Sandall</sponsorhead></tbox><lt numlevel="1" lineno="2" slineno="0-2"><lthead lineno="3">LONG TITLE</lthead><gdhead lineno="4">General Description:</gdhead><gd numlevel="1" lineno="5" slineno="0-5">This resolution promotes the integration of agricultural features into the fabric of traditional <ln numlevel="1" lineno="6" slineno="0-6"/>residential neighborhoods.</gd><hphead lineno="7">Highlighted Provisions:</hphead><hp numlevel="1" lineno="8" slineno="0-8">This resolution:<hl numlevel="1" lineno="9" slineno="0-9" level="1">recognizes the importance of agriculture to Utah's past, present, and future;</hl><hl numlevel="1" lineno="10" slineno="0-10" level="1">encourages municipalities, counties, developers, and builders to be flexible and creative <ln numlevel="1" lineno="11" slineno="0-11"/>in local planning to allow the integration of agriculture, including working farms, <ln numlevel="1" lineno="12" slineno="0-12"/>community gardens, orchards, edible landscapes, educational spaces, and other <ln numlevel="1" lineno="13" slineno="0-13"/>food-producing elements, into the fabric of traditional residential neighborhoods; and</hl><hl numlevel="1" lineno="14" slineno="0-14" level="1">expresses the Senate's support for incorporating agricultural principles into residential <ln numlevel="1" lineno="15" slineno="0-15"/>development wherever feasible.</hl></hp><moni numlevel="1" lineno="16" slineno="0-16" display="none">Money Appropriated in this Bill:</moni><moniNone lineno="17">None</moniNone><oc numlevel="1" lineno="18" slineno="0-18">Other Special Clauses:</oc><ocNone lineno="19">None</ocNone></lt><enacthead lineno="20"/><enact numlevel="1" lineno="21" slineno="0-21">Be it resolved by the Senate of the state of Utah:</enact><bdy><bsec buid="1" type="enact" src="reso" uid="RESO" sort="00000R" numlevel="1" lineno="22" slineno="1-1" sn="1"><section type="enact" display="false" src="reso"><amend anum="0" ea="amend" pairid="1" groupid="1" style="X" owner="jchristopherson" level="1" amendtag="both">WHEREAS, agriculture has played a foundational role in the history, economy, culture, <ln numlevel="1" lineno="23" slineno="1-2"/>and identit<marker pairid="4"/>y of the state of Utah, contributing to food security, stewardship of land and water, <ln numlevel="1" lineno="24" slineno="1-3"/>and strong rural and urban communities alike;<eol numlevel="1" lineno="25" slineno="1-4" display="tab"/>WHEREAS, Utah's agricultural heritage reflects values of self-reliance, community <ln numlevel="1" lineno="26" slineno="1-5"/>cooperation, conservation, and respect for the land that continues to benefit residents across <ln numlevel="1" lineno="27" slineno="1-6"/>the state;<eol numlevel="1" lineno="28" slineno="1-7" display="tab"/>WHEREAS, Utah is experiencing sustained population growth and residential <ln numlevel="1" lineno="29" slineno="1-8"/>development, and some level of continued growth is inevitable to meet housing needs for <ln numlevel="1" lineno="30" slineno="1-9"/>current and future residents;<eol numlevel="1" lineno="31" slineno="1-10" display="tab"/>WHEREAS, thoughtful planning and innovative design can allow residential growth to <ln numlevel="1" lineno="32" slineno="1-11"/>occur in ways that honor Utah's agricultural roots while enhancing quality of life, community <ln numlevel="1" lineno="33" slineno="1-12"/>connection, and environmental stewardship;<eol numlevel="1" lineno="34" slineno="1-13" display="tab"/>WHEREAS, "agrihoods" are residential developments that intentionally integrate <ln numlevel="1" lineno="35" slineno="1-14"/>agriculture, including working farms, community gardens, orchards, edible landscapes, <ln numlevel="1" lineno="36" slineno="1-15"/>educational spaces, or other food-producing elements into the fabric of traditional residential <ln numlevel="1" lineno="37" slineno="1-16"/>neighborhoods;<eol numlevel="1" lineno="38" slineno="1-17" display="tab"/>WHEREAS, agrihoods may promote access to fresh food, foster community engagement, <ln numlevel="1" lineno="39" slineno="1-18"/>support local agriculture, provide educational opportunities, and create distinctive, resilient <ln numlevel="1" lineno="40" slineno="1-19"/>neighborhoods;<eol numlevel="1" lineno="41" slineno="1-20" display="tab"/>WHEREAS, agrihood principles can be applied at many scales and in many forms, <ln numlevel="1" lineno="42" slineno="1-21"/>including neighborhood farms, shared garden spaces, orchards, preservation of productive <ln numlevel="1" lineno="43" slineno="1-22"/>farmland, integration of agricultural uses into open space planning, and partnerships with local <ln numlevel="1" lineno="44" slineno="1-23"/>farmers or agricultural organizations; and<eol numlevel="1" lineno="45" slineno="1-24" display="tab"/>WHEREAS, encouraging flexibility and creativity in land use planning can help <ln numlevel="1" lineno="46" slineno="1-25"/>municipalities, counties, developers, and builders adapt agricultural elements to local <ln numlevel="1" lineno="47" slineno="1-26"/>conditions, market realities, and community needs:<eol numlevel="1" lineno="48" slineno="1-27" display="tab"/>NOW, THEREFORE, BE IT RESOLVED that the Senate recognizes and affirms the <ln numlevel="1" lineno="49" slineno="1-28"/>importance of agriculture to the state's past, present, and future, and acknowledges the value of <ln numlevel="1" lineno="50" slineno="1-29"/>incorporating agricultural principles into residential development where feasible.<eol numlevel="1" lineno="51" slineno="1-30" display="tab"/>BE IT FURTHER RESOLVED that the Senate encourages municipalities, counties, <ln numlevel="1" lineno="52" slineno="1-31"/>developers, builders, planners, and other stakeholders to consider agrihood concepts and <ln numlevel="1" lineno="53" slineno="1-32"/>agricultural integration when planning and approving new residential growth, consistent with <ln numlevel="1" lineno="54" slineno="1-33"/>local goals, private property rights, and existing law.<eol numlevel="1" lineno="55" slineno="1-34" display="tab"/>BE IT FURTHER RESOLVED that the Senate encourages innovation and collaboration in <ln numlevel="1" lineno="56" slineno="1-35"/>residential design that blends housing, open space, and agricultural uses in ways that <ln numlevel="1" lineno="57" slineno="1-36"/>strengthen communities, enhance sustainability, and reflect Utah's agricultural heritage.<eol numlevel="1" lineno="58" slineno="1-37" display="tab"/>BE IT FURTHER RESOLVED that nothing in this resolution is intended to create a legal <ln numlevel="1" lineno="59" slineno="1-38"/>requirement, mandate, or regulatory obligation, but rather to express legislative support and <ln numlevel="1" lineno="60" slineno="1-39"/>encouragement for voluntary adoption of agrihood principles and agricultural integration in <ln numlevel="1" lineno="61" slineno="1-40"/>residential development.<eol numlevel="1" lineno="62" slineno="1-41" display="tab"/>BE IT FURTHER RESOLVED that copies of this resolution be shared with the Utah <ln numlevel="1" lineno="63" slineno="1-42"/>League of Cities and Towns, the Utah Association of Counties, the Property Rights Coalition, <ln numlevel="1" lineno="64" slineno="1-43"/>and the Land Use Task Force as an expression of the Senate's awareness of, and support, for <ln numlevel="1" lineno="65" slineno="1-44"/>agrihood concepts.</amend><sectionText/></section></bsec></bdy><foot><rev><tm>2-4-26 7:53 AM</tm></rev></foot></leg>
