lineno="21" slineno="1-2"/>Agency (FEMA) Major Disaster Declarations and Fire Management Assistance Declarations, <ln numlevel="1" lineno="22" slineno="1-3"/>demonstrating the recurring nature of emergency events in the state;<eol numlevel="1" lineno="23" slineno="1-4" display="tab"/>WHEREAS, Utah families may be required to evacuate their homes with household pets <ln numlevel="1" lineno="24" slineno="1-5"/>during disasters, and failure for local emergency plans that account for sheltering families and <ln numlevel="1" lineno="25" slineno="1-6"/>their household pets can hinder or delay safe evacuation;<eol numlevel="1" lineno="26" slineno="1-7" display="tab"/>WHEREAS, a 2015 study on the challenges of managing animals in United States disasters <ln numlevel="1" lineno="27" slineno="1-8"/>reported that 20 to 30% of human evacuation failures are attributed to pet ownership;<eol numlevel="1" lineno="28" slineno="1-9" display="tab"/>WHEREAS, approximately 58% of Utah households own a household pet and would likely <ln numlevel="1" lineno="29" slineno="1-10"/>need a safe location to bring themselves and their pets during a disaster;<eol numlevel="1" lineno="30" slineno="1-11" display="tab"/>WHEREAS, local governments in Utah are responsible for emergency operations planning, <ln numlevel="1" lineno="31" slineno="1-12"/>including mitigation, preparedness, response, and recovery efforts;<eol numlevel="1" lineno="32" slineno="1-13" display="tab"/>WHEREAS, the safety and wellbeing of Utah residents can be enhanced by ensuring that <ln numlevel="1" lineno="33" slineno="1-14"/>emergency plans account for the sheltering, evacuation, and care of household pets;<eol numlevel="1" lineno="34" slineno="1-15" display="tab"/>WHEREAS, the Pets Evacuation and Transportation Standards Act of 2006 encourages <ln numlevel="1" lineno="35" slineno="1-16"/>FEMA to create plans to "take into account the needs of individuals with pets and service <ln numlevel="1" lineno="36" slineno="1-17"/>animals before<marker pairid="2"/>, during, and following a major disaster or emergency";<eol numlevel="1" lineno="37" slineno="1-18" display="tab"/>WHEREAS, the Pets Evacuation and Transportation Standards Act of 2006 allows for the <ln numlevel="1" lineno="38" slineno="1-19"/>FEMA to provide funding to local authorities who provide shelters that accommodate people <ln numlevel="1" lineno="39" slineno="1-20"/>with pets and service animals;<eol numlevel="1" lineno="40" slineno="1-21" display="tab"/>WHEREAS, coordinated planning among emergency management agencies, local health <ln numlevel="1" lineno="41" slineno="1-22"/>departments, animal shelters, veterinary providers, and nonprofit organizations improves <ln numlevel="1" lineno="42" slineno="1-23"/>community resilience in disasters; and<eol numlevel="1" lineno="43" slineno="1-24" display="tab"/>WHEREAS, incorporating household pets into disaster planning can reduce public safety <ln numlevel="1" lineno="44" slineno="1-25"/>risks, prevent abandonment of animals, and streamline evacuation and sheltering operations:<eol numlevel="1" lineno="45" slineno="1-26" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Senate of the state of Utah encourages <ln numlevel="1" lineno="46" slineno="1-27"/>all local governments in Utah to develop, update, or expand disaster emergency plans to <ln numlevel="1" lineno="47" slineno="1-28"/>include provisions addressing the needs of individuals with household pets, consistent with <ln numlevel="1" lineno="48" slineno="1-29"/>federal guidance.<eol numlevel="1" lineno="49" slineno="1-30" display="tab"/>BE IT FURTHER RESOLVED that the Senate of the state of Utah encourages local <ln numlevel="1" lineno="50" slineno="1-31"/>governments to coordinate with emergency management professionals, voluntary animal <ln numlevel="1" lineno="51" slineno="1-32"/>organizations, public health agencies, and community partners to ensure adequate sheltering <ln numlevel="1" lineno="52" slineno="1-33"/>and care standards for household pets during disasters.<eol numlevel="1" lineno="53" slineno="1-34" display="tab"/>BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah Division <ln numlevel="1" lineno="54" slineno="1-35"/>of Emergency Management, each county commission or council, each municipal government, <ln numlevel="1" lineno="55" slineno="1-36"/>and relevant local emergency planning committees.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>1-28-26
